Top Secret Minutes of Politburo discussion show Soviets learned the lessons of Chernobyl Open U.S.-Soviet communication regarding the accident on the eve of the Reykjavik summit of Reagan and Gorbachev

Thirty years ago, a Soviet nuclear submarine with about 30 nuclear warheads on board sank off U.S. shores north of Bermuda as Mikhail Gorbachev and Ronald Reagan were preparing for their historic summit in Reykjavik, Iceland.  But instead of Chernobyl-style denials, the Soviet government reached out to the Americans, issued a public statement, and even received offers of help from Washington, according to the never-before-published transcript of that day’s Politburo session, posted today by the National Security Archive. The submarine, designated K-219, suffered an explosion in one of its missile tubes due to the leakage of missile fuel into the tube on October 3.  The 667-A project Yankee-class boat was armed with 16 torpedoes and 16 ballistic missiles. After the initial explosion, the crew members heroically put out fire and were forced to shut down the nuclear reactors manually because the command-and-control equipment had been damaged.  Three crew members died in the blast and fire. Senior Seaman Sergey Preminin stayed in the reactor compartment to shut down reactors, and could not be evacuated.  The rest escaped safely. Initially, it seemed the submarine could be salvaged; it was attached to the Soviet commercial ship Krasnogvardeisk for towing.  However, the tow cord broke for unknown reasons and the submarine sank.  Submarine Commander Captain Second rank Igor Britanov stayed with the sub until its final moments.  He initially came under investigation at home but all charges were removed in 1987.  According to statements by U.S. Vice Admiral Powell Carter, the submarine did not present a danger of nuclear explosion or radioactive contamination, as was reported by the New York Times.[1]

The Politburo also heard a report from Deputy Defense Minister Chief of Navy Admiral Vladimir Chernavin.  Other members present express concerns about a possible U.S. effort to salvage parts of the submarine and gain access to design information.  But Chernavin assures them that the boat design is outdated and therefore is not of any interest to the Americans.  Another major concern raised is the possibility of a nuclear explosion or radioactive contamination due to water pressure at extreme depths.  Chernavin cites Soviet Navy commission experts who ruled out the possibility of a nuclear detonation and concluded that contamination would happen over a long period and would not reach the surface.

But dig deeper into the findings and it is apparent that Israel’s support is eroding in key sectors of the US population. Virtually all of the increase in sympathy for Palestinians “has come among Democrats, especially liberal Democrats,” Pew states.

The number of liberal Democrats sympathizing more with the Palestinians has nearly doubled over the past two years, from 21 to 40 percent. And within the Democratic Party, it is clear that Hillary Clinton is the candidate of the more pro-Israel wing: 47 percent of her supporters say they sympathize with Israel more, while 27 percent lean toward the Palestinians. Among the supporters of Vermont Senator Bernie Sanders, however, a plurality – 39 percent – are more favorable to the Palestinians, while just a third stand with Israel.

Clinton’s backers are clearly more pro-Israel, but it is still remarkable to note that this group is under 50 percent – an indication of how much opinions about Palestine and the Israeli question are shifting within the support base of the Democratic Party. The Pew survey confirms the extent to which Israel has become a partisan issue. Overall, just 43 percent of Democrats are more sympathetic to Israel, while 29 percent back the Palestinians. In contrast to the Democrats, “overwhelming shares of [Republican] voters side with Israel, regardless of which candidate they support,” Pew states. Republican support for Israel – at around 75 percent – varied little among supporters of former presidential candidates Texas Senator Ted Cruz and Ohio Governor John Kasich compared with those of presumptive nominee Donald Trump. Just seven percent of Republicans were more favorable to the Palestinians. “We’ve been tracking this question since the 1970s and this gap is relatively new, of Republicans being more sympathetic to Israel than Democrats,” Carroll Doherty, Pew’s director of research, told NPR’s Morning Edition on Thurdsay. “The gap is now as wide as we’ve ever seen it – it’s almost 35 percentage points.”

