There is no consensus within the administration about what the United States can or should do to try to bring a halt to the killing and stop what appears to be the increasingly inevitable fall of Aleppo, Syria’s largest city, to government forces.

But last Thursday, as the discussion moved up the chain to a contentious White House meeting of national security principals, top defense officials made clear that their position had not changed. They advised a possible increase in weapons aid to opposition fighters but said the United States should focus its own military firepower on the anti-Islamic State mission rather than risk a direct confrontation with Russia. Asked about the perception of a double shift, a senior defense official said the Pentagon’s position had not changed. “We still believe there are a number of ways to bolster the opposition and not compromise the anti-Islamic State mission,” this official said.

But others felt that they had been spun by the defense leadership. Amid increasing internal tension, one senior administration official insisted that both the Syrian opposition and U.S. allies have pressed for a continuation of negotiations and discouraged talk of military intervention. Obama’s position on the subject, this official said, has been “consistent. We do not believe there is a military solution to this conflict. There are any number of challenges that come with applying military force in this context.” In Obama’s recent speech at the United Nations, the official noted, Obama repeated that “there’s no ultimate military victory to be won” in Syria. Instead, Obama said, “we’re going to have to pursue the hard work of diplomacy that aims to stop the violence, and deliver aid to those in need, and support those who pursue a political settlement.” No proposals have been presented to Obama for a decision, and some in the administration think the White House is willing to let time run out on Aleppo, in part to preserve options for a new administration.

A contractor working for the National Security Agency (NSA) was arrested by the FBI following his alleged theft of “state secrets.” More specifically, the contractor, Harold Thomas Martin, is charged with stealing highly classified source codes developed to covertly hack the networks of foreign governments, according to several senior law enforcement and intelligence officials. The Justice Department has said that these stolen materials were “critical to national security.” Martin was employed by Booz Allen Hamilton, the company responsible for most of the NSA’s most sensitive cyber-operations. Edward Snowden, the most well-known NSA whistleblower, also worked for Booz Allen Hamilton until he fled to Hong Kong in 2013 where he revealed a trove of documents exposing the massive scope of the NSA dragnet surveillance. That surveillance system was shown to have targeted untold numbers of innocent Americans. According to the New York Times, the theft “raises the embarrassing prospect” that an NSA insider managed to steal highly damaging secret information from the NSA for the second time in three years, not to mention the “Shadow Broker” hack this past August, which made classified NSA hacking tools available to the public.

Snowden himself took to Twitter to comment on the arrest. In a tweet, he said the news of Martin’s arrest “is huge” and asked, “Did the FBI secretly arrest the person behind the reports [that the] NSA sat on huge flaws in US products?” It is currently unknown if Martin was connected to those reports as well.

It also remains to be seen what Martin’s motivations were in removing classified data from the NSA. Though many suspect that he planned to follow in Snowden’s footsteps, the government will more likely argue that he had planned to commit espionage by selling state secrets to “adversaries.” According to the New York Times article on the arrest, Russia, China, Iran, and North Korea are named as examples of the “adversaries” who would have been targeted by the NSA codes that Martin is accused of stealing. However, Snowden revealed widespread US spying on foreign governments including several US allies such as France and Germany. This suggests that the stolen “source codes” were likely utilized on a much broader scale.

The Reagan administration officials hoped to secure the release of several U.S. hostages, and then take proceeds from the arms sales to Iran, to fund the Contras in Nicaragua. Sounds familiar?

