So the EU “defeated” Putin by forcing him to cancel the South Stream pipeline. Thus ruled Western corporate media. Nonsense. Facts on the ground spell otherwise. This “Pipelineistan” gambit will continue to send massive geopolitical shockwaves all across Eurasia for quite some time. In a nutshell, a few years ago Russia devised Nord Stream – fully operational – and South Stream – still a project – to bypass unreliable Ukraine as a gas transit nation. Now Russia devised a new deal with Turkey to bypass the “non-constructive” (Putin’s words) approach of the European Commission (EC). Background is essential to understand the current game. Five years ago I was following in detail Pipelineistan’s ultimate opera – the war between rival pipelines South Stream and Nabucco. Nabucco eventually became road kill. South Stream may eventually resurrect, but only if the EC comes to its senses (don’t bet on it.)

The 3,600 kilometer long South Stream should be in place by 2016, branching out to Austria and the Balkans/Italy. Gazprom owns 50 percent of it - along with Italy’s ENI (20 percent), French EDF (15 percent) and German Wintershall, a subsidiary of BASF (15 percent). As it stands these European energy majors are not exactly beaming – to say the least. For months Gazprom and the EC were haggling about a solution. But in the end Brussels predictably succumbed to its own. Russia still gets to build a pipeline under the Black Sea – but now redirected to Turkey and, crucially, pumping the same amount of gas South Stream would. Not to mention Russia gets to build a new LNG (liquefied natural gas) central hub in the Mediterranean. Thus Gazprom has not spent $5 billion in vain (finance, engineering costs). The redirection makes total business sense. Turkey is Gazprom’s second biggest customer after Germany. And much bigger than Bulgaria, Hungary, and Austria combined. Russia also advances a unified gas distribution network capable of delivering natural gas from anywhere in Russia to any hub alongside Russia’s borders.

And as if it was needed, Russia gets yet another graphic proof that its real growth market in the future is Asia, especially China – not a fearful, stagnated, austerity-devastated, politically paralyzed EU. The evolving Russia-China strategic partnership implies Russia as complementary to China, excelling in major infrastructure projects from building dams to laying out pipelines. This is business with a sharp geopolitical reach – not ideology-drenched politics.

With oil prices on the slide, members of the once-dominant Organization of the Petroleum Exporting Countries (OPEC) decided last week not to attempt to rally them by cutting production, leaving the Brent Crude price hovering at about US$70 (A$83) per barrel. A curious decision, perhaps, by a 12-nation bloc that has previously kept an iron grip on the world’s oil trade. But not so curious when you consider that OPEC is no longer an all-powerful cartel – now it has plenty of competition. For the first time since its formation in 1960, two of the top three oil-producing countries (the United States and Russia) are outside OPEC. While OPEC controls low-cost oil, it has lost supply control at higher prices and cannot push prices up like it could in the 1970s – or at least, not without stimulating a lot more supply from elsewhere. According to the US Energy Information Agency, the United States now produces 11.1 million barrels of oil per day – about the same as Saudi Arabia (11.7 million barrels) and Russia (10.4 million barrels).

This new situation is a free-for-all between the three major players: OPEC (led by Saudi Arabia), US-based private oil companies, and Russian state-controlled oil firms. All three groups have the same reason for wanting to produce more – they need or want more money in the short-medium term to satisfy their current spending, shareholder and salary expectations. Amid this competition, cutting production on purpose isn’t such an attractive move.

Today EFF is pleased to announce Let’s Encrypt, a new certificate authority (CA) initiative that we have put together with Mozilla, Cisco, Akamai, IdenTrust, and researchers at the University of Michigan that aims to clear the remaining roadblocks to transition the Web from HTTP to HTTPS.Although the HTTP protocol has been hugely successful, it is inherently insecure. Whenever you use an HTTP website, you are always vulnerable to problems, including account hijacking and identity theft; surveillance and tracking by governments, companies, and both in concert; injection of malicious scripts into pages; and censorship that targets specific keywords or specific pages on sites. The HTTPS protocol, though it is not yet flawless, is a vast improvement on all of these fronts, and we need to move to a future where every website is HTTPS by default.With a launch scheduled for summer 2015, the Let’s Encrypt CA will automatically issue and manage free certificates for any website that needs them. Switching a webserver from HTTP to HTTPS with this CA will be as easy as issuing one command, or clicking one button.

