    THE U.S. SENATE and House passed a $1.5 trillion government-funding package last week that includes some much-needed relief for THE hospitality industry, two associations said. However, THE spending bill also missing some elements industry advocates have pressed Congress and THE administration to pass. THE omnibus spending bill passed on a 68-31 vote in THE Senate and is now awaiting President Biden's signature, according to government focused news agency RollCall. com. At 2,700-pages, THE omnibus contains all 12 fiscal 2022 spending bills and has been in negotiations for five months. THE bill includes THE Restoring Brand USA Act that will provide $250 million in relief funding to THE destination marketing organization that promotes travel to THE U.S. THE U.S. Travel Association welcomed that fact in a statement from Roger Dow, USTA president and CEO.

FEDERAL MASK MANDATE FOR TRANSPORTATION SYSTEMS LIFTED - 0 views

    A FEDERAL JUDGE in Florida has accomplished what travel and hospitality organizations have been advocating for months: ending a government mask mandate on airplanes and other forms of transportation. While the government had planned to keep the mandates in place until at least May, critics, including the U.S. Travel Association, said it had outlived its usefulness and a recent survey found most travelers agree. On Monday, U.S. District Judge Kathryn Kimball Mizelle in Tampa said in her ruling that the Centers for Disease Control and Prevention had overstepped its authority in issuing the mask mandate, according to CNBC.com. the Transportation Security Administration later announced it would no longer enforce the mandate, although the CDC continues to recommend that people wear masks on public transit. Several major airlines announced that masks would not longer be required for passengers. Delta Airlines said in a statement that employees and customers could continue wearing masks if they chose. Also, the company said some enforcement of the mandate may continue in the short term as news of the TSA decision is spread, but communications to customers and in-airport signage and announcements would be updated to say that masking is now optional.

    U.S. HOTEL PERFORMANCE during the second week of September increased from the previous week, according to CoStar. Yearly comparisons also were mostly up. Occupancy was 67.7 percent for the week ending Sept. 16, up from 60.3 percent the week before but down 2.2 percent from the same time last year. ADR was $161.15 for the week, up from $150.66 the previous week and up 2.3 percent from the previous year. RevPAR for the week was $109.07, up from $90.86 weekly and up 0.1 percent from 2022. Among the top 25 markets, Oahu Island, Hawaii, saw the largest year-over-year occupancy increase, up 7.4 percent to 83.6 percent. San Francisco saw the highest jumps in ADR, up 39.7 percent to $345.78, and RevPAR, which rose 33.9 percent to $271.19, due in part to attendance of Dreamforce 2023.

All performance metrics improved during the week compared to same period in 2019 as well. Occupancy was 64.6 for the week ending Nov. 12, up from 62.4 the week before and increased 0.9 percent from 2019. ADR was $148.43 during the week, improved from $147.48 the week before and up 17.1 percent from three years ago. RevPAR reached $95.89 during the second week of November, increased from $91.99 the week before and up 18.2 percent from 2019. Among STR's top 25 markets, Norfolk/Virginia Beach reported the largest occupancy increase, up 14.3 percent to 63.6 percent, over November 2019. San Diego posted the largest ADR increase, increased 35.2 percent to $202.86, over 2019.

    OCCUPANCY FOR U.S. hotels is now expected to finish the year a little down from the previous forecast by STR and Tourism Economics. However, projections for ADR and RevPAR recovery remain on track in the data firms' final forecast of the year. RevPAR is still expected to fully recover this year on a nominal basis, but not until 2025 when adjusted for inflation, according to the new forecast. the updated forecast lowered occupancy by less than a percentage point for 2022, standing now at 62.7 percent compared to the previously forecasted 63 percent released in August. "As expected, group business travel has been much more aligned with pre-pandemic patterns, specifically in October when group demand hit a pandemic-era high," said Amanda Hite, STR president. "Leisure travel has maintained its strength since our previous forecast update, and we expect these strong demand trends in both group and leisure to continue through the fourth quarter. Bottom-line performance has also persisted, with our most recent data showing strong profit margins due to lower employment levels and reduced services. the challenges around labor continue to be a concern, as high levels of hospitality unemployment and more spending on contract labor are pushing labor costs on a per-available-room basis above 2019 levels. We continue to take inflation and the likely recession into consideration, but the hotel industry has continued to show resilience through these tougher times, thus the steadiness of our updated forecast."