Security Council resolution would be to carry out the strikes covertly and without public acknowledgment.” – Washington Post Call it stealth warfare, call it poking the bear, call it whatever you’d like. The fact is, the Syrian war has entered a new and more dangerous phase increasing the chances of a catastrophic confrontation between the US and Russia. This new chapter of the conflict is the brainchild of Pentagon warlord, Ash Carter, whose attack on a Syrian outpost at Deir Ezzor killed 62 Syrian regulars putting a swift end to the fragile ceasefire agreement. Carter and his generals opposed the Kerry-Lavrov ceasefire deal because it would have required “military and intelligence cooperation with the Russians”. In other words, the US would have had to get the greenlight from Moscow for its bombing targets which would have undermined its ability to assist its jihadist fighters on the ground. That was a real deal-breaker for the Pentagon. But bombing Deir Ezzor fixed all that. It got the Pentagon out of the jam it was in, it torpedoed the ceasefire, and it allowed Carter to launch his own private shooting match without presidential authorization. Mission accomplished.

A contractor working for the National Security Agency (NSA) was arrested by the FBI following his alleged theft of “state secrets.” More specifically, the contractor, Harold Thomas Martin, is charged with stealing highly classified source codes developed to covertly hack the networks of foreign governments, according to several senior law enforcement and intelligence officials. The Justice Department has said that these stolen materials were “critical to national security.” Martin was employed by Booz Allen Hamilton, the company responsible for most of the NSA’s most sensitive cyber-operations. Edward Snowden, the most well-known NSA whistleblower, also worked for Booz Allen Hamilton until he fled to Hong Kong in 2013 where he revealed a trove of documents exposing the massive scope of the NSA dragnet surveillance. That surveillance system was shown to have targeted untold numbers of innocent Americans. According to the New York Times, the theft “raises the embarrassing prospect” that an NSA insider managed to steal highly damaging secret information from the NSA for the second time in three years, not to mention the “Shadow Broker” hack this past August, which made classified NSA hacking tools available to the public.

Snowden himself took to Twitter to comment on the arrest. In a tweet, he said the news of Martin’s arrest “is huge” and asked, “Did the FBI secretly arrest the person behind the reports [that the] NSA sat on huge flaws in US products?” It is currently unknown if Martin was connected to those reports as well.

It also remains to be seen what Martin’s motivations were in removing classified data from the NSA. Though many suspect that he planned to follow in Snowden’s footsteps, the government will more likely argue that he had planned to commit espionage by selling state secrets to “adversaries.” According to the New York Times article on the arrest, Russia, China, Iran, and North Korea are named as examples of the “adversaries” who would have been targeted by the NSA codes that Martin is accused of stealing. However, Snowden revealed widespread US spying on foreign governments including several US allies such as France and Germany. This suggests that the stolen “source codes” were likely utilized on a much broader scale.

The Reagan administration officials hoped to secure the release of several U.S. hostages, and then take proceeds from the arms sales to Iran, to fund the Contras in Nicaragua. Sounds familiar?

In Obama’s second term, Secretary of State Hillary Clinton authorized the shipment of American-made arms to Qatar, a country beholden to the Muslim Brotherhood, and friendly to the Libyan rebels, in an effort to topple the Libyan/Gaddafi government, and then ship those arms to Syria in order to fund Al Qaeda, and topple Assad in Syria. Clinton took the lead role in organizing the so-called “Friends of Syria” (aka Al Qaeda/ISIS) to back the CIA-led insurgency for regime change in Syria. Under oath Hillary Clinton denied she knew about the weapons shipments during public testimony in early 2013 after the Benghazi terrorist attack. Secretary of State John Kerry was clearly exasperated, not least at his own government. Over and over again, he complained to a small group of Syrian civilians that his diplomacy had not been backed by a serious threat of military force, according to an audio recording of the meeting obtained by The New York Times.

