STEERED BY SEVERAL factors, including the strong performance by several hotel brands, the Baird/STR Hotel Stock Index increased 1.4 percent in April to a level of 5,430, STR said in a statement. Growth is slowing, STR said, but will continue for the next quarter or more. "Hotel stocks increased in April, and the gains were driven by outperformance from the global hotel brands," said Michael Bellisario, senior hotel research analyst and director at Baird. "RevPAR trends have remained solid in the face of growing macroeconomic uncertainties and continued banking turmoil, and first-quarter earnings generally have surprised to the upside with positive full-year estimate revisions occurring. The Hotel REITs declined more than 2 percent in April and underperformed the RMZ, while the global hotel brands gained just over 2.5 percent and outperformed the S&P 500's return by 100 bps." According to STR, the Baird/STR Hotel Stock Index fell slightly behind the S&P 500, which was up 1.5 percent in April but came in above the MSCI US REIT Index, up 0.7 percent. The hotel brand sub-index jumped 2.5 percent from March to 10,178, while the hotel REIT sub-index dropped 2.6 percent to 1,045, it added. "The industry continues to revert to normal patterns and calendar shifts with growth slowing as forecasted," said Amanda Hite, STR president. "Monthly demand fell year over year for the first time since the recovery began in April 2021, but that decrease can be attributed to an extra Sunday on the calendar this year versus last. Without the extra Sunday, which is historically a low-performance night, demand would have been slightly up from last year. ADR, on the other hand, grew 3.4 percent, while RevPAR was up 1.8 percent - the lowest increase of the recovery thus far. Despite slowing growth, we expect the industry to see further gains throughout the summer and fall."

THE MAJOR CHALLENGES faced by U.S. hotels are labor, the return of corporate, group and conference travel, the impact of inflation on cost lines and the energy crisis, said Michael Grove, COO of HotStats, in a recent presentation. In the same session at the International Hospitality Investment Forum, panelists debated the best metric by which to measure industry performance. While speaking during a panel session at IHIF titled "Decoding the Data", Grove said that the most pressing issue is fixed costs are being replaced by oncoming growth in the variable areas which changes the dynamic of the cost base. "One of the key items around the average rate growth is what's going to happen when the full business mix returns," Grove said. "We still have a lot more of the lower-rated business to come back-the tours and groups and the other segments. We need to look at the impact on the cost lines themselves, the expense items around the P&L and what impact inflation is having on those, what impact the labor challenge is having.

The Restoring Brand USA Act took another step toward passage, clearing the U.S. House Committee on Energy and Commerce. The bill would renew the program aimed at promoting international travel to the U.S. Brand USA has generated $56 billion to the U.S. economy since 2013 and supported more than 45,000 jobs each year, according to Rep. Gus Bilirakis of Florida, a sponsor of the bill. The program is funded by international visitors and private contributions, and the decline in international travel during the COVID-19 pandemic has led to a loss of that funding, Bilirakis said. The bill would direct the Treasury Department to allow this program to access critical resources, funded by foreign traveler visa fees, for the next few years. "The travel and tourism industry was one of the hardest hit sectors during the pandemic. As we seek to restore our way of life and fully recover, we cannot overlook the work that must be done to renew this powerful engine of economic growth for communities across the nation," Bilirakis said. "Brand USA has proven itself as a successful catalyst for spurring tourism to the U.S. We need that catalyst now more than ever to help rebuild the industry and spur job growth. Common sense solutions like this will help boost the economy and help get us moving in the right direction."

Recently, Larry Cuculic, president and CEO of BWH Hotel Group, sat down with Asian Hospitality to share his insights into the status of the Best Western Hotel brand and the industry as a whole. Below are excerpts from the interview along with additional information on the subjects discussed, including franchise relations, the labor crisis and changes the company has seen since his appointment to the top role. Franchise relations One of the biggest issues Cuculic discusses in the interview is maintaining positive relations with Best Western franchisees. He emphasized the need for openness and transparency. "We disclose all of our contract terms throughout the negotiation. I tell our people, I believe in karma," Cuculic said in the Leadership Series interview. "Karma doesn't forget a name or an address. If you treat someone who's thinking about coming into your brand reasonably fairly, and then when they sign a contract, you drive revenue to them, that's a win-win relationship. That's what we want. If you don't have that win-win relationship, they're going to leave and your reputation is that you don't support your hoteliers or believe in that relationship, which then hinders development." Cuculic said his training at West Point Military Academy and law school at Notre Dame University instilled in him an innate sense of fairness. Also, due to its structure, the company has to involve its members in every decision. "I'm the president, CEO of Best Western, I cannot design a governance change," Cuculic said. "The members vote on all those changes. Our board of directors approves our contracts."

AAHOA MEMBERS RECENTLY testified in support of New Jersey Assembly Bill 1958, which would make changes to the New Jersey Franchise Practices Act that could benefit the hospitality industry. The association's support for specific parts of the bill is at the center of a division between AAHOA and two major hotel companies over franchise reform. On March 22, 30 AAHOA members attended a hearing of the New Jersey Assembly Commerce and Economic Development Committee during which the bill was passed out of the committee. Several of the members also testified, according to AAHOA. AAHOA members own 45.4 percent of New Jersey hotels, representing 46,124 rooms, the association said. "As the largest hotel owners association, representing the exclusive interests of America's hotel owners, AAHOA showed up in New Jersey to testify in support of amendments to the legislation to improve the franchise model," said Nishant "Neal" Patel, AAHOA chairman. Last May, a contingent of AAHOA members testified in favor of the bill in front of the New Jersey Assembly Judiciary Committee, particularly the aspects of the bill that match AAHOA's 12 Points of Fair Franchising. Specifically, the franchise reform changes supported by AAHOA include restricting non-competes for longer than six months; prohibiting requiring a relocation or capital investment greater than $25,000 more than once every five years unless hotel franchisers can establish a return on the investment; requiring a franchiser that receives "any rebate, commission, kickback, services, other consideration or anything of value" to fully disclose them to the franchisee and turn them over to the franchisee; putting restrictions on mandatory sourcing of goods or resources; and prohibiting suspending, restricting or preventing access to franchise services.

