  • Gibbs: One of the surprises of the post-Cold War era is the persistence of the North Atlantic Treaty Organization and other US-led alliances. These alliances were created during the Cold War mainly or exclusively for containing the claimed Soviet threat. In 1991, the USSR disappeared from the map, but the anti-Soviet alliance systems persisted and in fact expanded. How do we account for the persistence and expansion of NATO? What in your view is the purpose of NATO after the Cold War? Chomsky: We have official answers to that. It’s a very interesting question, which I was planning to talk about but didn’t have time. So thanks. It’s a very interesting question. For fifty years, we heard NATO is necessary to save Western Europe from the Russian hordes, you know the slave state, stuff I was taking about. In 1990-91, no Russian hordes. Okay, what happens? Well there are actually visions of the future system that were presented. One was Gorbachev. He called for a Eurasian security system, with no military blocs. He called it a Common European Home. No military blocs, no Warsaw Pact, no NATO, with centers of power in Brussels, Moscow, Ankara, maybe Vladivostok, other places. Just an integrated security system with no conflicts. That was one. Now the other vision was presented by George Bush, this is the “statesman,” Bush I and James Baker his secretary of state. There’s very good scholarship on this incidentally. We really know a lot about what happened, now that all the documents are out. Gorbachev said that he would agree to the unification of Germany, and even adherence of Germany to NATO, which was quite a concession, if NATO didn’t move to East Germany. And Bush and Baker promised verbally, that’s critical, verbally that NATO would not expand “one inch to the east,” which meant East Germany. Nobody was talking about anything farther at the time. They would not expand one inch to the east. Now that was a verbal promise. It was never written. NATO immediately expanded to East Germany. Gorbachev complained. He was told look, there’s nothing on paper. People didn’t actually say it but the implication was look, if you are dumb enough to take faith in a gentleman’s agreement with us, that’s your problem. NATO expanded to East Germany. There’s very interesting work, if you want to look into it by a young scholar in Texas named Joshua Shifrinson, it appeared in International Security, which is one of the prestige journals, published by MIT.4 He goes through the documentary record very carefully and he makes a pretty convincing case that Bush and Baker were purposely deceiving Gorbachev. The scholarship has been divided on that, maybe they just weren’t clear or something. But if you read it, I think it’s quite a convincing case, that they were purposely setting it up to deceive Gorbachev.
  • Okay, NATO expanded to East Berlin and East Germany. Under Clinton NATO expanded further, to the former Russian satellites. In 2008 NATO formally made an offer to Ukraine to join NATO. That’s unbelievable. I mean, Ukraine is the geopolitical heartland of Russian concern, quite aside from historical connections, population and so on. Right at the beginning of all of this, serious senior statesmen, people like Kennan for example and others warned that the expansion of NATO to the east is going to cause a disaster.5 I mean, it’s like having the Warsaw Pact on the Mexican border. It’s inconceivable. And others, senior people warned about this, but policymakers didn’t care. Just go ahead. Right now, where do we stand? Well right at the Russian border, both sides have been taking provocative actions, both sides are building up military forces. NATO forces are carrying out maneuvers hundreds of yards from the Russian border, the Russian jets are buzzing American jets. Anything could blow up in a minute. In a minute, you know. Any incident could instantly blow up. Both sides are modernizing and increasing their military systems, including nuclear systems. So what’s the purpose of NATO? Well actually we have an official answer. It isn’t publicized much, but a couple of years ago, the secretary-general of NATO made a formal statement explaining the purpose of NATO in the post-Cold War world is to control global energy systems, pipelines, and sea lanes. That means it’s a global system and of course he didn’t say it, it’s an intervention force under US command, as we’ve seen in case after case. So that’s NATO. So what happened to the years of defending Europe from the Russian hordes? Well, you can go back to NSC-68,6 and see how serious that was. So that’s what we’re living with.

