A slip of the tongue from Prime Minister Benjamin Netanyahu last month is worthy of attention. In an unprepared response to a Likud Knesset member, Netanyahu said: “What I’m willing to give to the Palestinians is not exactly a state with full authority, but rather a state-minus, which is why the Palestinians don’t agree [to it].”

This almost never happens to Netanyahu. He is calculated, in contrast to Defense Minister Avigdor Liberman who once threatened to execute Hamas leader Ismail Haniyeh and destroy his movement. In his public appearances, Netanyahu’s statements are carefully worded. His mind operates mechanically, and it is for this reason that a slip of the tongue warrants attention. He has given away more than he intended to. Netanyahu’s words need to be tied back his stance during the negotiations with Palestinian President Mahmoud Abbas, as part of the 2013-4 peace talks initiated by then-Secretary of State John Kerry. Netanyahu’s position was that even following an agreement, Israel would retain security control over the entire area between the Jordan River and the Mediterranean Sea over the coming decades. The best case scenario for the Palestinians would have been a severely handicapped state. What would a less ideal scenario have looked like? In order to answer that question, we must also look at Netanyahu’s support for the Formalization Law and for settlement expansion, two processes he has pushed forward with since Donald Trump entered the White House. The significance of these processes, territorially-speaking, is the end of the “temporary” occupation and the effective annexation of around 60 percent of the West Bank.

Where Netanyahu differs from Jewish Home head Naftali Bennett is in the type and reach of annexation, not in the principle of annexation itself. Bennett wants to advance from legal to practical annexation as soon as possible. Netanyahu is more cautious. He first of all wants de facto annexation, and to do it in stages so that the world and the Palestinians can adjust to the new reality.

"Israel has just opened the 'floodgates', and crossed a 'very, very thick red line'." These were the words of Nickolay Mladenov, United Nations' Coordinator for the Middle East Peace Process, in response to the passing of a bill at the Israeli Knesset on February 7 that retroactively legalises thousands of illegal settler homes, built on stolen Palestinian land. Mladenov's job title has grown so irrelevant in recent years that it merely delineates a reference to a bygone era: a "peace process" that has ensured the further destruction of whatever remained of the Palestinian homeland. Israeli politicians' approval of the bill is indeed an end of an era. We have reached the point where we can openly declare that the so-called peace process was an illusion from the start, for Israel had no intentions of ever conceding the occupied West Bank and East Jerusalem to the Palestinians. In response to the passing of the bill, many news reports alluded to the fact that the arrival of Donald Trump in the White House, riding a wave of right-wing populism, was the inspiration needed by equally right-wing Israeli politicians to cross that "very, very thick red line". There is truth to that, of course. But it is hardly the whole story.

The political map of the world is vastly changing. Just weeks before Trump made his way to the Oval Office, the international community strongly condemned Israel's illegal settlements on Palestinian land occupied since 1967, including East Jerusalem.

That date, Trump's inauguration was the holy grail for Israel's right-wing politicians, who mobilised immediately after Trump's rise to power. Israel's intentions received additional impetus from Britain's Conservative Prime Minister, Theresa May. Despite her government vote to condemn Israeli settlements at the UN, she too ranted against the US for its censure of Israel.

Today, WikiLeaks released the secret draft text for the Trade in Services Agreement (TISA) Financial Services Annex, which covers 50 countries and 68.2%1 of world trade in services. The US and the EU are the main proponents of the agreement, and the authors of most joint changes, which also covers cross-border data flow. In a significant anti-transparency manoeuvre by the parties, the draft has been classified to keep it secret not just during the negotiations but for five years after the TISA enters into force. Despite the failures in financial regulation evident during the 2007-2008 Global Financial Crisis and calls for improvement of relevant regulatory structures2, proponents of TISA aim to further deregulate global financial services markets. The draft Financial Services Annex sets rules which would assist the expansion of financial multi-nationals – mainly headquartered in New York, London, Paris and Frankfurt – into other nations by preventing regulatory barriers. The leaked draft also shows that the US is particularly keen on boosting cross-border data flow, which would allow uninhibited exchange of personal and financial data. TISA negotiations are currently taking place outside of the General Agreement on Trade in Services (GATS) and the World Trade Organization (WTO) framework. However, the Agreement is being crafted to be compatible with GATS so that a critical mass of participants will be able to pressure remaining WTO members to sign on in the future. Conspicuously absent from the 50 countries covered by the negotiations are the BRICS countries of Brazil, Russia, India and China. The exclusive nature of TISA will weaken their position in future services negotiations. The draft text comes from the April 2014 negotiation round - the sixth round since the first held in April 2013. The next round of negotiations will take place on 23-27 June in Geneva, Switzerland.

