Article 4:
36. Citizens of one state are entitled to their "privileges of citizenship" in all states when in another state.
37. When criminals are caught in one state having fled from another state, they must be sent back to the state they originally fled from.
38. States cannot form new states within the boundaries of a current state. Two states cannot join together to create a state without consent from both state's legislature and Congress.
39. Congress has the power to make any rules and regulations regarding the land belonging to the United States.