At the meeting last week, Mr. Kerry was trying to explain that the United States has no legal justification for attacking Mr. Assad’s government, whereas Russia was invited in by the government.

His frustrations and dissent within the Obama administration have hardly been a secret, but in the recorded conversation, Mr. Kerry lamented being outmaneuvered by the Russians, expressed disagreement with some of Mr. Obama’s policy decisions and said Congress would never agree to use force. 0:19

Once again focusing on escalations of tensions with Russia, State Department spokesman Mark Toner today said that in addition to the “diplomatic” efforts the US is making in Syria, they are also considering conducting “military or other options.” The US demonstrably is not conducting diplomatic efforts in Syria anymore, despite Toner’s claims to the contrary, as the US made a very public show of withdrawing from the diplomatic track yesterday, and condemning Russia on the way out. Adding to the uncomfortable talk about military possibilities, Toner also declared the US to “always consider unilateral options when looking at a situation like Syria,” and while he insisted the US prefers to work with its coalition, it’s unlikely much of the coalition will eagerly follow them into a war with Russia.

Earlier today, Russia announced they are deploying S-300 anti-aircraft missiles to their naval base at Tartus, to defend naval personnel against any potential attacks. With the US-led campaign materially the only air operations in Syria not directly aligned with Russia, the underlying message is that they’re preparing for a unilateral US attack. That US officials reacted negatively to the deployment of purely defensive missiles only adds to this.

On Wednesday, in the wake of Israel’s announcement of hundreds of more units in West Bank settlements, the Israeli Ministry of Foreign Affairs posted a page on its website articulating its view that building in the occupied West Bank is legal under international law and is not, as many critics claim, an impediment to peace. The fact that the MFA felt the need to make such a case indicates that rising international criticism, particularly from the U.S., is having an impact, and that case bears an examination of its key claims. Israel claims that the settlements are not illegal because the laws of belligerent occupation do not apply to the West Bank and that the prohibition against transferring citizens of an occupying power to occupied territory “…applied to forcible transfers and not to the case of Israeli settlements.” The vast majority of legal opinions, including those of the High Court of Justice in Israel and the US State Department (which consistently refers to the West Bank as “occupied territory”), directly contradict this claim. As recently as 2004, the High Court in Israel ruled “…that Israel holds the (West Bank) in belligerent occupation,” and that its authority over the Palestinians “… flows from the provisions of public international law regarding belligerent occupation.” No ruling since has superseded this view. Indeed, in an analysis requested by the Israeli Prime Minister’s office in 1967 regarding the potential legality of settlements in the then-newly occupied territories, Israeli Foreign Ministry legal adviser Theodor Meron wrote, “My conclusion is that civilian settlement in the administered territories contravenes the explicit provisions of the Fourth Geneva Convention.” This is the overwhelming consensus view of international legal opinion, and contradicts Israel’s claim that Article 49 of the Fourth Geneva Convention applies only to forcible transfers, rather than voluntary ones like those of Israeli settlers. Israel says “the current Israeli government, like several preceding governments, has limited Jewish construction primarily to those areas that are fully expected to remain under Israeli control in any final agreement with the Palestinians.”

Russia is ordering all of its officials to fly home any relatives living abroad amid heightened tensions over the prospect of global war, it has been claimed.Politicians and high-ranking figures are said to have received a warning from president Vladimir Putin to bring their loved-ones home to the 'Motherland', according to local media.It comes after Putin cancelled a planned visit to France amid a furious row over Moscow's role in the Syrian conflict and just days after it emerged the Kremlin had moved nuclear-capable missiles near to the Polish border.Former Soviet leader Mikhail Gorbachev has also warned that the world is at a 'dangerous point' due to rising tensions between Russia and the US.According to the Daily Star, administration staff, regional administrators, lawmakers of all levels and employees of public corporations have been ordered to take their children out of foreign schools immediately.Failure to act will see officials jeopardising their chances of promotion, local media has reported.The exact reason for the order is not yet clear.But Russian political analyst Stanislav Belkovsky is quoted by the Daily Star as saying: 'This is all part of the package of measures to prepare elites to some 'big war'.' Relations between Russia and the US are at their lowest since the Cold War and have soured in recent days after Washington pulled the plug on Syria talks and accused Russia of hacking attacks.