In Obama’s second term, Secretary of State Hillary Clinton authorized the shipment of American-made arms to Qatar, a country beholden to the Muslim Brotherhood, and friendly to the Libyan rebels, in an effort to topple the Libyan/Gaddafi government, and then ship those arms to Syria in order to fund Al Qaeda, and topple Assad in Syria. Clinton took the lead role in organizing the so-called “Friends of Syria” (aka Al Qaeda/ISIS) to back the CIA-led insurgency for regime change in Syria. Under oath Hillary Clinton denied she knew about the weapons shipments during public testimony in early 2013 after the Benghazi terrorist attack. As the numerous and obvious ethical conflicts surrounding the Clinton Foundation receive more media scrutiny, the tactic of Clinton-loyal journalists is to highlight the charitable work done by the foundation, and then insinuate — or even outright state — that anyone raising these questions is opposed to its charity. James Carville announced that those who criticize the foundation are “going to hell.” Other Clinton loyalists insinuated that Clinton Foundation critics are indifferent to the lives of HIV-positive babies or are anti-gay bigots. That the Clinton Foundation has done some good work is beyond dispute. But that fact has exactly nothing to do with the profound ethical problems and corruption threats raised by the way its funds have been raised. Hillary Clinton was America’s chief diplomat, and tyrannical regimes such as the Saudis and Qataris jointly donated tens of millions of dollars to an organization run by her family and operated in its name, one whose works has been a prominent feature of her public persona. That extremely valuable opportunity to curry favor with the Clintons, and to secure access to them, continues as she runs for president.

The claim that this is all just about trying to help people in need should not even pass a laugh test, let alone rational scrutiny. To see how true that is, just look at who some of the biggest donors are. Although it did not give while she was secretary of state, the Saudi regime by itself has donated between $10 million and $25 million to the Clinton Foundation, with donations coming as late as 2014, as she prepared her presidential run. A group called “Friends of Saudi Arabia,” co-founded “by a Saudi Prince,” gave an additional amount between $1 million and $5 million. The Clinton Foundation says that between $1 million and $5 million was also donated by “the State of Qatar,” the United Arab Emirates, and the government of Brunei. “The State of Kuwait” has donated between $5 million and $10 million. Theoretically, one could say that these regimes — among the most repressive and regressive in the world — are donating because they deeply believe in the charitable work of the Clinton Foundation and want to help those in need. Is there a single person on the planet who actually believes this? Is Clinton loyalty really so strong that people are going to argue with a straight face that the reason the Saudi, Qatari, Kuwaiti and Emirates regimes donated large amounts of money to the Clinton Foundation is because those regimes simply want to help the foundation achieve its magnanimous goals?

All those who wish to argue that the Saudis donated millions of dollars to the Clinton Foundation out of a magnanimous desire to aid its charitable causes, please raise your hand. Or take the newfound casting of the Clinton Foundation as a champion of LGBTs, and the smearing of its critics as indifferent to AIDS. Are the Saudis also on board with these benevolent missions? And the Qataris and Kuwaitis?

Secretary of State John Kerry was clearly exasperated, not least at his own government. Over and over again, he complained to a small group of Syrian civilians that his diplomacy had not been backed by a serious threat of military force, according to an audio recording of the meeting obtained by The New York Times.

At the meeting last week, Mr. Kerry was trying to explain that the United States has no legal justification for attacking Mr. Assad’s government, whereas Russia was invited in by the government.

His frustrations and dissent within the Obama administration have hardly been a secret, but in the recorded conversation, Mr. Kerry lamented being outmaneuvered by the Russians, expressed disagreement with some of Mr. Obama’s policy decisions and said Congress would never agree to use force. 0:19

The Pentagon said initially that the airstrike was a mistake and targeted Daesh militants. The head of the Syrian parliament, added during her visit to Iran that after the coalition’s airstrikes on the government troops, the US military directed terrorists’ attack on the Syrian army.

The attack on government positions put to test a US-Russia brokered nationwide ceasefire that came into being in Syria earlier that week. Russia’s Foreign Minister Sergei Lavrov said last Friday it was necessary to separate Daesh terrorists from “moderate” opposition forces in order to salvage the truce. Well, China is not “making our product”; the manufacturing process is Made in China – then exported to the US. Most of the profits benefit US corporations – everything from design, licensing and royalties to advertising, financing and retail margins. If the mantras manage to spell out a partial truth - the US has lost manufacturing jobs to China, China is the “factory of the world” – they don't spell out the hidden truth that those who profit are essentially major corporations.China does not “devalue their currency”; the People’s Bank of China periodically adjusts the yuan according to a very narrow band. The major practitioners of quantitative easing (QE) are actually the US, as well as Japan and the European Central Bank (ECB). And the currency of global consumer goods manufacturing continues to be the US dollar, not the yuan.

