    An appeal of PDF: it's relatively common, and plug-ins allow the format to viewed within some (not all) web browsers.

    A downside, from a Diigo user perspective: I *guess* that ISO 19005-1:2005 PDF 1.4 (PDF/A-1) may be not well suited to rich/conversational annotations of the types that are desired by Diigo groups and individuals.

    That probably steers any PDF-related possibilities in one or more of the following directions:

    a) conversion to OpenDocument format (ODF)
    b) conversion to Office Open XML (OOXML)
    c) conversion to XHTML.

    Diigo tendency towards HTML/XHTML might be balanced with other communities' tendency towards standards-based annotation of ODF and OOXML.
