MUMBAI, India — The second wave of Covid-19 in India is here. The country of more than one billion people already has 11.3 million cases and more than 158,000 deaths. After a low weekly average of less than 11,000 cases per day in the second week of February, the cases have risen to a weekly average of more than 18,000 cases per day. On Friday, India reported more than 23,000 new cases.

Amid the pandemic, on Jan. 30, India carried out its annual polio immunization campaign, inoculating over 110 million children in three days. Around 700,000 vaccination booths were staffed with 1.2 million health workers — many of them Accredited Social Health Activists, or ASHA workers, who for $50 per month check on mothers and children at bus terminals and bazaars to ensure the immunization program is a success.

India managed to vaccinate only 14 million of the 30 million health care and other frontline workers it intended to between Jan. 16 and March 1, the first phase of the drive.

But Clinton’s record, particularly with respect to Black and brown Americans and the poor, was marked by catastrophic miscalculation. It was characterized by tacking toward a presumed middle — “triangulation,” the administration called it — which on some levels, abandoned and betrayed the minority base that so heavily supported him.

WASHINGTON — The House on Thursday approved a pair of bills aimed at expanding and strengthening background checks for gun purchasers, as Democrats pushed past Republican opposition to advance major gun safety measures after decades of congressional inaction.

The House voted 227-203 to approve the expansion of background checks and 219-210 to give federal law enforcement more time to vet gun purchasers.

Gun sales have surged in the past year, requiring the F.B.I. to conduct more background checks than before, according to data obtained by Everytown for Gun Safety, an anti-gun-violence nonprofit. That data showed that over the span of 10 months in 2020, the F.B.I. reported 5,807 sales to prohibited purchasers through the Charleston loophole, more than in any other entire calendar year.

A female supervisor in the office became aware of the aide’s allegation on March 3 when Mr. Cuomo, following multiple allegations of sexual harassment and inappropriate behavior, gave a televised apology in which he denied touching anyone inappropriately.

The newspaper reported that the supervisor noticed the aide become emotional during the governor’s address and that the aide subsequently told the supervisor about her encounter with the governor.

There is no simple explanation for how China’s leaders pulled this off. There was foresight and luck, skill and violent resolve, but perhaps most important was the fear — a sense of crisis among Mao’s successors that they never shook, and that intensified after the Tiananmen Square massacre and the collapse of the Soviet Union.

The world thought it could change China, and in many ways it has. But China’s success has been so spectacular that it has just as often changed the world — and the American understanding of how the world works.

But China had a strange advantage in battling bureaucratic resistance. The nation’s long economic boom followed one of the darkest chapters of its history, the Cultural Revolution, which decimated the party apparatus and left it in shambles. In effect, autocratic excess set the stage for Mao’s eventual successor, Deng Xiaoping, to lead the party in a radically more open direction.

WASHINGTON — President Biden plans to sign three executive orders on Tuesday aimed at further rolling back his predecessor’s assault on immigration and at reuniting migrant children who were separated from their families at the Mexican border, according to administration officials.

In one order, the president will direct the secretary of homeland security to lead a task force to try to unite several hundred families that remain separated under former President Donald J. Trump’s “zero tolerance” policy, which sought to discourage migration across the country’s southern border.

With two other orders, Mr. Biden will authorize a review of Mr. Trump’s immigration policies that limited asylum, stopped funding to foreign countries, made it more difficult to get green cards or be naturalized, and slowed down legal immigration into the United States.

On Wednesday, Spain became the first European country to partly suspend immunizations because of a lack of doses. It did so first in Madrid, for two weeks, and said that Catalonia, the northeastern region that includes Barcelona, could soon follow.

It is unclear when the supply might improve.

WASHINGTON — In 17 executive orders, memorandums and proclamations signed hours after his inauguration, President Biden moved swiftly on Wednesday to dismantle Trump administration policies his aides said have caused the “greatest damage” to the nation.

