De Mistura has predicted that if Russian and Syrian air attacks and artillery bombardment do not stop, the city will fall before the end of the year; the U.S. intelligence community assesses that it could be a matter of weeks.

While Aleppo is the proximate prize sought by the government and its Russian backers, at least 50,000 opposition fighters — many of whom owe their training, weapons and inspiration in large part to the United States — remain in pockets spread across western Syria. Many of those forces have been advised and supplied by the CIA, whose director, John Brennan, is said to favor military action or, at the very least, dispatching more and better weapons to the opposition, particularly if Aleppo is lost. That decision, which would allow the rebels to continue to fight a guerrilla war, or to defend those pockets of the country still in opposition hands, might not be the administration’s to make. Allied governments in the region, including Qatar, Turkey and, to a lesser extent, Saudi Arabia, have long advocated for increased support for the rebels and could decide on their own to send more sophisticated armaments — some of which, including shoulder-launched antiaircraft weapons, the United States has refused to make available on the grounds that they could end up in the wrong hands.

As they assess Russian President Vladi­mir Putin’s goals in Syria, intelligence officials think he is less interested in an outright military victory than in being able to set the terms for a settlement that ensures Assad’s survival. But at least in the short term, they believe, the big winner may be the Front for the Conquest of Syria, the al-Qaeda affiliate formerly known as Jabhat al-Nusra. The jihadist group, which U.S. officials have said is planning “external operations” against the United States, has grown in strength and respect as a formidable, well-equipped fighting force against Assad. While senior White House aides are said to be opposed to U.S. military action, one other official who is said to have argued in favor of a military response is Samantha Power, the U.S. ambassador to the United Nations,

Echoing the arguments for accountability in the book, “A Problem From Hell,” Kerry last week publicly called for Russia and Syria to be investigated for war crimes for the targeted killing of civilians and wanton destruction in Aleppo and beyond. On Friday, Moscow described Kerry’s call as “propaganda” and repeated its assertion that the United States, by failing to separate rebel forces from the targetable terrorists it insists control Aleppo, is to blame for the failure of the cease-fire. According to international-law experts, however, the likelihood of a war crimes prosecution of either country is virtually nonexistent. Neither Russia nor Syria belongs to the treaty-based International Criminal Court, and a referral to its jurisdiction would require a resolution by the U.N. Security Council, a body in which Russia holds a veto. At the same time, both the ICC and the International Court of Justice, the United Nations’ judicial branch, are designed to prosecute individuals rather than states.

“The law of war crimes is individual and personal,” said Kenneth Anderson, a law professor at American University. “Talk of war crimes trials by itself is not serious,” Anderson said. “It’s an evasion of policy by a state that does not want to have to respond to the concerted actions of another state, another two states.”

The Communications Act gives the FCC the authority to regulate radio, television, wire, satellite, and cable communications in all 50 states, the District of Columbia and U.S. territories. This includes being responsible for protecting cellphone networks from disruption and ensuring that emergency calls can be completed under any circumstances. And it requires the FCC to ensure that access to networks is available “to all people of the United States, without discrimination on the basis of race, color, religion, national origin, or sex.” Considering that the spectrum law enforcement is utilizing without permission is public property leased to private companies for the purpose of providing them next generation wireless communications, it goes without saying that the FCC has a duty to act.

But we should not assume that the Baltimore Police Department is an outlier—EFF has found that law enforcement has been secretly using stingrays for years and across the country. No community should have to speculate as to whether such a powerful surveillance technology is being used on its residents. Thus, we also ask the FCC to engage in a rule-making proceeding that addresses not only the problem of harmful interference but also the duty of every police department to use Stingrays in a constitutional way, and to publicly disclose—not hide—the facts around acquisition and use of this powerful wireless surveillance technology.  Anyone can support the complaint by tweeting at FCC Commissioners or by signing the petitions hosted by Color of Change or MAG-Net.

He also spoke of the obstacles he faces back home: a Congress unwilling to authorize the use of force and a public tired of war.

As time ran short, Mr. Kerry told the Syrians that their best hope was a political solution to bring the opposition into a transitional government. Then, he said, “you can have an election and let the people of Syria decide: Who do they want?” A State Department official, speaking on the condition of anonymity, said later that Mr. Kerry was not indicating a shift in the administration’s view of Mr. Assad, only reiterating a longstanding belief that he would be ousted in any fair election. At one point, Mr. Kerry astonished the Syrians at the table when he suggested that they should participate in elections that include President Bashar al-Assad, five years after President Obama demanded that he step down. Mr. Kerry described the election saying it would be set up by Western and regional powers, and the United Nations, “under the strictest standards.” He said that the millions of Syrians who have fled since the war began in 2011 would be able to participate. 0:19

“Everybody who’s registered as a refugee anywhere in the world can vote. Are they going to vote for Assad? Assad’s scared of this happening.” But the Syrians were skeptical that people living under government rule inside Syria would feel safe casting ballots against Mr. Assad, even with international observers — or that Russia would agree to elections if it could not ensure the outcome. And that is when the conversation reached an impasse, with Ms. Shehwaro, an educator and social media activist, recalling hopes for a more direct American role. “So you think the only solution is for somebody to come in and get rid of Assad?” Mr. Kerry asked. “Yes,” Ms. Shehwaro said. “Who’s that going to be?” he asked. “Who’s going to do that?”

