This UK kids web site looks great for parents. Kids register providing a parents e-mail, and the parent(s) complete registration. The very last step is to make a "symbolic" payment of 1 Euro using Paypal. I never completed registration, because I'm not sure if entering the credit card information would lead to other payments being deducted from the account.
