GSA raises per diem lodging rates for FY2023 - 0 views

    THE U.S. GENERAL Services Administration recently announced the per diem rate for lodging for government employees in the continental U.S., and it was good news for hotels. The GSA increased the standard CONUS per diem rate for fiscal year 2023 and set all non-standard area rates at or above the fiscal year 2022 rates. The standard CONUS lodging rate rose from $96 to $98, according to the GSA's statement. The meals and incidental expenses per diem tiers for the fiscal year are unchanged at $59 to $79, with the standard M&IE rate unchanged at $59. There are no new NSA locations this year, and three locations that were NSAs or part of an established NSA in fiscal year 2022 will move into the standard CONUS rate category. They are Cromwell and Old Saybrook, Connecticut, in Middlesex County; El Paso, Texas, in El Paso County; and Rock Springs, Wyoming, in Sweetwater County.

AHLA protests new 'joint-employer standard' - 0 views

    PROPOSED FEDERAL REGULATIONS defining a "joint-employer standard" would have a "chilling effect" on the hospitality industry and franchises in general, according to the American Hotel & Lodging Association. The National Labor Relations Board's latest version of the standard could define two companies as joint employers if they both control certain elements of employees' terms and conditions. The period for comments on the proposed regulations ended Nov. 21 and the would rescind and replace the joint-employer rule that took effect on April 27, 2020. That previous rule established that "a business must possess and exercise substantial direct and immediate control over one or more essential terms and conditions of employment of another employer's employees" to be considered a joint employer. However, a ruling by the U.S. Court of Appeals for the D.C. Circuit in July reversed that rule. Now, under the new rule, "two or more employers would be considered joint employers if they 'share or codetermine those matters governing employees' essential terms and conditions of employment,' such as wages, benefits and other compensation, work and scheduling, hiring and discharge, discipline, workplace health and safety, supervision, assignment, and work rules," according to NLRB.

The new group would focus on developing future projects included in the acquisition. Amar Lalvani, former executive chairman of Standard International, will serve as president and creative director of the new group. It will be headquartered in New York City, with additional offices in Austin and Bangkok, Hyatt said in a statement.     A NEW ENVIRONMENTAL, social and governance report released by Choice Hotels International highlights steps that would allow the company to reduce utility costs, save time for franchisees, and increase Choice's ESG commitments. Those steps include new energy- and water-saving technology, diversity goals for hotel ownership and more. The report entitled "Building a Better Tomorrow, Today" lays out the company's plan to being a good corporate citizen, according to a release.     THE AMERICAN HOTEL & Lodging Association and the Hospitality Financial and Technology Professionals Association announced a 10-year agreement to jointly produce the Uniform System of Accounts for the Lodging Industry, a statement said. The USALI is the global "standard" for hospitality accounting and HFTP purchased rights to its contents in 2018. AHLA and HFTP have reengaged the joint Global Finance Committee that is responsible for creating content for USALI's 12th edition to be released next year, according to AHLA. For many years, AHLA's Financial Management Committee was responsible for creating content for the USALI. HFTP purchased USALI's intellectual property, publishing and distribution rights from the Hotel Association of New York City. "After our decision to publish on our own, many in the industry contacted both HFTP and AHLA to see if we could find a way to work together," said Frank Wolfe, HFTP's CEO. "Both organizations had the willingness to work together, but like any business deal the decision was in the details. Associations are a bit different animal than corporate enterprises. Today we may work together on one project and tomorrow will be dead on competitors so there were lots of details to refine. The good news is that both organizations worked exceptionally hard to put those competitive differences aside and advance the industry."

