The accusation is one of the gravest the US intelligence agencies have faced in the year since the Guardian and other news outlets began publishing material leaked by Snowden. A central aspect of the intelligence agency's public defense is that it cannot surveil US persons for constitutionally-protected activity and that its court-certified privacy protections are too robust to allow for privacy intrusions of the sort the Intercept reported.The allegation threatens to sever the tenuous relationship between US law enforcement and surveillance agencies and American Muslim communities, many of whom have long suspected that their government views them as an internal threat and not a population to be protected.The NSA, the Justice Department and the Office of the Director of National Intelligence sharply pushed back against the accusations that protected speech, unrelated to terrorism or espionage, turned American Muslims into counterterrorism targets.

US Muslim leaders and civil rights groups reacted with fury to the Intercept report.A coalition of 44 civil rights organizations wrote Obama on Wednesday to request a meeting with him, attorney general Eric Holder and FBI director James Comey. "In short, the government’s domestic counterterrorism policies treat entire minority communities as suspect, and American Muslims have borne the brunt of government suspicion, stigma and abuse," reads an open letter issued by a coalition that includes the ACLU, the Presbyterian Church (USA), the Arab-American Institute, and dozens of others.In a statement, the law firm Muslim Advocates said the spying, apparently conducted between 2002 and 2008, "confirms the worst fears of American Muslims"."The federal government has targeted Americans, even those who have served their country in the military and government, simply because of their faith or religious heritage," the group said. "The report clearly documents how biased training by the FBI leads to biased surveillance."

Vincent Warren, executive director of the Center for Constitutional Rights, issued a statement comparing the surveillance of Nihad Awad of the Council on American-Islamic Relations, named by the Intercept as one of the five surveillance targets, to the infamous surveillance of the Civil Rights Movement."The NSA’s surveillance of Nihad Awad and CAIR fits the same pattern as the FBI surveillance of Martin Luther King Jr, Ella Baker, Jesse Jackson, Malcolm X, and other leaders of the civil rights movement. Then it was based on manufactured suspicions of associations with the Communist party. Now it is seemingly based on unproven claims of tangential associations with Hamas," Warren said.

As Paul Antonopoulos of Al-Masdar News wrote: […] in the above picture, the White Helmets are handling the corpses of people without sufficient safety gear, most particularly with masks mostly used, as well as no gloves. […] Within seconds of exposure to sarin, the affects [sic] of the gas begin to target the muscle and nervous system. There is an almost immediate release of the bowels and the bladder, and vomiting is induced. When sarin is used in a concentrated area, it has the likelihood of killing thousands of people. Yet, such a dangerous gas, and the White Helmets are treating bodies with little concern to their exposed skin. This has to raise questions.” While Western governments and the corporate media have already assured themselves of Assad’s guilt, this latest discovery – along with other notable evidence – suggests that the basis for this assumption is faulty at best. The warehouse was discovered less than a day prior to a UN Security Council emergency meeting over Tuesday’s gas attack, leading many pro-interventionist governments to suggest that Russia is merely trying to protect its ally from international criticism and retaliation. Though the timing could be construed as suspect, Assad – on the verge of reclaiming nearly all Syrian cities from the opposition – stands little to gain from using internationally banned weapons, while the increasingly desperate NATO-armed and funded rebels are the greatest beneficiaries from the renewed calls for foreign intervention in Syria following Tuesday’s attack. At the very least, this latest discovery of a chemical weapons warehouse demands that world leaders, pro-intervention and otherwise, must wait for a complete investigation of the incident before taking drastic action. As Antonopoulos noted: “Before the war cries begin and the denouncement of the government from high officials in power positions begin, time must be given so that all evidence can emerge.”

The disclosure comes as tensions between Israel and its staunchest ally, the US, have dramatically increased ahead of Netanyahu’s planned address to the US Congress on 3 March. The White House fears the Israeli leader’s anticipated inflammatory rhetoric could damage sensitive negotiations between Tehran and the world’s six big powers over Iran’s nuclear programme. The deadline to agree on a framework is in late March, with the final settlement to come on 30 June. Netanyahu has vowed to block an agreement he claims would give Iran access to a nuclear weapons capability.

