Including the cost of an iPad in the cost of a digital textbook is like including the cost of the classroom desk on which a traditional textbook would sit. Most schools would not (and should not) invest in iPads solely or even primarily to facilitate digital textbooks. They invest in 1:1 environments for more important reasons (personalized learning, increased engagement, ubiquitous access to information, etc), and many schools are abandoning textbooks altogether.