U.S. Deploys Marines to Syria for Raqqa Operation Into Highly Disputed - Congested Theater - nsnbc international | nsnbc international - 0 views

  • The United States deployed U.S. Marines to northeastern Syria to provide artillery support for local forces in the upcoming assault against Islamic State in Raqqa. Turkey criticized the U.S. for supporting Syrian YPG/YPJ forces which Turkey designates as PKK-linked terrorists. So far, the Syrian government has not officially criticized the deployment but complained that Turkish forces targeted Syrian troops in Manbij. Turkey, for its part, has launched major operations against the PKK.
  • The deployment of U.S. Marines to the region prompted disputes between Turkey and the United States. One of the central issues is the question whether U.S. troops should back the Syrian Democratic Forces (SDF) which are dominated by the PYD and its military wings, the YPG and the all female YPJ, or whether the U.S. troops should back Turkish-led fighters under the umbrella of the so-called Free Syrian Army (FSA). The dispute happens as Turkish, Syrian, Russian, and U.S. troops and the various factions are preparing the assault on an estimated 4,000 fighters of the Islamic State (a.k.a. ISIS, ISIL, IS, Daesh) who are controlling the city of Raqqa. Any of these troops, the newly deployed U.S. Marines included, are entering a highly contested and highly congested theater. The contingent of U.S. Marines arrives Thursday. Their role is to provide artillery support, most probably for the SDF which already have U.S. Special Forces and “advisers” deployed among their ranks. After the arrival of the U.S. troops on Thursday, Turkey’s Foreign Minister Mevlut Cavusoglu warned that Turkish forces would strike the PYD’s YPG/YPJ forces in Manbij. This would imply that Turkey would carry out strikes against forces which already have Special Forces from Turkey’s NATO ally USA amidst their ranks. However, Cavusoglu argued that the Kurdish occupation of the town of Manbij and or Raqqa are a hindrance to what he describes as Turkish efforts to carve out a safe zone in northern Syria. Cavusoglu gave no deadline though for an attac but accused Washington of being confused in its planning for an attack on the IS stronghold of Raqqa.
  • The deployment marks an escalation of U.S. military involvement in Syria. Several hundred Special Operations troops have been advising the YPG-led Syrian Democratic Forces. Last weekend, some of those Special Forces, a hundred U.S. Rangers, deployed in Manbij in a bid to deter clashes between YPG fighters and Turkish-led fighters. The deployment comes as the administration of U.S. President Donald Trump debates a Raqqa plan drafted by Lt. Gen. Stephen Townsend, the U.S. commander overseeing the campaign against the Islamic State. However, on Thursday the top U.S. commander in the Middle East signalled that there will be a larger and longer American military presence in Syria, allegedly to accelerate the fight against the Islamic State group and quell friction within the complicated mix of warring factions there. Gen. Joseph Votel, head of U.S. Central Command, told Senators that he will need more conventional U.S. forces to insure stability once the fight to defeat Islamic State militants in their self-declared capital of Raqqa is over. The U.S. military, he said, can’t just leave once the fight is over because the Syrians will need help keeping IS out and ensuring the peaceful transition to local control.

  • Surprisingly, the Syrian government has not lodged a formal complaint against the latest deployment. U.S. troops are operating in Syria without a mandate from the UN Security Council or an “official” invitation from Syria. It may be that an “unofficial” or classified agreement has been reached involving Syria, Russia and the USA, but so far no verifiable information about such an agreement has been made available to the press. However, there have been Syrian complaints about Turkish activities. A Syrian military source said on Thursday that Turkish military forces targeted positions held by the Syrian Arab Army (SAA) allied forces in Manbij with artillery and rockets. The Turkish shelling reportedly targeted border guard checkpoints and claimed several lives. Russian President Vladimir Putin and Turkish President Erdogan, for their part, met in an attempt to bolster Turkish – Russian relations. Adding complexity to the highly volatile situation is that the Syrian PYD and its military wings, the YPG / YPJ are traditional allies of Turkey’s Kurdistan Worker’s party (PKK). The PKK as well as the PYD have functioned as a Russian / Syrian / and in part Iranian version of what NATO forces would describe as stay-behinds (or proxies).

  • The US National Security Agency (NSA) collected more than 151 million records of Americans' phone calls last year, even after Congress limited its ability to collect bulk call records.  A report from the office of Director of National Intelligence Dan Coats presented the first measure of the effects of the 2015 USA Freedom Act, which limited the NSA to collecting the phone records and contacts of people that the US and allied intelligence agencies suspect may have ties to "terrorism". NSA collected the 151 million records even though it had warrants from the secret Foreign Intelligence Surveillance Court to spy on only 42 suspects in 2016, in addition to a handful identified the previous year, the report said.