The Mossad briefing about Iran’s nuclear programme in 2012 was in stark contrast to the alarmist tone set by Netanyahu, who has long presented the Iranian nuclear programme as an existential threat to Israel and a huge risk to world security. The Israeli prime minister told the UN: “By next spring, at most by next summer, at current enrichment rates, they will have finished the medium enrichment and move[d] on to the final stage. From there, it’s only a few months, possibly a few weeks before they get enough enriched uranium for the first bomb.”

The New York Times reported that in 2012 General Martin E. Dempsey, chairman of the Joint Chiefs of Staff, told the White House that imposing a no-fly zone in Syria would require up to 70,000 American servicemen to destroy Syria’s antiaircraft system and then impose round-the-clock control over Syrian airspace. General Carter Ham, former commander of the U.S. Africa Command who oversaw the aerial attacks on Libya in 2011, said on CBS News that “I worry sometimes that, when people say ‘impose a no-fly zone,’ there is this almost antiseptic view that this is an easily accomplished military task. It’s extraordinarily difficult. … “It first entails — we should make no bones about it. It first entails killing a lot of people and destroying the Syrian air defenses and those people who are manning those systems. And then it entails destroying the Syrian air force, preferably on the ground, in the air if necessary. This is a violent combat action that results in lots of casualties and increased risk to our own personnel.”

In other words, an appeal for a “no-fly zone” is not a call for a non-violent solution. It is seeking a bloody act of war by the United States against Syria, a nation that poses no threat to America. It also would almost surely be carried out in violation of international law since a United Nations Security Council resolution would face vetoes from Russia and probably China. Also, the White Helmets have never criticized or called for the end of funding to extremist organizations including Nusra Front, Al Qaeda’s Syrian affiliate. On the contrary, White Helmets are generally embedded with this organization which is defined as “terrorist” by even the U.S., which is likely why the head of the White Helmets, Raed Saleh, was denied entry to the U.S. The foreign and marketing company origins of the White Helmets were exposed over 1½ years ago – and since then, writer Vanessa Beeley has revealed the organization in more depth in articles such as “Who Are the White Helmets?” and “War by Way of Deception.”  Despite these exposés, understanding of the White Helmets is limited, with many liberal and progressive people uncritically accepting the propaganda and misinformation about Syria. Much of the progressive media has effectively blocked or censored critical examinations amid a flood of propaganda about “barrel bombs” dropped by the “brutal dictator” and his “regime.” 

In the last week, Netflix started showing a 40-minute documentary movie about the “White Helmets” that amounts to a promotional video. A substantial portion of it takes place in Turkey where we see trainees in hotel rooms making impassioned phone calls to inquire about their families in Syria.  The “family values” theme is evident throughout, a good marketing angle. The political message of the video is also clear: after a bombing attack, “It’s the Russians …. they say they are fighting ISIS but they are targeting civilians.” The movie includes video previously promoted by the White Helmets such as the “Miracle Baby” rescue, an incident that may or may not have been staged. The video includes self-promoting proclamations such as “You are real heroes.” While no doubt there are some real rescues in the midst of war, many of the videos purporting to show the heroes at work have an unrealistic and contrived look to them as revealed here.

“Alternative media” in the West has echoed mainstream media regarding the Syria conflict. The result is that many progressive individuals and groups are confused or worse. For example, the activist group CodePink recently issued a media release promoting the Netflix White Helmets propaganda video. 

The White Helmets video is produced by Grain Media and Violet Films/Ultra-Violet Consulting, which advertises itself as a marketing corporation specializing in social media management, grant writing, crowd building and campaign implementation. The only question is who paid them to produce this video.  There is growing resistance to this manipulation and deception. In response to a petition to give the Nobel Peace Prize to the White Helmets, there is a counter petition at Change.org. Following the Right Livelihood Awards’ announcement, there will soon be a petition demanding retraction of the award to the White Helmets. The story of the White Helmets is principally a “feel good” hoax to manipulate public perception about the conflict in Syria and continue the drive for “regime change.” That’s why big money was paid to “Purpose” to “incubate” The Syria Campaign to brand and promote the White Helmets using Facebook, Twitter, etc. That’s why more big money was paid to create a self-promotional documentary. 