The biggest obstacle to HTTPS deployment has been the complexity, bureaucracy, and cost of the certificates that HTTPS requires. We’re all familiar with the warnings and error messages produced by misconfigured certificates. These warnings are a hint that HTTPS (and other uses of TLS/SSL) is dependent on a horrifyingly complex and often structurally dysfunctional bureaucracy for authentication.

The need to obtain, install, and manage certificates from that bureaucracy is the largest reason that sites keep using HTTP instead of HTTPS. In our tests, it typically takes a web developer 1-3 hours to enable encryption for the first time. The Let’s Encrypt project is aiming to fix that by reducing setup time to 20-30 seconds. The story of the Boston Marathon Bombing is rife with contradictions, canards, misconceptions and blatant untruths. Boston Wrong is part of WhoWhatWhy’s attempt to set the record straight. This is the first in an occasional series of articles debunking the faulty stories and “facts” which persist, despite evidence to the contrary. *** Verbal intimations by government officials and a TV re-enactment have given some potential Boston Marathon bombing jurors the mistaken belief they have seen a video of suspect Dzhokhar Tsarnaev setting down a bomb-laden backpack in front of a restaurant. There’s just one problem: that footage has never been made available to the public. During jury selection on Jan. 26, Juror 186 said she believes Tsarnaev is guilty because of the “surveillance video from Lord & Taylor,” a department store across the street from the Forum restaurant. Early media reports suggested that the store’s dome surveillance camera captured Tsarnaev dropping his backpack at the spot of the second explosion.

What the public has seen, however, is a re-creation of the footage in a made-for-TV docudrama by National Geographic called “Inside the Hunt for the Boston Bombers.” While the movie provides a disclaimer that some of the video has been re-created for effect, the purposefully grainy footage of an actor playing Tsarnaev doesn’t specifically mention that it’s a recreation. In fact, an Arizona production company filmed the re-enactment on a Phoenix street using extras and other actors.

Tsarnaev’s attorneys have filed three motions asking that the trial be moved outside of Boston because of pre-trial publicity, arguing that Tsarnaev can’t get a fair hearing in the city. More than 68 percent of the potential jurors already think he’s guilty. That kind of lopsided number is no surprise when all the evidence some jurors need to convict is a made-for-TV docudrama.

Canada’s leading surveillance agency is monitoring millions of Internet users’ file downloads in a dragnet search to identify extremists, according to top-secret documents. The covert operation, revealed Wednesday by CBC News in collaboration with The Intercept, taps into Internet cables and analyzes records of up to 15 million downloads daily from popular websites commonly used to share videos, photographs, music, and other files. The revelations about the spying initiative, codenamed LEVITATION, are the first from the trove of files provided by National Security Agency whistleblower Edward Snowden to show that the Canadian government has launched its own globe-spanning Internet mass surveillance system. According to the documents, the LEVITATION program can monitor downloads in several countries across Europe, the Middle East, North Africa, and North America. It is led by the Communications Security Establishment, or CSE, Canada’s equivalent of the NSA. (The Canadian agency was formerly known as “CSEC” until a recent name change.)

The latest disclosure sheds light on Canada’s broad existing surveillance capabilities at a time when the country’s government is pushing for a further expansion of security powers following attacks in Ottawa and Quebec last year. Ron Deibert, director of University of Toronto-based Internet security think tank Citizen Lab, said LEVITATION illustrates the “giant X-ray machine over all our digital lives.” “Every single thing that you do – in this case uploading/downloading files to these sites – that act is being archived, collected and analyzed,” Deibert said, after reviewing documents about the online spying operation for CBC News. David Christopher, a spokesman for Vancouver-based open Internet advocacy group OpenMedia.ca, said the surveillance showed “robust action” was needed to rein in the Canadian agency’s operations.

