The White House spokespeople said they haven't seen Kelly have a negative effect on the morale of women staffers. If anything, they said during meetings Kelly is the "bigger gentleman" who steps in when aides use foul language to note "a lady is present" and similarly says he shouldn't use foul language in front of a lady if he's used an expletive. The spokespeople, who would not speak for the record, said it's possible Kelly may have said women are more emotional than men, with one of them agreeing that "generally speaking, women are more emotional than men.

"The strong implication being 'if I weren't here we would've entered WWIII or the president would have been impeached,'" one former senior White House official said.

He often used the settings to express concern that Trump would agree to a deal that's not hardline enough on immigration and criticized the president's knowledge of the issues to underscore his point, the officials said.

"He doesn't even understand what DACA is. He's an idiot," Kelly said in one meeting, according to two officials who were present. "We've got to save him from himself."

And it would not make for the best policies."The reality is, you want to have people who disagree with you at the table," Cutraro says. "You want to have people who think differently. Smart, effective people who think differently. Because at the end of the day, you're going to come out with the smartest policy.

While Republicans have said the legislation is not about Mueller's investigation, Trump's flirtation with firing the special counsel or Deputy Attorney General Rod Rosenstein, who supervises Mueller, loomed over the hearing.

The Republican report cites "significant intelligence tradecraft failings" in that assessment, which they argue "undermine confidence" in the judgments about Putin's objectives in the 2016 election, saying that the draft was "subjected to an unusually constrained review and coordination process." Republicans plan to issue a follow-up report with more detail on the matter.

The Republicans also devote a section of their report to leaks in the intelligence community, which is heavily redacted but concludes the leaks "may have damaged national security and potentially endangered lives."

Some have pointed to a controversy earlier this year over former staff secretary Rob Porter, who was ousted amid a scandal involving allegations that he abused two ex-wives, as a turning point in terms of Kelly's influence.

n another example of Kelly being unhappy, one official said Kelly used "salty language" about Trump when Trump wasn't thrilled with picking Kirstjen Nielsen to lead the Department of Homeland Security. Another senior administration official said while Trump and his chief of staff have had disagreements, Kelly has never used that kind of language to criticize Trump.

"The NRA are a powerful counterweight to mass mobilization, even to sympathetic movements like the ones these kids have," Miller said, explaining that the NRA's members maintain a passionate dedication about guns and gun rights, more so than the individuals who want limitations on guns.

Although calls for change always happen after a tragedy such as the Parkland shooting, trends show that the attention usually gets swept aside after the initial intense outrage. The difference, however, is that public outcry feels different this time, according to Ruben, "there is a real chance that some real change can be implemented."

While the idea of a May summit is seen by many as an encouraging step toward peace on the Korean Peninsula — no sitting American president has ever met a North Korean leader — others are puzzled by Washington's marked change in tone.

"It is striking how fast this has moved forward ... This is encouraging news, but it's very important to manage expectations," said Park. "We don't have all the details yet to make an assessment on how viable this process will be."
