The Australian denies the accusations.

DPR accuses Kiev of amassing Heavy Weapons and Troops in Disengagement Zone - nsnbc int... - 0 views

  • The self-proclaimed Donetsk People’s Republic (DPR) in eastern Ukraine accused Kiev of redeploying tanks and other heavy weapons to the line of engagement and nine ceasefire violations within 24 hours. 
  • A spokesman for the Donetsk People’s Republic‘s Defense Ministry told the press on Tuesday that the military intelligence service of the DPR’s self-defense forces had spotted more than 35 Ukrainian tanks and multiple rocket launcher systems within the disengagement zone where heavy weaponry is prohibited according to the Minsk Accords. On Monday the Defense Ministry of the self-proclaimed republic stressed that over the past week, Ukrainian forces has moved military hardware toward the line of separation near a number areas and settlements, including Gorlovka, Mariupul and Donetsk. The Ministry noted that Ukrainian military units loyal to the government in Kiev had concentrated a total of 111 artillery pieces including self-propelled artillery weapons, BM-21 Grad multiple rocket launchers, D.30 systems, 166 tanks, 147 infantry fighting vehicles and armored personnel carriers, 26 vehicles with ammunition and more than 600 troops toward the line of engagement.
  • The 600 troops reportedly include units of the ultra-nationalist and overtly neo-Nazi Pravy Sector, formerly known as UNA-UNSO. Both the UNA-UNSO and Pravy Sector are widely regarded as part of NATO’s covert “Stay-Behind” a.k.a. Gladio network. The government of the DPR accuses the government in Kiev to systematically take advantage of the ceasefire regime that was implemented in accordance with the Minsk Accord and the Minsk II Accord. The DPR’s Defense Ministry reported that Ukrainian military forces loyal to Kiev had violated the ceasefire nine times within 24 hours. The ceasefire violations reportedly include the shelling of the village of Spartak at the outskirts of Donetsk, the shelling of the Abakumov Coal Mine and the Petrovsky District north of Donetsk, and the shelling of the village of Zaitsevo at the outskirts of Gorlovka. Ukrainian military forces reportedly used 28-mm and 120-mm mortars, infantry vehicles, armored personnel carriers and small arms. The reported deployment of heavy weaponry and troops into the disengagement zone stipulated in the Minsk II accord would violate the prohibition of 100-mm artillery guns and weapons of larger caliber in the disengagement zone. Weapons of such caliber have to be withdrawn to a distance of 50 kilometers from the line of engagement. Other weapons, including multiple rocket launchers have to be withdrawn to 70 kilometers and Uragan, Smerch as well as Tochka tactical operations missile systems to 140 kilometers.  A supplementary agreement to the Minsk II Accords, signed in September, further stipulates that guns with a caliber below 100 mm and tanks and mortar launchers, including those with a caliber of 120 mm, were supposed to have been withdrawn before November 12.

Russia - USA sign MoA on Coordinating Flights over Syria | nsnbc international - 0 views

  • Russia and the United States signed a Memorandum of Understanding (MoA) on the coordination of military flights over Syria. Once in effect, the agreement will result in 24/7 communication channels to prevent dangerous situations in the ever more crowded aerial military theater in Syria’s airspace. Meanwhile the situation on the ground has changed with some insurgent brigades disintegrating while a new front appears to be opened in Idlib province. 
  • Russia and Turkey have already established a hotline to prevent unwanted incidents. The agreement between the two countries was reached after two incidents in which Russian jets briefly entered Turkish airspace. Russia has also held talks with Jordanian and Israeli officials to avoid unwanted incidents. U.S. and Russian military have previously held video conferences to discuss coordination to avoid incidents. Once the new MoU comes into effect there will be a 24/4 line of communications between Russia and the USA. A meeting between U.S. and Russian politicians is scheduled for later this week.
  • On Monday Syria’s Ambassador to Moscow, Riad Haddad, stated that airstrikes by the U.S.-led coalition also had become more effective after Russia began its air campaign in Syria on September 30 – October 1. Coordination between Russia and the United States as well as Turkey may also have consequences for Syrian civil aviation. Thus far, Russia is the only country that has a legal mandate for operating military flight in Syrian airspace. The Russian military coordinates its sorties with both Syrian military and civil aviation authorities. Coordination between Russia and the U.S. led coalition could eventually also contribute to avoiding tragic civil air disasters in the increasingly crowded Syrian airspace. While air raids have caused several, especially ISIL brigades to flee in disarray, there appears to be opening a new front in Idlib province. Both Syrian and Russian military sources report of insurgents’ attempts to regroup and of a large influx of mercenaries in Idlib province. Another of the significant strongholds of foreign-sponsored insurgents is the town of Al-Shaykh in Daraa province. Resistance there may, however, soon cease due to the lacking supplies of ammunition.

