Already, the uneasiness can be seen in the Ifo Business Climate Index. One in three of the companies surveyed at the end of June said it expected adverse effects. "Russian customers have begun looking for suppliers outside of Europe," says Ulrich Ackermann, a foreign trade expert with the German engineering association VDMA. "They are concerned that European companies, because of the threat of increased sanctions, won't be able to deliver."

Even prior to the latest sanctions, business has been slowing in almost all sectors. The Düsseldorf-based energy giant E.on, for example, recently built power stations in Russia worth €9 billion. Most of the generators are already online, but because the economy in Russia is suffering, the returns are much lower than forecast. Volkswagen is a further example. The carmaker's sales figures for 2014 are 10 percent lower than they were last year. Opel's figures dropped by 12 percent during the first five months of the year.

All of these changes are largely attributable to Obama's replacement of the democratic but corrupt government in Ukraine by a dictatorial but corrupt one (now elected only by voters in the areas of the country that the new regime isn't ethnically cleansing to get rid of the people who had voted into office the President -- Viktor Yanukovych -- whom Obama and the CIA overthrew in February 2014). Furthermore, there was no serious possibility of Crimea's rejoining Russia (of which Crimea had been a part between 1783 and 1954) until the new Ukrainian regime massacred hundreds of its opponents inside the Odessa Trade Unions Building on May 2nd, the event that caused Yanukovych's voters to fear for their lives. That massacre was co-masterminded by Ihor Kolomoysky, the billionaire gas oligarch who recently hired Joe Biden's son.

On 2 July 2014, I headlined "Gallup Poll Finds Ukraine Cannot Be One Country," and reported that, "The 500 people that were sampled in Crimea were asked 'Please tell me if you agree or disagree: The results of the referendum on Crimea's status [whether to rejoin Russia, which passed overwhelmingly] reflect the views of most people here.' 82.8% said 'Agree.' 6.7% said 'Disagree'." Moreover, "Additionally, in the Crimean region -- Ukraine's farthest southeast area, which our President, Barack Obama, says that Russia forcibly seized when the people there voted overwhelmingly on 16 March 2014 to become part of Russia aGain (as they had been until 1954) -- only 2.8% of the public there view the U.S. favorably; more than 97% of Crimeans do not." Moreover, Gallup surveyed Crimeans a few months before Obama's coup in Ukraine, and headlined "Public Opinion Survey: Residents of the Autonomous Republic of Crimea, May 16-30, 2013." They found that when asked "ReGardless of your passport, what do you consider yourself?" 40% said "Russian," 25% said "Crimean," and only 15% said "Ukrainian." So: when the Autonomous Republic voted after Obama's coup, when even fewer Crimeans self-identified with the now-fascist-run Ukraine, it had to have been a foregone conclusion they'd choose Russia, because even prior to that, there was nearly a three-to-one preference of Russia over Ukraine. That same poll showed 68% favorability for Russia and 6% favorability for "USA." 53% wanted to be part of the Customs Union with Russia, Belarus and Kazakhstan, while only 17% wanted to be part of the EU. Obama lies through his teeth about Crimea. On 25 March 2014, the Los Angeles Times headlined "President Obama Says Russia Seized Crimea."

“Friends of Israel,” within the US defense community were convinced by Israel that the system could be finished and deployed to protect Israel against a purported “missile onslaught” from Tehran. In truth, there was no such intention. Instead, as in the film “Real Genius,” the laser system was always intended to be deployed against ground targets, for terrorism and assassinations. The “delivery system,” a Boeing airliner configured for AWAC, electronic warfare or refueling, could easily be modified to “clone” commercial air traffic and attack targets thousands of miles away or as close as gaza, Lebanon, Syria or Iraq with total impunity.

McLeod and Rogers, in The Law of War, examine the history of prohibition of incendiary weapons. Israel’s use of white phosphorous, intended as a “smoke market” as a corrosive anti-personnel weapon against civilian populations in Lebanon and gaza skirts initial language, as cited below, in the St. Petersburg Declaration of 1868, but falls well short of evading later prohibition on the use of chemical agents. “The first treaty to deal with weapons was the St Petersburg Declaration of 1868. Here states were concerned about the development of explosive or incendiary bullets for use against the wagon trains of enemy forces. It was felt that these bullets might be used against enemy personnel15 and cause unnecessary injury. The Contracting Parties agreed ‘mutually to renounce, in case of war among themselves, the employment by their military or naval troops of any projectile of a weight below 400 grammes, which is either explosive or charged with fulminating or inflammable substances’.

