Regional total factor energy efficiency: An empirical analysis of industrial sector in ... - 0 views

    The rapid growth of the Chinese economy has resulted in great pressure on energy consumption, especially the energy intensive sector - the industrial sector. To achieve sustainable development, China has to consider how to promote energy efficiency to meet the demand of Chinese rapid economic growth, as the energy efficiency of China is relatively low. Meanwhile, the appeal of energy saving and emission reduction has been made by the Chinese central government. Therefore, it is important to evaluate the energy efficiency of industrial sector in China and to assess efficiency development probabilities. The framework of total factor energy efficiency index is adopted to determine the discrepancy of energy efficiency in Chinese industrial sector based on the provincial statistical data of industrial enterprises above designated size in 30 provinces from 2005 to 2009, with gross industrial output as the output value and energy consumption, average remaining balance of capital assets and average amount of working force as the input values. Besides, in considerate of the regional divide of China, namely eastern, central, and western, and economic development differences in each region, energy efficiency of each region is also analysed in this paper. The results show that there is room for China to improve its energy efficiency, especially western provinces which have large amount of energy input excess. Generally speaking, insufficient technological investment and fail of reaching best scale of manufacture are two factors preventing China from energy efficiency promotion. Based on our findings, some policy implications on the improvement of energy efficiency, particularly for economically underdeveloped regions in China, are also discussed.

Developers recognize that such "green labels" differentiate products and allow them to charge a price premium. China has not formally adopted such rating standards. In the absence of such standards, developers are competing with each other based on their own self-reported indicators of their buildings' "greenness". We create an index using Google search to rank housing complexes in Beijing with respect to their "marketing greenness" and document that these "green" units sell for a price premium at the presale stage but they subsequently resell or rent for a price discount. An introduction of a standardized official certification program would help "green" demanders to acquire units that they desire and would accelerate the advance of China's nascent green real estate market.     Feature Story August 14, 2012 The year 2011 was a historic moment in the urbanization of China, as its urban population exceeded its rural population for the first time. About 350 million new urban residents are expected to migrate to cities over the coming 20 years. Urban development on such a scale is both a challenge and an opportunity for urban transport. A challenge, as current trends are unsustainable both at local and national level. Locally, the rapid growth in car ownership has enabled greater personal mobility for many but has also brought traffic congestion, accidents, and air pollution. Slow and congested transport systems are beginning to stifle the efficiency of the urban economy. The construction of new roads to accommodate traffic leads to urban sprawl and accelerated traffic growth and hampers the mobility of those who do not own a car. Nationally, excessive conversion of farmland for urban development consumes scarce land resources and impacts the country's ecological systems. Rising fuel consumption also endangers the nation's long-term energy security, while growing emissions from urban transport render the national objectives of CO2 reduction difficult to achieve. But this rapid urbanization also represents an opportunity, as the recognition of urban transport's spillover effects has led to a new policy emphasis on public transport priority and sustainable urban transport development. Greenhouse Gas Emissions from Chinese Cities - 0 views

    Full Text available. As some of the most rapidly urbanizing places in the world, China's cities have a unique relationship with global climate change. The economies found in Chinese cities are extremely resource and energy intensive; as a result, they produce significant levels of greenhouse gas (GHG) emissions. This article provides comprehensive and detailed emissions inventories for Shanghai, Beijing, and Tianjin, which were found to be responsible for 12.8, 10.7, and 11.9 tonnes of carbon dioxide equivalent per capita (t CO2-eq/capita), respectively, in 2006. The majority of emissions were from electricity production, heating and industrial fuel use, and ground transportation. The prevalence of coal in the energy supply mix (including up to 98% in Tianjin) was a fundamental cause of high energy emissions. Non-energy emissions from industrial processes were also significant, including emissions from cement and steel production. The GHG inventories for Shanghai, Beijing, and Tianjin point to sectors requiring the most attention in terms of low-carbon growth. Compared to ten other global cities, Chinese cities are among the highest per capita emitters, alluding to the important challenge China faces of reducing emissions while improving the quality of life for urban residents. Accordingly, this article concludes with a discussion of the opportunities and issues concerning low-carbon growth in China, including the potential for renewable energy and the difficulties associated with emissions relocation and policy adoption.

