India is now the world's third largest economy in terms of purchasing power parity, ahead of Japan and behind the US and China which hold the top two spots. This was revealed by the 2011 round of the World Bank's International Comparison Program (ICP) released on Tuesday. "The United States remained the world’s largest economy, but it was closely followed by China when measured using PPPs. India was now the world’s third largest economy, moving ahead of Japan," the report said. (Read report) It highlighted the fact that the largest economies were not the richest, as shown in the ranking of GDP per capita. The middle-income economies with large economies also had large populations, setting the stage for continued growth, it added.

The Colombian government and leftist Farc rebels have announced that they have reached a deal on a bilateral ceasefire that would be the last major step toward ending one of the world’s longest wars. “We have arrived with success at an agreement on the bilateral and definitive ceasefire and end to hostilities,” both sides said in a statement read to media in Havana. The accord will be signed on Thursday in Havana by President Juan Manuel Santos and Revolutionary Armed Forces of Colombia, or FARC, rebel leader Rodrigo Londono, better known by his nom de guerre Timochenko. President Juan Manuel Santos will travel to Cuba on Thursday for the announcement with the Revolutionary Armed Forces of Colombia, or Farc. The UN secretary general, Ban Ki-moon, announced he would also be present to witness the signing of the deal. The presidents of Cuba, Venezuela and Chile, the three countries sponsoring the almost four-year-old peace talks in Havana, were also expected, and the Obama administration will send its special envoy to the talks, former diplomat Bernard Aronson.

Colombia’s conflict has killed more than 220,000 people and displaced millions since 1964. But a 15-year, US-backed military offensive thinned the rebels’ ranks and forced its ageing leaders to the negotiating table in 2012.

In addition to announcing a framework for the ceasefire, both sides said they agreed on how the Farc’s estimated 7,000 fighters will demobilise and hand over their weapons, as well as the security guarantees that will be provided to leftist activists after the conflict ends. Negotiators in January tasked the UN with monitoring adherence to an eventual ceasefire and resolving disputes emerging from the demobilisation.

The top lawyer for the US intelligence community and the National Security Agency said on Wednesday that the spy agencies are giving new consideration to the privacy rights of non-Americans in the wake of a diplomatic row over the surveillance of foreign leaders. Speaking at a conference on national security law sponsored by the American Bar Association on Thursday, the general counsel for the office of the director of national intelligence, Robert Litt, said intelligence chiefs were giving "a lot of thought" to the issue. His comments came a day after General Keith Alexander, the NSA director, stated that the spy agency is open to scaling back some of its operations on foreign leaders, following an unfolding diplomatic crisis sparked by revelations that the NSA spied on German chancellor Angela Merkel. 

US law provides greater legal protection to those defined as "US persons", which includes American citizens and foreigners living in the US. "On the issue of US person versus non-US person, that’s an issue we’re giving a lot of thought to now,” said Litt. “It’s not surprising that the law gives more protections to US citizens or persons who are in this country,” Litt added. “That doesn’t mean that we have no protection for non-US persons, and the principal protection we have is the requirement that the collection, retention and dissemination of information has to be for a valid foreign intelligence purpose.” Litt said the intelligence agencies were “giving some thought to whether there are ways that we can both introduce a little more rigor into that requirement and perhaps a little more transparency into how we enforce that requirement.” Litt and NSA general counsel Rajesh De would not answer a question from the Guardian about the legal basis for a different, unfolding NSA controversy: the new allegation that the NSA intercepts data transiting between the foreign data centers of Google and Yahoo, two longtime NSA partners, published in the Washington Post.

But De took issue with a suggestion that the Post story prompted that the NSA interception would at times rely on a seminal executive order that defines basic powers and operations of the intelligence agencies, known as Executive Order 12333, rather than the relatively restrictive Foreign Intelligence Surveillance Act, or Fisa. “The implication, the insinuation, the suggestion or the outright statement that an agency like NSA would use authority under Executive Order 12333 to evade, skirt or go around Fisa is simply inaccurate,” De said. On Tuesday, the director of national intelligence, James Clapper, testified to the House intelligence panel that they considered US corporations to be “US persons,” meaning their communications and associated data enjoyed legal privileges associated with citizenship. But neither Litt nor De would explain whether that category protected communications data transiting between the data centers of US companies.