The declaration does not seem to have affected the practice of states in using tracer for range finding, even mixed with normal ammunition, nor the use of small explosive projectiles for anti-aircraft and anti-material uses. It did not prevent states from using four pound, thermite-based incendiary bombs during the Second World War. These, obviously, were more than 400 grammes in weight. Furthermore it could be argued that they were not ‘projectiles’, a term that certainly would not include illuminating flares or smoke canisters.” The use of energy weapons for assassinations and terrorism had, prior to only a few short days ago, been subject of speculative fiction only. No one had imagined that a failed American weapons system would be pirated for deployment in acts of terrorism by a rogue state. A greater question arises, if this “failed system” costing many billions has been shipped off “in the dark of night” without public knowledge or official authorization for use in a criminal manner, what other systems may have been similarly pirated? There is conclusive evidence that W54/Davy Crocket nuclear weapons made their way to Israel after 1991 after an accident at Dimona is reputed to have made that facility useless for weapons development.

Similarly, when the Ukraine retired its “fleet” of SS21 tactical nuclear missiles, Israel took possession of the warheads, servicing their deuterium booster gas all these years to keep them ready for deployment. Intercepted communications between the Kiev junta and Israel now indicate that Israel is ready to “repatriate” some of these nuclear weapons to the Ukraine for use against pro-Russian separatists. Ukrainian leaders have spoken of the intent to deploy and use these nuclear weapons publicly on several recent occasions. From USA Today: “KIEV, Ukraine — Ukraine may have to arm itself with nuclear weapons if the United States and other world powers refuse to enforce a security pact that obligates them to reverse the Moscow-backed takeover of Crimea, a member of the Ukraine parliament told USA TODAY. ‘We gave up nuclear weapons because of this agreement,’ said Rizanenko, a member of the Udar Party headed by Vitali Klitschko, a candidate for president. ‘Now there’s a strong sentiment in Ukraine that we made a big mistake.’”

With the recent bombing of a UN refugee facility in Gaza, with the use of chemical and now energy weapons, with Israel’s planned sale of nuclear warheads to Ukraine, there is little more that could be done to establish Israel, not only as a rogue state, but as a “clear and present danger” to not only regional but global security as well. As Jim W. Dean of Veterans Today recently stated, “Their fingerprints are at every crime scene.”

And then there's NATO's recent record. An ignominious defeat in Afghanistan. A "humanitarian" bombing that reduced once-stable Libya to a miserable failed state immersed in total anarchy and ravaged by rabid militias. Not exactly fabulous PR for NATO's future as a coalition assembly line with global "vocation", capable of pulling off expeditionary wars all around the world by creating the appearance of a military and political consensus unified by - what else - an Empire of Chaos doctrine: NATO's "strategic concept" approved at the 2010 Lisbon summit. (See US a kid in a NATO candy store, Asia Times Online, November 25, 2010.) Since those go-go "Bubba" Clinton years; through the "pre-emptive" Dubya era; and now under the R2P dementia of Obama's warring Medusas (Rice, Power, Hillary), the Pentagon dreams of NATO as global Robocop, dominating all the roles embodied by the UN and the EU in terms of security. This has absolutely nothing to do with the original collective defense of NATO signatories against possible territorial attacks. Oh, sorry; we forgot the attacks by those (non-existent) nuclear missiles deployed by evil Iran.

The Ukraine battleground at least has the merit of showing the alliance is naked. For the Full Spectrum Dominance Pentagon, what really matters above all is something that's been actually happening since the fall of the Soviet Union; unlimited NATO expansion to the westernmost borders of Russia. The real deal this September is not NATO. It's the SCO's summit. Expect the proverbial tectonic shifts of geopolitical plaques in the upcoming meeting of the Shanghai Cooperation Organization - a shift as far-reaching as when the Ottoman empire failed at the gates of Vienna in 1683. On the initiative of Russia and China, at the SCO summit, India, Pakistan, Iran and Mongolia will be invited to become permanent members. Once again, the battle lines are drawn. NATO vs SCO. NATO vs BRICS. NATO vs Global South. Therefore, NATO attacks!

It warns however that, further thought should also be given to initiatives to strengthen the bloc's resilience to " further Russian pressure, intimidation and manipulation" in the energy, cybersecurity and aviation fields. The paper also urges reflection on how the EU should respond to Russia's funding of radical EU parties and its propaganda efforts. One key idea floated is that EU sanctions on Russia be regrouped into those directly tied to the Crimea annexation and others that could be lifted if the situation in east Ukraine is normalized. The former would stay in place as long as Moscow kept control of Crimea, where the paper says "no change is expected in the short term." The paper says the "EU should be ready to scale down" the latter "as soon as Russia implements the Minsk agreements." There is no mention in the paper that sanctions could be tightened if there is no improvement in the situation in eastern Ukraine.

