THE CITY OF Los Angeles is not doing enough to regulate short-term rental properties, according to AAHOA and a report from local advocacy group Better Neighbors LA. Both groups say the city should do more to enforce its existing 2019 ordinance on home sharing apps such as Airbnb and Vrbo. Los Angeles' ordinance requires short-term rentals to register and sets other regulations on home sharing apps. However, the Better Neighbors report found that the city's enforcement of the ordinance has been dropping since 2022, evidenced by a 54 percent decrease in warning letters, an 85 percent decrease in fines and a 25 percent increase in non-compliant listings. "Every year we put out an annual report that gives a snapshot of how enforcement is going in the city of Los Angeles, how many short-term rentals exist, and how that's changed from the prior year. This year, we've found that non-compliance is up," Allison Kriste, a representative of Better Neighbors Los Angeles, said in an interview with the Santa Monica Mirror newspaper. "We found a high rate of non-compliance across the boards in the city of Los Angeles. In addition, we've also found that enforcement activity is down. We're identifying more non-compliant listings, as compared to last year. The city is issuing fewer warning letters, they're issuing fewer fines. They're not doing a whole lot."

THE NEW JERSEY legislature has passed legislation that will place new requirements regarding employees when a hotel changes hands. Hospitality and business associations are objecting to the law, saying it will hinder hotels' recovering in the state. Assembly Bill 6246 will, among other things, require new owners of a hotel to keep all employees on staff for at least 90 days after the purchase without reducing their wages or benefits. The bills also would require the previous owners to provide a list of all employees' names, addresses, hiring dates, phone numbers, wage rates and employment classifications at least 30 days before the change in control, according to the legislation. It also sets terms for how the new owners can reduce staff if necessary during the retention period as well as how violations of the law should be addressed. The proposed law is well intended, but flawed, Ray Cantor, vice president of government affairs for the New Jersey Business & Industry Association told Center Square newspaper.

AS THE FIRST investment for its recently announced $100 million real estate fund, NewcrestImage has purchased the Magnolia Hotel in downtown Dallas. The company, which is based in Dallas, purchased the historic building from Denver-based Stout Street Hospitality. Opened in 1922 as the headquarters offices for Magnolia Petroleum, the 325-room, 29-floor Magnolia Hotel was the city's first skyscraper and the first high-rise in the United States to have air conditioning. It is listed on the National Register of Historic Places and opened as a luxury boutique hotel in 1999. The hotel is across from the 37-floor world headquarters of AT&T and the $100 million AT&T Discovery District, a shopping, dining and entertainment development. The Discovery District features a 30-foot diameter interactive "walk-in" sculpture and a 104-foot high media wall for watching sports, movies and music events. The hotel features a library, a restaurant, two lounges and 11 meeting rooms, that range from 230 to 3,500 square feet. "Rooted in history and ready to be reinvented for the future - that describes this hotel, and also our entire hospitality industry right now," said Mehul Patel, chairman and CEO of NewcrestImage. AS MANY AS 84 percent of business travelers in the U.S. expect to take at least one trip to attend conferences, conventions or trade shows in the next six months, according to a survey from the U.S. Travel Association. They also expect to resume traveling at a slightly slower pace, about 1.6 trips per month, compared to 1.7 monthly trips pre-pandemic. The Quarterly Business Travel Tracker by J.D. Power said that less than one in 10 U.S. business travelers are uncertain if they would travel in the next six months. Meetings and events are not occurring and corporate policies restricting business travel are listed as reasons behind this. USTA forecasts that business travel spending was still down 60 percent from pre-pandemic levels in 2021. However, the latest data shows a clear shift in American business travelers' desire to return to in-person meetings.

THE NEW YORK City government implemented new regulations last week, enabling oversight of short-term rentals. These rules now mandate hosts to register with the city when renting their homes for less than 30 days, and AAHOA issued a statement supporting the law. Under this rule as of Sept. 5, platforms such as Airbnb, Vrbo, and Booking.com are required to confirm a host's registration approval before processing fees. Failing to register a rental listing could lead to penalties of up to $1,500 per transaction for these platforms, while hosts themselves face potential fines of up to $5,000. "[The Mayor's Office of Special Enforcement]'s initial phase of Local Law 18 enforcement will focus on collaborating with the booking platforms to ensure they are using the city's verification system, that all verifications are occurring correctly, and that the platforms stop processing unverified transactions," said the OSE's website.

HOSPITAITY FIRM OYO Rooms has filed fresh documents with India's stock market regulator, Securities and Exchange Board of India, for an Initial Public Offering in early next year, media reports said. The company filed fresh financial documents on Sept. 19 and is now targeting an IPO in January 2023, according to CoStar. OYO filed preliminary IPO documents in 2021, only to shelve the listing plan earlier this year after the prolonged pandemic hurt its growth and forced the company to cut thousands of jobs. The latest financial documents showed narrower losses and a rebound in sales for the year through March 2022 and in the three months to June 2022.

THE BAIRD/STR Hotel Stock Index fell 9.1 percent in September, according to STR. Experts said that they have concerns regarding recession and its impact on the sector. The index witnessed a sharp drop of 20.6 percent year-to-date through the first nine months of 2022. In September, the Index surpassed both the S&P 500, down 9.3 percent, and the MSCI US REIT Index, which fell 12.8 percent. The hotel brand sub-index decreased 7.7 percent from August to 8,268, while the Hotel REIT sub-index dropped 13.5 percent to 989. "September was a risk-off month for the broader market, and hotel stocks were down sharply as well. "Broader macroeconomic concerns continue to dominate investor sentiment and positioning, but underlying hotel fundamentals held steady throughout the month, which relatively helped the hotel stocks during a volatile time for the capital markets. Investors continue to ask about recession scenarios and downside analyses for our coverage list, which suggests a lot of the bad news is being priced into the stocks, particularly the Hotel REITs, in our opinion."

TWO-THIRDS OF U.S. travelers think that family and friend reunions bring the most joyful summer vacations, according to a survey from G6 Hospitality's Motel 6. The survey, conducted by SWNS Media Group, revealed that 57 percent of the respondents plan to attend a family or friend reunion this summer. The poll conducted May 20 to 26, also found 2,000 adults traveling this summer said that an average respondent has not gathered with extended family in four years. U.S. travelers will journey nearly 80 miles to reunite with their favorite people and places, while about 32 percent will venture more than 100 miles. More than half of those surveyed believe that reunions will look and feel different this year. The reunion invitee lists include friends (42 percent), significant others (39 percent), neighbors (34 percent) and pets (36 percent). According to the survey, 55 percent of those attending a family reunion this year look forward to celebrating both old traditions while creating new ones, and 64 percent are interested in becoming more connected to their family traditions.
