GSA raises per diem lodging rates for FY2023 - 0 views

    THE U.S. GENERAL Services Administration recently announced the per diem rate for lodging for government employees in the continental U.S., and it was good news for hotels. The GSA increased the standard CONUS per diem rate for fiscal year 2023 and set all non-standard area rates at or above the fiscal year 2022 rates. The standard CONUS lodging rate rose from $96 to $98, according to the GSA's statement. The meals and incidental expenses per diem tiers for the fiscal year are unchanged at $59 to $79, with the standard M&IE rate unchanged at $59. There are no new NSA locations this year, and three locations that were NSAs or part of an established NSA in fiscal year 2022 will move into the standard CONUS rate category. They are Cromwell and Old Saybrook, Connecticut, in Middlesex County; El Paso, Texas, in El Paso County; and Rock Springs, Wyoming, in Sweetwater County.

Boston took the lead as the priciest city, with an average rate of $303 for the most affordable double room, the survey said. Following closely were New York City and Austin, with rates of $288 and $257, respectively. Cleveland claimed the fourth spot, with an average rate of $234 for the least expensive room. Notably, hotel rates in Ohio's second-largest city have surged by 25 percent compared to 2022.

This adjustment stems from a year-on-year increment of $9 in the lodging allowance, now set at $107. The rate will be applicable from Oct. 1 to Sept. 30, 2024, GSA said. The per diem guidelines regulate the reimbursement of federal employees' lodging and meal expenses for official government travel. These guidelines involve a $9 increase to the continental U.S. lodging rate, as well as significant rate hikes in multiple non-standard areas. "GSA bases the maximum lodging allowances on historical ADR data, less 5 percent. However, the COVID-19 pandemic led to unprecedented declines in ADR, followed by a volatile hotel industry recovery," GSA said in a statement. "The ADR data available to establish fiscal year 2024 rates was from before the COVID-19 Public Health Emergency expired on May 11. Similar to the approach for fiscal year 2023, GSA made upward adjustments to ensure that maximum lodging allowances for federal travelers are sufficient in fiscal year 2024."

"Mid-price extended-stay hotels reported first quarterly decline in occupancy since fourth quarter of 2020. Excluding the last 15 months, extended-stay hotel ADR is still increasing at the fastest rate for 20 years but, like the overall hotel industry, ADR growth continues to decelerate," the report said. "The slowdown in ADR growth is greatest at higher price points although mid-price and upscale extended-stay ADR is still increasing faster than the economy segment."

The volume of smaller groups led to stability in the market, according to Knowland. Currently, 70 percent of events have 200 attendees or less and smaller meetings, those with less than 25 attendees, saw the most growth, experiencing a 19 percent increase since 2019.

To provide some context to the current challenging environment, we studied recent trends in hotel utility department expenses. The data come from a sample of more than 2,800 U.S. hotels that reported utility department expenses each year from 2015 through 2021 for CBRE's annual "Trends in the Hotel Industry" survey. In 2021 the properties in the sample averaged 209 rooms in size, with an annual occupancy rate of 54.2 percent and an average daily rate of $152.70.