In a top-secret PowerPoint presentation, dated from mid-2012, an analyst from the agency jokes about how, while hunting for extremists, the LEVITATION system gets clogged with information on innocuous downloads of the musical TV series Glee. CSE finds some 350 “interesting” downloads each month, the presentation notes, a number that amounts to less than 0.0001 per cent of the total collected data. The agency stores details about downloads and uploads to and from 102 different popular file-sharing websites, according to the 2012 document, which describes the collected records as “free file upload,” or FFU, “events.” Only three of the websites are named: RapidShare, SendSpace, and the now defunct MegaUpload.

The presidential advisory board on privacy that recommended a slew of domestic surveillance reforms in the wake of the Edward Snowden revelations reported today that many of its suggestions have been agreed to “in principle” by the Obama administration, but in practice, very little has changed. Most notably, the Privacy and Civil Liberties Oversight Board called attention to the obvious fact that one full year after it concluded that the government’s bulk collection of metadata on domestic telephone calls is illegal and unproductive, the program continues apace. “The Administration accepted our recommendation in principle. However, it has not ended the bulk telephone records program on its own, opting instead to seek legislation to create an alternative to the existing program,” the report notes.

And while Congress has variously debated, proposed, neutered, and failed to agree on any action, the report’s authors point the finger of blame squarely at President Obama. “It should be noted that the Administration can end the bulk telephone records program at any time, without congressional involvement,” the report says. Obama said a year ago that he favored an end to the government collection of those records if an alternative — such as keeping the records at the telephone companies, or with a third party — still allowed them to be searchable by the government. The White House was recently said to be “still considering” the matter. The board noted that Obama has accepted some, but not all, of the privacy safeguards it recommended — somewhat reducing the ease and depth with which National Security Agency agents can dig through the domestic data, but not, for instance, agreeing to delete the data after three years, instead of five.

But one recommendation in particular – that the intelligence community develop some sort of methodology to assess whether any of this stuff is actually doing any good — has been notably “not implemented.” “Determining the efficacy and value of particular counterterrorism programs is critical,” the board says. “Without such determinations, policymakers and courts cannot effectively weigh the interests of the government in conducting a program against the intrusions on privacy and civil liberties that it may cause.”

Three leading figures of the Venezuelan opposition have released a statement amounting to a demand for regime change and the establishment of a transitional government in the country. Entitled “The Call for a National Transition Agreement,” the statement was circulated this Wednesday and appeals to Venezuelans to unite behind a national plan aimed at supplanting the current socialist administration of President Nicolas Maduro, elected on April 14th 2013 with approximately 51% of the vote.

Its signatories include currently jailed leader of the Popular Will Party, Leopoldo Lopez, former National Assembly Legislator, Maria Corina Machado and current Mayor of the Metropolitan Capital District of Caracas, Antonio Ledezma. All of the signatories are linked to the violent guarimbas or barricades which began in February 2014, when violent protestors and paramilitaries blocked the streets for several months in response to calls by Lopez and Machado to force the “exit” of the Maduro government.

“Our call is to construct an agreement to take the lead in the transition to peace. It is the obligation of all democrats to help resolve the current crisis, defend the cause of liberty, and prevent the unavoidable fall of the regime from disrupting the peace and constitutionality of the country, to make the transition, that’s to say, the change from one failed system to another which is full of hope,” reads the text. The publication of the statement comes just a day before the first anniversary of the barricades and represents a clear violation of the country’s Bolivarian Constitution, which only allows for the removal of the elected President of the Republic via a national referendum or indictment by the Supreme Court of Justice. In the text, the current government is described as a “failed” “corrupt” and “inefficient” regime, made up of an “elite of no more 100 people” who have pilfered public funds “which could have been used for the benefit of all”. It also states that Venezuela is on the brink of a “humanitarian crisis” whilst the Maduro government is “delegitimised” and in its “terminal phase”. The move comes amidst a mounting economic war against the country’s socialist revolution which has seen private businesses hoarding essential goods in order to cause public unrest, as well as a fresh round of US sanctions imposed on Venezuelan officials earlier in February.