Now, the company is moving into the "premium economy" segment with its new brand, Spark. Spark will include several features meant to appeal to owners, according to Hilton, primarily by providing the company's reservation network, business model and commercial engines. It also includes supply chain management, a cost-effective pricing model and automated customer offerings such as digital check-in and Digital Key. "Spark by Hilton was developed in close collaboration with our developer community, and we are thrilled by the positive feedback and excitement we have received to date," said Alissa Klees, brand leader, Spark by Hilton. "In fact, we already have more than 100 deals in various stages of development across the U.S., with the first properties anticipated to open this year." Each hotel will feature colorful exterior walls and artwork. the public space will feature multi-functional seating, such as communal tables and rocking chairs, for guests to eat breakfast, socialize or work throughout the day. Guest rooms will have practical amenities, including an open closet, in-room refrigerator, multi-purpose work surface and bathroom. To ensure a consistent, quality guest experience, each hotel will be required to complete a full renovation, encompassing all guest-facing areas of the hotel, prior to joining Spark by Hilton. the new brand will fill a certain niche, said Matt Schuyler, Hilton's chief brand officer.

Occupancy was 54.8 percent for the week ending Jan. 14, up from 47.2 percent the week before and decreased 5.5 percent from 2019. ADR was $144.81 during the week, increased from $142.82 the week before and up 15.7 percent from three years ago. RevPAR reached $79.38 in the second week of 2023, sharp increase from $67.40 the week before and up 9.3 percent from January 2019. None of STR's top 25 markets reported an occupancy increase during the week when compared to 2019. However, Dallas came closest to its 2019 comparable, down just 2.1 percent to 69 percent.

Continuing demand is expected to overcome extra labor costs and economic vagaries to propel performance above pre-pandemic levels, according to THE reports from THE American Hotel & Lodging Association and STR. THE state of THE industry AHLA's 2023 State of THE Hotel Industry Report projects that demand, nominal room revenue and state and local tax revenue all are well on THE way to recovery. Operational challenges, such as staffing shortages and economic factors will replace COVID as hoteliers' top concerns, THE report predicts. "Three years after THE unprecedented hardships our industry faced due to THE pandemic, hotels continue to make significant strides toward recovery," said Chip Rogers, AHLA president and CEO. "2022 saw one of THE strongest summer travel seasons ever, and this year we expect hotels to reach new heights in terms of room revenue, room-night demand and state and local tax revenue. But when inflation is taken into account, our industry likely won't see full recovery for several more years. NeverTHEless, hotel performance is trending in THE right direction - great news for our industry and our employees, who are enjoying better pay, more career opportunities, upward mobility and flexibility than ever before."

    THE BAIRD/STR HOTEL Stock Index jumped in July, ending a downward trend for two consecutive months. THE index decreased 10.4 percent year-to-date for THE first seven months of 2022. Baird/STR Index recorded a sharp increase of 14.3 percent in July, according to STR. THE index fell 19.3 percent in June and dropped 5.8 percent in May. It went up 0.7 percent during April. It increased 2.2 percent in March after rising 4.1 percent in February. THE Baird/STR Index surpassed both THE S&P 500, up 9.1 percent from June, and THE MSCI US REIT Index, increased 8.7 percent, respectively during July. THE hotel brand sub-index rose 14.2 percent from June, while THE Hotel REIT sub-index increased 14.6 percent during THE month. "Hotel stocks rebounded sharply and outperformed THEir respective benchmarks in July; relative outperformance has continued in August," said Michael Bellisario, senior hotel research analyst and director at Baird. "Despite THE big gains in July, hotel stocks did not fully recapture June's losses. Positively, second quarter earnings exceeded analysts' and investors' expectations, and broader recession fears have begun to subside, which has boosted sentiment and stock prices. All eyes are on THE post-Labor Day outlook that should reflect a more normalized travel environment."

GSA raises per diem lodging rates for FY2023 - 0 views

    THE U.S. GENERAL Services Administration recently announced THE per diem rate for lodging for government employees in THE continental U.S., and it was good news for hotels. THE GSA increased THE standard CONUS per diem rate for fiscal year 2023 and set all non-standard area rates at or above THE fiscal year 2022 rates. THE standard CONUS lodging rate rose from $96 to $98, according to THE GSA's statement. THE meals and incidental expenses per diem tiers for THE fiscal year are unchanged at $59 to $79, with THE standard M&IE rate unchanged at $59. THEre are no new NSA locations this year, and three locations that were NSAs or part of an established NSA in fiscal year 2022 will move into THE standard CONUS rate category. THEy are Cromwell and Old Saybrook, Connecticut, in Middlesex County; El Paso, Texas, in El Paso County; and Rock Springs, Wyoming, in Sweetwater County.