Beijing also is not “using our country as a piggy bank to rebuild China.” This is all about balance of payments. What US consumers spend on Made in China products – many of them delocalized by US corporations – is pumped back to the US as capital inflows that keep interest rates down and help to support the Empire of Chaos’s global hegemony.

As opposed to the current patchwork of states that have legalized either medical marijuana, its recreational use, or both, the analysis looked at what could happen if the U.S. government made it legal to sell marijuana nationwide and included these major findings: If full legalization occurred in all 50 states today, there would be an excess of 782,000 jobs, and would increase to 1.1 million jobs by 2025.Full legalization would result in more legal businesses participating in the market, more consumers participating in the legal market, and more employees on official payrolls, resulting in $4 billion in payroll taxes. By 2025, payroll deductions would increase to $5.9 billion.Assuming a sales tax at the federal level was implemented at 15%, the total tax revenues from 2017–2025 would theoretically be $51.7 billion. This amount of revenue would be entirely new revenue to the U.S. Treasury, as there are currently no federal sales or excise taxes.By combining the business tax revenues, the payroll withholdings based on the theoretical employment required to support the industry, and the 15% retail sales tax, one can calculate the total federal tax revenue potential of legalization: The combined total is estimated to be $131.8 billion.The difference between the current structure and the theoretical model is a $76.8 billion increase in federal tax revenues. The new data comes in the wake of polling that shows historic levels of support for marijuana legalization nationwide. In October of 2017, a Gallup survey found that 64 percent of Americans now favor legal marijuana—the highest level ever recorded. It's also an issue that receives backing from people across the political spectrum. According to the Gallup poll, a majority of Republicans (51%) are in favor while Independents (67%) and Democrats (72%) support legalization at even higher levels.

Much Needed New Scrutiny of the Clinton Foundation   Will there ever be a serious investigation and prosecution of the Clinton cash machine? Maybe. Micah Morrison, our chief investigative reporter, has an important update in his latest Investigative Bulletin:   Rumors have been floating up from Little Rock for months now of a new investigation into the Clinton Foundation. John Solomon advanced the story recently in a January report for The Hill. FBI agents in the Arkansas capital, he wrote, “have taken the lead” in a new Justice Department inquiry “into whether the Clinton Foundation engaged in any pay-to-play politics or other illegal activities while Hillary Clinton served as secretary of state.” Solomon reports that the probe “may also examine whether any tax-exempt assets were converted for personal or political use and whether the foundation complied with applicable tax laws.”   Main Justice also is “re-examining whether there are any unresolved issues from the closed case into Clinton’s transmission of classified information through her personal email server,” Solomon notes.   Solomon is not alone. The Wall Street Journal is tracking the story. And earlier this month, investigative journalist Peter Schweizer cryptically told SiriusXM radio that federal authorities should “convene a grand jury” in Little Rock “and let the American people look at the evidence” about the Clinton Foundation.   Judicial Watch continues to turn up new evidence of Clinton pay-to-play and mishandling of classified information. In recent months, through FOIA litigation, Judicial Watch has forced the release of more than 2,600 emails and documents from Mrs. Clinton and her associates, with more to come. The emails include evidence of Clinton Foundation donors such XL Keystone lobbyist Gordon Griffin, futures brokerage firm CME Group chairman Terrence Duffy, and an associate of Shangri La Entertainment mogul Steve Bing seeking special favors from the State Department. Mrs. Clinton and her former State Department deputy chief of staff, Huma Abedin, sent and received classified information through unsecure channels. The emails and documents involved sensitive information about President Obama, the Middle East, Africa, Afghanistan, Mexico, Burma, India, intelligence-related operations and world leaders. But mishandling of classified information is a serious matter. And the tax angle is intriguing, even if you’re not Al Capone. The tenacious financial expert Charles Ortel, who has been digging deep into Clinton finances for years, told us back in 2015 that there are “epic problems” with the entire Clinton Foundation edifice, which traces its origins back to Arkansas. He noted that independent accounting firms may have been “duped by false and materially misleading representations” made by Clinton charitable entities. Down in Arkansas, law enforcement may be finally catching up with Ortel’s insights.