HSBC’s Swiss banking arm helped wealthy customers dodge taxes and conceal millions of dollars of assets, doling out bundles of untraceable cash and advising clients on how to circumvent domestic tax authorities, according to a huge cache of leaked secret bank account files. The files – obtained through an international collaboration of news outlets, including the Guardian, the French daily Le Monde, BBC Panorama and the Washington-based International Consortium of Investigative Journalists – reveal that HSBC’s Swiss private bank: • Routinely allowed clients to withdraw bricks of cash, often in foreign currencies of little use in Switzerland. • Aggressively marketed schemes likely to enable wealthy clients to avoid European taxes. • Colluded with some clients to conceal undeclared “black” accounts from their domestic tax authorities. • Provided accounts to international criminals, corrupt businessmen and other high-risk individuals.

The revelations will amplify calls for crackdowns on offshore tax havens and stoke political arguments in the US, Britain and elsewhere in Europe where exchequers are seen to be fighting a losing battle against fleet-footed and wealthy individuals in the globalised world. Approached by the Guardian, HSBC, the world’s second largest bank, has now admitted wrongdoing by its Swiss subsidiary. “We acknowledge and are accountable for past compliance and control failures,” the bank said in a statement. The Swiss arm, the statement said, had not been fully integrated into HSBC after its purchase in 1999, allowing “significantly lower” standards of compliance and due diligence to persist. That response raises serious questions about oversight of the Swiss operation by the then senior executives of its parent company, HSBC Group, headquartered in London. It has now acknowledged that it was not until 2011 that action was taken to bring the Swiss bank into line. “HSBC was run in a more federated way than it is today and decisions were frequently taken at a country level,” the bank said.

Although tax authorities around the world have had confidential access to the leaked files since 2010, the true nature of the Swiss bank’s misconduct has never been made public until now. Hollywood stars, shopkeepers, royalty and clothing merchants feature in the files along with the heirs to some of Europe’s biggest fortunes.

In a step to follow the world’s political  evolution, Egypt is working on changing its foreign policy to accommodate the “multipolarity” system, former Minister of Foreign Affairs Mohamed Kamel Amr said in a conference held by the Egyptian Council for Foreign Affairs (ECFA), Tuesday. The two-day international conference dubbed “Egypt and the World… a New Era” was held in order to “correct misconceptions” of Egypt’s political development after the ouster of President Mohamed Morsi. The members of ECFA, which was formed 15 years ago, are predominantly former diplomats. “To say that Egypt is turning its back to a certain power is emotional for it is rebalancing its relations,” Amr said at the “Egypt and the World’s Major Powers” session of the conference. The U.S. delivered 10 Apache Helicopters to Egypt in November, but other than that, strategic cooperation has pretty much stopped in the past two years, said Mostafa Elwi, a Cairo University professor of political science. China and Russia supported the change after June 30, 2013, when millions marched to topple Morsi, and exchanged visits between Egyptian officials and their counterparts from these two countries have been “very fruitful,” unlike U.S. Secretary of State John Kerry’s visits to Egypt, Elwi added. Amr explained that Egypt’s foreign policy has been successful in moving forward in coalitions, rather than its own, in the face of major powers, such as the Non-Aligned Movement, the Arab League and as part of coordination with regional forces.

“Ridding Egypt of the U.S. dominancy is not an easy task because it is the only country in the world that has the four factors of being a dominant power: military, economy, culture and science,” Elwy said. However, he added that as bilateral relations with China and Russia have very wide and open horizons, renewed strategic relations with them should not stop at purchasing arms, but should expand to cooperation in manufacturing weapons in Egypt.

