Homeless children and youth are arguably the most forgotten population when it comes to education. Since 1989, the National Association for the Education of Homeless Children and Youth (NAEHCY) has been an advocate for equitable services from public schools for homeless youth. Additionally, their website states that it has encouraged "strategies for effective instruction, pupil services, and research." Visitors unfamiliar with the main piece of legislation in place for educating homeless children and youth can read the full-text of the McKinney-Vento Homeless Assistance Act under the "Legislation and Policy" tab. Open educational resources (OER) are "digitised materials offered freely and openly for educators, students and self-learners to use and reuse for teaching, learning and research."[1] Being a production and dissemination mode, OER are not involved in awarding degrees nor in providing academic or administrative support to students.[2][3] However, OER materials are beginning to get integrated into open and distance education.[4]

HippoCampus is a project of the Monterey Institute for Technology and Education (MITE). The goal of HippoCampus is to provide high-quality, multimedia content on general education subjects to high school and college students free of charge. HippoCampus was designed as part of Open Education Resources (OER), a worldwide effort to improve access to quality education for everyone. HippoCampus content has been developed by some of the finest colleges and universities in the world and contributed to the National Repository of Online Courses (NROC), another MITE project. NROC makes editorial and engineering investment in the content to prepare it for distribution by HippoCampus. Both HippoCampus and NROC are supported by The William and Flora Hewlett Foundation.

Open educational resources (OER) are any resources available at little or no cost that can be used for teaching, learning, or research. The term can include textbooks, course readings, and other learning content; simulations, games, and other applications; syllabi, quizzes, and assessment tools; and virtually any other educational material. Open resources are issued under a license that spells out how they can be used: Some may only be used in their original form; in other cases, resources can be modified, remixed, and redistributed. OER expand the access to educational resources to more learners, more of the time, and they have the potential to spur pedagogical innovation, introducing new alternatives for effective teaching.

it is misleading to suggests that all, or even most, aspects of providing an education should, or could, be placed into the hands of [teachers] Historically, it has been impractical to break up the roles of the teacher. You need a certain scale even to have a separate person assigned as a librarian or an audio-visual coordinator. You need a much greater scale, not to mention much better coordination, to have separate people assigned as lecturers, coaches, theorizers and evaluators. Yet relatively few of these roles need to be performed in person, and most of them scale pretty well. This means that with improved information and communications technologies we can begin to rethink how we've organized labor in education.