In a critique of the handling of the Iran file by the International Atomic Energy Agency, former IAEA Director General Han Blix has called for greater skepticism about the intelligence documents and reports alleging Iranian nuclear weapons work and warned that they may be used to put diplomatic pressure on Tehran. In an interview with this writer in his Stockholm apartment late last month, Blix, who headed the IAEA from 1981 to 1997, also criticized the language repeated by the IAEA under its current director general, Yukiya Amano, suggesting that Iran is still under suspicion of undeclared nuclear activity. Blix, who clashed with US officials when he was head of the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) on weapons of mass destruction in Iraq from 2000 to 2003, said he has long been skeptical of intelligence that has been used to accuse Iraq and Iran of having active nuclear-weapons programs. “I’ve often said you have as much disinformation as information” on alleged weaponization efforts in those countries, Blix said.

Referring to the allegations of past Iranian nuclear weapons research that have been published in IAEA reports, Blix said, “Something that worries me is that these accusations that come from foreign intelligence agencies can be utilized by states to keep Iran under suspicion.” Such allegations, according to Blix, “can be employed as a tactic to keep the state in a suspect light—to keep Iran on the run.” The IAEA, he said, “should be cautious and not allow itself to be drawn into such a tactic.” Blix warned that compromising the independence of the IAEA by pushing it to embrace unverified intelligence was not in the true interests of those providing the intelligence. The IAEA Member States providing the intelligence papers to the IAEA “have a long-term interest in an international service that seeks to be independent,” said Blix. “In the Security Council they can pursue their own interest, but the [IAEA] dossier has to be as objective as possible.”

In 2005, the George W. Bush administration gave the IAEA a large cache of documents purporting to derive from a covert Iranian nuclear weapons research and development program from 2001 to 2003. Israel provided a series of documents and intelligence reports on alleged Iranian nuclear weapons work in 2008 and 2009. Blix’s successor as IAEA director general, Mohamed ElBaradei, recalled in his 2011 memoirs having doubts about the authenticity of both sets of intelligence documents. ElBaradei resisted pressure from the United States and its European allies in 2009 to publish an “annex” to a regular IAEA report based on those unverified documents. But Amano agreed to do so, and the annex on “possible military dimensions” of the Iranian nuclear program was published in November 2011. During the current negotiations with Iran, the P5+1 (US, UK, Russia, China, France plus Germany) has taken the position that Iran must explain the intelligence documents and reports described in the annex.

The announcement today by Israeli Defense Minister Avigdor Lieberman at the Knesset Defense and Foreign Affairs Committee, that the Trump administration warned Israel that imposing sovereignty over the West Bank would cause an “immediate crisis” between the U.S. and Israel, is spreading like wildfire. Newsweek reported the warning pointed to “a red line for the Trump administration in its relationship with the Israeli government”: “We received a direct message… imposing Israeli sovereignty [on the West Bank] would mean an immediate crisis with the new administration,” Lieberman told the Israeli parliament’s Foreign Affairs and Defense Committee. “The coalition should clearly state that there is no intention to impose [Israeli] sovereignty.” The warning came after Likud KM Miki Zohar, who advocates annexation, stated on Israeli television Channel i24 last night that the two state solution was “dead” and Palestinians, while not having full citizenship, would nonetheless enjoy rights like every citizen, except for the right to vote for the Knesset — unless they serve in the army or to “serve the country” which he hastened to assure viewers they would not do. Lieberman noted he’d been getting calls from “all of the world wanting to know if this is the position of the coalition,” continuing, “[W]e need to separate from the Palestinians and not to integrate them. The decision to annex Judea and Samaria [the West Bank] would mean the integration of 2.7 million Palestinians in Israel.” Rather confusing messaging from the Trump administration. Just last month Trump said he’d be “happy” with a one state solution “if Israel and the Palestinians are happy”. Ambassador to the UN Nikki Haley later walked that back, saying that the policy was still, two-state solution. Maybe Trump heard Palestinians are not happy. We may be hearing more on this latest development soon as Lieberman is due to meet with top U.S. administration officials this week in Washington.