Urbanisation and health in China - 0 views

    Summary China has seen the largest human migration in history, and the country's rapid urbanisation has important consequences for public health. A provincial analysis of its urbanisation trends shows shifting and accelerating rural-to-urban migration across the country and accompanying rapid increases in city size and population. The growing disease burden in urban areas attributable to nutrition and lifestyle choices is a major public health challenge, as are troubling disparities in health-care access, vaccination coverage, and accidents and injuries in China's rural-to-urban migrant population. Urban environmental quality, including air and water pollution, contributes to disease both in urban and in rural areas, and traffic-related accidents pose a major public health threat as the country becomes increasingly motorised. To address the health challenges and maximise the benefits that accompany this rapid urbanisation, innovative health policies focused on the needs of migrants and research that could close knowledge gaps on urban population exposures are needed.

    Abstract In 2011, China announced that it has reached an urbanisation rate of 50%. If we take rapid urbanisation as a given and that it is already well underway, it is still widely unclear what research needs to be conducted and policy changes made to support municipalities of fast transforming cities and to avoid repeating the development mistakes that have occurred in industrialised nations, i.e. driving urban growth with high consumption patterns without fully considering the environmental and social needs and occupants' behaviour and aspirations. The scale and pace of change requires a solid systems approach of urban development. The purpose of this paper is to explore the rapid urbanisation of Chinese cities with a focus on the plans for a new, on-going urban sub-centre in the north-west of Shanghai: Zhenru urban sub-centre. Information-rich urbanisation is a defining feature of the 21st century, reshaping cities and communities in China and in developing countries around the world. The paper compares two cases of urban development patterns for new sub-centres for polycentric city structures: it relates to new urban sub-centres in Berlin (Germany) and Shanghai (China), and the relationship of these sub-centres to 'Network City' theory. Network theory is useful in this context as the 'network' metaphor and concepts of decentralisation seem to have replaced the 'machine' metaphor which was based on efficiency based on the availability of cheap fossil fuels. The question to be addressed is how Chinese cities can be better steered towards more sustainable models of development. As cities aim to move towards more resilient urban ecosystems and polycentric systems, the case of Potsdamer Platz Berlin, compared to Zhenru sub-centre in Shanghai, is discussed.     Abstract The path of urbanization in the People's Republic of China is largely shaped by the nation's industrial development strategies. In the first three decades of socialist construction, and especially after the Sino-Soviet rift at the end of the 1950s, the adoption of strategies of self-reliance had led to urban biased patterns of development. The introduction of economic reforms and the open door policy in 1978 paved the way for and facilitated national economic development. Two issues, which feature significantly in the processes of development in China, are assessed. The first is the relationship between economic development and the protection of arable land. The second is the quest for a coordinated hyper-development in both urban and rural areas. This paper concludes by proposing a sustainable metropolitan development strategy that suits the case of China.

China observers have rightfully called attention to the country's new interest in market-based approaches to reducing the energy- and carbon-intensity of its economy. It is a major policy shift, and given that China is the world's top carbon emitter, it has potentially huge implications for global efforts to slow climate change. But can carbon trading succeed without a mature free-market economy? That is a key question raised in the report, China's Carbon Emission Trading: An Overview of Current Development, by SEI's Guoyi Han, Marie Olsson and Karl Hallding, and David Lunsford, founder of the Hong Kong-based consultancy Energy Environment Solutions. The report was released today in Brussels at a seminar with several Members of the European Parliament. "If China's carbon markets experiment succeeds, it could be decisive," says Martin Ådahl, director of FORES, which co-sponsored the report. "Not only could it slow China's rapid emissions growth, but it would be an important step towards global carbon pricing. A great deal is at stake."

