The first option of allowing the Senate to take another crack at passing the legislation is increasingly unlikely. While the vote fell only four votes short of the 10 GOP senators it would have needed to advance -- with one absent GOP Sen. Pat Toomey of Pennsylvania saying he would have voted yes -- the chances of convincing three more Republicans to vote yes as well as all Democratic senators is slim.

On Monday, Flynn seemed to be trying to dial back, saying on social media that he doesn't support a military coup. Yet Flynn's comments in Dallas Sunday were made on video, which can be seen here by anyone who wants to judge Flynn's response for themselves.

Flynn's recent musings about coups, martial law and overturning legitimate presidential elections are all a very long way from the period after 9/11, when he served in the elite Joint Special Operations Command as a highly regarded intelligence officer in Afghanistan and Iraq.

Flynn was so well thought of that he was eventually promoted to lieutenant general and to run the Defense Intelligence Agency (DIA), but Flynn's overseers in the Obama administration thought he was an ineffective manager of DIA, a large agency with 17,000 employees, and in 2014 he was pushed out of his post.

After Trump won the presidency in 2016, he appointed Flynn his national security adviser, a post in which he served for the record briefest amount of time; only 24 days.

Flynn was fired for lying to Vice President Mike Pence about the content of conversations he had had with the Russian ambassador to the United States during the presidential transition. Flynn later pleaded guilty to lying to the FBI about the same issue.

Trump pardoned Flynn, but the eradication of his conviction doesn't seem to have impacted Flynn's continuing lack of good judgment: Calling for the overturning of a legitimate presidential election; floating the imposition of martial law and appearing to approve of a coup in the United States.

The foreign minister of Luxembourg openly called Trump a "pyromaniac," ​while diplomats are privately saying they "blame Trump squarely for the chaos in America since the election, including the Capitol riot," as one did to CNN, reflecting the sentiments of others in the same role.

"Europeans have considered the last four years extremely distasteful. They've been bemused by Trump's envoys, like Richard Grenell in Germany, who have turned up and started behaving like Fox News anchors and insulting the country they were supposed to be building relations with," Barker said.

While the assumption is that the transatlantic relationship will improve under Biden, four years of carnage has spooked the European political scene.

"The European relationship has changed and will now be shrouded in skepticism," said Cathryn Cluver Ashbrook, executive director of the Project on Europe and the Transatlantic Relationship at the Harvard Kennedy School.

"From our perspective, Trump saw Europe as an enemy," a senior European diplomat told CNN. "The lasting impact of 'America First' is the US having fewer friends in Europe."

Barker agreed, saying it would be "important to see how the new administration acknowledges the damage that has been done by Trump to America's reputation." And on top of the big picture issues like Iran and China, Barker said, "how can [Biden] send State Department officials to Ukraine to warn about corruption with any immediate credibility?"

Despite optimism that Biden will restore a more collaborative approach to shared priorities, European diplomats and officials are adamant that moves towards an independent defense policy and international "strategic autonomy" will not slow down.

"In some respects, it was a good thing Trump forced us to think more about diplomatic initiatives, NATO and withdrawal of US troops," said the German diplomat. "It might come as a shock to Biden, but the prospect of the US underpinning European security is not as attractive as it was when he and Obama left office."

"We cannot afford to be naive. If you look at the number of votes that Trump got, he wields an influence on American voters. This anti-global, 'America First' undercurrent in American politics is still very much alive and we have to hedge our bets," said the EU diplomat.

Regardless, the Trump era has left Europeans with little choice but to wait and see how much of a priority Biden places on reclaiming America's place on the world stage. It's doubtful that the average American grasps those nuances, instead hearing "Russian asset," with respect to Gabbard, as "working for the Russians." There are better ways Clinton might have explained the issue: focusing on Russia as the bad actor and emphasizing its efforts to interfere with American democracy; pointing out that Russia's bolstering of the Gabbard campaign is one data point in this larger effort (it's certainly not the only one). That's the route Clinton should have taken. Instead, she turned the spotlight on a relatively inconsequential congresswoman, and opened up an opportunity for right-wing media scavengers to elevate her.

