Categorizing - 2 views

  Hi I am new here.
  
  I am building a web site about chronic pain, so I need to bookmark web sites related to this and I want to build a logical structure from the start. I want to build categories with sub-categories to help me put things in their right place.
  
  Here is an example of what I need --- at the top of the hierarchy will be chronic pain -- then Analgesics then NSAIDs then ibuprofen. So, chronic pain -- Analgesics- NSAIDs - ibuprofen.
  
  Is it just a question of using the right tags?
  
  There used to be lists but no more. They were replaced with Outliners?
  
  How would I use Outliners with my project? I am not clear on what they really are.