Hefetz is suspected of receiving bribes and obstructing justice as part of what is called Case 4000. He is also a key figure in 1270, and is second fiddle in Case 2000. In Case 4000, Hefetz liaised between the Netanyahu couple and the Walla news website, owned by Bezeq. Hefetz arranged for flattering items on the couple and censorship of less flattering items, Haaretz's Gidi Weitz reported. In Case 1270, Hefetz allegedly served as the prime minister's confidant who sought to elucidate how Judge Hila Gerstl felt about closing a case against Sara Netanyahu. Allegedly a trial balloon was floated, hinting to Gerstl that she would be promoted to Israel's next attorney-general if she closed the case down. Hefetz claims that it all boiled down to idle chatter and hadn't been coordinated with the prime minister and his wife. In Case 2000, Hefetz had involvement on both sides of the coin. He was head of public relations for Netanyahu, before which he served as senior editor in the Yedioth Ahronoth group, owned by Arnon Mozes. In 2009, Mozes is suspected of agreeing to provide sweetheart coverage of Netanyahu, who in turn allegedly promised to get the rival (free) newspaper Israel Hayom to stop printing a weekend edition, which stood to hugely benefit Yedioth.

  • At the heart of Case 4000 is the suspicion that Netanyahu acted to provide Bezeq and its former chairman, Shaul Elovitch, with financial breaks worth hundreds of millions of shekels in exchange for positive coverage in the telecommunications company’s popular Walla website. The prime minister has rejected the accusations and insisted that all his decisions “were made in businesslike fashion and based on professional factors, professional testimonies and legal counsel.” Hefetz testified in the case in December. Since his arrest two weeks ago, he has been questioned under caution not only in the telecom case but also for a suspected bribery offer to a former judge. So far he had refused to answer the investigator's questions. Hefetz, Haaretz has learned, will testify that he never received orders from Sara or Benjamin Netanyahu to make the offer to the judge, allegedly made through an intermediary. Hefetz will claim that the talks with Eli Kamir, the alleged conduit, were just "empty words." Two former Netanyahu confidants have already turned against him. One is former Chief of Staff Ari Harow who testified in cases 2000 and 1000 - which, respectively, relate to discussions of a quid-pro-quo deal with newspaper publisher Arnon Mozes and lavish gifts received from businessmen Arnon Milchan and James Packer. The other is Sholmo Filber, former director general of the Communications Ministry under Netanyahu, who is suspected of granting financial benefits to Shaul Elovitch, the controlling shareholder of Bezeq, Israel's largest telecom company, on behalf of the prime minister.