Gabbard, it should be noted, is polling so badly that she hasn't yet qualified for the November Democratic primary debate. Hillary Clinton, it shouldn't need to be said, is not running for president, and not even in a position to be puppeteering the race from behind the scenes.

Gabbard may very well launch a third-party run, quietly backed by all kinds of nefarious troublemakers. But that run will only be a threat if Gabbard has some fire behind her campaign. The Washington Post was the first to report Friday that Pence and his family were whisked to safety in a nearby room mere seconds before Eugene Goodman led the mob away from some of the nation's top elected officials to another corridor where other officers arrived as backup.

Pence was clearly a top target in the riot; widely circulated video has shown the rioters chanting "hang Mike Pence" as they stormed the Capitol after Trump turned on his vice president by erroneously suggesting that he could have abandoned his duties and changed the outcome of the presidential election.

"Some guys started getting a hold of my gun and they were screaming out, 'Kill him with his own gun,'" Fanone, an officer for nearly two decades, told CNN.

Biden outlined his own plan to accelerate distribution of the Covid-19 vaccines on Friday. Though his proposal was short on details, he said he would expand eligibility for those 65 and up to get vaccinated -- a step the Trump administration also encouraged this week.

But several governors said they were furious Friday after learning that the federal government has no reserve of additional Covid-19 vaccine doses to distribute -- days after Trump administration officials announced with much fanfare that they planned to release a reserve of second doses to make more vaccine available to those 65 and older.

"It appears now that no reserve exists. The Trump administration must answer immediately for this deception," Inslee tweeted.

During a news conference, Oregon Gov. Kate Brown -- also a Democrat -- said she was "shocked and appalled" that the Trump administration set an expectation earlier this week, knowing that they could not deliver on it.

"Their empty promises are literally playing with people's lives," Brown said. "While the Trump administration pulled the rug out from under us like a cruel joke, let me assure you that Oregon's priorities, and my priorities have not changed. ... I remain committed to vaccinating our seniors quickly. But this failure by the Trump administration will unfortunately cause a two-week delay in beginning vaccinations for seniors quickly."

Pfizer has told CNN it has vaccine doses on hand to ship when they are requested by the federal government. "We are working around the clock to produce millions more each day," the company said in a statement.

About 18.8 million have been fully vaccinated. That's about 5.7% of the US population -- far less than the estimated 70% to 85% of Americans who would need to be immune to reach herd immunity.

To speed up vaccinations, some experts have suggested delaying second vaccine doses to get more first doses into people's arms.

Both vaccines on the US market -- developed by Pfizer-BioNTech and Moderna -- require two doses, the second of which are intended to be administered 21 days and 28 days after the first, respectively.

Nationwide, the rates of new Covid-19 cases, hospitalizations and deaths are declining.The number of patients hospitalized with Covid-19 has fallen for the 40th day in a row, according to the COVID Tracking Project.

Fauci hopes that doesn't happen, he said, adding it's "possible" people may be wearing masks in 2022.

And daily new cases have dropped 23% over the same time period, according to Johns Hopkins. (But testing is also down by 17%, according to the COVID Tracking Project.)

Daily deaths have declined 24% this past week compared to the previous week

Experts with the University of Washington's Institute for Health Metrics and Evaluation said over the weekend that while the B.1.1.7 strain likely accounts for less than 20% of current infections in the US, that number will likely soar to 80% by late April.

"Managing the epidemic in the next four months depends critically on scaling up vaccination, trying to increase the fraction of adults willing to be vaccinated above three-quarters, and strongly encouraging continued mask use and avoiding situations where transmission is likely, such as indoor dining, going to bars, or indoor gatherings with individuals outside the household," the team wrote.

"With new, more contagious variants of the virus circulating throughout the U.S., now is not the time to let your guard down and scale back on the measures that we know will work to prevent further illness and deaths -- wearing masks, practicing physical distancing, and washing hands," a joint statement said.

About 1,700 cases of variant strains first spotted in the UK, South Africa and Brazil have been reported in the US, according to the Centers for Disease Control and Prevention.