The paper suggests that if Russia throws no fresh wrenches into the full implementation of the EU-Ukraine trade pact and takes steps to resolve outstanding trade disputes, the EU could consider establishment of formal relations with the Russian-dominated Eurasian Economic Union. The paper also floats the gradual resumption of discussions on energy, environment and climate change issues. It suggests a partial resumption of discussions on an updated bilateral trade and political agreement focusing on rule-of- law cooperation and regulatory convergence.

The EU's three Russia-related sanctions laws will expire between March and July and require the approval of all 28 member states to be extended by a further year.

“There are very few conservationists, people who want to use less electricity overall,” he said. “There are also very few people who say all of the above, and this is an interesting note because I don’t know if you remember a few years ago the Obama administration decided this would be a good thing to campaign on, this all-of-the-above strategy. It might have been a good idea to placate West Virginia coal miners, but in fact there aren’t a lot of people who want all of the above in the energy sector.”

But Ansolabehere also found that Americans do not have a good grasp of the true cost of solar and wind, nor are they willing to shoulder that cost. They believe solar and wind are cheaper than nuclear power and oil, which they perceive to be the most expensive sources. “The average member of the American public has the picture about right,” he said. “People have the relative harms about right. People have the relative costs for traditional fuels about right. They’re way too optimistic about [the cost of] solar and wind, and the caution is that if you inform them, you’re going to get lower support.”

The last time the strategic reserve was cleaned out so thoroughly was during the Chernobyl disaster, when the reserve sent steel plates, diesel fuel, gas masks and protective equipment, medicine and food. Moreover, most of the goods were sent from Donetsk. The other storehouses, for example, in Kharkov, store four, or petroleum and diesel fuel, as in Chernigov region. However, all gasoline and kerosene from the state reserve was used up already six months ago.

In addition, once combat operations resumed the State Reserve sent to the front everything that it could: steel plates, spare parts, tents, heaters, mattresses. All of that was stored by the “Yanukovych band”, but the strategic reserve came in handy for the new government.

It could hardly have been news to the Prime Minister: already in January he ordered to open up the State Reserve, including its stores of medicines. However, already by then the medical stores amounted to only portable first aid kits and medicinal preparations and expired (dating back to the 1960s) bandages, cotton, hypodermics, which even African countries refused to accept even though Ukraine was giving them away for free.

Medicines were cleared out in January, supposedly as humanitarian aid to Donbass.

Now it’s the turn of food stores, in order to calm down the rioting Kievans and prevent hunger rebellions. But, alas. Last year’s entire harvest was sold abroad, the acreage for new sowing season was reduced by 30%. The storehouses are the only remaining hope.

For example, there is a large food storehouse on the outskirts of Kiev, which contains frozen mean, butter, canned meat, sugar. Incidentally, this storehouse has existed since before WW2, it was the first Kiev target struck by the Luftwaffe in order to destroy the strategic food stores.

The Ukrainian government did not need airstrikes: the food reserve is empty only one year after it took power, as a result of several changes among the management of the reserve, and the theft and sale of its contents. The proceeds, of course, were already split. No doubt even the top leadership of the country got its cut.

As a reminder, the former Prime Minister Azarov filled the Strategic Reserve with Chinese buckwheat, which earned him considerable criticism. One of the former managers of the agency, a Party of Regions official by the name of Lelyuk, carried out reforms, refurbished obsolescent factories, and filled the storehouses with flour, evaporated milk, canned meat and fish, sugar, and gasoline.

Now that the “H-Hour” is here, it turns out it's all gone: all the food has “gone to the front”, since the army is also being supplied partly by the State Reserve, since MOD and State Reserve storehouses have been merged.

Having learned of the empty shelves not only in the stores but also in the State Reserve, Poroshenko reportedly went into shock. He fumed and demanded the management to find something and throw a few crumbs to the Kievans.

Yatsenyuk maintained icy composure: he was better informed about the state of affairs, since the State Reserve is under his “patronage” as it is part of the Cabinet of Ministers.