The Iraqi parliament has demanded that its government sets a deadline for the withdrawal of foreign troops, piling pressure on the prime minister, Haider al-Abadi, who is seeking re-election in May. There are believed to be more than 5,000 US soldiers stationed in Iraq to fight Islamic State. American troops make up the largest foreign presence, although Washington formed a 74-country coalition to help fight Isis. The US has been reluctant to significantly reduce those numbers. Mr Abadi declared victory over Isis in December but pockets of militants still operate in the north of the country. The parliament voted yesterday to set a timetable for the withdrawal of foreign forces.

Two psychologists, James Mitchell and Bruce Jessen, who were contracted by the CIA to develop torture techniques, agreed to a confidential settlement with torture survivors. The American Civil Liberties Union (ACLU) sued Mitchell and Jessen on behalf of Suleiman Abdullah Salim, Mohamed Ahmed Ben Soud, and the family of Gul Rahman. The lawsuit alleged the CIA contractors committed crimes that included water torture, forcing prisoners into boxes, and chaining prisoners in painful stress positions to walls.

Mitchell, Jessen, and plaintiffs agreed to release the following joint statement: Drs. Mitchell and Jessen acknowledge that they worked with the CIA to develop a program for the CIA that contemplated the use of specific coercive methods to interrogate certain detainees.” Plaintiff Gul Rahman was subjected to abuses in the CIA program that resulted in his death and in pain and suffering for his family. Plaintiffs Suleiman Abdullah Salim and Mohamed Ahmed Ben Soud were also subjected to coercive methods in the CIA program, which resulted in pain and suffering for them and their families. Plaintiffs assert that they were subjected to some of the methods proposed by Drs. Mitchell and Jessen to the CIA and stand by their allegations regarding the responsibility of Drs. Mitchell and Jessen. Drs. Mitchell and Jessen assert that the abuses of Mr. Salim and Mr. Ben Soud occurred without their knowledge or consent and that they were not responsible for those actions. Drs. Mitchell and Jessen also assert that they were unaware of the specific abuses that ultimately caused Mr. Rahman’s death and are also not responsible for those actions.” Drs. Mitchell and Jessen state that it is regrettable that Mr. Rahman, Mr. Salim, and Mr. Ben Soud suffered these abuses.

The settlement comes after Judge Justin Quackenbush denied a last-ditch effort by Mitchell and Jessen to get the lawsuit dismissed. They invoked the cases of accused Nazi war criminals to argue they should not be held responsible for the torture techniques they developed. Quackenbush was not persuaded by the contractors’ arguments and suggested a “finder of fact” might conclude that since they were at secret detention sites they “exercised significant control during individual interrogations.”

According to Syrian Democratic Forces (SDF) spokesman Talal Silo, the strategic interests of the United States in Syria dictate that its forces will continue to occupy the northern regions of the country, in collusion with Kurdish separatist wishes, for many decades to come. According to the SDF representative, Washington will continue to develop its strategic policies in SDF-occupied northern Syria via various military and economic cooperation initiatives with Kurdish-dominated political structures that have been established under the Democratic Union Party (PYD) long after ISIS in gone. In the past, Silo has openly admitted that the SDF is a tool of American foreign policy in Syria and that the alliance group is forbidden by its US handlers from cooperating with either the Damascus government or Russia. The announcement by Silo comes around the same time British Army representative for Operation Inherent Resolve Major General Rupert Jones said that the US-led coalition (supposedly against ISIS) would not allow “Syrian regime forces” to move north of the Euphrates River (into SDF-occupied regions). In doing so, Jones essential confirmed suspicions long-expressed by pro-Damascus analysts that Western powers (led by US) pursue a second unspoken policy in Syria aimed at preventing government forces from restoring sovereignty in the country’s northern regions.

