Obviously this is horrible and the boy needs to face consequences. But his actions do not reflect anything about his country; there are stupid, self-centered kids who act without regard for consequences in every country. To expand this concept far more broadly, one person's act of terrorism does not represent the views of everyone in their nation, racial group, religion, etc.