In another alleged phone recording highlighted by the President of the National Assembly, the Caracas president of COPEI Antonio Ecarri and the secretary general Rogelio Diaz consider the option of a coup against President Nicolas Maduro.In a recording dated February 21, Ecarri asks Diaz if he received the message from national secretary general Herberto Diaz and then goes on to state that, "one cannot have a double posture in life, if you are going to abandon the electoral field, you are going to call openly for a coup and everything else, that's fine, that is a path [...] I say we must look for a different mechanism."Diaz agrees with Ecarri's affirmation that while a coup represents a legitimate "path", a "different mechanism" is needed, adding that otherwise, "we put everything on the table and they put us in jail.The conversation ends with the two leaders agreeing on the need to "promote street activity".

Nonetheless, since February 2014, opposition "street activity" has largely taken the form of violent protests, which resulted in the death of 43 people last year as well as millions of dollars in damages to public property.On Tuesday, Public Ministry officials discovered a weapons cache at COPEI headquarters in Las Palmas, Caracas. Among the weapons found were 52 homemade explosive devices resembling a type of grenade, 32 molotov cocktails, and four gas masks.Officials also discovered various pamphlets with messages expressing support for Metropolitan Mayor Antonio Ledezma in the wake of his arrest on charges of conspiracy and sedition.

In the same program on Wednesday, Diosdado Cabello also unveiled a recording of the alleged confession of First Lieutenant Luis Lugo Calderón, revealing further details regarding the thwarted coup effort earlier this month.During his interrogation, the Air Force Lieutenant confirmed the existence of a video intended to be the "preamble" to the coup, "calling on the superior officers to wake up, asking for the renunciation of the President of the Republic, and saying that the lower officers were against the government."Lugo further elaborated that the video was to be disseminated outside the country by the Miami-based journalist Patricia Poleo around the time of Carnival, when vast numbers of Venezuelans travel to the beach and other parts of the country.The officer also substantiated allegations that coup plotters intended to use a "Super Tucano" counter-insurgency aircraft to bomb numerous ground targets such as the Miraflores Palace, teleSur, and the Ministry of Defense.

Identifying himself as the intended pilot of the military aircraft, he added that among the targets were air force bases located in highly populated cities, including the La Carlota base in the wealthy Caracas neighborhood of Chacao as well as the the Sucre base in the city of Maracay in Aragua State.Furthermore, the Lieutenant indicated that he had been approached by an official from the British embassy with an offer of asylum in the event that the coup failed, though he did not give further details.

One can only measure success or failure by reference to what one is trying achieve. So, in practice, what have U.S. objectives been? Are these objectives still valid? If we’ve failed to advance them, what went wrong? What must we do now to have a better chance of success? Our objectives in the Middle East have not changed much over the course of the past half century or more. We have sought to 1. Gain acceptance and security for a Jewish homeland from the other states and peoples of the region; 2. Ensure the uninterrupted availability of the region’s energy supplies to sustain global and U.S. security and prosperity; 3. Preserve our ability to transit the region so as to be able to project power around the world; 4. Prevent the rise of a regional hegemon or the deployment of weapons of mass destruction that might threaten any or all of these first three objectives; 5. Maximize profitable commerce; and 6. Promote stability while enhancing respect for human rights and progress toward constitutional democracy. Let’s briefly review what’s happened with respect to each of these objectives. I will not mince words.

Israel has come to enjoy military supremacy but it remains excluded from most participation in its region’s political, economic, and cultural life. In the 67 years since the Jewish state was proclaimed, Israel has not made a single friend in the Middle East, where it continues to be regarded as an illegitimate legacy of Western imperialism engaged in racist removal of the indigenous population. International support for Israel is down to the United States and a few of the former colonial powers that originally imposed the Zionist project on the Arabs under Sykes-Picot and the related Balfour Declaration. The two-state solution has expired as a physical or political possibility. There is no longer any peace process to distract global attention from Israel’s maltreatment of its captive Arab populations. After years of deference to American diplomacy, the Palestinians are about to challenge the legality of Israel’s cruelties to them in the International Criminal Court and other venues in which Americans have no veto, are not present, or cannot protect the Jewish state from the consequences of its own behavior as we have always been able to do in the past. Israel’s ongoing occupation of the West Bank and siege of gaza are fueling a drive to boycott its products, disinvest in its companies, and sanction its political and cultural elite. These trends are the very opposite of what the United States has attempted to achieve for Israel.