The leader of the predominantly Christian Al-Hashd al-Shaabi militia a.k.a. the Babylon Brigades, stressed on Monday that the US-led international coalition air forces did not target ISIS convoys as they fled from Mosul towards Syria. Ryan al-Kildani the group’s Secretary-General, stressed his astonishment about the fact that the US-led coalition air forces let ISIL fighters slip away to Syria. “ISIS is currently suffering from confusion in Mosul,” Kildani explained. He added that “Iraqi security forces received intelligence from residents of Mosul about the locations of ISIS militants”.

Now Mr. Comey did behave in a bizarre fashion during the Election. We won’t dive into the details here (lots of wedge issues there). But if you look at that story again in the context of a network of compromised politicians, royalty and ceo’s, one could make the case that it played out something like this: Comey was ordered to stand down. He resisted at first. He saw evidence of corruption. So levers were pulled. Bill Clinton’s conversation with Loretta Lynch on the tarmac was part of this, but we’ll probably never know the full extent. Everyone has skeletons in their closets. Very few have the integrity to do what’s right when facing total ruin.

Comey capitulated, but not before he demonstrated that he has a disobedient streak. This combined with the fact that he presided over the FBI during the investigation into the Lolita Express and therefore has access to information that could destroy Trump, Clinton and ultimately a whole gaggle of well placed puppets makes him a liability. Trump’s handlers want Comey replaced with someone who is compromised, and compliant, with a spotless public image.

“We will pursue a new foreign policy that finally learns from the mistakes of the past…We will stop looking to topple regimes and overthrow governments…. Our goal is stability not chaos, because we want to rebuild our country [the United States] …In our dealings with other countries, we will seek shared interests wherever possible and pursue a new era of peace, understanding, and good will.” There won’t be any peace under Mattis or McMaster, that’s for sure. Both men are anti-Moscow hardliners who think Russia is an emerging rival that must be confronted and defeated. Even more worrisome is the fact that uber-hawk John McCain recently stated that he talks with both men “almost daily” (even though he has avoided talking to Trump since he was elected in November.) According to German Marshall Fund’s Derek Chollet, a former Obama Pentagon official. “(McCain) is trying to run U.S. defense policy through Mattis and effectively ignore Trump.” (Kimberly Dozier, Daily Beast contributing editor)  Chollet’s comments square with our belief that Trump has relinquished his control over foreign policy to placate his critics.

In response to Mattis’s comments, Syrian President Bashar al Assad said: “Any military operation in Syria without the approval of the Syrian government is illegal, and  any troops on the Syrian soil,  is an invasion, whether to liberate Raqqa or any other place. …The (US-led) coalition has never been serious about fighting ISIS or the terrorists.” Clearly, Washington is using the fight against ISIS as a pretext for capturing and holding territory in a critical, energy-rich area of the world. The plan to seize parts of East Syria for military bases and pipeline corridors fits neatly within this same basic strategy.   But it also throws a wrench in Moscow’s plan to restore the country’s borders and put an end to the six year-long conflict. And what does Tillerson mean when he talks about “interim zones of stability” a moniker that the Trump administration carefully crafted to avoid the more portentous-sounding “safe zones”. (Readers will recall that Hillary Clinton was the biggest proponent of safe zones in Syria, even though they would require a huge commitment of US troops as well as the costly imposition of a no-fly zone.) Tillerson’s comments suggest that the Trump administration is deepening its involvement in Syria despite the risks of a catastrophic clash with Moscow. Ever since General Michael Flynn was forced to step down from his position as National Security Advisor, (Flynn wanted to “normalize” relations with Russia), Trump has filled his foreign policy team with Russophobic hawks who see Moscow as “hostile revisionist power” that “annex(es) territory, intimidates our allies, develops nuclear weapons, and uses proxies under the cover of modernized conventional militaries.” Those are the words of  the man who replaced Flynn as NSA,  Lt. General HR McMaster. While the media applauded the McMaster appointment as an “outstanding choice”, his critics think it signals a departure from Trump’s campaign promise:

Washington’s Syria policy is now in the hands of a small group of right-wing extremists who think Russia is the biggest threat the nation has faced since WW2. That’s why there’s been a sharp uptick in the number of troops deployed to the region.