For his part, Councilor of the Chinese People’s Institute of Foreign Affairs Wu Sike emphasized that China respects the Egyptian people’s will, and that foreign interference in Egypt’s internal affairs is “unacceptable.” Economically, Elwy and Sike underlined that their countries realize the potential of their anticipate cooperation, especially in the New Suez Canal Project and the proposed project of the New Silk Road, planned to pass through Egypt and expected to change the course of world trade. “After the revolution of June 30, relations with Egypt, including strategic relations, will deepen. Our government encourages Chinese companies to invest in Egypt’s Suez Canal and the route of the Silk Road in its territory,” said Sike, who was also a former Egyptian Ambassador, calling on Egypt to focus on development efforts to “compensate for the time it lost.”

New revelations  in Venezuela have linked U.S. private security firm Blackwater, now known as Academi, to the aircraft that was to be used as part of Thursday's thwarted "Blue Coup" attempt. The four-stage plan included economic war, an international media offensive against the Venezuelan government, political destabilization fomenting ungovernability, and finally the use of a Super Tucano aircraft to strike "tactical targets" in the capital, such as the Presidential Palace, teleSur, and military intelligence The coup was planned for the one-year anniversary of violent opposition protests known as the Guarimba and was to come one day after a public statement by leading opposition leaders calling for a "transition". 

According to U.S. aviation records, the EMB-314B1 or "Super Tucano" aircraft in question was acquired  from Brazilian manufacturer Embraer by the firm Blackwater Worldwide in 2008 allegedly for the purpose of pilot training. Registered under the serial number N314TG, the aircraft is, moreover, the only one of its kind sold by the Brazilian firm to a private company.  The Super Tucano is a light, highly agile Brazilian aircraft designed principally for pilot training and counterinsurgency operations. The aircraft has an operational range that extends from the U.S. to any point in Colombia, and has been widely used in Colombian counterinsurgency operations, including in the 2008 assassination of FARC second-in-command Raul Reyes in violation of Ecuadorian sovereignty.  While Venezuela does have its own fleet of 12 Super Tucanos, all aircraft are currently grounded and undergoing major repairs, stated President Nicolas Maduro, whilst offering further evidence regarding the foreign origin of the aircraft.

Several of its contractors have been indicted in U.S. courts for their role in the 2007 massacre of Iraqi civilians, and Jeremy Scahill, national security correspondent for the Nation, has documented the firm's role in the CIA's global assassination program.

A digital leak to Al Jazeera of hundreds of secret intelligence documents from the world's spy agencies has offered an unprecedented insight into operational dealings of the shadowy and highly politicised realm of global espionage. Over the coming days, Al Jazeera's Investigative Unit is publishing The Spy Cables, in collaboration with The Guardian newspaper.

Spanning a period from 2006 until December 2014, they include detailed briefings and internal analyses written by operatives of South Africa's State Security Agency (SSA). They also reveal the South Africans' secret correspondence with the US intelligence agency, the CIA, Britain's MI6, Israel's Mossad, Russia's FSB and Iran's operatives, as well as dozens of other services from Asia to the Middle East and Africa.

Among the revelations, the Spy Cables disclose how: Israel's Mossad told its allies that Iran was not working to produce nuclear weapons just a month after Prime Minister Benjamin Netanyahu warned it was barely a year from being able to do so; The CIA made attempts to contact Hamas directly despite the US government listing the Palestinian group as a "terrorist organisation"; Britain's MI6 sought South African help in an operation to recruit a North Korean official who had previously refused their cash; and South African and Ethiopian spies struggled to "neutralise" an assassination plot targeting a leading African diplomat.