    Excellent historical background to the Agenda 21 effort to regulate private property and eventually put all private property under the control of the UN regional governments. "Since the early 1970s there has been a systematic and deliberate effort to destroy private property rights in America through the warm and fuzzy goal of sustainable development. David Rockefeller co-founded the Club of Rome in 1968 as an elite, somewhat occult think tank. The Club of Rome published Limits to Growth in 1972, which called for severe limits on human population and state control of all development in the world to achieve "sustainable development." Sustainable development was eventually formalized into a United Nations global action plan called Agenda 21, which President Bush committed the U.S. to at the 1992 Earth Summit in Rio de Janeiro. President Clinton put into action by the creation of Sustainable America in 1996. If fully implemented, private property rights will be a thing of the past. Concurrent to Limits of Growth, New York's Governor Nelson Rockefeller introduced legislation to create the Adirondack Park Agency in 1971 patterned after Limits of Growth. It was so successful that Nelson's brother-Laurence Rockefeller-commissioned and led a study entitled Use of Land: A Citizen's Policy Guide to Urban Growth as a set of goals for America. Published in 1973, the nationally based Use of Land was a companion to the Club of Rome's internationally based Limits of Growth. The Use of Land was edited by William Reilly, who would later be appointed by George H. W. Bush as the administrator of the Environmental Protection Agency in 1989. Reilly also attended the 1992 Earth Summit in Rio de Janeiro, where he advised President Bush to sign the UN Agenda 21, thereby committing the United States to Agenda 21.   • Why would Qatar want to become involved in Syria where they have little invested?  A map reveals that the kingdom is a geographic prisoner in a small enclave on the Persian Gulf coast.   It relies upon the export of LNG, because it is restricted by Saudi Arabia from building pipelines to distant markets.  In 2009, the proposal of a pipeline to Europe through Saudi Arabia and Turkey to the Nabucco pipeline was considered, but Saudi Arabia that is angered by its smaller and much louder brother has blocked any overland expansion.   Already the largest LNG producer, Qatar will not increase the production of LNG.  The market is becoming glutted with eight new facilities in Australia coming online between 2014 and 2020.   A saturated North American gas market and a far more competitive Asian market leaves only Europe.  The discovery in 2009 of a new gas field near Israel, Lebanon, Cyprus, and Syria opened new possibilities to bypass the Saudi Barrier and to secure a new source of income.  Pipelines are in place already in Turkey to receive the gas.  Only Al-Assad is in the way.

  • Qatar has proposed a gas pipeline from the Gulf to Turkey in a sign the emirate is considering a further expansion of exports from the world's biggest gasfield after it finishes an ambitious programme to more than double its capacity to produce liquefied natural gas (LNG).   "We are eager to have a gas pipeline from Qatar to Turkey," Sheikh Hamad bin Khalifa Al Thani, the ruler of Qatar, said last week, following talks with the Turkish president Abdullah Gul and the prime minister Recep Tayyip Erdogan in the western Turkish resort town of Bodrum. "We discussed this matter in the framework of co-operation in the field of energy. In this regard, a working group will be set up that will come up with concrete results in the shortest possible time," he said, according to Turkey's Anatolia news agency.   Other reports in the Turkish press said the two states were exploring the possibility of Qatar supplying gas to the strategic Nabucco pipeline project, which would transport Central Asian and Middle Eastern gas to Europe, bypassing Russia. A Qatar-to-Turkey pipeline might hook up with Nabucco at its proposed starting point in eastern Turkey. Last month, Mr Erdogan and the prime ministers of four European countries signed a transit agreement for Nabucco, clearing the way for a final investment decision next year on the EU-backed project to reduce European dependence on Russian gas.

