  • does Napoleon deserve to be called Great? As Roberts concedes, the Revolutionary and Napoleonic wars cost a total of around three million military and one million civilian deaths. Of these, 1.4 million were French. For this Napoleon must share much of the responsibility. Roberts also accepts that naval warfare was an almost total blind spot for Napoleon. Even after Trafalgar, he remained convinced that he could build a fleet capable of invading Britain, wasting men, money and material on a doomed enterprise. To this we might add Napoleon's abandonment of his army in Egypt, the abduction and execution of the Duc d'Enghien, the reintroduction of slavery in French colonies in 1802, catastrophic defeat in Russia, and other similar blemishes to his reputation. And, of course, Napoleon ultimately brought France to her knees.
  • Roberts however is in no doubt that the epithet is deserved. A general at 24, Napoleon lost only seven of 60 battles fought. In 1814 he won four separate battles in five days. His capacity for decision-making and daring on the battlefield was extraordinary. If he did not invent new military strategies, he perfected them, using new formations and artillery to maximum effect. Like Napoleon himself, his superbly trained and disciplined armies moved fast, in one case covering 400 miles in 20 marching days. None of this would have been possible without the creation of a new military culture based on honour, patriotism and devotion to Napoleon's person.  Napoleon's military achievements, Roberts further contends, were matched and have been outlasted by his civil achievements. Having put an end to the violence of the Terror and the disorder of the Directory, Napoleon built upon and protected the best achievements of the 1789 Revolution: meritocracy, equality before the law, property rights, religious toleration, secular education, sound finances, and efficient administration. Napoleon, Roberts writes, was no totalitarian dictator but rather "the Enlightenment on horseback". Despite this rather disconcerting image, there is little here with which even the most stern of Napoleon's critics would disagree. For good or ill, he can justifiably lay claim to being the founder of modern France. Finally, there is the fascination aroused by the man himself. "For sheer intellectual capacity and its persistent application in government," Roberts concludes, "there has probably never been another ruler in history to match him."

  • Increasingly on the Internet, websites are personalizing themselves to suit our interests. We all see this happening at Amazon, where if you order a book, Amazon will send you the next book. We see it happening in Netflix, but it's also happening in a bunch of places where it's much less visible. For example, on Google, most people assume that if you search for BP, you'll get one set of results that are the consensus set of results in Google. Actually, that isn't true anymore. Since Dec. 4, 2009, Google has been personalized for everyone. So when I had two friends this spring Google "BP," one of them got a set of links that was about investment opportunities in BP. The other one got information about the oil spill. Presumably that was based on the kinds of searches that they had done in the past. If you have Google doing that, and you have Yahoo doing that, and you have Facebook doing that, and you have all of the top sites on the Web customizing themselves to you, then your information environment starts to look very different from anyone else's. And that's what I'm calling the "filter bubble": that personal ecosystem of information that's been catered by these algorithms to who they think you are.
  • What it's looking like increasingly is that the Web is connecting us back to ourselves. There's a looping going on where if you have an interest, you're going to learn a lot about that interest. But you're not going to learn about the very next thing over. And you certainly won't learn about the opposite view. If you have a political position, you're not going to learn about the other one. If you Google some sites about the link between vaccines and autism, you can very quickly find that Google is repeating back to you your view about whether that link exists and not what scientists know, which is that there isn't a link between vaccines and autism. We turn to these personalization agents to sift through it for us automatically and try to pick out the useful bits. And that's fine as far as it goes. But the technology is invisible. We don't know who it thinks we are, what it thinks we're actually interested in. At the end, it's a set of code, it's not a person, and it locks us into a specific kind of pixelated versions of ourselves. It locks us into a set of check boxes of interest rather than the full kind of human experience. I don't think with this information explosion that you can go back to an unfiltered and unpersonalized world. But I think you can bake into the code a sense of civic importance. You can have a sense that there are some things that we all need to be paying attention to, that we all need to be worried about, where you do want to see the top link on BP for everyone, not just investment information if you're interested in investments.

Think of this as your information diet.   • First, there’s ideology.  Since the late nineteenth century most intellectuals have identified progress with the advance of the bureaucratic, redistributionist and administrative state.
  • Most American intellectuals today are still shaped by this worldview and genuinely cannot imagine an alternative vision of progress.  It is extremely difficult for such people to understand the economic forces that are making this model unsustainable and to see why so many Americans are in rebellion against this kind of state and society – but if our society is going to develop we have to move beyond the ideas and the institutions of twentieth century progressivism.  The promises of the administrative state can no longer be kept and its premises no longer hold.
  • This doesn’t mean that government becomes insignificant.  The state will survive and as social life becomes more complex it will inevitably acquire new responsibilities – but it will look and act less like the administrative, bureaucratic entity of the past. 
  • Second, there are the related questions of interest and class.  Most intellectuals today still live in a guild economy.  The learned professions – lawyers, doctors, university professors, the clergy of most mainline denominations, and (aspirationally anyway) school teachers and journalists – are organized in modern day versions of the medieval guilds.  Membership in the guilds is restricted, and the self-regulated guilds do their best to uphold an ideal of service and fairness and also to defend the economic interests of the members.
  • Just as the industrial revolution broke up the manufacturing guilds, the information revolution today is breaking up the knowledge guilds. 
  • Ultimately one suspects that services once reserved for elites will be available for the masses, just as the industrial revolution enabled mass ownership of goods that had once been the preserve of small elites.  The effect will not only be to raise living standards for most people by improving their access to useful services.  It will also be to transfer power and authority from the provider of such services to the consumer.

If he ignores it, it stops. “Our ambassador said this was where Barack learned to be cool,” Kay told me. “If you get mad and react, you lose. If you learn to laugh and take it without any reaction, you win.”
