  5) When a seat in the house is vacant, the constitution requires that an election be held in the congressional district of the absent representative. This election must be given a full incubation period, including party nominations followed by primary elections, and then a general election. Until the post is refilled, the people from that congressional district do not have voting representation in the house.
  
  6) The speaker of the house generally presides over the house. The speaker is appointed by the members of the house or representatives.
  
  7) Senators are elected by the population of the state that they are running for, however it was originally intended by the constitution that they be chosen by the incumbent senators after they had finished their terms. Terms for senators last six years.