In a stunning demonstration of his country’s most famous renewable resource — chutzpah — Israel’s Prime Minister chose this very moment to make America the main issue in his reelection campaign while simultaneously transforming Israel into a partisan issue in the United States. This is the very opposite of a sound survival strategy for Israel. Uncertainties about their country’s future are leading many Israelis to emigrate, not just to America but to Europe. This should disturb not just Israelis but Americans, if only because of the enormous investment we have made in attempts to gain a secure place for Israel in its region and the world. The Palestinians have been silent about Mr. Netanyahu’s recent political maneuvers. Evidently, they recall Napoleon’s adage that one should never interrupt an enemy when he is making a mistake. This brings me to an awkward but transcendently important issue. Israel was established as a haven from anti-Semitism — Jew hatred — in Europe, a disease of nationalism and Christian culture that culminated in the Holocaust. Israel’s creation was a relief for European Jews but a disaster for the Arabs of Palestine, who were either ethnically cleansed by European Jewish settlers or subjugated, or both.  But the birth of Israel also proved tragic for Jews throughout the Middle East — the Mizrahim. In a nasty irony, the implementation of Zionism in the Holy Land led to the introduction of European-style anti-Semitism — including its classic Christian libels on Jews — to the region, dividing Arab Jews from their Muslim neighbors as never before and compelling them to join European Jews in taking refuge in Israel amidst outrage over the dispossession of Palestinians from their homeland. Now, in a further irony, Israel’s pogroms and other injustices to the Muslim and Christian Arabs over whom it rules are leading not just to a rebirth of anti-Semitism in Europe but to its globalization.

The late King `Abdullah of Saudi Arabia engineered a reversal of decades of Arab rejectionism at Beirut in 2002. He brought all Arab countries and later all 57 Muslim countries to agree to normalize relations with Israel if it did a deal — any deal — with the Palestinians that the latter could accept. Israel spurned the offer. Its working assumption seems to be that it does not need peace with its neighbors as long as it can bomb and strafe them. Proceeding on this basis is not just a bad bet, it is one that is dividing Israel from the world, including Jews outside Israel. This does not look like a story with a happy ending. It’s hard to avoid the thought that Zionism is turning out to be bad for the Jews. If so, given the American investment in it, it will also have turned out to be bad for America. The political costs to America of support for Israel are steadily rising. We must find a way to divert Israel from the largely self-engineered isolation into which it is driving itself, while repairing our own increasing international ostracism on issues related to Israel.  

Despite Mr. Netanyahu’s recent public hysteria about Iran and his efforts to demonize it, Israel has traditionally seen Iran’s rivalry with the Arabs as a strategic asset. It had a very cooperative relationship with the Shah. Neither Israelis nor Arabs have forgotten the strategic logic that produced Israel's entente with Iran. Israel is very much on Daesh’s list of targets, as is Iran. For now, however, Israel’s main concern is the possible loss of its nuclear monopoly in the Middle East. Many years ago, Israel actually did what it now accuses Iran of planning to do. It clandestinely developed nuclear weapons while denying to us and others that it was doing so. Unlike Iran, Israel has not adhered to the Nuclear Non-Proliferation Treaty or subjected its nuclear facilities to international inspection. It has expressed no interest in proposals for a nuclear-free zone in the Middle East. It sees its ability to bring on nuclear Armageddon as the ultimate guarantee of its existence.

To many, Israel now seems to have acquired the obnoxious habit of biting the American hand that has fed it for so long. The Palestinians have despaired of American support for their self-determination. They are reaching out to the international community in ways that deliberately bypass the United States. Random acts of violence herald mayhem in the Holy Land. Daesh has proclaimed the objective of erasing the Sykes-Picot borders and the states within them. It has already expunged the border between Iraq and Syria. It is at work in Lebanon and has set its sights on Jordan, Palestine, and Israel. Lebanon, under Saudi influence, has turned to France rather than America for support. Hezbollah has intervened militarily in Iraq and Syria, both of whose governments are close to Iran. Egypt and Turkey have distanced themselves from the United States as well as from each other. Russia is back as a regional actor and arms supplier. The Gulf Arabs, Egypt, and Turkey now separately intervene in Libya, Syria, and Iraq without reference to American policy or views. Iran is the dominant influence in Iraq, Syria, parts of Lebanon, and now Yemen. It has boots on the ground in Iraq. And now Saudi Arabia seems to be organizing a coalition that will manage its own nuclear deterrence and military balancing of Ir