This adjustment stems from a year-on-year increment of $9 in the lodging allowance, now set at $107. The rate will be applicable from Oct. 1 to Sept. 30, 2024, GSA said. The per diem guidelines regulate the reimbursement of federal employees' lodging and meal expenses for official government travel. These guidelines involve a $9 increase to the continental U.S. lodging rate, as well as significant rate hikes in multiple non-standard areas. "GSA bases the maximum lodging allowances on historical ADR data, less 5 percent. However, the COVID-19 pandemic led to unprecedented declines in ADR, followed by a volatile hotel industry recovery," GSA said in a statement. "The ADR data available to establish fiscal year 2024 rates was from before the COVID-19 Public Health Emergency expired on May 11. Similar to the approach for fiscal year 2023, GSA made upward adjustments to ensure that maximum lodging allowances for federal travelers are sufficient in fiscal year 2024."

    FORMER AAHOA CHAIRWOMAN Jagruti Panwala testified recently before Congress on the Department of Labor's proposal to raise the overtime salary exemption threshold for executive, administrative, and professional employees under the Fair Labor Standards Act. Panwala, now a board member for American Hotel & Lodging Association, argued that the proposed change would actually limit hotel employees' opportunities and does not take into account economic differences between regions of the country. In August, DOL proposed raising the threshold from $35,568 to an estimated $60,209 in 2024 according to AHLA based on the department's projections. That equals a nearly 70 percent increase, and AHLA said that means all employees making under that amount must be paid overtime for any hours worked over 40 in one week. The DOL proposal also would automatically increase the threshold every three years thereafter based on the 35th percentile of earnings for full-time salaried workers in the lowest-wage census region, currently the South.

However, the American Hotel & Lodging Association says the new rule limits independent contractors to work and impact hotels' ability to find workers. The new rule under the Fair Labor Standards Act aims to prevent misclassification of workers that can affect workers' rights to minimum wage and overtime pay, "facilitates wage theft, allows some employers to undercut their law-abiding competition and hurts the economy at-large," the Labor Department said in a statement. It uses a multifactor analysis of six factors defining a worker's relationship with an employer, such as the worker's opportunities for profit or loss; the financial stake and nature of any resources a worker has invested in the work; the degree of permanence of the work relationship; the degree of control an employer has over the individual's work; how essential the work is to the employer's business; and the worker's skill and initiative.

AHLA to challenge DOL's overtime rule, fearing managerial job loss - 0 views

The association is concerned that many hoteliers may be forced to eliminate longstanding managerial positions, which serve as crucial paths to career advancement. The updated rule features two-tiered increases in the minimum salary threshold and the threshold for highly compensated employees, along with automatic updates to both thresholds, DOL said in a statement. The minimum salary threshold will rise to $43,888 on July 1, followed by an increase to $58,656 on Jan. 1, 2025. This represent more than a 60 percent increase from the current $35,568 threshold, DOL said. The HCE threshold will jump to $132,964 on July 1, then to $151,164 on Jan. 1, 2025-an over 70 percent increase from the current $107,432 threshold, DOL added. The updated rule includes automatic updates to both the minimum salary threshold and the HCE threshold, which will be raised every three years.

Benefits for the hotel owners and franchisers can include additional revenue, carbon credits as well as attracting guests from the growing number of electric vehicle drivers. A 2022 Green Lodging survey by the American Hotel and Lodging Association revealed a surge in the deployment of EV chargers within the hospitality sector, with 26.6 percent of all U.S. hotels equipped with charging stations. The EV charging facilities are more commonly found at luxury hotels (nearly 90 percent offer them), while only about one in five limited-service hotels provides charging, representing significant growth opportunities. Hotel brands such as Hilton Hotels & Resorts, Marriott International, BWH Hotel Group, IHG Hotels & Resorts, Choice Hotels International, Hyatt Hotel Corp. and G6 Hospitality have prioritized deploying EV charging based on customer preferences. Their franchisees have begun incorporating EV charging infrastructures into their properties. "We've heard from our owners that offering EV charging solutions is increasingly influential for guests when choosing hotels," said Brian McGuiness, IHG's senior vice president of global guest experience. "This is backed by our observation of guests using EVC filters on the IHG One Rewards mobile app and website. Our integrated EV-charger search filter within the IHG One Rewards mobile app allows travelers to easily find properties with EV charging capabilities, empowering them to plan their journeys conveniently and confidently."
