How Donald Trump Could Build an Autocracy in the U.S. - The Atlantic - 0 views

  • Everything imagined above—and everything described below—is possible only if many people other than Donald Trump agree to permit it. It can all be stopped, if individual citizens and public officials make the right choices. The story told here, like that told by Charles Dickens’s Ghost of Christmas Yet to Come, is a story not of things that will be, but of things that may be. Other paths remain open. It is up to Americans to decide which one the country will follow.

  • The president of the United States, on the other hand, is restrained first and foremost by his own ethics and public spirit. What happens if somebody comes to the high office lacking those qualities?
  • Donald Trump, however, represents something much more radical. A president who plausibly owes his office at least in part to a clandestine intervention by a hostile foreign intelligence service? Who uses the bully pulpit to target individual critics? Who creates blind trusts that are not blind, invites his children to commingle private and public business, and somehow gets the unhappy members of his own political party either to endorse his choices or shrug them off? If this were happening in Honduras, we’d know what to call it. It’s happening here instead, and so we are baffled.
  • As politics has become polarized, Congress has increasingly become a check only on presidents of the opposite party. Recent presidents enjoying a same-party majority in Congress—Barack Obama in 2009 and 2010, George W. Bush from 2003 through 2006—usually got their way.

  • The very reasons that we know something about Auschwitz warp our understanding of the Holocaust: we know about Auschwitz because there were survivors, and there were survivors because Auschwitz was a labor camp as well as a death factory. These survivors were largely West European Jews, because Auschwitz is where West European Jews were usually sent. After World War II, West European Jewish survivors were free to write and publish as they liked, whereas East European Jewish survivors, if caught behind the iron curtain, could not. In the West, memoirs of the Holocaust could (although very slowly) enter into historical writing and public consciousness.

They defined different groups as the enemies of their designs, although the German plan to kill every Jew is unmatched by any Soviet policy in the totality of its aims. What is crucial is that the ideology that legitimated mass death was also a vision of economic develop-ment. In a world of scarcity, particularly of food supplies, both regimes integrated mass murder with economic planning.
  • If there is a general political lesson of the history of mass killing, it is the need to be wary of what might be called privileged development: attempts by states to realize a form of economic expansion that designates victims, that motivates prosperity by mortality. The possibility cannot be excluded that the murder of one group can benefit another, or at least can be seen to do so. That is a version of politics that Europe has in fact witnessed and may witness again. The only sufficient answer is an ethical commitment to the individual, such that the individual counts in life rather than in death, and schemes of this sort become unthinkable.

  • Over the course of conducting hundreds of interviews with key players in the Bush White House, including Cheney, and examining thousands of pages of never-released notes, memos and other internal documents, I came to see a relationship that differs substantially from the commonly accepted narrative. Even in the early days, when a young, untested president relied on the advice of his seasoned No. 2, Cheney was hardly the puppeteer that critics imagined. To the extent that the vice president exerted outsize influence in the first term, he became more marginalized over the course of the second, as Bush sought new paths to right his troubled presidency.
  • Some Bush advisers objected even to the word “partnership,” since that implied equality. Cheney said he never forgot that he was the vice president, and by all accounts he made a point of showing deference to Bush.   • Cheney was unquestionably the most influential vice president in American history, but that influence was in large part a function of his deference, as much as any overt exertion of power. Because he had no aspiration to ever run for president himself, he was able to focus on making Bush’s presidency successful — though on terms that he helped define.
