This site has a worldwide collection of various children's books. You can search by country or language and topic. It is good site for students to explore stories from other countries (and the US), and whenever possible be able to read in another language, maybe even their own native tongue.

There are a variety of free resources recommended on this blog for teachers on how to use technology, which are available through the Web. Particularly this post deals with creating comic strips and offers several sites. I have yet to try out any but am hoping to do so this year!