The judges at Rights Livelihood were probably influenced by the documentary since critical examination of facts around Syria is so rare. It’s a sad commentary on the media. As veteran war correspondent Stephen Kinzer recently wrote, “Coverage of the Syrian war will be remembered as one of the most shameful episodes in the history of the American press.”

Yossi Cohen was appointed head of the Mossad a year ago, after a government vetting committee accepted that he had no personal ties to Netanyahu. But Cohen forgot to mention that he is extremely close to Netanyahu’s high-flying friends – connections that are now under investigation. Milchan set up a global security firm in 2008 called Blue Sky International, stuffed with Israeli security veterans. Packer soon became a partner. They developed close ties to Cohen, first while he was a senior official at the Mossad and later when he headed Israel’s national security council. Before Cohen was appointed head of Mossad in December 2015, the pair had hoped to recruit him to their cyber-security operations. Cohen received several gifts from Packer, in violation of Israeli government rules, including a stay at one of his luxury hotels. A source speaking to Haaretz said Blue Sky had “more than [a] direct line” to Netanyahu. They “would pull him out from anywhere, at any time, on any occasion.” According to Haaretz’s military analyst, Amir Oren, the new disclosures raise serious questions about whether Milchan and Packer twisted Netanyahu’s arm to parachute Cohen into the post over the favored candidate. In return, Packer may have been hoping that Cohen would authorise exceptional Israeli residency for him, classifying him as a security asset.

From Hollywood to Mossad Cases 1000 and 2000 share at least one figure in common. Milchan gave Netanyahu extravagant gifts over many years, but he is also reported to have acted as go-between, bringing arch-enemies Netanyahu and Mozes together. Milchan has his own financial stake in the media, in his case a holding in the Channel 10 TV station. In addition, Milchan introduced Netanyahu to sympathetic businessmen, including his friend Packer, to discuss taking the ailing Yedioth media group off Mozes’ hands. Only last October he arranged for media mogul Rupert Murdoch’s son, Lachlan, to fly to Israel for one night for a secret meeting with Netanyahu. Milchan is undoubtedly at the centre of the shadowy world of power and finance that corrupts public life in Israel. Not only is Milchan a highly influential Hollywood figure, having produced more than 100 films, but he has admitted that he is a former Mossad agent. He used his Hollywood connections to help make arms deals and secure parts for Israel’s nuclear weapons program. One can only wonder whether Milchan was not effectively set up in his Hollywood career as a cover for his Mossad activities. But Milchan, it seems, is still wielding influence in Israel’s twilight world of security.

eyond this, one one can only speculate about how Cohen’s indebtedness to Milchan, Packer and Netanyahu might have influenced his decisions as head of the Mossad. It was only a few years ago that the former Mossad chief, Meir Dagan, was reported to have wrestled furiously with Netanyahu to stop him launching a military strike on Iran. Prosecution drags feet It is unclear for the time being whether the revelations are drawing to a close or will lead deeper into Israel’s twin netherworlds of financial corruption and security. But what has emerged so far should be enough to finish off Netanyahu as prime minister. Whether it does so may depend on the extent of Israel’s compromised legal system. Attorney general Avichai Mendelblit was appointed by Netanyahu and is a political ally. He appears to have been dragging his feet as much as possible to slow down the police investigation, if not sabotage it. But the weight of evidence is looking like it may prove too overwhelming. As political analyst Yossi Verter observed: “There’s no way that a police commissioner … appointed [by Netanyahu] and a cautious attorney general, who in the past was part of his close circle and one of his loyalists, would be putting him through the seven circles of hell if they weren’t convinced that there’s a solid basis for indictment and conviction.” The next question for Netanyahu is whether he will step down if indicted. He should, if Olmert’s example is followed. But his officials are citing a 1993 high court ruling that allows a cabinet minister under indictment to remain in office. Certainly if Netanyahu chooses to stay on, his decision would be appealed to the court again. However, the judges may be reluctant to oust a sitting prime minister. The court of public opinion is likely to be decisive in that regard. A recent poll shows few Israelis believe Netanyahu is innocent of the allegations. Some 54 per cent think he broke the law, while only 28 believe him. Opinion, however, is split evenly on whether he should resign.