The Kremlin has also suspended a series of nuclear pacts, including a symbolic cooperation deal to cut stocks of weapons-grade plutonium. Just days ago, it was reported that Russia had moved nuclear-capable missiles near to the Polish border as tensions escalated between the world’s largest nation and the West.The Iskander missiles sent to Kaliningrad, a Russian enclave on the Baltic Sea between Nato members Poland and Lithuania, are now within range of major Western cities including Berlin.Polish officials – whose capital Warsaw is potentially threatened – have described the move as of the 'highest concern'. Putin's decision to cancel his Paris visit came a day after French President Francois Hollande said Syrian forces had committed a 'war crime' in the battered city of Aleppo with the support of Russian air strikes.Putin had been due in Paris on October 19 to inaugurate a spiritual centre at a new Russian Orthodox church near the Eiffel Tower, but Hollande had insisted his Russian counterpart also took part in talks with him about Syria.The unprecedented cancellation of a visit so close to being finalised is a 'serious step... reminiscent of the Cold War', said Russian foreign policy analyst Fyodor Lukyanov.'This is part of the broader escalation in the tensions between Russia and the West, and Russia and NATO,' he told AFP.The Kremlin has also been angered over the banning of the Russian Paralympic team from the Rio Olympics amid claims of state-sponsored doping of its athletes.

Meanwhile, the top advisor to US presidential candidate Hillary Clinton has said the FBI is investigating Russia's possible role in hacking thousands of his personal emails.But Russian officials have vigorously rejected accusations of meddling in the US presidential elections and dismissed allegations that Moscow was behind a series of recent hacks on US institutions. Retired Russian Lt. Gen. Evgeny Buzhinsky told the BBC: 'Of course there is a reaction. As far as Russia sees it, as Putin sees it, it is full-scale confrontation on all fronts. If you want a confrontation, you'll get one.'But it won't be a confrontation that doesn't harm the interests of the United States. You want a confrontation, you'll get one everywhere.'Earlier this week British Foreign Secretary Boris Johnson waded into the row, calling for anti-war campaigners to protest outside the Russian embassy in London.Johnson said the 'wells of outrage are growing exhausted' and anti-war groups were not expressing sufficient outrage at the conflict in Aleppo.'Where is the Stop the War Coalition at the moment? Where are they?' he said during a parliamentary debate.

The Syrian intelligence possesses an audio recording of conversation between Daesh terrorists and US military prior to the Washington-led coalition’s airstrikes on the government troops near Deir ez-Zor on September 17, the speaker of the People’s Council of Syria said Monday. “The Syrian Army intercepted a conversation between the Americans and Daesh before the air raid on Deir ez-Zor”, Hadiya Khalaf Abbas said as quoted by the Al Mayadeen broadcaster. US warplanes hit Syrian government troops near the eastern city of Deir ez-Zor on September 17, leaving 62 military personnel killed and a hundred wounded. The Pentagon said initially that the airstrike was a mistake and targeted Daesh militants. The head of the Syrian parliament, added during her visit to Iran that after the coalition’s airstrikes on the government troops, the US military directed terrorists’ attack on the Syrian army.

The attack on government positions put to test a US-Russia brokered nationwide ceasefire that came into being in Syria earlier that week. Russia’s Foreign Minister Sergei Lavrov said last Friday it was necessary to separate Daesh terrorists from “moderate” opposition forces in order to salvage the truce. Britain, Australia and Denmark confirmed their air forces’ participation in the deadly airstrikes. The politician noted that the details would be made public later.

