Le Gabon prêt à signer son Pacte national pour le PDDAA - 0 views

    "Le Conseil des ministres du 11 avril 2013 a marqué son accord pour l'organisation, le 6 mai prochain, à Libreville, d'une table ronde pour la signature du Pacte national du PDDAA, une initiative africaine conçue pour relancer l'agriculture. Dix ans après l'adoption de la déclaration de Maputo pour une mise en œuvre effective et efficiente pour la promotion agricole sur le continent noir, le Gabon a décidé d'emboiter le pas aux 29 pays africains ayant déjà signé leur pacte de partenariat. Une décision qui démontre de la volonté des dirigeants à prendre le train de l'élaboration et de la réalisation de ce programme via son pacte national afin d'atteindre et de profiter des résultats préconisés par PDDAA. Selon le secrétaire exécutif de l'Agence du NEPAD, Dr Ibrahim Mayaki, le PDDAA a pour objectif d'accroître la politique alimentaire, d'assurer la sécurité alimentaire des pays du continent. Et cet accroissement passe forcément par le développement technique des allocations, des subventions et crédits aux producteurs. Car il faut le reconnaître c'est grâce au financement de l'agriculture que les pays émergents asiatiques ont pu faire face à leurs besoins alimentaires."

    "Au Mali, l'intervention militaire est en passe d'atteindre ses buts : l'intégrité territoriale du pays est en train d'être restaurée ; les populations, et notamment les femmes, maintenues sous le joug des groupes extrémistes, retrouvent une liberté perdue. Avec François Hollande, Laurent Fabius et Jean-Yves Le Drian, j'ai touché du doigt lors de notre déplacement à Tombouctou cette liberté retrouvée. Le Mali a évité l'effondrement, mais les raisons qui ont amené le pays au bord du gouffre - la pauvreté entre autres - n'ont pas disparu. Ce défi du développement et de la démocratie est en premier lieu celui des Maliennes et des Maliens. Mais il est aussi celui de la communauté internationale. Il n'y a pas de développement sans sécurité, il n'y aura pas de sécurité durable sans développement. Deux obstacles immédiats sontsur le point d'être levés. Le premier était la partition du pays qui empêchait de mener tout projet de développement au nord du pays. Le second était le blocage politique à Bamako depuis le coup d'Etat de mars. L'adoption fin janvier par l'Assemblée malienne de la feuille de route politique ouvre la voie à un dialogue intermalien et à l'organisation d'élections en juillet. C'était une condition préalable à la reprise de l'aide européenne et française. Il s'agit maintenant de répondre aux urgences, tel le rétablissement de l'eau et de l'électricité à Tombouctou, et d'accompagner la remise en route progressive des services de base en matière de santé ou d'éducation. Car la liesse actuelle pourrait laisser la place à la désillusion si les populations, au nord comme au sud du pays ne bénéficient pas d'une amélioration de leurs conditions de vie. "

Mr Shyamal Majumdar delivered a keynote speech, in which he outlined Technical Vocational Education and Training from the international perspective and highlighted the importance of TVET in present times. Furthermore, Mr Majumdar shared the key messages of the UNESCO Global Monitoring Report on Youth and Skills, and the role of the UNEVOC Network in transforming TVET, addressing key challenges of quality, capacity and public-private partnership (PPP)."

This is likely to intensify in the coming months, as the European Commission's new Erasmus+ programme, starting in 2014, promises more opportunities and funding for higher education and teaching staff to study, train and work in another country. Indeed, higher education staff will account for a significant percentage of the 1 million beneficiaries of a mobility period funded by the programme between 2014 and 2020. Staff mobility is seen as a vital and often cost-effective means of creating 'internationalisation at home' - enabling students to (in)directly experience another higher education culture on site. It is also widely believed that staff mobility has an additional value in acting as a catalyst for student mobility. "

    "Experience from outside UNESCO-UNEVOC Regional Forum Europe and North America network enriches work of penultimate meeting ahead of next year's global forum in Bonn. The second session Tuesday (29 October) of the UNESCO-UNEVOC regional forum Europe, Commonwealth of Independent States (CIS) and North America on advancing, improving and greening TVET hosted by Moscow's National Observatory on Vocational Education/Centre for VET Studies, widened its scope to a broad international focus. The three-day event, attended by over 100 experts in training, system analysis and policy advice, opened Monday with the spotlight on two of UNEVOC's priorities - youth employment and skills development and bringing an ecological perspective to TVET. Tuesday's theme was regional and international harmonization in TVET. Delegates looked well beyond the regional boundaries of Europe, CIS and North America, which is one of the five regional clusters around which UNEVOC organizes its global work. Representatives of the Africa, Arab States, Asia and Pacific, and Latin America and Caribbean regions presented the progress in advancing UNESCO-UNEVOC's agenda, based on the Shanghai Consensus proposals identified last year at UNESCO's Third International Congress on TVET."