WikiLeaks on Wednesday released a trove of documents detailing previously unknown pro-corporate provisions and updates to the Trade in Services Agreement (TISA), exposing the extent to which the U.S.-driven deal will force signatory nations to privatize public services and deregulate corporations. As the 52 nations involved in TISA comprise a full two-thirds of global GDP, the deal is poised to impact billions of lives around the world. The 18th round of negotiations on TISA resumed Thursday. Released for the very first time on Wednesday was TISA’s annex on “State-Owned Enterprises” (SOEs), which mandates that public services must be treated like private businesses. The documents reveal that the annex was introduced only two days after the U.S. successfully forced through similar text in the Trans-Pacific Partnership (TTP) in October 2015.

Trade expert Jane Kelsey, who teaches law at the University of Auckland, described how the U.S. pushed through such provisions in order to target other nations’ public services—and China’s in particular: When the [TPP] negotiations began in 2010 the U.S. made it clear that it required a chapter on SOEs. The goal was always to create precedent-setting rules that could target China, although the U.S. also had other countries’ SOEs in its sights—the state-managed Vietnamese economy, various countries’ sovereign wealth funds, and once Japan joined, Japan Post’s banking, insurance and delivery services. All the other countries were reluctant to concede the need for such a chapter and the talks went around in circles for several years. Eventually the U.S. had its way. “The U.S. proposal for TISA adopts and adapts key parts of the [TPP] chapter that force majority-owned SOEs to operate like private sector businesses,” Kelsey added. “The most extreme, complicated and potentially unworkable provisions in the [TPP] relating to state support are not included—yet. But there is an extraordinary power for a single TISA party to require the development of those rules if another TISA country, or a country seeking to join TISA, has too many large SOEs.”

Observers have long taken note of the implicitly anti-China stance of the several U.S.-backed pro-corporate “free trade” deals being negotiated now. While TISA is perhaps the least well-known of these agreements, together with the TPP and the TransAtlantic Trade and Investment Pact (TTIP), the deals “form not only a new legal order shaped for transnational corporations, but a new economic ‘grand enclosure,’ which excludes China and all other BRICS countries,” as WikiLeaks founder Julian Assange put it last year. The leaked documents also showed new, multinational-friendly updates to sections of the deal titled “Domestic Regulation,” “Transparency,” and “New Provisions.” The latest versions, argues WikiLeaks, have further advanced towards the ‘deregulation’ objectives of big corporations entering overseas markets. Local regulations like store size restrictions or hours of operations are considered an obstacle to achieve ‘operating efficiencies’ of large-scale retailing, disregarding their public benefit that foster livable neighbors and reasonable hours of work for employees.

After Benjamin Netanyahu’s surprising victory in Israel’s national elections in March, he took until the last possible minute to complete the process of forming the government for his fourth term as Israel’s prime minister. For all the time he invested, despite making it just under the wire, Netanyahu ended up with a fragile, ultra-right-wing coalition and more work ahead of him to bring in at least one more party. The government Netanyahu presented to Israeli President Reuven Rivlin was a bare majority of 61 seats out of the 120-seat Knesset. There are no fig leafs in this coalition, no Tzipi Livni or Ehud Barak for Netanyahu to send to talk fruitlessly with the Palestinians. One might think this would make the coalition more stable, since it consists entirely of the right wing. In this, one would be wrong.