"I do think we're looking at some new normals. I think the handshake, for example, is probably going away," she said."I do think masks in the cough/cold/flu season in the winter months would make a lot of sense. That clearly, really insulated the Southeast Asian countries from some of the worst of this, understanding the importance of wearing masks."

"It's estimated that about 70% of Americans must be vaccinated before we get to herd immunity through vaccination," CNN medical analyst Dr. Leana Wen said. "That's the point where enough people have the immune protection that the virus won't spread anymore."

"The evidence was pretty compelling by last March or April that uniform wearing of masks would reduce transmission of this disease," National Institutes of Health Director Dr. Francis Collins told Axios on HBO on Sunday.

"A mask is nothing more than a life-saving medical device, and yet it got categorized in all sorts of other ways that were not factual, not scientific and frankly, dangerous," he added. "And I think you can make a case that tens of thousands of people died as a result."

Only days after dismissing the coronavirus threat as a distraction, he's now assumed the title of a resolute war time president fighting an "invisible enemy" while promising to rally the nation behind him in pursuit of "total victory."

A more effective approach, experts say, would have raised unemployment insurance benefits to the jobless by $600 a week, matching the supplement under the stimulus package Congress passed last spring, rather than the $300 weekly subsidy the new legislation provides. Democrats had pushed for larger payments to the jobless and included it in legislation that passed the House, which they control. The Blinken pick -- and Biden's decision to name him first among his Cabinet choices -- is best understood, then, as the President-elect doing everything he can to make clear that he will be the exact opposite of the man who preceded him in office.

If Trump ran and governed as the anti-Barack Obama, then Biden is signaling that he will govern as the anti-Trump. And the wheel turns.

But the legal opinion emerged just as Republican leaders moved to block the so-called Waters of the United States clean-water rule through an amendment to the enormous spending bill expected to pass in Congress this week. While the G.A.O.’s findings are unlikely to lead to civil or criminal penalties, they do offer Republicans a cudgel for this week’s showdown.

Federal agencies are allowed to promote their own policies, but are not allowed to engage in propaganda, defined as covert activity intended to influence the American public. They also are not allowed to use federal resources to conduct so-called grass-roots lobbying — urging the American public to contact Congress to take a certain kind of action on pending legislation.

As it promoted the Waters of the United States rule, also known as the Clean Water Rule, the E.P.A. violated both of those prohibitions, a 26-page legal opinion signed by Susan A. Poling, the general counsel to the G.A.O., concluded in an investigation requested by the Senate Committee on Environment and Public Works.

The Biden administration and the international community have expressed concerns about mounting tensions between Ukraine and Russia

"The United States is increasingly concerned by recently escalating Russian aggressions in eastern Ukraine, including Russia's movements on Ukraine's border. Russia now has more troops on the border of Ukraine than any time since 2014. Five Ukrainian soldiers have been killed this week alone. These are all deeply concerning signs," Psaki said.

"We are concerned by recent escalating Russian aggressions in eastern Ukraine, including the credible reports that have been emanating about Russian troop movements on Ukraine's borders and occupied Crimea," State Department spokesperson Ned Price said this week.

Pentagon spokesperson John Kirby said this week that it was important "for all sides to comply with the Minsk Agreement" and "for the territorial integrity and the sovereignty of Ukraine to be respected by Russia."

"No specific training, policies, or procedures were in place for using helicopters to support requests for assistance from civilian authorities in civil disturbances," the report's authors wrote. Well after the curfew, protesters were still out on the streets, and video captured by CNN showed a military helicopter hovering over a group of them, kicking up strong wind and debris with its downwash. The tactic is a show of force and commonly used by the military in overseas combat zones to drive away targets from a specific area.

The Defense Department Inspector General largely agreed with an earlier report from an Army investigation that found the use of helicopters was not against federal laws or policies, though there was a "lack of understanding" about their mission.But the new report contradicted the Army investigation's finding that MEDEVAC helicopters were used against regulations and that the helicopters were used without approval from the chain of command.