  • According to a new poll, Bernie Sanders is the most popular politician in America. The Harvard-Harris survey, published first in The Hill, found almost 60 percent of Americans view the Vermont senator favorably. Among certain demographics, the progressive politician's ratings are even higher: 80 percent of Democratic voters, 73 percent of registered black voters, and 68 percent of registered Hispanic voters view Sanders favorably. Massachusetts Sen. Elizabeth Warren also scored positively, with 38 percent approving of the liberal icon and only 32 percent disapproving. This isn't a marked change from prior polling. In late 2016, Sanders was also viewed as the lawmaker with the highest favorability ratings, earning  approval from more than 50 percent of the electorate.  The least popular political figure in America? Look to the White House, but not the Oval Office—though Donald Trump is 7 points underwater, 44/51. His beleaguered chief strategist, Steve Bannon, came in dead last in the survey. Only 16 percent give the former Breitbart publisher a thumbs-up, while a full 45 percent offer the opposite. "In losing to Hillary [Clinton], Bernie Sanders has floated above today's partisan politics while Bannon has, rightly or wrongly, taken the blame for the administration’s failures,” poll co-director Mark Penn from Harvard-Harris told The Hill.   • One of the most bizarre aspects of the all-consuming Russia frenzy is the Democrats’ fixation on changes to the RNC platform concerning U.S. arming of Ukraine. The controversy began in July when the Washington Post reported that “the Trump campaign worked behind the scenes last week to make sure the new Republican platform won’t call for giving weapons to Ukraine to fight Russian and rebel forces.” Ever since then, Democrats have used this language change as evidence that Trump and his key advisers have sinister connections to Russians and corruptly do their bidding at the expense of American interests. Democratic Senator Ben Cardin, the ranking member of the Senate Foreign Relations Committee, spoke for many in his party when he lambasted the RNC change in a July letter to the New York Times, castigating it as “dangerous thinking” that shows Trump is controlled, or at least manipulated, by the Kremlin. Democrats resurrected this line of attack this weekend when Trump advisers acknowledged that campaign officials were behind the platform change. This attempt to equate Trump’s opposition to arming Ukraine with some sort of treasonous allegiance to Putin masks a rather critical fact: namely, that the refusal to arm Ukraine with lethal weapons was one of Barack Obama’s most steadfastly held policies. CIA Documents Expose the Failed Torture Methods Used on Guantanamo's Most Famous Detainee | Alternet - 0 views

  • It is early on in Abu Zubaydah’s time at a CIA black site. He insists to his interrogators that he has no additional information on jihadist operations planned against the US, but his captor won’t stop slapping him. Eventually a hood is placed over Zubaydah's head and he is placed into a confinement box by unseen security officers. He is told this is his new home until he’s prepared to provide information on operations against the US.Several physically stressful hours in the confinement box fail to elicit any intelligence, so Zubaydah’s captors place him in an even smaller box. He makes painful groans and is forced to scoot out of the box on his hindquarters when he’s finally allowed out. He is immediately made to stand and backed up against a wall. Two interrogators begin to double-team him with rapid-fire questions. Zubaydah is told that if he does not cooperate, he will only bring more misery on himself. Again he denies having any additional knowledge, but this time, he isn’t slapped. Instead, Zubaydah is hooded and a water board is brought into the cell.Zubaydah is the first post-9/11 detainee to be waterboarded, and this is his first session. He coughs and vomits. The waterboarding lasts for over two hours, but he still insists he does not have any additional information beyond that which he already provided to the FBI. He is then put into the larger confinement box, where he spends the rest of the evening. The interrogation process resumes in the morning: more slapping, zero new information, and more time in the smaller box.This was a summary of CIA documents obtained by AlterNet’s Grayzone Project. The records were originally obtained by Zubaydah’s defense team through the discovery process and were provided to me by a source familiar with the case who considered their publication critical to the public’s understanding of Zubaydah’s treatment. The vast majority of the documents have not been available to the public prior to this story.

Mitchell’s private contracting company had received over $80 million from the CIA by the time their contract was terminated in 2009. The contract was terminated because, as the CIA Inspector General put it, there was no reason to believe Mitchell’s interrogation techniques were effective or even safe.Mitchell and the US government originally believed Zubaydah to be a top leader of Al Qaeda who had knowledge of imminent plots against the US; however, the government would later concede that Zubaydah was never an Al Qaeda leader but still contend that he poses a threat. According to the US government, Zubaydah "possibly" knew in advance about the bombing of the USS Cole in 2000 and attacks on American embassies in Africa in 1998.After his capture in Pakistan in 2002, Zubaydah was held in CIA black sites for four years where he was subjected to extended torture so intense he lost his left eye. Following his first waterboarding, he was subjected to the same form of torture 82 times. It is unclear the brutal methods applied to Zubaydah’s body elicited any valuable intelligence.