If past experience is any measure, Netanyahu will try to turn public opinion his way by increasing friction with the Palestinians and exploiting the international arena, especially his relations with the Trump administration. He may be expected to encourage Trump at the very least to posture more stridently against Iran. Nonetheless, most observers assume Netanyahu is doomed – it is simply a matter of when. The odds are on an indictment in late spring, followed by elections in the fall, say Israeli analysts. At this stage, none of his political rivals wants to be seen stabbing Netanyahu in the back. Most are keeping quiet. But behind the scenes, political leaders are hurrying to forge new alliances and extract political concessions while Netanyahu is wounded.

Who might succeed Netanyahu? Yair Lapid, of the centre-right Yesh Atid, is heading the polls, but that may in part reflect the disarray in Netanyahu’s Likud party. In a sign of where the deeper currents in Israeli society are leading, a Maariv poll last week showed that settler leader Naftali Bennett would win an election if he were to head the Likud. Netanyahu now needs the help of all the powerful friends he can muster. His biggest ally, U.S. casino magnate Sheldon Adelson, may not be among them. After the revelations that Netanyahu was conspiring against him with Mozes, Adelson has cut back on Israel Hayom’s circulation and is reported to be offering less favorable coverage of the Netanyahus. That could prove the final straw, sealing Netanyahu’s fate.

With the UK duly pacified, and the US in full support of Israel, moving forward with annexing Palestinian land became an obvious choice for Israeli politicians. Bezalel Smotrich, a Knesset member of the extremist Jewish Home party, put it best. "We thank the American people for voting Trump into office, which was what gave us the opportunity for the bill to pass," he said shortly after the vote.

The so-called "Regulation Bill" will retroactively validate 4,000 illegal structures built on private Palestinian land. In the occupied Palestinian territories, all Jewish settlements are considered illegal under international law, as further indicated in UNSC Resolution 2334. There are also 97 illegal Jewish settlement outposts - a modest estimation - that are now set to be legalised and, naturally, expanded at the expense of Palestine. The price of these settlements has been paid mostly by US taxpayers' money, but also the blood and tears of Palestinians, generation after generation. It is important, though, that we realise that Israel's latest push to legalise illegal outposts and annex large swaths of the West Bank is the norm, not the exception.

But what is the Palestinian leadership doing about it? "I can't deny that the (bill) helps us to better explain our position. We couldn't have asked for anything more," a Palestinian Authority official told Al-Monitor on condition of anonymity, as quoted by Shlomi Elder. WATCH: 'The settlers and the guards harass us and our children' (2:35) Elder writes: "The bill, whether it goes through or is blocked by the Supreme Court, already proves that Israel is not interested in a diplomatic resolution of the conflict."

The greatest mistake that the Palestinian leadership has committed (aside from its disgraceful disunity) was entrusting the US, Israel's main enabler, with managing a "peace process" that has allowed Israel time and resources to finish its colonial projects, while devastating Palestinian rights and political aspirations. Returning to the same old channels, using the same language, seeking salvation at the altar of the same old "two-state solution" will achieve nothing, but to waste further time and energy. It is Israel's obstinacy that is now leaving Palestinians (and Israelis) with one option, and only one option: equal citizenship in one single state or a horrific apartheid. No other "solution" suffices. In fact, the Regulation Bill is further proof that the Israeli government has already made its decision: consolidating apartheid in Palestine. If Trump and May find the logic of Netanyahu's apartheid acceptable, the rest of the world shouldn't. In the words of former President Jimmy Carter, "Israel will never find peace until it ... permit(s) the Palestinians to exercise their basic human and political rights." That Israeli "permission" is yet to arrive, leaving the international community with the moral responsibility to exact it.

