The Veterans Affairs Scandal is evidence of systematic failure in healthcare oversight and regulation. This may partially be secondary to the 1986 Healthcare Quality Improvement Act that effectively gave administration to many senior hospital personnel. Those that serve on peer-review committees reportedly do not act in an unbiased manner, but use the immunity and system for their own personal agenda, and the 1986 HCQIA has empowered them to do so with impunity.