  • Earlier, SAA unites and allied forces carried out a number of intensive operations against the ISIS positions in the southeastern countryside of Aleppo, establishing control over the northeastern and middle parts of al-Tweihina Mountains to the east of Khanaser-Athria axis in the southeastern side of Aleppo countryside. An unspecified number of the ISIS terrorists there were killed in the operations and their equipment and fortifications were destroyed. In Deir Ez-Zor army and air force units carried out bombardments and airstrikes against ISIS positions and movement axes in Talet Alloush, al-Thardeh roundabout, al-Makabbat, the Panorama area and the surrounding hills, Palmyra road, al-Rashdiyeh neighborhood and in the villages of al-Jenineh and Aiyyash in Deir Ezzor province. A military source reported that about 70 ISIS fighters had been killed there while 4 vehicles with machine-guns, plus a number of canons and a truck were destroyed.

  • Years late to the party, mainstream media outlets like USA Today, Reuters, and Buzzfeed are just out with "breaking" and "exclusive" stories detailing how a vast arsenal of weapons sent to Syria by the CIA in cooperation with US allies fuelled the rapid growth of ISIS. Buzzfeed's story entitled, Blowback: ISIS Got A Powerful Missile The CIA Secretly Bought In Bulgaria, begins by referencing "a new report on how ISIS built its arsenal highlights how the US purchased munitions, intended for Syrian rebels, that ended up in the hands of the terrorist group." The original study that Buzzfeed and other media are referencing comes from a UK-based independent weapons research organization called Conflict Armament Research (CAR) which has had a team of weapons and munitions experts on the ground in the Middle East for years examining arms and equipment recovered from ISIS and other terrorist groups in Iraq and Syria. Using serial numbers, crate shipping markings, and all available forensics data, the CAR experts began finding that as early as 2013 to 2014 much of the Islamic State's advanced weapons systems as well as small arms were clearly sourced to the United States and the West. “Supplies of materiel into the Syrian conflict from foreign parties - notably the United States and Saudi Arabia - have indirectly allowed IS to obtain substantial quantities of anti-armor ammunition,” states the CAR report. “These weapons include anti-tank guided weapons and several varieties of rocket with tandem warheads, which are designed to defeat modern reactive armor.”
  • The study further reveals that in one notable instance, a weapons shipment of advanced missile systems switched hands from US intelligence to "moderate" Syrian groups to ISIS in only a two month time period. Though the report is now evoking shock and confusion among pundits, the same weapons research group has actually published similar findings and conclusions going years back into the Syrian conflict.  For example, a previous 2014 Conflict Armament Research report found that Balkan origin anti-tank rockets recovered from ISIS fighters appeared identical to those shipped in 2013 to Syrian rebel forces as part of a CIA program. And CAR's damning publications presenting such inconvenient empirical data have been consistent for years, yet were largely ignored and suppressed by analysts and mainstream media who were too busy cheerleading US support for Syrian "rebels" cast as romantic revolutionaries in their struggle to topple Assad and his secular nationalist government. Of course, it's an old story if you've been reading Zero Hedge or the profusion of independent outlets that have long reported the truth about the covert "dirty war" in Syria since nearly the beginning. 
  • Even though it's now suddenly acceptable and fashionable to admit - as does one recent BBC headline ("The Jihadis You Pay For") - that the US and Saudi covert program in Syria fuelled the rise of ISIS and various other al-Qaeda linked terror groups, it must be remembered that only a short time ago the mainstream media openly mocked analysts and writers who dared make the connection between the West's massive covert Syrian rebel aid programs and the al-Qaeda insurgents who so clearly benefited. When news of the 2012 Defense Intelligence Agency report  broke, which described what it called a "Salafist principality" or "an Islamic State" as a strategic asset or buffer in Syria that could be used by the Western coalition "in order to isolate the Syrian regime", American media outlets dismissed what was labelled a "conspiracy theory" at the time in spite of the hard evidence of a US military intelligence report being made available. The Daily Beast for example mocked what it called "The ISIS Conspiracy Theory that Ate the Web" - describing those analyzing the Pentagon intelligence document as far-right and far-left loons. This occurred even as the document was taken very seriously and analyzed in-depth by some of the world's foremost Middle East experts and investigative journalists in foreign outlets like the London Review of Books, The Guardian, Der Spiegal , as well as RT and Al Jazeera.