To describe this as out of control is hardly adequate. What are we to do about it? Perhaps we should start by recalling the first law of holes — “when stuck in one, stop digging.” It appears that “don’t just sit there, bomb something” isn’t much of a strategy. When he was asked last summer what our strategy for dealing with Daesh was, President Obama replied, “We don’t yet have one.” He was widely derided for that. He should have been praised for making the novel suggestion that before Washington acts, it should first think through what it hopes to accomplish and how best to do it. Sunzi once observed that “tactics without strategy is the noise before defeat." America’s noisy but strategy-free approach to the Middle East has proven him right. Again the starting point must be what we are trying to accomplish. Strategy is "the discipline of achieving desired ends through the most efficient use of available means" [John Lewis gaddis].Our desired ends with respect to the Middle East are not in doubt. They have been and remain to gain an accepted and therefore secure place for Israel there; to keep the region's oil and gas coming at reasonable prices; to be able to pass through the area at will; to head off challenges to these interests; to do profitable business in the markets of the Middle East; and to promote stability amidst the expansion of liberty in its countries. Judging by results, we have been doing a lot wrong. Two related problems in our overall approach need correction. They are “enablement” and the creation of “moral hazard.” Both are fall-out from  relationships of codependency.

Enablement occurs when one party to a relationship indulges or supports and thereby enables another party’s dysfunctional behavior. A familiar example from ordinary life is giving money to a drunk or a drug addict or ignoring, explaining away, or defending their subsequent self-destructive behavior.  Moral hazard is the condition that obtains when one party is emboldened to take risks it would not otherwise take because it knows another party will shoulder the consequences and bear the costs of failure. The U.S.-Israel relationship has evolved to exemplify codependency. It now embodies both enablement and moral hazard. U.S. support for Israel is unconditional.  Israel has therefore had no need to cultivate relations with others in the Middle East, to declare its borders, or to choose peace over continued expansion into formerly Arab lands. Confidence in U.S. backing enables Israel to do whatever it likes to the Palestinians and its neighbors without having to worry about the consequences. Israel is now a rich country, but the United States continues to subsidize it with cash transfers and other fiscal privileges. The Jewish state is the most powerful country in the Middle East. It can launch attacks on its neighbors, confident that it will be resupplied by the United States. Its use of U.S. weapons in ways that violate both U.S. and international law goes unrebuked. 41 American vetoes in the United Nations Security Council have exempted Israel from censure and international law. We enable it to defy the expressed will of the international community, including, ironically, our own.

We Americans are facilitating Israel's indulgence in denial and avoidance of the choices it must make if it is not to jeopardize its long-term existence as a state in the Middle East. The biggest contribution we could now make to Israel's longevity would be to ration our support for it, so as to cause it to rethink and reform its often self-destructive behavior. Such peace as Israel now enjoys with Egypt, Jordan, and the Palestinians is the direct result of tough love of this kind by earlier American administrations. We Americans cannot save Israel from itself, but we can avoid killing it with uncritical kindness. We should support Israel when it makes sense to do so and it needs our support on specific issues, but not otherwise. Israel is placing itself and American interests in jeopardy. We need to discuss how to reverse this dynamic.

Moral hazard has also been a major problem in our relationship with our Arab partners. Why should they play an active role in countering the threat to them they perceive from Iran, if they can get America to do this for them? Similarly, why should any Muslim country rearrange its priorities to deal with Muslim renegades like Daesh when it can count on America to act for it? If America thinks it must lead, why not let it do so? But responsible foreign and defense policies begin with self-help, not outsourcing of military risks. The United States has the power-projection and war-fighting capabilities to back a Saudi-led coalition effort against Daesh. The Saudis have the religious and political credibility, leadership credentials, and diplomatic connections to organize such an effort. We do not. Since this century began, America has administered multiple disappointments to its allies and friends in the Middle East, while empowering their and our adversaries. Unlike the Gulf Arabs, Egypt, and Turkey, Washington does not have diplomatic relations with Tehran. Given our non-Muslim identity, solidarity with Israel, and recent history in the Fertile Crescent, the United States cannot hope to unite the region’s Muslims against Daesh.  Daesh is an insurgency that claims to exemplify Islam as well as a governing structure and an armed force. A coalition led by inhibited foreign forces, built on papered-over differences, and embodying hedged commitments will not defeat such an insurgency with or without boots on the ground.