Mr. Biden has signed an executive order appointing Jeffrey D. Zients as the official Covid-19 response coordinator who will report to the president, in an effort to “aggressively” gear up the nation’s response to the pandemic. The order also restores the directorate for global health security and biodefense at the National Security Council, a group Mr. Trump had disbanded.

With an executive order, Mr. Biden has bolstered the Deferred Action for Childhood Arrivals program that protects from deportation immigrants brought to the United States as children, often called Dreamers. Mr. Trump sought for years to end the program, known as DACA. The order also calls on Congress to enact legislation providing permanent status and a path to citizenship for those immigrants.

On the line was Vijaya Gadde, Twitter’s top lawyer and safety expert, with an update from the real world. She said she and other company executives had decided to lock President Trump’s account, temporarily, to prevent him from posting statements that might provoke more violence after a mob stormed the U.S. Capitol that day.

The executives decided to suspend Mr. Trump because his comments appeared to incite the mob, said the people with knowledge of the discussions. Ms. Gadde then called Mr. Dorsey, who was not pleased, they said.

That afternoon, Mr. Trump returned again to Twitter, this time using the official @WhiteHouse account to share a video saying he condemned violence — but also denouncing what he called restrictions on free speech. Twitter allowed the video to remain online.

In an effort to mark a clean break from the Trump era, the president-elect plans to roll out dozens of executive orders in his first 10 days on top of a big stimulus plan and an expansive immigration bill.

WASHINGTON — President-elect Joseph R. Biden Jr., inheriting a collection of crises unlike any in generations, plans to open his administration with dozens of executive directives on top of expansive legislative proposals in a 10-day blitz meant to signal a turning point for a nation reeling from disease, economic turmoil, racial strife and now the aftermath of the assault on the Capitol.

He also plans to send sweeping immigration legislation on his first day in office providing a pathway to citizenship for 11 million people in the country illegally. Along with his promise to vaccinate 100 million Americans for the coronavirus in his first 100 days, it is an expansive set of priorities for a new president that could be a defining test of his deal-making abilities and command of the federal government.

When the president faced (and overcame) impeachment in 2019 after pressing the Ukrainian president to investigate Joseph R. Biden Jr., he insisted it was merely an innocuous case of two guys talking. “A perfect call,” he said, not a high crime.

For most of Mr. Trump’s 74 years, the relationship between his words and their consequences has been fairly straightforward: He says what he wants, and nothing particularly durable tends to happen to him.

In almost certainly the most expansive series of penalties he has incurred in his life, Mr. Trump’s Twitter account has been banned, his business brand badly dented, his presidency doomed to the historical infamy of a second impeachment. His largest lender, Deutsche Bank, is moving to create distance from him. His New Jersey golf club was stripped of a major tournament. Some once-reliable Republican congressional loyalists are revisiting their commitment, threatening his grip on the party, even as the president’s popularity with much of his support base remains undimmed.

“We’ve got to get rid of the weak congresspeople, the ones that aren’t any good, the Liz Cheneys of the world, we got to get rid of them,” said President Trump. He urged his minions to march down Pennsylvania Avenue to the place where Congress was meeting to certify the election he lost: “Because you’ll never take back our country with weakness. You have to show strength and you have to be strong.”

It is not yet clear who Raskin will be up against. Prominent law firms have refused to represent Trump in his postelection legal fights, and Bloomberg News reports that lawyers who have defended the president in the past don’t want to do so anymore. For four years, as Trump has brought ever more havoc and hatred to this country, many have wondered what it would take to dent his impunity. The answer appears to be twofold: Committing sedition, and losing power.

Trump now becomes the first president in American history to be impeached twice. Half of all presidential impeachments since the Republic began have been impeachments of Trump. This latest impeachment is different than the first, and not just because it was bipartisan. It culminates a week in which Trump has finally faced the broad social pariahdom he’s always deserved.