Senior Pentagon officials described the Islamic State (Isis) militant group as an “apocalyptic” organisation that posed an “imminent threat” on Thursday, yet the highest ranking officer in the US military said that in the short term, it was sufficient for the United States to “contain” the group that has reshaped the map of Iraq and Syria. Army general Martin Dempsey, chairman of the joint chiefs of staff, told reporters in a Pentagon briefing that while Isis would eventually have to be defeated, the US should concentrate on building allies in the region to oppose the group that murdered an American journalist, James Foley. “It is possible to contain them,” Dempsey said, in a Pentagon press conference alongside the defense secretary, Chuck Hagel. “They can be contained, but not in perpetuity. This is an organisation that has an apocalyptic, end-of-days strategic vision which will eventually have to be defeated.”

Dempsey’s comments came a day after secretary of state John Kerry said Isis “must be destroyed” following the killing of Foley, the first American known to have died at the hands of Isis. President Obama had referred to the organisation as a “cancer”. Their remarks raised expectations that the administration was preparing for a wider war aimed at wiping out Isis, rather than stopping its advances in Iraq. Internal administration deliberations over a response to Isis continue, and US officials predicted that there would be little departure from the strategy of limited airstrikes launched since 8 August. One said the military plan “may ultimately evolve”.

We’ve long noted that Saudi Arabia is a huge supporter of terrorism. But the new Saudi king is particularly bad. Investors Business Daily notes: King Salman has a history of funding al-Qaida, and his son has been accused of knowing in advance about the 9/11 attacks. *** Salman once ran a Saudi charity tied to al-Qaida and has been named a defendant in two lawsuits accusing the Saudi royal family of helping the 9/11 terrorists, one of which the U.S. Supreme Court recently let move forward after years of being blocked by the State Department and the well-funded Saudi lobby. Plaintiffs have provided an enormous amount of material to source their accusations against Salman. Here’s why his ascension to the throne is not good news, especially as the terrorism threat grows: • Salman once headed the Saudi High Commission for Relief to Bosnia and Herzegovina, which served as a key charitable front for al-Qaida in the Balkans. • According to a United Nations-sponsored investigation, Salman in the 1990s transferred more than $120 million from commission accounts under his control — as well as his own personal accounts — to the Third World Relief Agency, another al-Qaida front and the main pipeline for illegal weapons shipments to al-Qaida fighters in the Balkans.

• A U.N. audit found that the money was transferred following meetings with Salman, transfers that had no legitimate “humanitarian” purpose. • Former CIA officer Robert Baer has reported that an international raid of Saudi High Commission offices found evidence of terrorist plots against America. • Baer also revealed that Salman “personally approved” distribution of funds from the International Islamic Relief Organization, which also has provided material support to al-Qaida. • A recent Gulf Institute report says Salman and former Saudi intelligence chief Prince Turki al-Faisal knowingly aided and abetted al-Qaida in the run-up to 9/11. • Salman works closely with Saudi clerics Saleh al-Moghamsy, a radical anti-Semite, and Safar Hawali, a one-time mentor of Osama bin Laden, according to the Washington Free Beacon. • In “Why America Slept,” author Gerald Posner claimed that Salman’s son Ahmed bin Salman also had ties to al-Qaida and even advance knowledge of the Sept. 11, 2001 attacks.

David Andrew Weinberg provides a superb round-up of Salman’s ties to terrorism and extremism: As former CIA official Bruce Riedel astutely pointed out, Salman was the regime’s lead fundraiser for mujahideen, or Islamic holy warriors, in Afghanistan in the 1980s, as well as for Bosnian Muslims during the Balkan struggles of the 1990s. In essence, he served as Saudi Arabia’s financial point man for bolstering fundamentalist proxies in war zones abroad. As longtime governor of Riyadh, Salman was often charged with maintaining order and consensus among members of his family. Salman’s half brother King Khalid (who ruled from 1975 to 1982) therefore looked to him early on in the Afghan conflict to use these family contacts for international objectives, appointing Salman to run the fundraising committee that gathered support from the royal family and other Saudis to support the mujahideen against the Soviets. Riedel writes that in this capacity, Salman “work[ed] very closely with the kingdom’s Wahhabi clerical establishment.” Another CIA officer who was stationed in Pakistan in the late 1980s estimates that private Saudi donations during that period reached between $20 million and $25 million every month. And as Rachel Bronson details in her book, Thicker Than Oil: America’s Uneasy Partnership With Saudi Arabia, Salman also helped recruit fighters for Abdul Rasul Sayyaf, an Afghan Salafist fighter who served as a mentor to both Osama bin Laden and 9/11 mastermind Khalid Sheikh Mohammed.

