    "Les Académies nationales américaines en science, ingénierie et médecine (NAS), par l'intermédiaire du comité exécutif STEP ("board of science, technology and economic policy") publient un volumineux opuscule sur la nécessité pour les Etats-Unis de relever les défis de l'innovation grâce à la mise en oeuvre d'une stratégie : "Rising to the challenge, U.S. Innovation Policy for the Global Economy" [1]. L'originalité de la contribution réside dans la richesse de l'expertise et des sources : une biographie de 80 pages, plus de 600 notes de bas de page sans parler du fait que les rapporteurs ont associé à leurs travaux la plupart des experts et institutions du domaine aux Etats-Unis et dans quelques autres pays. Autre atout de l'ouvrage, il véhicule des opinions indépendantes de la sphère politique ou parlementaire, ce qui en fait un document de référence pour tous ceux qui veulent savoir comment fonctionne et évolue l'innovation aux Etats-Unis. Une bonne illustration de cette approche impartiale nous est fournie au chap. 6 dans lequel NAS/STEP aborde sans considération partisane les grands enjeux de quatre filières technologiques où l'innovation est essentielle pour les Etats-Unis mais où, précisément, le soutien public est défaillant : les semi-conducteurs, le photovoltaïque, les batteries évoluées, la pharmacie et les biotechnologies. "

    But there's growing evidence that the innovation shortfall of the past decade is not only real but may also have contributed to today's financial crisis. Think back to 1998, the early days of the dot-com bubble. At the time, the news was filled with reports of startling breakthroughs in science and medicine, from new cancer treatments and gene therapies that promised to cure intractable diseases to high-speed satellite Internet, cars powered by fuel cells, micromachines on chips, and even cloning. These technologies seemed to be commercializing at "Internet speed," creating companies and drawing in enormous investments from profit-seeking venture capitalists-and ordinarily cautious corporate giants. Federal Reserve Chairman Alan Greenspan summed it up in a 2000 speech: "We appear to be in the midst of a period of rapid innovation that is bringing with it substantial and lasting benefits to our economy."