Ukraine's tardiness in making its prepayment for Russian gas deliveries could lead to a full shutdown within two days and threaten the transit delivery of fuel to European consumers, Gazprom CEO Alexei Miller said Tuesday. "Ukraine has not made its gas prepayment on time. As of today, there is only 219 million cubic meters of gas paid for. It takes about two days for [Ukraine's] Naftogaz to transfer funds to [Russia's] Gazprom," Miller said. Miller said that Ukraine's request for 114 million cubic meters of gas to be delivered in two days would lead to a full shutdown of fuel deliveries if payment is not received."Therefore, the delivery of gas to Ukraine in the volume of 114 million cubic meters of gas in the next two days already would bring the delivery of Russian gas to Ukraine to a full stop, which will create serious risks for transit gas to Europe," Miller added. On Monday, Ukraine's state energy company Naftogaz accused Gazprom of failing to deliver the gas for which Kiev has paid in advance. According to a statement by the company's press service, Gazprom has supplied only 47 million cubic meters of the requested 114 million cubic meters of gas.

The issue of gas supplies is among the most acute in Russian-Ukrainian relations. In the summer of 2014, Russia's Gazprom has cut off gas deliveries to Ukraine due to Kiev's massive debt that at the time surpassed $5 billion. Gas deliveries resumed in December, after months of negotiations mediated by the European Union. The so-called winter package stipulated that Ukraine repay $3.1 billion of its gas debt before the end of 2014 and pay in advance for future gas supplies. It also included a temporary discount of $100 per 1,000 cubic meters, granted by Russia to Ukraine, that expires on April 1, 2015.

There is something perversely strange about the entire hoopla around the so-called Ebola outbreaks. An African man is admitted to a Dallas hospital with symptoms, treated, released and re-admitted, the “first” case of Ebola in the USA. What the guardians of truth in the mainstream media never ask is how reliable is the test that determines if someone has Ebola.

One courageous scientist who did question the Gallo HIV-AIDS hypothesis was Kary Mullis, who in 1996 wrote, “The HIV/AIDS hypothesis is one hell of a mistake.” Mullis won the Nobel Prize in chemistry in 1993. His devastating comments were ignored by the ever-vigilant mainstream media and medical profession. In 1983 Gallo arbitrarily transformed correlation into causality and said he had discovered the “virus” causing acquired immunodeficiency or AID, which was then named a “syndrome,” or AIDS. Gallo had just before that announcement won a patent for the only known test to determine of someone had AIDS. An habitual user of certain drugs like amyl nitrite or poppers, or even a pregnant woman would show HIV-positive with the Gallo test. Fears of a new global plague were stoked in the media by irresponsible scientists. Gallo sold his AIDS test to five pharmaceutical companies and sat back to reap the royalties. The Ebola Test

Can the PCR blood test tell how much Ebola virus is in a person’s body? The same Kary Mullis cited above regarding the HIV/AIDS hypothesis invented the PCR test in 1983, the basis on which his Nobel Prize was awarded. He told journalist John Lauritsen years back of his test and warned against its misuse. Lauritsen reported: With regard to the viral-load tests, which attempt to use PCR for counting viruses, Mullis has stated: “Quantitative PCR is an oxymoron.” PCR is intended to identify substances qualitatively, but by its very nature is unsuited for estimating numbers. Although there is a common misimpression that the viral-load tests actually count the number of viruses in the blood, these tests cannot detect free, infectious viruses at all; they can only detect proteins that are believed, in some cases wrongly, to be unique to HIV. The tests can detect genetic sequences of viruses, but not viruses themselves.

Duncan Campbell reports from the United States on the secret Anglo-American plan for a global electronic spy system for the 21st century capable of listening in to most of us most of the time   American, British and Allied intelligence agencies are soon to embark on a massive, billion-dollar expansion of their global electronic surveillance system. According to information given recently in secret to the US Congress, the surveillance system will enable the agencies to monitor and analyse civilian communications into the 21st century. Identified for the moment as Project P415, the system will be run by the US National Security Agency (NSA). But the intelligence agencies of many other countries will be closely involved with the new network, including those from Britain, Australia, Germany and Japan--and, surprisingly, the People's Republic of China. New satellite stations and monitoring centres are to be built around the world, and a chain of new satellites launched, so that NSA and its British counterpart, the Government Communications Headquarters (GCHQ) at Cheltenham, may keep abreast of the burgeoning international telecommunications traffic.