  • So there you have it: Qatar doing everything it can to promote bloodshed, death and destruction by using not Syrian rebels, but mercenaries: professional citizens who are paid handsomely to fight and kill members of the elected regime (unpopular as it may be), for what? So that the unimaginably rich emirs of Qatar can get even richer. Although it is not as if Russia is blameless: all it wants is to preserve its own strategic leverage over Europe by being the biggest external provider of natgas to the continent through its own pipelines. Should Nabucco come into existence, Gazpromia would be very, very angry and make far less money! As for the Syrian "rebels", who else is helping them? Why the US and Israel of course. And with the Muslim Brotherhood "takeover" paradigm already tested out in Egypt, it is only a matter of time.
  • Perhaps it is Putin's turn to tell John Kerry he prefer if Qatar was not "supplying assistance to Syrian mercenaries"? What is worse, and what is already known is that implicitly the US - that ever-vigilant crusader against Al Qaeda - is effectively also supporting the terrorist organization: The relegation of Qatar to second place in providing weapons follows increasing concern in the West and among other Arab states that weapons it supplies could fall into the hands of an al-Qaeda-linked group, Jabhat al-Nusrah. Because the closer Qatar gets to establishing its own puppet state in Syria, the closer Saudi Arabia is to getting marginalized:
  • What Saudi Arabia wants is not to leave the Syrian people alone, but to install its own puppet regime so it has full liberty to dictate LNG terms to Qatar, and subsequently to Europe.
  • Sadly, when it comes to the US (and of course Israel), it does have a very hidden agenda: one that involves lying to its people about what any future intervention is all about, and the fabrication of narrative about chemical weapons and a bloody regime hell bent on massacring every man, woman and child from the "brave resistance." A bigger read through of the events in Syria reveals an even more complicated web: one that has Qatar facing off against Syria, with both using Syria as a pawn in a great natural resource chess game, and with Israel and the US both on the side of the petrodollars, while Russia and to a lesser extent China, form the counterbalancing axis and refuse to permit a wholesale overthrow of the local government which would unlock even more geopolitical leverage for the gulf states. Up until today, we would have thought that when push comes to shove, Russia would relent. However, with the arrival of a whole lot of submarines in Cyprus, the games just got very serious. After all the vital interests of Gazprom - perhaps the most important "company" in the world - are suddenly at stake.

Breedlove: No-fly zone over Syria would constitute 'act of war' - News - Stripes - 0 views

Philip Breedlove. “It is quite frankly an act of war and it is not a trivial matter,” said Breedlove, NATO’s new supreme allied commanderr and head of U.S. European Command, during a recent Thursday to Naples, Italy.
  • As the debate continues about whether the U.S. and its European allies should begin to arm rebel forces in Syria and possibly impose a no-fly zone over the country to help those forces in their fight against forces loyal to President Bashar al-Assad, Breedlove cautioned that such actions also carry risks. “It would absolutely be harder than Libya,” said Breedlove, referring to NATO’s 2011 air bombardment that resulted in the ouster of longtime dictator Moammar Gadhafi. “This is a much denser, much more capable defense system than we’d faced in Libya.” While some political leaders, such as Sen. John McCain, R-Ariz., have been vocal about the need for the U.S. to arm rebel forces and support a no-fly zone, the Obama administration has so far been cautious about military involvement or sending lethal aid to rebels amid concerns that some of those fighters have ties to al-Qaida-like groups.

    Query, whether Breedlove had authorization from the White House to make his statement that establishing a no-fly zone over Syria would constitute "an act of war?"  In the public debate over the Obama Administration's commencement of the Libyan War without Congressional authorization, the White House was adamant that creating a no fly-zone over Libya did not constitute "an act of war" in the sense of the U.S. Constitution's allocation to Congress of the power to declare war, ostensibly because no U.S. casualties were expected. (A good sound bite but a legally preposterous proposition. ) If Breedlove's statement was authorized by the White House, it would be an additional sign that the Obama Administration is back-pedaling on war with Syria because of Russian intervention to preserve the Syrian government, resulting in a strategic military stalemate.

How Congress unknowingly legalized PRISM in 2007 - 0 views

  • On Sept. 11, 2007, the National Security Agency signed up Microsoft as its first partner for PRISM, a massive domestic surveillance program whose existence was reported by the Washington Post today. That’s barely a month after Congress passed, and President George W. Bush signed, the Protect America Act.
  • The Bush Administration portrayed the PAA as a technical fix designed to close a gap in America’s surveillance capabilities that had been opened by a then-recent ruling of the secretive Foreign Intelligence Surveillance Court (FISC). It proved to be much more than that. While the details are still classified, reports suggested that the FISC had ruled that it was illegal for the government to intercept communications between two foreign endpoints if the communications happened to pass through the United States. Warning that the U.S. would suddenly lose the ability to continue its surveillance of terrorists, the administration pushed the PAA through Congress in a matter of days.
  • In reality, the PAA represented a sweeping change to American surveillance law. Before conducting surveillance, the PAA only required executive branch officials to “certify” that there were “reasonable procedures” in place for ensuring that surveillance “concerns” persons located outside the United States and that the foreign intelligence is a “significant purpose” of the program. A single certification could cover a broad program intercepting the communications of numerous individuals. And there was no requirement for judicial review of individual surveillance targets within a “certified” program.