In reality, numerous telecoms companies were doing much more than that, as disclosed in a secret document prepared in 2009 by a joint working group of GCHQ, MI5 and MI6.Their report contended that allowing intercepts as evidence could damage relationships with "Communications Service Providers" (CSPs).In an extended excerpt of "the classified version" of a review prepared for the Privy Council, a formal body of advisers made up of current and former cabinet ministers, the document sets out the real nature of the relationship between telecoms firms and the UK government."Under RIPA [the Regulation of Investigatory Powers Act 2000], CSPs in the UK may be required to provide, at public expense, an adequate interception capability on their networks," it states. "In practice all significant providers do provide such a capability. But in many cases their assistance – while in conformity with the law – goes well beyond what it requires."

GCHQ's internet surveillance programme is the subject of a challenge in the European court of human rights, mounted by three privacy advocacy groups. The Open Rights Group, English PEN and Big Brother Watch argue the "unchecked surveillance" of Tempora is a challenge to the right to privacy, as set out in the European convention on human rights.That the Tempora programme appears to rely at least in part on voluntary co-operation of telecoms firms could become a major factor in that ongoing case. The revelation could also reignite the long-running debate over allowing intercept evidence in court.GCHQ's submission goes on to set out why its relationships with telecoms companies go further than what can be legally compelled under current law. It says that in the internet era, companies wishing to avoid being legally mandated to assist UK intelligence agencies would often be able to do so "at little cost or risk to their operations" by moving "some or all" of their communications services overseas.

As a result, "it has been necessary to enter into agreements with both UK-based and offshore providers for them to afford the UK agencies access, with appropriate legal authorisation, to the communications they carry outside the UK".The submission to ministers does not set out which overseas firms have entered into voluntary relationships with the UK, or even in which countries they operate, though documents detailing the Tempora programme made it clear the UK's interception capabilities relied on taps located both on UK soil and overseas.There is no indication as to whether the governments of the countries in which deals with companies have been struck would be aware of the GCHQ cable taps.

Evidence that telecoms firms and GCHQ are engaging in mass interception overseas could stoke an ongoing diplomatic row over surveillance ignited this week after the German chancellor, Angela Merkel, accused the NSA of monitoring her phone calls, and the subsequent revelation that the agency monitored communications of at least 35 other world leaders.On Friday, Merkel and the French president, François Hollande, agreed to spearhead efforts to make the NSA sign a new code of conduct on how it carried out intelligence operations within the European Union, after EU leaders warned that the international fight against terrorism was being jeopardised by the perception that mass US surveillance was out of control.Fear of diplomatic repercussions were one of the prime reasons given for GCHQ's insistence that its relationships with telecoms firms must be kept private .

Telecoms companies "feared damage to their brands internationally, if the extent of their co-operation with HMG [Her Majesty's government] became apparent", the GCHQ document warned. It added that if intercepts became admissible as evidence in UK courts "many CSPs asserted that they would withdraw their voluntary support".The report stressed that while companies are going beyond what they are required to do under UK law, they are not being asked to violate it.Shami Chakrabarti, Director of Liberty and Anthony Romero Executive Director of the American Civil Liberties Union issued a joint statement stating:"The Guardian's publication of information from Edward Snowden has uncovered a breach of trust by the US and UK Governments on the grandest scale. The newspaper's principled and selective revelations demonstrate our rulers' contempt for personal rights, freedoms and the rule of law.

"Across the globe, these disclosures continue to raise fundamental questions about the lack of effective legal protection against the interception of all our communications."Yet in Britain, that conversation is in danger of being lost beneath self-serving spin and scaremongering, with journalists who dare to question the secret state accused of aiding the enemy."A balance must of course be struck between security and transparency, but that cannot be achieved whilst the intelligence services and their political masters seek to avoid any scrutiny of, or debate about, their actions."The Guardian's decision to expose the extent to which our privacy is being violated should be applauded and not condemned."