The Obama administration, and especially the CIA and the State Department, seem to be in trouble. They shout everything they can against Russia and allege that the cleansing of east-Aleppo of al-Qaeda terrorist is genocidal. Meanwhile no mention is ever made of the famine of the Houthis in Yemen which the U.S. and Saudi bombing and their blockade directly causes.

But more and more major news accounts support the Russian allegation that the "moderate rebels" the U.S. is coddling in Syria are actually in cahoots with al-Qaeda if not al-Qaeda itself.

The new news reports follow after an interview by the German former politician and journalist Jürgen Todenhöfer with an al-Qaeda commander published in English on this site. The commander said that Nusra (aka al-Qaeda) were directly supplied, via a subgroup, with U.S. TOW missiles. He added about such groups: They are all with us. We are all the al-Nusra Front. A groups is created and calls itself "Islamic Army", or "Fateh al-Sham". Each group has its own name but their believe is homogeneous. The general name is al-Nusra Front. One person has, for example, 2,000 fighters. Then he creates from these a new group and calls it "Ahrar al-Sham". Brothers, who's believe, thoughts and aims are identical to those of al-Nusra Front. Another interview recently published by the former military Jack Murphy was with a Green Beret soldier who served in Turkey and Syria. The Green Berets are special forces of the U.S. army. They are specialists in training and  fighting with indigenous guerrilla groups against governments the U.S. dislikes. The soldier interviewed was ordered to train "moderate Syrian rebels" in Turkey. Now that one of Benjamin Netanyahu's closest confidants has turned state witness, according to Israeli media reports Wednesday, it may mark a turning point for the beleaguered prime minister facing a slew of corruption allegations that could topple him from power. The testimony by Shlomo Filber, a long-time Netanyahu aide, is the latest in a dizzying series of developments and scandals that have engulfed the prime minister, his family and his inner circle. Police would not confirm whether Filber would testify against Netanyahu, but all the major Israeli media outlets said a deal to do so had been reached. Aluf Benn, editor-in-chief of the Haaretz daily, wrote Wednesday that "these are the final days of Benjamin Netanyahu's rule" and that "Netanyahu's leadership has been dealt a harsh blow, apparently a mortal one."

Former Prime Minister Ehud Barak, a bitter rival of Netanyahu, told Channel 10 TV "there is no way back" for the premier. "This chapter in the political history of Israel is about to end," he said. Barak said he closely knows Netanyahu and believes he "understands that this is the end of the story" but will try and postpone the inevitable in different ways. Other leading Israeli columnists on Wednesday suggested that if Filber told all he knew, Netanyahu was probably more worried about avoiding prison than staying in office. "When so many dark clouds accumulate in the sky, the chances of rain increase," wrote Nahum Barnea in Yediot Ahronot. "His appearance lent the fight he is waging the dimensions of a Shakespearean tragedy. This isn't the end. It isn't even the beginning of the end. But it cannot have a different end."

Filber, the former director of the Communications Ministry under Netanyahu, is under arrest on suspicion of promoting regulation worth hundreds of millions of dollars to Israel's Bezeq telecom company. In return, Bezeq's popular news site, Walla, allegedly provided favorable coverage of Netanyahu and his family. The reports came shortly after another bombshell allegation that a different Netanyahu confidant attempted to bribe a judge in exchange for dropping a corruption case against Netanyahu's wife. Nir Hefetz, a longtime media adviser to Netanyahu and his family, remains in custody. The prime minister, who held the communications portfolio until last year, has not yet been named a suspect, though he may soon be questioned. Netanyahu has denied all the charges, calling them part of a media-orchestrated witch hunt that has swept up the police and prosecution as well, and has vowed to carry on. Still, the string of accusations appears to be taking its toll. Senior Cabinet ministers from Netanyahu's ruling Likud party, who until just recently have marched out dutifully to defend him, have largely gone silent. Netanyahu himself appeared ashen in a video released late Tuesday calling the claims "total madness."