Never has there been a greater divide between Democrats and Republicans on the subject of Israel in 40 years of polling, according to a survey published on Tuesday.The Pew Research Center findings show Republicans more sympathetic than ever toward Israel, with Democrats increasingly divided, now equally likely to support the Palestinian cause. Prime Minister Benjamin Netanyahu remains a particularly divisive force.

Overall, 79% of Republicans sympathize with Israel compared to only 27% of Democrats.Americans who are more favorably inclined to Israel are less likely to believe a two-state solution is possible than those inclined to the Palestinians. And belief in the possibility of peace is correlated with age: the younger you are, the more hopeful you are likely to be for an agreement.“Since 2001, the share of Republicans sympathizing more with Israel than the Palestinians has increased 29 percentage points,” the pollsters found. “Over the same period, the share of Democrats saying this has declined 11 points.”In November, the Jewish Democratic Council of America launched with a mission to reengage Democrats on the politics of Israel and to reclaim a supportive narrative.Israel’s ambassador to the US, Ron Dermer, addressed the group’s launch event, where he characterized bipartisan support for Israel as a strategic asset.“You cannot fly a plane with one wing,” he said.

A Turkish official said anyone supporting the YPG militia will become "a target", a warning likely to rile the United States as its forces work alongside the Kurdish armed group on the ground in northern Syria. Deputy Prime Minister Bekir Bozdag's comments on Thursday came after Turkey threatened to attack the town of Manbij as part of its cross-border operation against the Afrin region, controlled by the Kurdish fighters. The US has about 2,000 soldiers based in Manbij - about 100km east of Afrin - who work with the YPG in fighting Islamic State of Iraq and the Levant (ISIL, also known as ISIS). If the US wants to "avoid a confrontation with Turkey - which neither they nor Turkey want - the way to this is clear: they must cut support given to terrorists", Bozdag told Turkish broadcaster A Haber. "Those who support the terrorist organisation will become a target in this battle. The United States needs to review its soldiers and elements giving support to terrorists on the ground in such a way as to avoid a confrontation with Turkey," he said. There was no immediate response from the US to Bozdag's comments on Thursday.

The US military coalition operating in Manbij on Wednesday said American soldiers there have the right to defend themselves against any attack. "The coalition forces that are in that area have an inherent right to defend themselves and will do so if necessary," spokesman Colonel Ryan Dillon said. 

 A bipartisan amendment introduced by Rep. Keith Ellison (D-MN) and cosponsored by Reps. Barbara Lee (D-CA), Ro Khanna (D-CA), Jan Schakowsky (D-IL), Jim McGovern (D-MA) and Walter Jones (R-NC) passed the U.S. House as part of the National Defense Authorization Act of 2019 WASHINGTON —On Tuesday night, the House unanimously passed an amendment making clear Congress’s position that no law exists which gives the President power to launch a military strike against Iran. Today, that amendment passed the U.S. House as part of the National Defense Authorization Act of 2019. “The unanimous passage of this bipartisan amendment is a strong and timely counter to the Trump administration’s withdrawal from the Iran deal and its increasingly hostile rhetoric,” Rep. Ellison said. “This amendment sends a powerful message that the American people and Members of Congress do not want a war with Iran. Today, Congress acted to reclaim its authority over the use of military force.”

Colombia will be part, starting next week, of the North Atlantic Treaty Organization (NATO) as the first Latin American "global partner", announced on Friday the president of that nation, Juan Manuel Santos. "We will formalize in Brussels next week -and this is very important- the entry of Colombia into NATO in the category of global partner, we will be the only country in Latin America with this privilege," the president said in a televised address from the presidential Narino Palace.

