  1. Members of the house of representatives are chosen every 2 years.
  2. they can be elected by the people of each state.
  3. In order to be a member of the house, one must be at least 25 years old and be a resident of the United states for at least 7 years. They must also be a resident of the state that they are elected to represent.
  4. Representatives are apportioned by the states population as recorded by the census. All free people were counted, but not Indians, and slaves were counted as 3/5 of a person.