Switzerland and the United States are the biggest promoters of financial secrecy according to an index published today by the Tax Justice Network (TJN). The index ranks countries based on their level of secrecy and the percentage of financial services provided to non-residents.

As for the United States, it has refused to take part in international efforts to curb financial secrecy and instead set up a parallel system that seeks information on U.S. citizens abroad but does not provide data to foreign countries. Several U.S. states are also considered tax havens including Delaware, which doesn’t tax intangible assets such as intellectual property, patents or trademarks. “More than 66 percent of the Fortune 500 have chosen Delaware as their legal home,” claims the state’s Division of Corporations website.

This is not new. The U.S. ranked third in TJN’s 2015 secrecy index. Back in 2016, Mark Hays, senior adviser with Global Witness, told the Washington Post, “we often say that the U.S. is one of the easiest places to set up so-called anonymous shell companies.” Last month, a Bloomberg article referred to America as “one of the world’s best places to hide money from the tax collector.” “The 2018 release confirms the long-term picture, that the richest and most powerful countries have continued to pose the greatest global risks – with Switzerland and the U.S. established as the key facilitators of illicit financial flows,” said TJN chief executive Alex Cobham. Some of the criteria used to build the index include the absence of a public register, harmful tax residency rules and whether the system allows for bearer shares, which obscure ownership.

Never has there been a greater divide between Democrats and Republicans on the subject of Israel in 40 years of polling, according to a survey published on Tuesday.The Pew Research Center findings show Republicans more sympathetic than ever toward Israel, with Democrats increasingly divided, now equally likely to support the Palestinian cause. Prime Minister Benjamin Netanyahu remains a particularly divisive force.

Overall, 79% of Republicans sympathize with Israel compared to only 27% of Democrats.Americans who are more favorably inclined to Israel are less likely to believe a two-state solution is possible than those inclined to the Palestinians. And belief in the possibility of peace is correlated with age: the younger you are, the more hopeful you are likely to be for an agreement.“Since 2001, the share of Republicans sympathizing more with Israel than the Palestinians has increased 29 percentage points,” the pollsters found. “Over the same period, the share of Democrats saying this has declined 11 points.”In November, the Jewish Democratic Council of America launched with a mission to reengage Democrats on the politics of Israel and to reclaim a supportive narrative.Israel’s ambassador to the US, Ron Dermer, addressed the group’s launch event, where he characterized bipartisan support for Israel as a strategic asset.“You cannot fly a plane with one wing,” he said.

Late on Friday, the Federal Reserve decided to restrict growth at America's third-largest bank by assets until its risk and governance is improved. The order, which also called for a revamp of Wells Fargo's board of directors, sent the bank reeling in early trading Monday. Wells Fargo shares plunged 9% lower in Monday trading, erasing most of its gains over the past 12 months. For its top shareholder, Warren Buffett's Berkshire Hathaway, the Fed-inspired stock slide meant its Wells Fargo holdings lost over $2.7 billion in value. "We cannot tolerate pervasive and persistent misconduct at any bank and the consumers harmed by Wells Fargo expect that robust and comprehensive reforms will be put in place to make certain that the abuses do not occur again," said chair Janet L. Yellen on Friday. The order was her last as head of the Federal Reserve. On Monday, successor Jerome Powell was sworn in. Added Yellen, "the enforcement action we are taking today will ensure that Wells Fargo will not expand until it is able to do so safely and with the protections needed to manage all of its risks and protect its customers." In September 2016, Wells Fargo paid a $185 million fine to the Consumer Financial Protection Bureau after the agency found branch bankers had opened well over a million fake accounts, which generated millions of dollars in fees to the lender. When the scandal, which occurred over almost a decade, was first revealed, Wells Fargo and its board didn't immediately overhaul their leadership, or sanction top executives in the divisions where fake accounts were created. Only after significant public outcry, in addition to a widening scope of the scandal, did Wells Fargo begin a revamp, firing CEO John Stumpf and clawing back bonuses for numerous executives. Backer Warren Buffett later said in an appearance on CNBC the bank and its leadership had misjudged the severity of the problem.