Gibbs: One of the surprises of the post-Cold War era is the persistence of the North Atlantic Treaty Organization and other US-led alliances. These alliances were created during the Cold War mainly or exclusively for containing the claimed Soviet threat. In 1991, the USSR disappeared from the map, but the anti-Soviet alliance systems persisted and in fact expanded. How do we account for the persistence and expansion of NATO? What in your view is the purpose of NATO after the Cold War? Chomsky: We have official answers to that. It’s a very interesting question, which I was planning to talk about but didn’t have time. So thanks. It’s a very interesting question. For fifty years, we heard NATO is necessary to save Western Europe from the Russian hordes, you know the slave state, stuff I was taking about. In 1990-91, no Russian hordes. Okay, what happens? Well there are actually visions of the future system that were presented. One was Gorbachev. He called for a Eurasian security system, with no military blocs. He called it a Common European Home. No military blocs, no Warsaw Pact, no NATO, with centers of power in Brussels, Moscow, Ankara, maybe Vladivostok, other places. Just an integrated security system with no conflicts. That was one. Now the other vision was presented by George Bush, this is the “statesman,” Bush I and James Baker his secretary of state. There’s very good scholarship on this incidentally. We really know a lot about what happened, now that all the documents are out. Gorbachev said that he would agree to the unification of Germany, and even adherence of Germany to NATO, which was quite a concession, if NATO didn’t move to East Germany. And Bush and Baker promised verbally, that’s critical, verbally that NATO would not expand “one inch to the east,” which meant East Germany. Nobody was talking about anything farther at the time. They would not expand one inch to the east. Now that was a verbal promise. It was never written. NATO immediately expanded to East Germany. Gorbachev complained. He was told look, there’s nothing on paper. People didn’t actually say it but the implication was look, if you are dumb enough to take faith in a gentleman’s agreement with us, that’s your problem. NATO expanded to East Germany. There’s very interesting work, if you want to look into it by a young scholar in Texas named Joshua Shifrinson, it appeared in International Security, which is one of the prestige journals, published by MIT.4 He goes through the documentary record very carefully and he makes a pretty convincing case that Bush and Baker were purposely deceiving Gorbachev. The scholarship has been divided on that, maybe they just weren’t clear or something. But if you read it, I think it’s quite a convincing case, that they were purposely setting it up to deceive Gorbachev.

Okay, NATO expanded to East Berlin and East Germany. Under Clinton NATO expanded further, to the former Russian satellites. In 2008 NATO formally made an offer to Ukraine to join NATO. That’s unbelievable. I mean, Ukraine is the geopolitical heartland of Russian concern, quite aside from historical connections, population and so on. Right at the beginning of all of this, serious senior statesmen, people like Kennan for example and others warned that the expansion of NATO to the east is going to cause a disaster.5 I mean, it’s like having the Warsaw Pact on the Mexican border. It’s inconceivable. And others, senior people warned about this, but policymakers didn’t care. Just go ahead. Right now, where do we stand? Well right at the Russian border, both sides have been taking provocative actions, both sides are building up military forces. NATO forces are carrying out maneuvers hundreds of yards from the Russian border, the Russian jets are buzzing American jets. Anything could blow up in a minute. In a minute, you know. Any incident could instantly blow up. Both sides are modernizing and increasing their military systems, including nuclear systems. So what’s the purpose of NATO? Well actually we have an official answer. It isn’t publicized much, but a couple of years ago, the secretary-general of NATO made a formal statement explaining the purpose of NATO in the post-Cold War world is to control global energy systems, pipelines, and sea lanes. That means it’s a global system and of course he didn’t say it, it’s an intervention force under US command, as we’ve seen in case after case. So that’s NATO. So what happened to the years of defending Europe from the Russian hordes? Well, you can go back to NSC-68,6 and see how serious that was. So that’s what we’re living with.

