    A: Can make its own rules and kick anyone out if they do not follow them with 2/3 vote.

    20. What does the "elastic clause" say?
    A:Congress has the ability to create laws that enable their entitled powers to be practiced.

    23. What actions are absolutely denied to the States?
    A: States can not coin their own paper money.
    Article I Section X Clause 1
    24. What actions are conditionally denied to the States?
    A: States can not wage war unless attacked or put taxes on something without Congresses' approval.