Occupancy was 69.6 percent for the week ending Sept. 17, up from 61.7 percent the week before and decreased 2.4 percent from 2019. ADR was $155.58 for the week, increased from $146.80 the week before and increased 15.6 percent from three years ago. RevPAR reached $108.25 during the week, up from $90.50 the week before and improved 12.9 percent from 2019. Among STR's top 25 markets, Norfolk/Virginia Beach reported the highest occupancy increase during the week, up 6.6 percent to 70.9 percent, over 2019. Miami reported the largest ADR gain, increased 30.7 percent to $177.10, over 2019.

    THIRD-PARTY HOSPITALITY management company Twenty Four Seven Hotels has added four California hotels to its West Coast portfolio, a statement said. A member of the Newport Beach, California-based company's executive team said it's part of a controlled growth strategy. the new properties are the 128-room Hyatt House Sacramento/Midtown, the 112-room Hyatt Place Newark/Silicon Valley, the 90-room Hampton Inn & Suites Marina and the 119-room Holiday Inn Express Chino Hills. Currently, the firm is providing pre-opening services and these properties are expected to be fully operational in December, the statement added. "We continue to expand our management footprint throughout California, with these four additions bringing our total Golden State portfolio to twenty. By focusing exclusively on the West Coast, our area operational expertise is unparalleled. This also allows for the ability to more readily share best practices and enact economies of scale," said David Wani, CEO, Twenty Four Seven Hotels.     Matthew Hostetler, chief development officer at Red Roof, has been operating outside his wheelhouse for about 18 years now. In this installment of Asian Hospitality's Leadership Series, he explains how he does it all with a smile on his face. Hostetler was at the Hunter Hotel Conference in March in Atlanta when he took time to talk about his history in the hotel business along with the current status of Red Roof. Topics also included AAHOA's 12 Points of Fair Franchising, the company's preparations for possible economic headwinds this year and the success of Red Roof's newest brand. Same job, different industry In 2002, Hostetler was recruited by Cendant Hotel Group, which is now Wyndham Hotel Group, to conduct franchise sales under Phil Hugh, who was at that time senior vice president for franchise sales. That was when he stepped out of his comfort zone. "I said yes to an opportunity that was way, in sales was not outside of my wheelhouse, but outside of my industry," Hostetler said. "I was in transportation for 15 years before that. So yeah, that definitely outside the wheelhouse." In 2014, he joined Red Roof as the senior vice president of development, again working under Hugh. In 2020, when Hugh left the company, Hostetler became chief development officer. Now he's settled into the job. "I love the hotel business. I love hospitality. I love the people in this business, how they are so entrepreneurial," Hostetler said. But there's also so people oriented as well. That's what attracts talent so much right? Hospitality. Everyone has a smile on their face most of the time."

STR: U.S. hotel construction pipeline drops again in June - 0 views

    U.S. HOTEL CONSTRUCTION declined for the seventh consecutive month in June, according to STR. Rooms in construction in New York City and Nashville represent a significant percentage of existing supply in those markets. Though at a slower pace, planning activity increases across the U.S. and developers are showing interest in Miami, Nashville and Phoenix, the report said. According to STR, there are 146,198 rooms under construction in the U.S. in June, down 20.1 percent when compared to same period last year. As many as 178,809 rooms are at final planning during the month, decreased 11.3 percent from last year and 281,190 rooms are at planning phase, an increase of 6.1 percent from June 2021. "the U.S. hotel pipeline continues to decelerate as we enter the second half of the year," said Carter Wilson, senior vice president of consulting, STR. "the continued increases in debt costs combined with the ongoing supply chain disruptions will likely delay projects from breaking ground this year, which will lead to a further decline in rooms in construction. On a national basis, new supply will not be a significant headwind for the future." New York leads the major markets in rooms in construction at 13,568 rooms in June, up 10.8 percent compared to last year, followed by Nashville with 3,939 rooms, up 7 percent, Phoenix with 4,388 rooms, an increase of 6.3 percent over last year, Atlanta with 5,991 rooms, up 5.5 percent and Detroit with 2,382 rooms, an increase of 5.1 percent over June 2021.