In addition to harsh words, the Fed is ordering a sanction of almost unprecedented severity. It will restrict the bank's growth until its governance and risk management improve, though it will allow Wells to continue current operations from taking deposits to offering loans.

Three Wells Fargo long-standing board directors, John Chen, Lloyd Dean and Enrique Hernandez, will likely retire at the firm's annual meeting as part of the Fed's additional order for a refreshment of four board directors. Analysts did not brush off the Fed's move, as they have large fines coming out of the crisis.

How do you calculate the human costs of the U.S.-led War on Terror? On the 12th anniversary of the invasion of Iraq, groups of physicians attempted to arrive at a partial answer to this question by counting the dead. In their joint report— Body Count: Casualty Figures after 10 Years of the 'War on Terror—Physicians for Social Responsibility, Physicians for Global Survival, and the Nobel Prize-winning International Physicians for the Prevention of Nuclear War concluded that this number is staggering, with at least 1.3 million lives lost in Iraq, Afghanistan, and Pakistan alone since the onset of the war following September 11, 2001. However, the report notes, this is a conservative estimate, and the total number killed in the three countries "could also be in excess of 2 million, whereas a figure below 1 million is extremely unlikely." Furthermore, the researchers do not look at other countries targeted by U.S.-led war, including Yemen, Somalia, Libya, Syria, and beyond. Even still, the report states the figure "is approximately 10 times greater than that of which the public, experts and decision makers are aware of and propagated by the media and major NGOs.

Though last month’s unilateral bombing of Syria by the U.S., U.K. and France came and went, the threat of foreign military intervention targeting the Syrian government remains, particularly given Syria’s success in defeating the foreign-funded terrorist proxies that have prolonged the Syrian conflict for seven long years. While Israel seems to have taken it upon itself to militarily intervene in Syria to prevent the Syrian government from continuing to reclaim its lost territory, the other major powers that have long sought the end of Syrian President Bashar al-Assad have seemed to step back from intervening in Syria, unless another chemical weapons attack were to take place and be blamed on Assad. For that reason, a recent article, published in early May by Russian news agency RIA Novosti, should raise concern, as it exposes alleged plans for another gas-attack provocation in Syria. According to the report, preparations for a staged chemical weapons attack began late last month as civilians were relocated to a territory near Jafra oil field in Eastern Syria, where they will participate in a staged filming of a chemical-weapons attack scene. According to South Front, a U.S. military garrison was recently established in this area. The report, based on the testimony of an anonymous member of the Syrian security services, claimed that an attack was being planned by U.S. security services and would employ “prohibited substances” against a group of civilians. The source also noted that the operation itself was being led by a former Daesh (ISIS) militant, Mishan Idris Hamash. Though this may seem unusual, the U.S. and its proxy force in Eastern Syria, the Syrian Democratic Forces (SDF), have been known to collaborate with former Daesh forces, including militias composed of former Daesh fighters under the SDF banner. If this report is true, it would not be the first time that such warnings were made public prior to chemical weapons attacks in Syria that were ultimately blamed on the Syrian government. For instance, in late March, the Russian Ministry of Defense had warned that a chemical weapons “provocation” was being planned in Eastern Ghouta by rebel groups in the area as part of a last-ditch attempt to prevent being run out of the Damascus suburb by the Syrian Arab Army. Just a few weeks later, a chemical weapons attack in Douma – widely believed to have been staged – took place and, prior to any investigation, prompted the U.S., U.K. and France to bomb the Syrian government, which they blamed for the attack.

In addition, once Eastern Ghouta had returned to Syrian government control, several chemical weapon laboratories under rebel control were uncovered, revealing that the Syrian rebels are in possession of chemical weapons while chemical weapons stockpiles of the Syrian government were destroyed under international supervision in 2013.