This would correspond to internal NSA documents seen by SPIEGEL. They show, for example, an SCS office in another US embassy -- a small windowless room full of cables with a work station of "signal processing racks" containing dozens of plug-in units for "signal analysis." On Friday, author and NSA expert James Bamford also visited SPIEGEL's Berlin bureau, which is located on Pariser Platz diagonally opposite the US Embassy. "To me, it looks like NSA eavesdropping equipment is hidden behind there," he said. "The covering seems to be made of the same material that the agency uses to shield larger systems." The Berlin-based security expert Andy Müller Maguhn was also consulted. "The location is ideal for intercepting mobile communications in Berlin's government district," he says, "be it technical surveillance of communication between cellphones and wireless cell towers or radio links that connect radio towers to the network."

Campbell refers to window-like indentations on the roof of the US Embassy. They are not glazed but rather veneered with "dielectric" material and are painted to blend into the surrounding masonry. This material is permeable even by weak radio signals. The interception technology is located behind these radio-transparent screens, says Campbell. The offices of SCS agents would most likely be located in the same windowless attic.

Wiretapping from an embassy is illegal in nearly every country. But that is precisely the task of the SCS, as is evidenced by another secret document. According to the document, the SCS operates its own sophisticated listening devices with which they can intercept virtually every popular method of communication: cellular signals, wireless networks and satellite communication. The necessary equipment is usually installed on the upper floors of the embassy buildings or on rooftops where the technology is covered with screens or Potemkin-like structures that protect it from prying eyes. That is apparently the case in Berlin, as well. SPIEGEL asked British investigative journalist Duncan Campbell to appraise the setup at the embassy. In 1976, Campbell uncovered the existence of the British intelligence service GCHQ. In his so-called "Echelon Report" in 1999, he described for the European Parliament the existence of the global surveillance network of the same name.

Apparently, SCS agents use the same technology all over the world. They can intercept cellphone signals while simultaneously locating people of interest. One antenna system used by the SCS is known by the affable code name "Einstein." When contacted by SPIEGEL, the NSA declined to comment on the matter. The SCS are careful to hide their technology, especially the large antennas on the roofs of embassies and consulates. If the equipment is discovered, explains a "top secret" set of classified internal guidelines, it "would cause serious harm to relations between the United States and a foreign government." According to the documents, SCS units can also intercept microwave and millimeter-wave signals. Some programs, such as one entitled "Birdwatcher," deal primarily with encrypted communications in foreign countries and the search for potential access points. Birdwatcher is controlled directly from SCS headquarters in Maryland.

With the growing importance of the Internet, the work of the SCS has changed. Some 80 branches offer "thousands of opportunities on the net" for web-based operations, according to an internal presentation. The organization is now able not only to intercept cellphone calls and satellite communication, but also to proceed against criminals or hackers. From some embassies, the Americans have planted sensors in communications equipment of the respective host countries that are triggered by selected terms.

The Organisation for Security and Co-operation in Europe will be given a leading role in monitoring the agreement and helping to implement it. "The US, EU and Russia commit to support this mission, including by providing monitors," the statement said. On constitutional talks it said: "The announced constitutional process will be inclusive, transparent and accountable. It will include the immediate establishment of a broad national dialogue, with outreach to all of Ukraine's regions and political constituencies, and allow for the consideration of public comments and proposed amendments." Kiev: Military operation in Ukraine southeast to go on despite Geneva agreement: Despite calls for a peaceful dialogue in the document on Ukraine adopted in Geneva, the coup-imposed Ukrainian Foreign Minister said it will not affect the “anti-terrorist” operation in the East of the country and the troops will remain there.

Who is Abu Bakr al-Baghdadi? Born Awwad Ibrahim Ali al-Badri al-Samarrai, he received a doctorate from the Islamic University in Baghdad. In 2003, he is said to have formed a short-lived militant group in response to the American invasion.