Netanyahu is, in fact, desperate to add another party to the coalition because there is so much tension in the current majority, most visibly between Netanyahu’s Likud party and Naftali Bennett’s HaBayit HaYehudi. Likud leaders, including Netanyahu, feel that Bennett essentially held the coalition hostage to his demands. They are quite right about that, but the gambit paid off handsomely for Bennett. HaBayit HaYehudi holds a mere eight seats in the Knesset. Yet Bennett and his party will get four ministries, the deputy defense minister post, as well as the chairs of two key Knesset committees dealing with Israel’s legal system. That is what you get when you play hardball with Netanyahu, a man who likes to talk tough but who is a political creature first and foremost and quickly backs off from a high-stakes fight he is not sure he can win. As things stand, this coalition might not last the year. That is why, after Avigdor Lieberman quit his post as foreign minister and took his greatly diminished party into the opposition, Netanyahu left the post open by keeping that portfolio for himself. In reality, Netanyahu has been the foreign minister all along, so it is not an added burden for him.

On the day that Netanyahu was supposed to present his government, he was still eight seats short of a majority. Luckily for Bennett, that was the exact number of seats he controlled and he let Netanyahu know just how lucky he was. Bennett played a game of chicken with Netanyahu, pushing for more and more power within the government and knowing that Bibi was going to have a hard time saying no to anything. Bennett won, and the spoils were vast. The far-right HaBayit HaYehudi party now controls the ministries of education, agriculture, justice, and diaspora affairs. The position of deputy defense minister will also be theirs. It is even worse than it sounds. With the ministry of agriculture comes control over the World Zionist Organization’s Settlement Division, which funds the expansion of settlements. Uri Ariel, perhaps the most extreme pro-settler member of the Knesset, will have that portfolio.

A memo drafted in the weeks leading up to the collapse of the Ukrainian government last year recommended that Russia take advantage of the chaos next door to annex Crimea and a large portion of southeastern Ukraine, a Russian newspaper reported on Wednesday, printing what it said was a document that had been presented to the presidential administration.Russia has long contended that it acted spontaneously to reclaim Crimea, mainly to protect Russian speakers who it said were threatened, and to stave off what it suspected was an attempt by NATO to colonize the Black Sea region.

The report in Novaya Gazeta, one of the few often-critical voices still published in Russia, said that before the Ukrainian government collapsed on Feb. 21, 2014, the memo had already advised the Kremlin to adopt the policy it has since largely pursued in Ukraine.

The memo appears to have been drafted under the auspices of a conservative oligarch, Konstantin V. Malofeev, the report said. The memo laid out what it called the inevitable disintegration of Ukraine and suggested a series of logistical steps through which Russia could exploit the situation for its own good — steps not far from what actually occurred, though Russia has not annexed any territory in eastern Ukraine.

The Georgian foreign ministry has said Russia took a "step toward the de-facto annexation" of Georgia's breakaway territory after Moscow has signed a deal with Abkhazia, giving greater military control over the Black Sea region. Under the treaty signed on Monday by the Russian President Vladimir Putin and Abkhazia's leader Raul Khadzhimba, Russian and Abkhazian forces in the territory will turn into a joint force led by a Russian commander. The move raised further suspicions in the West about Russian President Vladimir Putin's territorial aspirations after his annexation of Ukraine's Black Sea peninsula of Crimea in March.

Russian troops have been deployed in Abkhazia for more than two decades since the region of 240,000 people broke away from Georgia in a separatist war in the early 1990s. 

While no one, not even the White House, expects much movement on the Israeli-Palestinian issue to emerge from Prime Minister Benjamin Netanyahu’s current trip to Washington, another theater of conflict on Israel’s borders became a subject of discussion with US leaders

Netanyahu raised the issue of the Golan Heights, albeit obliquely, in his Monday meeting with US President Barack Obama, the Haaretz daily reported, citing sources familiar with the meeting. The Israeli leader hinted that given the ongoing war across the border in Syria and the jihadist militias and Iranian-backed forces slowly taking over the country, Israel now seeks American recognition of its annexation of the Golan Heights. Israel claims the western Golan Heights, which it captured from Syria in the 1967 Six Day War and took steps to formally annex in 1981. The plateau is considered a critical strategic asset for Israel because it overlooks the towns and villages of much of the Galilee. The issue was raised briefly by Netanyahu, the sources said, while the two leaders were speaking about the situation in Syria generally.

