Illinois Senator Dick Durbin has written an open letter to Robin Li, CEO of Chinese search giant Baidu.com, urging the company to take "immediate and tangible steps to protect human rights."
The bill would define the powers the president already has to cause "the closing of any facility or stations for wire communication" in the event of a massive cyber-attack or national-security emergency. Many critics fear the cybersecurity bill contains a "kill switch" that would enable the President to turn off the Internet. In reality, the bill would strengthen and extend congressional oversight and protections of the Internet in the event of an emergency while providing the White House and the Department of Homeland Security (DHS) with appropriate mechanisms to respond to an attack, the bill's sponsors replied. Following Senator Dick Durbin's letter to Baidu last week expressing his concerns about censorship in China, the US State Department has announced plans to set aside $19 million to fight internet censorship overseas.