“Lt. Col. Fares al-Bayyoush, the former aviation engineer who now heads the Fursan al-Haq Brigade, acknowledged that his men had fought alongside the Nusra Front because they needed all the help they could get. “Sometimes, he said, that help comes in forms only a jihadi group can provide. He cited the rebel takeover of the northern town of Khan Sheikhoun, saying that the rebels were unable to take out one government position until the Nusra Front sent a suicide bomber to blow it up. In another town nearby, Nusra sent four bombers, including an American citizen. “‘We encourage them actually,’ Mr. Bayyoush said with a laugh. ‘And if they need vehicles, we provide them’.”

The “moderate” rebels also don’t share President Obama’s priority of carrying the fight to the Islamic State militants, reported Hubbard, “ousting Mr. Assad remains their primary goal.” This dilemma of the mixed allegiances of the “moderates” has been apparent for at least the past year. Last September, many of the previously hailed Syrian “moderate” rebels unveiled themselves to be Islamists who repudiated the U.S.-backed political opposition and allied themselves with al-Qaeda’s al-Nusra Front. [See Consortiumnews.com’s “Syrian Rebels Embrace Al-Qaeda.”] In other words, the just-approved congressional action opening the floodgates to hundreds of millions of dollars more in military aid to Syrian “moderates” could actually contribute to al-Qaeda’s Syrian affiliate gaining control of Syria, which could create a far greater threat to U.S. national security than the consolidation of the Islamic State inside territory of Syria and Iraq.

While the Islamic State brandishes its brutality as a gruesome tactic for driving Western interests out of the Middle East, it has shown no particular interest in taking its battle into the West. By contrast, al-Qaeda follows a conscious strategy of inflicting terrorist attacks on the West as part of a long-term plan to wreck the economies of the United States and Europe. Thus, Obama’s hastily approved strategy for investing more in Syrian “moderates” – if it allows a continued spillover of U.S. military equipment to al-Nusra – could increase the chances of creating a base for international terrorism in Damascus at the heart of the Middle East. That would surely prompt demands for a reintroduction of U.S. ground troops into the region.

There are also obvious alternatives to following such a self-destructive course, although they would require Obama and much of Official Washington to climb down from their collective high horses and deal with such demonized leaders as Syria’s Assad and Russian President Vladimir Putin, not to mention Iran. A “realist” strategy would seek out a realistic political solution to the Syrian conflict, which would mean accepting the continuation of Assad’s rule, at least for the near term, as part of a coalition government that would offer stronger Sunni representation. This unity government could then focus on eliminating remaining pockets of al-Qaeda and Islamic State resistance before holding new elections across as much of the country as possible.

As part of this strategy to weaken these Islamic extremists, the United States and the European Union would have to crack down on the militants’ funding sources in Saudi Arabia and the Persian Gulf, as touchy as that can be with the Saudis holding such influence over the U.S. economy. But Obama could start the process of facing down Saudi blackmail by declassifying the secret section of the 9/11 Report which reportedly describes Saudi financing of al-Qaeda before the 9/11 attacks. I’m told that U.S. intelligence now has a clear picture of which Saudi princes are providing money to Islamist terrorists. So, instead of simply sending drones and warplanes after youthful jihadist warriors, the Obama administration might find it more useful to shut down these funders, perhaps nominating these princes as candidates for the U.S. “capture or kill list.”

To get Assad fully onboard for the necessary concessions to his Sunni opponents, the Russians could prove extremely valuable. According to a source briefed on recent developments, Russian intelligence already has served as a go-between for U.S. intelligence to secure Assad’s acceptance of Obama’s plan to send warplanes into parts of Syrian territory to attack Islamic State targets. The Russians also proved helpful a year ago in getting Assad to surrender his chemical weapons arsenal to defuse a U.S. threat to begin bombing Assad’s military in retaliation for a Sarin gas attack outside Damascus on Aug. 21, 2013. Although Assad denied involvement – and subsequent evidence pointed more toward a provocation by rebel extremists – Putin’s intervention gave Obama a major foreign policy success without a U.S. military strike. That intervention, however, infuriated Syrian rebels who had planned to time a military offensive with the U.S. bombing campaign, hoping to topple Assad’s government and take power in Damascus. America’s influential neoconservatives and their “liberal interventionist” allies – along with Israeli officials – were also livid, all eager for another U.S.-backed “regime change” in the Middle East.

