Here are links to some anime sprite sheets -- more specifically, sprites from animes such as Bleach and Naruto (LOL). You could probably make a pretty cool fangame using these sprites, or just insert them as a NPC in your game or whatever.

Heya guys, I don't think many people have a server, but if you want to make one, in free time or for class, try this link. However, you will need to learn how to Port-Forward your server. This is a great website to create animated sprites and pixel art.

I believe that this site is a good site for sprite editing because you can zoom in and add a LOT of detail to a sprite. You get a whole lot of colors to choose from, to create your character. The website has a pretty basic layout and their are the tabs on the left.