After Venezuela, Germany, Austria and the Netherlands prudently repatriated a substantial portion (if not all) of their physical gold held at the NY Fed or other western central banks in recent years, one month ago Turkey announced that it too has decided to repatriate its gold stored in the US Federal Reserve and deliver it to the Istanbul Stock Exchange, according to reports in Turkey's Yeni Safak. As we reported at the time, it wouldn't be the first time Turkey has asked the NY Fed to ship the country's gold back: in recent years, Turkey repatriated 220 tons of gold from abroad, of which 28.7 tons was brought back from the US last year. And now, according to a report by the Swiss Schweiz am Wochenende, the repatriation is complete with the Turkish central bank withdrawing all of its gold reserves from the U.S. due to the "tense political situation." However, in a strange twist, instead of moving the physical gold to Istanbul as the Turkish press reported in April, the Swiss newspaper notes that around 19 tons of Turkish gold is now stored at the Basel-based Bank for International Settlements. It was not immediately clear why Turkey would shift its gold from the NY Fed to the BIS, whose historical "gold rehypothecation" tendencies have been well documented over the years. According to the latest IMF data, Turkey’s total gold reserves are estimated at 596 tons in May, up 5 tons since April, and worth just under $23 billion, rising 40% over the past year. This makes Ankara the 11th largest gold holder, behind the Netherlands and ahead of India.

Commonwealth Bank of Australia ’s oversight of money transfers from that account to Lebanon last year was among many failures cited by the Australian federal government’s financial intelligence agency in its nearly US$530 million fine of the bank on Monday. If approved, the fine—meant to settle a lawsuit brought by the agency and founded on breaches of the country’s Anti-Money Laundering and Counter-Terrorism Act—would be the largest corporate civil penalty ever paid in Australia. Australia’s banks have long held a reputation for being among the world’s safest for investors. But a series of scandals over the past year has rocked the country’s top financial institutions. Commonwealth Bank has seen separate penalties for conduct in alleged interest-rate rigging and bad governance. On Friday, Australia & New Zealand Banking Group Ltd. said it would defend against criminal prosecution for alleged cartel conduct in a 2015 capital raising. A public inquiry into the sector, launched last autumn by Prime Minister Malcolm Turnbull, has heard accusations against Australia’s leading financial firms of inappropriate lending, collecting fees from dead customers for financial advice and lying to regulators. The tribunal has already claimed several big scalps. Beginning in late April, the chief executive, chairman and several board members at Australia’s largest wealth management company, AMP Ltd. , resigned after the company admitted it had misled regulators and been slow to compensate customers for fees charged for financial advice it didn’t deliver.

Disoriented investors now fear tighter regulation of a sector that has reliably returned a run of record annual underlying profits and solid dividends. The government has already beefed up penalties for corporate wrongdoing, including prison time, and strengthened the corporate regulator’s investigative powers. Commonwealth Bank shares recently tumbled to 5-year lows.

Those mistakes included not assessing the inherent risk of so-called intelligent deposit machines before mid-2015. Commonwealth Bank also didn’t limit the number of times that customers could deposit money each day, or create reports on thousands of deposits of A$10,000 (US$7,569) or more at the machines. These flaws created an architecture that money launderers could exploit, the financial-intelligence agency said.

A global survey from WIN/Gallup International, the world’s leading association in market research and polling shows that 61% of those polled across 64 countries would be willing to fight for their country, while 27% would not.   However, there are significant differences by region.  Willingness to fight is highest in the M.E.N.A. region (83%) while it is lowest in Western Europe (25%).  A history of those countries in recent conflict provides an interesting comparison.  The Japanese (11%) are the least likely of 64 countries polled to be willing to fight for their country.  Results from Germany are very similar – 13% willing to fight.  By comparison these numbers more than double in the UK (27%) and France (29%).