Netanyahu reportedly said he was doubtful that peace talks underway in Vienna between various outside powers and several factions in the Syrian war would result in reunifying the wartorn country. That reality, he said, “allows us to think differently” about the future status of the Golan, which several American administrations have seen as a key part of any future Israeli-Syrian peace. Obama did not reply to the Golan reference, and Netanyahu declined to answer reporters questions about the issue on Tuesday. The idea of raising the Golan issue at this time has been raised by several Israeli public figures close to Netanyahu.

U.S. State Department spokesperson John Kirby stressed Monday night that the Obama administration does not consider the Golan Heights to be part of Israel, one day after Prime Minister Benjamin Netanyahu vowed they “will forever remain under Israeli sovereignty.” “The U.S. position on the issue is unchanged,” Kirby told reporters during a daily briefing at the State Department in Washington. “This position was maintained by both Democratic and Republican administrations. Those territories are not part of Israel and the status of those territories should be determined through negotiations. The current situation in Syria does not allow this,” Kirby continued.

Republican presidential candidate Sen. Ted Cruz expressed support for Netanyahu’s comments on the Golan, saying that “the government of Israel reiterated the reality that the Golan Heights are part of Israel’s sovereign territory.” Cruz added that it’s “dangerous for the international community to try to pressure Israel to abandon the Golan to the chaos engulfing Syria.”

The U.S. is the second country after Germany to respond to Netanyahu’s declaration that the Golan, captured from Syria in the 1967 war and later annexed, “will forever remain under Israeli sovereignty.” “It’s a basic principle of international law and the UN charter that no state can claim the right to annex another state’s territory just like that,” Martin Schaefer, spokesman for the German Foreign Ministry, said Monday. Israel annexed the Golan in 198, in a move unanimously rejected the same year by the United Nations Security Council. Netanyahu’s declaration came as UN-sponsored international efforts are being made to obtain a political accord to end the civil war in Syria. Officials in the Prime Minister’s Office say that Syrian President Assad demanded that one principle upon which the international talks will be based is that the Golan Heights be considered occupied territory that must be returned to Syria. On Thursday, Netanyahu will fly to Moscow to meet with Russian President Vladimir Putin. Netanyahu’s senior aides say the prime minister plans to bring up this issue at their meeting and to stress the same message to Putin.

Washington's support for a new Palestinian government backed by Israel's Islamist foe Hamas, has left the Jewish state feeling betrayed, triggering a new crisis with its closest ally. Several Israeli ministers expressed public anger on Tuesday after the US State Department said it was willing to work with the new Palestinian unity government put together by the West Bank leadership and Gaza's Hamas rulers. Technocratic in nature, the new government was sworn in on Monday in front of president Mahmud Abbas, with Washington offering its backing several hours later.

Speaking to reporters on Monday, State Department spokeswoman Jen Psaki said the new cabinet would be judged "by its actions.""At this point, it appears that president Abbas has formed an interim technocratic government that does not include ministers affiliated with Hamas," she said. "With what we know now, we will work with this government."

The US endorsement was viewed as a major blow for Israeli Prime Minister Benjamin Netanyahu, who had on Sunday urged the international community not to rush into recognising the new government, which he said would only "strengthen terror."

Likud Central Committee chairman Danny Danon, who is challenging Binyamin Netanyahu for leadership of the party, on Saturday night called on Israel to respond to an expected UN recognition of the Palestinian Authority (PA) as the "state of Palestine" by declaring sovereignty in Judea and Samaria. "We must clarify in the clearest terms to the world that every unilateral recognition of a Palestinian state will bring Israeli sovereignty," declared Danon in a meeting with Likud activists in Judea's Gush Etzion region.