When elections have yielded governments whose policies we oppose, we have not hesitated to conspire with their opponents to overthrow them. But the results of our efforts to coerce political change in the Middle East are not just failures but catastrophic failures. Our policies have nowhere produced democracy. They have instead contrived the destabilization of societies, the kindling of religious warfare, and the installation of dictatorships contemptuous of the rights of religious and ethnic minorities. Frankly, we have done a lot better at selling things, including armaments, to the region than we have at transplanting the ideals of the Atlantic Enlightenment there. The region’s autocrats cooperate with us to secure our protection, and they get it. When they are nonetheless overthrown, the result is not democracy or the rule of law but socio-political collapse and the emergence of  a Hobbesian state of nature in which religious and ethnic communities, families, and individuals are able to feel safe only when they are armed and have the drop on each other. Where we have engineered or attempted to engineer regime change, violent politics, partition, and ethno-religious cleansing have everywhere succeeded unjust but tranquil order. One result of our bungled interventions in Iraq and Syria is the rise of Daesh. This is yet another illustration that, in our efforts to do good in the Middle East, we have violated the principle that one should first do no harm.

Americans used to believe that we could best lead by example. We and those in the Middle East seeking nonviolent change would all be better off if America returned to that tradition and forswore ideologically motivated hectoring and intervention. No one willingly follows a wagging finger. Despite our unparalleled ability to use force against foreigners, the best way to inspire them to emulate us remains showing them that we have our act together. At the moment, we do not. In the end, to cure the dysfunction in our policies toward the Middle East, it comes down to this. We must cure the dysfunction and venality of our politics. If we cannot, we have no business trying to use an 8,000-mile-long screwdriver to fix things one-third of the way around the world. That doesn’t work well under the best of circumstances. But when the country wielding the screwdriver has very little idea what it’s doing, it really screws things up.

Other contractors who deal extensively with moving heavy equipment through Irbil’s airport, which has supported a rapidly expanding oil and gas drilling industry, said they were aware of the expansion. One British oil executive said he’d detected a “low-key but steady stream of men, equipment and supplies for an obvious expansion of the facility.” The local Kurdish intelligence official described what was taking place as a “long-term relationship with the Americans.” In a statement July 3, U.S. Secretary of Defense Chuck Hagel announced that Irbil would host such a center, in addition to one being set up in Baghdad, and suggested that it had already begun operating. “We have personnel on the ground in Irbil, where our second joint operations center has achieved initial operating capability,” he said then.

“It’s no secret that the American special forces and CIA have a close relationship with the peshmerga,” said the Kurdish official, who spoke only on condition of anonymity because he was discussing covert military operations. He added that the facility had operated even “after the Americans were forced out of Iraq by Maliki,” a reference to the 2011 U.S. troop withdrawal after the Obama administration and the Iraqi government couldn’t agree on a framework for U.S. forces remaining in the country. The official refused to directly identify the location of the facility but when he was shown the blurred-out location on an online satellite-mapping service he joked, “The peshmerga do not have the influence to make Google blur an area on these maps. I will leave the rest to your conclusions.”

Another committee member, Sen. Ron Wyden, D-Ore., and some civil rights groups called for a fuller investigation. The demands clashed with a desire by President Barack Obama, other lawmakers and the CIA to move beyond the controversy over the “enhanced interrogation program” after Feinstein releases her committee’s report, which could come as soon as next weekMany members demanded that Brennan explain his earlier denial that the CIA had accessed the Senate committee database.“Director Brennan should make a very public explanation and correction of what he said,” said Sen. Carl Levin, D-Mich. He all but accused the Justice Department of a coverup by deciding not to pursue a criminal investigation into the CIA’s intrusion.

“I thought there might have been information that was produced after the department reached their conclusion,” he said. “What I understand, they have all of the information which the IG has.”He hinted that the scandal goes further than the individuals cited in Buckley’s report.“I think it’s very clear that CIA people knew exactly what they were doing and either knew or should’ve known,” said Levin, adding that he thought that Buckley’s findings should be referred to the Justice Department.A person with knowledge of the issue insisted that the CIA personnel who improperly accessed the database “acted in good faith,” believing that they were empowered to do so because they believed there had been a security violation.“There was no malicious intent. They acted in good faith believing they had the legal standing to do so,” said the knowledgeable person, who asked not to be further identified because they weren’t authorized to discuss the issue publicly. “But it did not conform with the legal agreement reached with the Senate committee.”

Feinstein called Brennan’s apology and his decision to submit Buckley’s findings to the accountability board “positive first steps.”“This IG report corrects the record and it is my understanding that a declassified report will be made available to the public shortly,” she said in a statement.“The investigation confirmed what I said on the Senate floor in March _ CIA personnel inappropriately searched Senate Intelligence Committee computers in violation of an agreement we had reached, and I believe in violation of the constitutional separation of powers,” she said.It was not clear why Feinstein didn’t repeat her charges from March that the agency also may have broken the law and had sought to “thwart” her investigation into the CIA’s use of waterboarding, which simulates drowning, sleep deprivation and other harsh interrogation methods _ tactics denounced by many experts as torture.