Feds May Have To Reveal FISA Phone Records In Murder Case | Techdirt - 0 views

  • There's been a lot of focus elsewhere concerning the FISA rulings that were leaked, showing that the government is scooping up the details of pretty much every phone call. However, a case concerning some guys who were trying to rob an armored truck may lead to some interesting revelations related to what the government collects. Daryl Davis, Hasam Williams, Terrance Brown, Toriano Johnson, and Joseph K. Simmons were charged with trying to rob a bunch of armored Brink's trucks, in which one of the robberies went wrong and a Brink's employee was shot and killed. As part of the case against the group, the DOJ obtained call records. However, during discovery, the government refused to hand over call records for July of 2010, claiming that when they sought them from the telco, the DOJ was told that those records had been purged. Terrance Brown's lawyer is now claiming that since it appears the NSA has sucked up all of this data for quite some time, it would appear that the government should, in fact, already have the phone records from July 2010, which he argues would show that he was nowhere near the robbery when it happened. Defendant Brown urges that the records are important to his defense because cell-site records could be used to show that Brown was not in the vicinity of the attempted robbery that allegedly occurred in July 2010. And, relying on a June 5, 2013, Guardian newspaper article that published a FISA Court order relating to cellular telephone data collected by Verizon,1 Defendant Brown now suggests that the Government likely actually does possess the metadata relating to telephone calls made in July 2010 from the two numbers attributed to Defendant Brown.
  • The court agrees that, under the law, the government may need to produce those records. Here, Defendant asserts that, under Brady v. Maryland, 373 U.S. 83 (1963), due process requires the production of the July 2010 telephone records because they are anticipated to be exculpatory in that they are expected to show that Defendant Brown was not physically located at the scene of the alleged attempted Brink’s truck robbery in July 2010. In view of Defendant Brown’s Motion and the requirements of FISA, it is hereby ORDERED and ADJUDGED that the Government shall respond to Defendant Brown’s Motion and, if desired, shall file an affidavit of the Attorney General of the United States. That order was actually issued Monday, only giving the government until yesterday to comply. At the time of posting, the government's reply has not yet shown up in PACER, though it may pop up soon. I'm guessing that they'll try to either get some sort of extension or explain why those records are somehow inaccessible -- but it could get interesting.

    This is definitely one to watch. The Court's order is short but definitely enlightening. The defendant's trial is already under way, so the Court set a very short response time, and required the Feds to concurrently file the affidavit of the Attorney General if the Feds want to claim that disclosure would harm national security. She has also ordered that the Feds concurrently explain any belief that thre information was lawfully gathered, citing some specific portions of the FISA Act that are at the heart of the government's claim of right to compel telcos to disclose the information to the Feds.    Then the court decides whether the Feds must produce the records anyway. Tough position for the government because it would be extremely difficult to argue that the phone call metadata itself is classified, since they are by law "business records" of a private party, the telco.  And this sets the stage for a flood of habeas corpus petitions by persons already convicted seeking new trials with NSA surveillance records disclosed. Easiest way out for the Feds is to claim that the records do not exist, but someone will have to sign a statement under penalty of perjury file to that effect.  If the Court orders disclosure, the Feds have a right of immediate appeal. So this one could win up in the Supreme Court very quickly (days, not months). Reading the Court's order, the judge seems predisposed to order production of the records. So stay tuned to this channel. I'm reminded that about a week ago, an MSNBC reporter blogged that he didn't think that the PRISM story "has legs" that will keep it in the news very long. He was wrong.
