A medida que ha ido en aumento el número de usuarios se ha pasado de un concepto eminentemente instrumental, basado en su vertiente tecnológica, tanto en dispositivos como en las diferentes modalidades de acceso, a una interpretación cada vez más centrada en el usuario y en los servicios que éste consume y genera. Se trata de la llamada sociedad de la información, consolidada definitivamente con la globalización derivada del fenómeno Internet.