The psychologist regarded as the architect of the CIA's “enhanced interrogation” program has broken a seven-year silence to defend the use of torture techniques against al-Qaida terror suspects in the wake of the 9/11 attacks.In an uncompromising and wide-ranging interview with the Guardian, his first public remarks since he was linked to the program in 2007, James Mitchell was dismissive of a Senate intelligence committee report on CIA torture in which he features, and which is currently at the heart of an intense row between legislators and the agency.The committee’s report found that the interrogation techniques devised by Mitchell, a retired air force psychologist, were far more brutal than disclosed at the time, and did not yield useful intelligence. These included waterboarding, stress positions, sleep deprivation for days at a time, confinement in a box and being slammed into walls.

But Mitchell, who was reported to have personally waterboarded accused 9/11 mastermind Khalid Sheikh Mohammed, remains unrepentant. “The people on the ground did the best they could with the way they understood the law at the time,” he said. “You can't ask someone to put their life on the line and think and make a decision without the benefit of hindsight and then eviscerate them in the press 10 years later.”

He said the context in which the program was developed, in the immediate aftermath of the September 11 attacks, was being ignored in the current debate: “The big fear was some sort of a radiological device … It's really easy, 13 years later, when there's been no device, when all those people who were trying to build them were either killed or captured … to come along later and say 'I could have done it better, this stuff was illegal.' It was not illegal based on the law at the time.”

Tens of thousands of Brazilians again flooded the streets of the country's biggest city to raise a collective cry against a longstanding lament — people are weighed down by high taxes and high prices but get low-quality public services and a system of government infected with corruption. That was the repeated message Tuesday night in Sao Paulo, where upward of 50,000 people massed in front of the city's main cathedral. While mostly peaceful, the demonstration followed the rhythm of protests that drew 240,000 people across Brazil the previous night, with small bands of radicals splitting off to fight with police and break into stores.

Mass protests have been mushrooming across Brazil since demonstrations called last week by a group angry over the high cost of a woeful public transport system and a recent 10-cent hike in bus and subway fares in Sao Paulo, Rio and elsewhere

The local governments in at least four cities have now agreed to reverse those hikes, and city and federal politicians have shown signs that the Sao Paulo fare could also be rolled back. It's not clear that will calm the country, though, because the protests have released a seething litany of discontent from Brazilians over life's struggles.

One should not expect any change to come from the U.S. government itself (which includes Congress), whose strategy in such cases is to enact the pretext of “reform” so as to placate public anger, protect the system from any serious weakening, and allow President Obama to go before the country and the world and give a pretty speech about how the U.S. heard their anger and re-calibrated the balance between privacy and security. Any new law that comes from the radically corrupted political class in DC will either be largely empty, or worse. The purpose will be to shield the NSA from real reform. There are, though, numerous other avenues with the real potential to engender serious limits on the NSA’s surveillance powers, including the self-interested though genuine panic of the U.S. tech industry over how surveillance will impede their future business prospects, the efforts of other countries to undermine U.S. hegemony over the internet, the newfound emphasis on privacy protections from internet companies worldwide, and, most of all, the increasing use of encryption technology by users around the world that poses genuine obstacles to state surveillance. Those are all far, far more promising avenues than any bill Barack Obama, Dianne Feinstein and Saxby Chambliss will let Congress cough up.

That national security state officials routinely mislead and deceive the public should never have even been in serious doubt in the first place – certainly not for journalists, and especially now after the experience of the Iraq War. That fact — that official pronouncements merit great skepticism rather than reverence — should be (but plainly is not) fundamental to how journalists view the world. More evidence for that is provided by a Washington Post column today by one of the national security state’s favorite outlets, David Ignatius. Ignatius interviewed the chronic deceiver, Director of National Intelligence James Clapper, who now “says it appears the impact [of Snowden's leaking] may be less than once feared because ‘it doesn’t look like he [Snowden] took as much’ as first thought.” Clapper specifically casts serious doubt on the U.S. government’s prior claim that Snowden ”had compromised the communications networks that make up the military’s command and control system”; instead, “officials now think that dire forecast may have been too extreme.” Ignatius — citing an anonymous “senior intelligence official” (who may or may not be Clapper) — also announces that the government has yet again revised its rank speculation about how many documents Snowden took: “This batch of probably downloaded material is about 1.5 million documents, the senior official said. That’s below an earlier estimate of 1.77 million documents.”