Erekat announced last Friday that the UN will likely vote on Monday on a unilateral PA resolution, which demands recognition, Israeli withdrawals from eastern Jerusalem, Judea and Samaria by 2017, and prior to that a 12-month deadline for wrapping up negotiations on a final settlement. "If on this coming Monday the UN recognizes a Palestinian state, the state of Israel must respond with unilateral steps (as well), including implementing sovereignty," declared Danon.

Two weeks ago the European Parliament voted to recognize "Palestine," following a string of European nations voting to recognize the PA as a state - the parliamentary vote came the same day Hamas was removed from the European Union's (EU) official terrorist organization list on an alleged "technicality."

The wannabe Sultan Erdogan did not get his will in Syria where he had planned to capture and annex Aleppo. The Russians prevented that. He now goes for his secondary target, Mosul in Iraq, which many Turks see as historic part of their country

Mosul, Iraq's second biggest city with about a million inhabitants, is currently occupied by the Islamic State. On Friday a column of some 1,200 Turkish soldiers with some 20 tanks and heavy artillery moved into a camp near Mosul. The camp was one of four small training areas where Turkey was training Kurds and some Sunni-Arab Iraqis to fight the Islamic State. The small camps in the northern Kurdish area have been there since the 1990s. They were first established to fight the PKK. Later their Turkish presence was justified as ceasefire monitors after an agreement ended the inner Kurdish war between the KDP forces loyal to the Barzani clan and the PUK forces of the Talabani clan. The bases were actually used to monitor movement of the PKK forces which fight for Kurdish independence in Turkey. The base near Mosul is new and it was claimed to be just a small weapons training base. But tanks and artillery have a very different quality than some basic AK-47 training. Turkey says it will increase the numbers in these camps to over 2000 soldiers.

Should Mosul be cleared of the Islamic State the Turkish heavy weapons will make it possible for Turkey to claim the city unless the Iraqi government will use all its power to fight that claim. Should the city stay in the hands of the Islamic State Turkey will make a deal with it and act as its protector. It will benefit from the oil around Mosul which will be transferred through north Iraq to Turkey and from there sold on the world markets. In short: This is an effort to seize Iraq's northern oil fields. That is the plan but it is a risky one. Turkey did not ask for permission to invade Iraq and did not inform the Iraqi government. The Turks claim that they were invited by the Kurds: Turkey will have a permanent military base in the Bashiqa region of Mosul as the Turkish forces in the region training the Peshmerga forces have been reinforced, Hürriyet reported. The deal regarding the base was signed between Kurdistan Regional Government (KRG) President Massoud Barzani and Turkish Foreign Minister Feridun Sinirlioğlu, during the latter’s visit to northern Iraq on Nov. 4.

The Office of the Director of National Intelligence’s latest report on the alleged “election hacking” by Russia includes a substantial section focused around the idea that Russian government-funded channel RT is overtly anti-American. This is a common enough accusation, but when set out in a multi-page report format, a lot of the charges fall remarkable short. Nowhere was this more apparent, however, than on the first page of the Annex on RT, which presented the fact that RT America hosted US presidential debates which included third-party candidates. There has of course been long-standing annoyance among many in the US that the “mainstream” US media’s debates consistently exclude all but the Democratic and Republican candidates. US spy agencies, however, see this exclusion as such a core aspect of US democracy that they are presenting more inclusive debates as inherently anti-American. In 2012 RT hosted a third-party candidates debate which included Libertarian Party candidate Gary Johnson and Green Party candidate Jill Stein. In 2016 RT ran a pair of primary debates for the same two parties focusing on foreign policy as well as electoral reform. Beyond giving third parties an avenue of debate, the Annex also accuses RT of myriad other “misdeeds” of a similarly dubious nature, complaining RT introduced the show “Breaking the Set” in 2012 with an eye toward “the promotion of radical discontent,” and ran stories critical of the environmental fallout of fracking.

While anti-fracking news is common across a lot of media outlets, the report concluded that the only reason RT could possibly be concerned with the practice was that they were trying to protect the profits of major Russian natural gas giant OAO Gazprom. The report also notes RT coverage of police brutality in the US, its sympathy for the Occupy Wall Street movement, and criticism of mass surveillance as signs they were trying to “undermine viewers’ trust in US democratic procedures.”