THE UPWARD MOVEMENT of ADR for U.S. hotels lifted the forecast for the market by STR and Tourism Economics. The travel research firms released the new forecast during the opening sessions of the Americas Lodging Investment Summit in Los Angeles on Monday. The recovery timeline laid out in the new forecast remains mostly the same as the previous forecast released in November, with ADR will near full recovery this year. RevPAR is anticipated to exceed 2019 levels in 2023, but when adjusted for inflation ADR and RevPAR are not projected to reach full recovery until after 2025. Occupancy is projected to surpass 2019 levels in 2023. "The industry recaptured 83 percent of pre-pandemic RevPAR levels in 2021, and momentum is expected to pick up after a slow start to this year," said Carter Wilson, STR's senior vice president of consulting. "With so much of that RevPAR recovery being led by leisure-driven ADR, however, it is important to keep an eye on the real versus the nominal. Terms of recovery are not playing out evenly across the board, and many hoteliers have had to raise rates to minimize the bottom-line hit from labor and supply shortages. We are anticipating inflation to remain higher throughout the first half of the year with a gradual leveling off during the third and fourth quarters. If that happens, and we avoid major setbacks with the pandemic, this year will certainly be one to watch with demand and occupancy also shaping up to hit significant levels during the second half."

"With a record level of booth sales for the trade show, it was the largest trade show in AAHOA's 34-year history, and a 22 percent increase over 2022," AAHOA said. Now past AAHOA Chairman Neal Patel officially turned over the reins to his successor, Florida hotelier Bharat Patel. According to AAHOA, the AAHOACON23 Trade Show was sold out, and a wait list was created - the first time ever in AAHOA history. The event also generated a very strong number of first-time exhibitors, 167, which is the second-largest number of first-time exhibitors in AAHOA history, AAHOA said. "The exhibit sales team achieved a new record in exhibit booth sales for AAHOACON24. A total of 170 exhibitors have rebooked and will return for AAHOACON24 in Orlando next year. This number represents more than 40 percent of the show floor space and 100 percent of all exhibiting hotel brands rebooked for AAHOACON24," the statement added. The adaptive reuse project, owned and developed by Hume Development, Inc., repurposed the former Eastern Star Hall located at Sacramento's art, music and cultural scene. According to the statement, the Romanesque Revival-style building first opened in 1928 as a Masonic women's meeting place and is listed on the National Register of Historic Places. The renovation included the redevelopment of five floors within the original structure, keeping the major architectural features of the historic building intact. "The Hyatt House Sacramento/Midtown is the perfect marriage of the classic and the contemporary, providing the latest amenities and services in a setting that draws heavily from its nearly century-old history to provide a uniquely Sacramento experience," said Amanda Hawkins-Vogel, chief operating officer at Twenty Four Seven Hotels. THE RECENTLY PASSED federal $1.7 trillion omnibus spending bill contains important gains for the travel and hospitality industries, according to several advocacy groups. That includes the Omnibus Travel and Tourism Act and the creation of a position in the Department of Commerce to coordinate travel and tourism industry strategy. AAHOA, the American Hotel & Lodging Association and the U.S. Travel Association all welcomed the passage of the spending bill that was signed into law by President Biden on Dec. 23. All cited the OTTA legislation created by U.S. Sens. Jacky Rosen, Democrat of Nevada, and Republic Roger Wicker of Mississippi through the Senate Committee on Commerce, Science, and Transportation. What is the OTTA? The elements of the OTTA include the Visit America Act, which authorizes the creation of the new position in the DOC. The new assistant secretary would coordinate a strategy across multiple federal agencies to increase travel and tourism nationwide through annual goals and recommendations. "This means the industry will finally have a seat at the policy table after decades of advocating for this to occur," said Laura Lee Blake, AAHOA president and CEO, in LinkedIn.com post.

Turning the calendar to 2022, leisure travel strength is expected to persist, but the wildcard for the overall industry's continued recovery remains a more substantialreturn of the business traveler."

THE U.S. IS expected to lift its requirement for pre-departure COVID testing by international travelers bound for the country. Travel industry organizations that have been lobbying for ending the test requirement welcomed the decision announced on Friday. Beginning Sunday, fully vaccinated travelers will no longer have to test negative before entering the U.S., according to media reports. After learning of the plan to lift the testing requirement, the U.S. Travel Association, which last month met with White House officials, along with Airlines for America, to make their case against the pre-departure testing said in a statement that the decision was expected to add 5.4 million visitors to U.S. and $9 billion in travel spending through remainder of 2022. "Today marks another huge step forward for the recovery of inbound air travel and the return of international travel to the U.S. The Biden administration is to be commended for this action, which will welcome back visitors from around the world and accelerate the recovery of the U.S. travel industry," said Roger Dow, USTA president and CEO. "International inbound travel is vitally important to businesses and workers across the country who have struggled to regain losses from this valuable sector. More than half of international travelers in a recent survey pointed to the pre-departure testing requirement as a major deterrent for inbound travel to the U.S."