The United States deployed U.S. Marines to northeastern Syria to provide artillery support for local forces in the upcoming assault against Islamic State in Raqqa. Turkey criticized the U.S. for supporting Syrian YPG/YPJ forces which Turkey designates as PKK-linked terrorists. So far, the Syrian government has not officially criticized the deployment but complained that Turkish forces targeted Syrian troops in Manbij. Turkey, for its part, has launched major operations against the PKK.

The deployment of U.S. Marines to the region prompted disputes between Turkey and the United States. One of the central issues is the question whether U.S. troops should back the Syrian Democratic Forces (SDF) which are dominated by the PYD and its military wings, the YPG and the all female YPJ, or whether the U.S. troops should back Turkish-led fighters under the umbrella of the so-called Free Syrian Army (FSA). The dispute happens as Turkish, Syrian, Russian, and U.S. troops and the various factions are preparing the assault on an estimated 4,000 fighters of the Islamic State (a.k.a. ISIS, ISIL, IS, Daesh) who are controlling the city of Raqqa. Any of these troops, the newly deployed U.S. Marines included, are entering a highly contested and highly congested theater. The contingent of U.S. Marines arrives Thursday. Their role is to provide artillery support, most probably for the SDF which already have U.S. Special Forces and “advisers” deployed among their ranks. After the arrival of the U.S. troops on Thursday, Turkey’s Foreign Minister Mevlut Cavusoglu warned that Turkish forces would strike the PYD’s YPG/YPJ forces in Manbij. This would imply that Turkey would carry out strikes against forces which already have Special Forces from Turkey’s NATO ally USA amidst their ranks. However, Cavusoglu argued that the Kurdish occupation of the town of Manbij and or Raqqa are a hindrance to what he describes as Turkish efforts to carve out a safe zone in northern Syria. Cavusoglu gave no deadline though for an attac but accused Washington of being confused in its planning for an attack on the IS stronghold of Raqqa.

The deployment marks an escalation of U.S. military involvement in Syria. Several hundred Special Operations troops have been advising the YPG-led Syrian Democratic Forces. Last weekend, some of those Special Forces, a hundred U.S. Rangers, deployed in Manbij in a bid to deter clashes between YPG fighters and Turkish-led fighters. The deployment comes as the administration of U.S. President Donald Trump debates a Raqqa plan drafted by Lt. Gen. Stephen Townsend, the U.S. commander overseeing the campaign against the Islamic State. However, on Thursday the top U.S. commander in the Middle East signalled that there will be a larger and longer American military presence in Syria, allegedly to accelerate the fight against the Islamic State group and quell friction within the complicated mix of warring factions there. Gen. Joseph Votel, head of U.S. Central Command, told Senators that he will need more conventional U.S. forces to insure stability once the fight to defeat Islamic State militants in their self-declared capital of Raqqa is over. The U.S. military, he said, can’t just leave once the fight is over because the Syrians will need help keeping IS out and ensuring the peaceful transition to local control.

U.S. President Donald Trump's administration is weighing a deployment of up to 1,000 American soldiers to Kuwait to serve as a reserve force in the fight against Islamic State as U.S.-backed fighters accelerate the offensive in Syria and Iraq, U.S. officials told Reuters.Proponents of the option, which has not been previously reported, said it would provide U.S. commanders on the ground greater flexibility to quickly respond to unforeseen opportunities and challenges on the battlefield.It would also represent a step away from standard practices under President Barack Obama's administration by leaving the ultimate decision on whether to deploy some of those Kuwait-based reserve forces in Syria or Iraq to local commanders."This is about providing options," said one U.S. official, who spoke on condition of anonymity.The officials said the deployment would differ from the existing U.S. troop presence in Kuwait.It was unclear whether the proposal had the support of U.S. Defense Secretary Jim Mattis, who could opt to use other tools to give commanders more agility.