However, the literature so far has paid insufficient attention to the patterns and efficiencies of this type of land use. To fill in this gap, this paper uses a national survey to analyze the institutional setups for rural residential land use, to assess the effectiveness of existing regulations, and to evaluate the efficiencies in rural residential land use. Farmers' subjective receptiveness toward rural residential property regulation reform is also investigated. We find that rural residential properties are inefficiently utilized under the existing land use regulations, that those who are younger and who had previous migration experiences are more likely to support the free trading of rural residential properties while the village cadres are more likely to oppose it. A coordinated policy reform package that includes free trading of rural residential properties and Household Registration System to facilitate permanent migration out of the countryside is proposed to address the existing efficiencies in China's rural residential land use. Highlights ► Rural residential land is an important land use type in China. ► Under existing regulations rural residential land is inefficiently used. ► A coordinated land-Hukou reform package is needed to address the inefficiency.

The National Development and Reform Commission (NDRC) of China then established a Low Carbon City policy and announced the selection of 5 provinces and 8 cities to pilot the low carbon development work. How to determine if a city or province is "low carbon" has not been defined by the Chinese government. Macro-level indicators of low carbon development, such as energy use or CO2 emissions per unit of GDP or per capita may be too aggregated to be meaningful measurements of whether a city or province is truly "low carbon". Instead, indicators based on energy end-use sectors (industry, residential, commercial, transport, electric power) offer a better approach for defining "low carbon" and for taking action to reduce energy-related carbon emissions. This report presents and tests a methodology for the development of a low carbon indicator system at the provincial and city level, providing initial results for an end-use low carbon indicator system, based on data available at the provincial and municipal levels. The report begins with a discussion of macro-level indicators that are typically used for inter-city, regional, or inter-country comparisons. It then turns to a discussion of the methodology used to develop a more robust low carbon indicator for China. In order to assess market, an assessment framework is developed. A critical analysis of secondary data from official and non-official sources is done. Major changes since late 1980s in the institutional environment and subsequent results have been assessed. The findings reveal that the transfer of urban land use rights in China is gradually responding to an improved governance system. Institutional reforms have led to a steady improvement in indicators such as transparency, efficiency, and access to information. Nonetheless, the market has significant weaknesses in addressing equity issues, engaging stakeholders, tackling corruption and dealing with expropriations. In general, the paper finds that the efficiency and effectiveness of the urban land market largely depends not on the type of tenure regime per sé, but rather on the system of governance in place. With the continuing growth of economy in the next 10-15 years, China will face a more severe situation of energy consumption, electricity generation and vehicle population leading to increase in multiple pollutant emissions. Controlling regional air pollution especially fine particles and ozone, as well as lowering carbon emissions from fossil fuel consumption will be a big challenge for the country. To protect public health and the eco-system, the ambient air quality in all Chinese cities shall attain the national ambient air quality standards (NAAQS) and ambient air quality guideline values set by the World Health Organization (WHO). To achieve the air quality targets, the emissions of SO2, NOx, PM10, and volatile organic compounds (VOC) should decrease by 60%, 40%, 50%, and 40%, respectively, on the basis of that in 2005. A comprehensive control policy focusing on multiple pollutants and emission sources at both the local and regional levels was proposed to mitigate the regional air pollution issue in China. The options include development of clean energy resources, promotion of clean and efficient coal use, enhancement of vehicle pollution control, implementation of synchronous control of multiple pollutants including SO2, NOx, VOC, and PM emissions, joint prevention and control of regional air pollution, and application of climate friendly air pollution control measures.

We find heightened public awareness of environmental degradation and increasing anxieties over health and property values drive people to fight for more political space to influence decisions that have an impact on the environment. Despite the promises one finds in the letter of Chinese laws, Chinese society lacks a meaningful institutional framework to allow public participation, even in the area of environmental protection. The Chinese government mainly passively responds to public demands on an ad hoc basis, with no institutional commitment for engaging the public on environmental issues. This is unfortunate, because public policies without adequate public input are doomed to be clouded by illegitimacy.