Both the new and existing surveillance systems are highly computerised. They rely on near total interception of international commercial and satellite communications in order to locate the telephone or other messages of target individuals. Last month, a US newspaper, the Cleveland Plain Dealer, revealed that the system had been used to target the telephone calls of a US Senator, Strom Thurmond. The fact that Thurmond, a southern Republican and usually a staunch supporter of the Reagan administration, is said to have been a target has raised fears that the NSA has restored domestic, electronic, surveillance programmes. These were originally exposed and criticised during the Watergate investigations, and their closure ordered by President Carter. After talking to the NSA, Thurmond later told the Plain Dealer that he did not believe the allegation. But Thurmond, a right-wing Republican, may have been unwilling to rock the boat. Staff members of the Permanent Select Committee on Intelligence said that staff were "digging into it" despite the "stratospheric security classification" of all the systems involved. The Congressional officials were first told of the Thurmond interception by a former employee of the Lockheed Space and Missiles Corporation, Margaret Newsham, who now lives in Sunnyvale, California. Newsham had originally given separate testimony and filed a lawsuit concerning corruption and mis-spending on other US government "black" projects. She has worked in the US and Britain for two corporations which manufacture signal intelligence computers, satellites and interception equipment for NSA, Ford Aerospace and Lockheed. This week marks the three-year anniversary of the Western-backed assassination of Libya’s former president, Muammar Gaddafi, and the fall of one of Africa’s greatest nations. In 1967 Colonel Gaddafi inherited one of the poorest nations in Africa; however, by the time he was assassinated, Gaddafi had turned Libya into Africa’s wealthiest nation. Libya had the highest GDP per capita and life expectancy on the continent. Less people lived below the poverty line than in the Netherlands. After NATO’s intervention in 2011, Libya is now a failed state and its economy is in shambles. As the government’s control slips through their fingers and into to the militia fighters’ hands, oil production has all but stopped. The militias variously local, tribal, regional, Islamist or criminal, that have plagued Libya since NATO’s intervention, have recently lined up into two warring factions. Libya now has two governments, both with their own Prime Minister, parliament and army.

For over 40 years, Gaddafi promoted economic democracy and used the nationalized oil wealth to sustain progressive social welfare programs for all Libyans. Under Gaddafi’s rule, Libyans enjoyed not only free health-care and free education, but also free electricity and interest-free loans. Now thanks to NATO’s intervention the health-care sector is on the verge of collapse as thousands of Filipino health workers flee the country, institutions of higher education across the East of the country are shut down, and black outs are a common occurrence in once thriving Tripoli. One group that has suffered immensely from NATO’s bombing campaign is the nation’s women. Unlike many other Arab nations, women in Gaddafi’s Libya had the right to education, hold jobs, divorce, hold property and have an income. The United Nations Human Rights Council praised Gaddafi for his promotion of women’s rights. When the colonel seized power in 1969, few women went to university. Today, more than half of Libya’s university students are women. One of the first laws Gaddafi passed in 1970 was an equal pay for equal work law. Nowadays, the new “democratic” Libyan regime is clamping down on women’s rights. The new ruling tribes are tied to traditions that are strongly patriarchal. Also, the chaotic nature of post-intervention Libyan politics has allowed free reign to extremist Islamic forces that see gender equality as a Western perversion.

Hifter is currently receiving logistical and air support from the U.S. because his faction envision a mostly secular Libya open to Western financiers, speculators, and capital. Perhaps, Gaddafi’s greatest crime, in the eyes of NATO, was his desire to put the interests of local labour above foreign capital and his quest for a strong and truly United States of Africa. In fact, in August 2011, President Obama confiscated $30 billion from Libya’s Central Bank, which Gaddafi had earmarked for the establishment of the African IMF and African Central Bank. In 2011, the West’s objective was clearly not to help the Libyan people, who already had the highest standard of living in Africa, but to oust Gaddafi, install a puppet regime, and gain control of Libya’s natural resources.