Putin thus made himself an inviting neocon target. By the end of last September, American neocons were taking aim at Ukraine as a key vulnerability for Putin. A leading neocon, Carl Gershman, president of the U.S.-government-funded National Endowment for Democracy, took to the op-ed pages of the neocon Washington Post to identify Ukraine as “the biggest prize” and explain how its targeting could undermine Putin’s political standing inside Russia. “Ukraine’s choice to join Europe will accelerate the demise of the ideology of Russian imperialism that Putin represents,” Gershman wrote. “Russians, too, face a choice, and Putin may find himself on the losing end not just in the near abroad but within Russia itself.” At the time, Gershman’s NED was funding scores of political and media projects inside Ukraine. What followed in Ukraine had all the earmarks of a U.S. destabilization campaign against Putin’s ally, the elected President Viktor Yanukovych.

Then, with U.S. officialdom and the mainstream U.S. press engaging in an orgy of Cold War-style propaganda, Putin was demonized as a new Hitler expanding territory by force. Anyone who knew the facts recognized that Putin had actually been trying to maintain the status quo, i.e., sustain the Yanukovych government until the next election, and it was the West that had thrown the first punch. But Washington’s new “group think” was that Putin instigated the Ukraine crisis so he could reclaim lost territory of the Russian empire. President Obama seemed caught off-guard by the Ukraine crisis, but was soon swept up in the West’s Putin/Russia bashing. He joined in the hysteria despite the damage that the Ukraine confrontation was inflicting on Obama’s own hopes of working with Putin to resolve other Middle East problems.

Thus, the initial victory went to the neocons who had astutely recognized that the emerging Putin-Obama collaboration represented a serious threat to their continued plans for “regime change” across the Middle East. Not only had Putin helped Obama head off the military strike on Syria, but Putin assisted in getting Iran to agree to limits on its nuclear program. That meant the neocon desire for more “shock and awe” bombing in Syria and Iran had to be further postponed. The Putin-Obama cooperation might have presented an even greater threat to neocon plans if the two leaders could have teamed up to pressure Israeli Prime Minister Benjamin Netanyahu to finally reach a reasonable agreement with the Palestinians. At the center of the neocons’ strategy at least since the mid-1990s has been the idea that “regime change” in Middle East governments hostile to Israel would eventually starve Israel’s close-in enemies, such as Lebanon’s Hezbollah and Palestine’s Hamas, of support and free Israel’s hand to do what it wanted with the Palestinians. The Putin-Obama collaboration – if allowed to mature – could have derailed that core neocon strategy and denied Israel the unilateral power to decide the Palestinians’ fate. But the Ukraine crisis – and now the plan to pour a half-billion dollars into the Syrian rebels fighting Assad – have put the neocon strategy back on track. The next question is whether Obama and whatever “realists” remain in Official Washington have the will and the determination to reclaim control of the Middle East policy train and take it in a different direction.

The Obama administration declines to discuss the scale of incidental collection. The NSA, backed by Director of National Intelligence James R. Clapper Jr., has asserted that it is unable to make any estimate, even in classified form, of the number of Americans swept in. It is not obvious why the NSA could not offer at least a partial count, given that its analysts routinely pick out “U.S. persons” and mask their identities, in most cases, before distributing intelligence reports. If Snowden’s sample is representative, the population under scrutiny in the PRISM and Upstream programs is far larger than the government has suggested. In a June 26 “transparency report,” the Office of the Director of National Intelligence disclosed that 89,138 people were targets of last year’s collection under FISA Section 702. At the 9-to-1 ratio of incidental collection in Snowden’s sample, the office’s figure would correspond to nearly 900,000 accounts, targeted or not, under surveillance.