Most notable is Ignatius’ summary of the government’s attempt to claim Snowden seriously compromised the security of the U.S.: Pressed to explain what damage Snowden’s revelations had done, the official was guarded, saying that there was “damage in foreign relations” and that the leaks had “poisoned [NSA’s] relations with commercial providers.” He also said that terrorist groups had carefully studied the disclosures, turning more to anonymizers, encryption and use of couriers to shield communications. The senior official wouldn’t respond to repeated questions about whether the intelligence community has noted any changes in behavior by either the Russian or Chinese governments, in possible response to information they may have gleaned from Snowden’s revelations. In other words, the only specific damage they can point to is from the anger that other people around the world have about what the U.S. government has done and the fact that people will not want to buy U.S. tech products if they fear (for good reason) that those companies collaborate with the NSA. But, as usual, there is zero evidence provided (as opposed to bald, self-serving assertions) of any harm to genuine national security concerns (i.e., the ability to monitor anyone planning actual violent attacks).

Senior UN officials in Jerusalem have been accused of caving in to Israeli pressure to abandon moves to include the state’s armed forces on a UN list of serious violators of children’s rights. UN officials backed away from recommending that the Israel Defence Forces (IDF) be included on the list following telephone calls from senior Israeli officials. The Israelis allegedly warned of serious consequences if a meeting of UN agencies and NGOs based in Jerusalem to ratify the recommendation went ahead. Within hours, the meeting was cancelled. “Top officials have buckled under political pressure,” said a UN source. “As a result, a clear message has been given that Israel will not be listed.”

Organisations pressing for the IDF’s inclusion on the list since the war in Gaza last summer – which left more than 500 children dead and more than 3,300 injured – include Save the Children and War Child as well as at least a dozen Palestinian human rights organisations, the Israeli rights organisation B’Tselem and UN bodies such as the children’s agency Unicef. “These organisations are in uproar over what has happened,” said the UN source

The IDF’s inclusion on the UN’s list of grave violators of children’s rights would place it alongside non-state armed forces such as Islamic State, Boko Haram and the Taliban. There are no other state armies on the list. It would propel Israel further towards pariah status within international bodies and could lead to UN sanctions.

According to state-run Chinese news outlet Xinhua, the Chinese military — citing remarks made by a high-ranking military official during a rare trip to Damascus — is seeking closer ties with war-torn Syria, offering to supply humanitarian aid and even train Syrian military personnel. On Tuesday, the Director of the Office for Military Cooperation of China’s Central Military Commission, Guan Youfei, flew to Damascus to have discussions with Syrian Defense Minister Fahad Jassim al-Freij,Xinhua says. Director Guan, speaking with Xinhua, noted historical ties between the two countries and highlighted the positive role China has played in seeking a resolution to the fighting in Syria. Reuters points out that Xinhua, paraphrasing Guan’s words, states: “China’s and Syria’s militaries have a traditionally friendly relationship, and China’s military is willing to keep strengthening exchanges and cooperation.”

The news comes as Syrian government forces, backed by Russian airpower, have established a siege around Aleppo, the last remaining enemy stronghold. Syrian and Russian forces have established humanitarian corridors for which civilians and even rebel fighters can escape — and maintains daily ceasefires for them to do this. Given these developments, it appears the last stand of the rebels may be imminent. As Underground Reporter has previously written: “All evidence points to the fact that the Syrian government is attempting to give the rebels within Aleppo a chance to surrender without further bloodshed. The rebels, however, appear steadfast. It was recently reported that 7,000 fighters are headed toward Aleppo from the southwest.” Interestingly — and, to be sure, concerningly — Xinhua noted that while Director Guan was in Damascus on Tuesday, he met with a Russian general; though the agency provided no further comment on the matter.

Remember, the U.S. and China are on the verge of all-out naval warfare in the South China Sea, with neither side willing to give an inch. Recall also that U.S.-led NATO is in Eastern Europe, along the border with Russia, conducting what many have called provocations in an attempt to elicit a response from the Russian military. Now, with China’s presence in Syria — and on the side of Russian and Syrian forces, no less — the last remaining global superpower has injected itself in the most hotly-contested military conflict on the planet. As Zero Hedge fittingly summarized: “Which means that at this moment, every major world superpower is officially involved in the Syrian war, which has on various occasions been aptly called a powderkeg for what may be the next global military conflict — to be sure, all required players are now officially involved.”

But what really amazes me are those ideas that even a little reflection and study reveal as ridiculous, but that nonetheless gain a large and devoted following. For instance, that big government—in truth, little more than a motley collection of meddlesome bureaucrats advised by rent-seeking, ivory-tower academics—are in possession of the solutions to all of society's ills.