Lincoln Chafee, the former Rhode Island governor and senator, says the Democratic Party needs a presidential candidate who will champion Americans’ constitutional rights and scorn unnecessary wars – and that he may be the right person for the job. Chafee unexpectedly launched a presidential exploratory committee Thursday and tells U.S. News he intends to make civil liberties a major part of his likely campaign, with an anti-mass surveillance message similar to those trumpeted by Republican candidates Sens. Rand Paul and Ted Cruz. The National Security Agency’s dragnet collection of phone records violates Americans’ Fourth Amendment rights, Chafee says, offering a sharp contrast to the difficult-to-discern and vague positions of other prospective Democratic candidates. “The words of the Fourth Amendment are very clear: You need a warrant. That’s strict language, and ‘no warrants shall issue, but upon probable cause,’” he says. “It’s not complicated.”

If he jumps into the race, Chafee says he will seek to pressure front-runner Hillary Clinton – expected to announce her candidacy on Sunday – to bend toward pro-civil liberties positions, though he says he wants to be fair and credits Clinton for previously opposing immunity for companies who allegedly complied with government surveillance. Chafee, from a prominent political family, was a liberal Republican in the U.S. Senate from 1999 to 2007. He was elected Rhode Island governor in 2010 as an independent and became a Democrat in 2013. He did not seek a second term and left office in January. As a senator, Chafee voted for the USA Patriot Act in 2001 (as did Clinton) and to renew expiring provisions of the act in 2006. He says he, like Patriot Act author Rep. Jim Sensenbrenner, R-Wis., was shocked to learn from whistleblower Edward Snowden that the executive branch interpreted the law as allowing the bulk collection of U.S. phone records. “I don't believe it granted any power to tap phones or any other surveillance without a warrant. That’s a definite stretch,” he says.

Chafee says he plans to announce a position on pardoning Snowden in the near future and says he’s also considering his position on marijuana legalization. Most Americans favor legalization, polls show, but few mainstream politicians do. “That’s another issue that will evolve during the campaign,” he says.

BRUSSELS (AP) — The European Union's competition chief is filing an antitrust complaint alleging Google has been abusing its dominance in Internet searches and is opening a probe into its Android mobile system.EU Competition Commissioner Margrethe Vestager said Wednesday she is "concerned that the company has given an unfair advantage to its own comparison shopping service."Vestager said the separate antitrust probe into Android will investigate whether the Internet giant relies on anti-competitive deals and abuses its dominant position in Europe's mobile market.Vestager said her chief goal was to make sure multinationals "do not artificially deny European consumers as wide a choice as possible or stifle innovation".Google's general counsel Kent Walker wrote late Tuesday that a "statement of objections" to Google's business practices was to be released by Vestager Wednesday.

U.S. borrowers have sold a record amount of junk bonds in Europe this year to take advantage of investor demand for risky assets. VWR Corp., a laboratory products supplier, Huntsman Corp., Infor Inc. and IMS Health Holdings Inc. raised 1.43 billion euros ($1.53 billion) of high-yield debt this week, according to data compiled by Bloomberg. The issuance boosted 2015 sales to 3.28 billion euros, the busiest start to a year since the single currency was introduced in 1999. American companies are capitalizing on demand from investors who’ve seen yields quashed as the European Central Bank purchases bonds as part of its quantitative easing program. Bondholders are taking on more risk as yields on government securities from Austria to Finland turn negative and investment-grade notes pay record-low premiums.

“It all revolves around QE and the dynamic that it’s creating, which is forcing people out of low-yielding government paper into higher-yielding assets,” said Stuart Stanley, a London-based high-yield fund manager at Invesco Asset Management Ltd., which manages about $800 billion.
