I think it will be a useful feature to be able to get special links for annotations on pages we annotate. For example www.diigo.com/aaaa#bb may open the annotated page and take the scrollbar onto that specific annotation. When every annotation has this html hash specific to themselves, it will be easy to produce these urls. There may be a menu item in the annotation menu, "get link for this annotation".
Highlights can be navigated with the 'Jump to' feature of Diigolet 4.0b14.
AFAIR some 3.x versions of Diigolet offered the 'Jump to' feature to all viewers of an annotated link.
Sadly, more modern Diigolet 4.0b5 (which presents to viewers of annotated links) seem to be far less useful for sharing information. No navigation of highlights, and (IMHO the worst bug in Diigo 4.0 beta) all page comments are missing.
Already, annotated views within and without Diigo Meta
(examples: http://www.diigo.com/bookmark/http%3A%2F%2Fec.europa.eu%2Finformation_society%2Fpolicy%2Fesignature%2Feu_legislation%2Ftrusted_lists%2Findex_en.htm?f=m&tab=people&uname=grahamperrin and http://diigo.com/09yyg )
do scroll, automatically, to the position of the uppermost highlight.