This is the way the multi-trillion dollar Global War on Terror (GWOT) ends: not with a bang, but with a bigger bang. The GWOT, since its conceptualization 13 years ago, in the aftermath of 9/11, is the gift that keeps on giving. And no gift is bigger than a Transformer Al-Qaeda on steroids – bigger, brasher, and wealthier than anything Osama Bin Laden and Ayman al-Zawahiri had ever dreamt of; the IS (Islamic State, formerly known as ISIS) of Caliph Ibrahim, former Abu Bakr al-Baghdadi. US President Barack Obama, before deploying his golf holidays in Martha’s Vineyard, casually dropped that bombing the Caliph’s goons in Iraq will take months. One may interpret it as another layer of the Obama administration’s self-avowed “Don't Do Stupid Stuff” foreign policy doctrine, not so subtly mocked by prospective presidential candidate Hillary Clinton. Shock and Awe in 2003 destroyed the whole of Baghdad’s infrastructure in only a few hours. Obama also confirmed the US was showering Iraq again with humanitarian bombing “to protect American interests” (first and foremost) and, as an afterthought, “human rights in Iraq.” One could not possibly expect Obama to declare the US would now bomb “our” allies the House of Saud, who have supported/financed/weaponized IS, in Syria and Iraq. The same erstwhile ISIS that thoroughly enjoyed the marvels of US military training in a secret base in Jordan.

Obama also could not possibly explain why the US always supported ISIS in Syria and now decides to bomb them in Iraq. Oh, the perils of ‘Don’t Do Stupid Stuff’. So a quick translation applies.

Obama’s bombing of the Caliph’s goons has absolutely nothing to do with US ambassador to the UN Samantha Power’s much beloved R2P (‘responsibility to protect’) doctrine – as in the responsibility to protect up to 150,000 Yazidis, not to mention Kurds and remaining Christians, from a ‘potential’ genocide carried out by the Caliph’s goons. The whole fighter jets + drones bombing exercise, lasting ‘months’, has to do with the Benghazi syndrome. The Caliph’s goons were dead set on conquering Irbil - the capital of Iraqi Kurdistan. The Kurdistan Regional Government (KRG) is led by the wily Massoud Barzani – a long-time US client/vassal. The US maintains a consulate in Irbil. Crammed with CIA types. Or, as the New York Times so lovingly puts it, “thousands of Americans.” Enter Benghazi. This is an electoral year. Obama is absolutely terrified of another Benghazi – which Republicans have been trying non-stop to blame on his administration’s incompetence. The last thing Obama needs is the Caliph’s goons killing ‘diplomats’ in Erbil. That would certainly raise a tsunami of questions all over again about the shady CIA weapon-smuggling racket – as in arming Syrian ‘rebels’ with weapons from Libya - at the time Benghazi took place. As secretary of state, Hillary Clinton, of course, also knew about it all. But then, and especially now, no one should know that the CIA was weaponizing the bulk of the future Caliph’s forces.

Late-night talks in the Belarussian capital Minsk had appeared to yield some progress towards ending a war in which more than 2,200 people have been killed, according to the U.N. -- a toll that excludes the 298 who died when a Malaysian airliner was shot down over rebel-held territory in July.Ukrainian President Petro Poroshenko said he would work on an urgent 'road map' towards a ceasefire with the rebels. Russia's Vladimir Putin said it would be for Ukrainians to work out ceasefire terms, but Moscow would "contribute to create a situation of trust".

The next step would be for a 'Contact Group', comprising representatives of Russia, Ukraine, the rebels and the Organisation for Security and Cooperation in Europe, to meet in Minsk, he said without giving a time frame.But Ukrainian foreign policy adviser Valery Chaly told reporters in Kiev that Poroshenko's declaration on a ceasefire road map did not mean an immediate end to the government’s military offensive against the rebels."If there are attacks from the terrorists and mercenaries, then our army has the duty to defend the people," he said.A crowd of several hundred gathered outside the presidential administration building in Kiev to demand reinforcement for Ukrainian forces in Ilovaysk, a town in Donetsk region, where government troops have been encircled by rebel units.

A rebel leader, Oleg Tsaryov, wrote on Facebook that he welcomed the outcome of the Minsk talks, but the separatists would not stop short of full independence for the regions of eastern Ukraine they call Novorossiya (New Russia).He said he saw "a real breakthrough" in Putin's offer to contribute to the peace process.But he added: "It must be understood that a genuine settlement of the situation is only possible with the participation of representatives of Novorossiya. We will not allow our fate to be decided behind our back..."Now we are demanding independence. We don't trust the Ukrainian leadership and don't consider ourselves part of Ukraine. The guarantee of our security is our own armed forces. We will decide our own fate."Further underlining Kiev's distrust of Moscow, Ukrainian Prime Minister Arseny Yatseniuk said his country needed "practical help" and "momentous decisions" from NATO at an alliance summit next month.