Buckley’s findings clashed with denials by Brennan that he issued only hours after Feinstein’s blistering Senate speech.“As far as the allegations of, you know, CIA hacking into, you know, Senate computers, nothing could be further from the truth. I mean, we wouldn’t do that. I mean, that’s _ that’s just beyond the _ you know, the scope of reason in terms of what we would do,” he said in an appearance at the Council on Foreign Relations.White House Press Secretary Josh Earnest issued a strong defense of Brennan, crediting him with playing an “instrumental role” in the administration’s fight against terrorism, in launching Buckley’s investigation and in looking for ways to prevent such occurrences in the future.Earnest was asked at a news briefing whether there was a credibility issue for Brennan, given his forceful denial in March.“Not at all,” he replied, adding that Brennan had suggested the inspector general’s investigation in the first place. And, he added, Brennan had taken the further step of appointing the accountability board to review the situation and the conduct of those accused of acting improperly to “ensure that they are properly held accountable for that conduct.”

The allegations and the separate CIA charge that the committee staff removed classified documents from the secret CIA facility in Northern Virginia without authorization were referred to the Justice Department for investigation.The department earlier this month announced that it had found insufficient evidence on which to proceed with criminal probes into either matter “at this time.” Thursday, Justice Department officials declined comment.

In her speech, Feinstein asserted that her staff found the material _ known as the Panetta review, after former CIA Director Leon Panetta, who ordered it _ in the protected database and that the CIA discovered the staff had it by monitoring its computers in violation of the user agreement.The inspector general’s summary, which was prepared for the Senate and the House intelligence committees, didn’t identify the CIA personnel who had accessed the Senate’s protected database.Furthermore, it said, the CIA crimes report to the Justice Department alleging that panel staffers had removed classified materials without permission was grounded on inaccurate information. The report is believed to have been sent by the CIA’s then acting general counsel, Robert Eatinger, who was a legal adviser to the interrogation program.“The factual basis for the referral was not supported, as the author of the referral had been provided inaccurate information on which the letter was based,” said the summary, noting that the Justice Department decided not to pursue the issue.

Christopher Anders, senior legislative counsel with the American Civil Liberties Union, criticized the CIA announcement, saying that “an apology isn’t enough.”“The Justice Department must refer the (CIA) inspector general’s report to a federal prosecutor for a full investigation into any crimes by CIA personnel or contractors,” said Anders.

Yet, the interesting thing is the leaked recordings published by the newspaper that disclose that Yassin al-Qadi used to give orders to the Erdogan’s office. He used to call to inform them that he had decided today to meet with Erdogan, and that the latter should not engage in any other obligations. This also mean that the meetings were taking place sometimes at the home of the Turkish businessman Mustafa Latif Topas in Istanbul, attended by Erdogan’s son and Moaz the son of al-Qadi. The recordings verify that Qutob was in charge of delivering the messages from the insurgents in the battlefield in Syria to Erdogan, what signifies that the meetings of these figures exceeded the issues of investment, and perhaps they exploited the title of a charity practice!

Those returning from Turkey refer to the public sympathy in the pro-government Turkish street with the ISIL. Social networking websites publish photos of Islamic libraries in Istanbul selling “T-shirts” and goods with the ISIL logo on them. Perhaps this news is no longer shocking after what the German (ARD) Television has revealed regarding the opening of an office for the ISIL in al-Fateh Street in Istanbul, being ran by Turks. Through it, the process of supporting and supplying the Takfiri organization in Iraq and Syria with funds and fighters takes place.

The German channel itself revealed in a video report aired by it that the ISIL has training camps on the Turkish territory: 1- The GAZIANTEP Camp: a training camp for the ISIL fighters According to the report published by the website of “Today’s Zaman”, an English-language newspaper in Turkey, the Governor of the GAziantep (Erdal Ata) rushed to hold a press conference to deny what has been revealed by the German television. However, he spoke about the arrest of 19 elements that belong to the ISIL in the city, among those who came from European countries before committing them to trial.

Moreover, a document published by the French journalist Thierry Meyssan, earlier, revealed that Turkey facilitated the infiltration of 5,000 fighters, who belong to al-Qaeda, to the Syrian territory after receiving training in Libya.

Perhaps the report of the American TV Network clarifies the argument of the Turkish journalist Orhan Kama Genghis: “The strongholds of the ISIL are located close to the Turkish border, and this did not happen coincidentally”.
