Forcibly taking down websites deemed to be supportive of terrorism, or criminalizing speech deemed to “advocate” terrorism, is a major trend in both Europe and the West generally. Last month in Brussels, the European Union’s counter-terrorism coordinator issued a memo proclaiming that “Europe is facing an unprecedented, diverse and serious terrorist threat,” and argued that increased state control over the Internet is crucial to combating it. The memo noted that “the EU and its Member States have developed several initiatives related to countering radicalisation and terrorism on the Internet,” yet argued that more must be done. It argued that the focus should be on “working with the main players in the Internet industry [a]s the best way to limit the circulation of terrorist material online.” It specifically hailed the tactics of the U.K. Counter-Terrorism Internet Referral Unit (CTIRU), which has succeeded in causing the removal of large amounts of material it deems “extremist”:

In addition to recommending the dissemination of “counter-narratives” by governments, the memo also urged EU member states to “examine the legal and technical possibilities to remove illegal content.” Exploiting terrorism fears to control speech has been a common practice in the West since 9/11, but it is becoming increasingly popular even in countries that have experienced exceedingly few attacks. A new extremist bill advocated by the right-wing Harper government in Canada (also supported by Liberal Party leader Justin Trudeau even as he recognizes its dangers) would create new crimes for “advocating terrorism”; specifically: “every person who, by communicating statements, knowingly advocates or promotes the commission of terrorism offences in general” would be a guilty and can be sent to prison for five years for each offense. In justifying the new proposal, the Canadian government admits that “under the current criminal law, it is [already] a crime to counsel or actively encourage others to commit a specific terrorism offence.” This new proposal is about criminalizing ideas and opinions. In the government’s words, it “prohibits the intentional advocacy or promotion of terrorism, knowing or reckless as to whether it would result in terrorism.”

If someone argues that continuous Western violence and interference in the Muslim world for decades justifies violence being returned to the West, or even advocates that governments arm various insurgents considered by some to be “terrorists,” such speech could easily be viewed as constituting a crime. To calm concerns, Canadian authorities point out that “the proposed new offence is similar to one recently enacted by Australia, that prohibits advocating a terrorist act or the commission of a terrorism offence-all while being reckless as to whether another person will engage in this kind of activity.” Indeed, Australia enacted a new law late last year that indisputably targets political speech and ideas, as well as criminalizing journalism considered threatening by the government. Punishing people for their speech deemed extremist or dangerous has been a vibrant practice in both the U.K. and U.S. for some time now, as I detailed (coincidentally) just a couple days before free speech marches broke out in the West after the Charlie Hebdo attacks. Those criminalization-of-speech attacks overwhelmingly target Muslims, and have resulted in the punishment of such classic free speech activities as posting anti-war commentary on Facebook, tweeting links to “extremist” videos, translating and posting “radicalizing” videos to the Internet, writing scholarly articles in defense of Palestinian groups and expressing harsh criticism of Israel, and even including a Hezbollah channel in a cable package.

A member of Germany’s foreign intelligence agency has been detained for possibly spying for the US. (Image: PictureAlliance/DPA))German news outlets on Friday are reporting that a so-called “double agent” has been detained after confessing to investigators that he was paid by U.S. agents to spy on the German parliamentary panel now investigating the extent of U.S. National Security Agency’s surveillance inside the country. According to Deutsche Welle: During questioning, the suspect reportedly told investigators that he had gathered information on an investigative committee from Germany’s lower house of parliament, the Bundestag. The panel is conducting an inquiry into NSA surveillance on German officials and citizens. A spokesperson for the Federal Prosecutor’s office declined to provide further details about the case, according to news agency AFP. German-US relations have been on the rocks since revelations of mass surveillance not only on German citizens, but also on Chancellor Angela Merkel and other politicians made headlines last year.

Der Spiegel (Google Translate) notes that initial information indicates the individual—who worked for the Bundesnachrichtendienst (BND), Germany’s equivalent of the NSA—had “been specifically looking for information related to the NSA investigation committee of the Bundestag and given them to his American contact man.” As journalist Glenn Greenwald immediately observed: That’d be the ultimate irony: US Govt spied on German parliamentary investigation into US Govt spying on Germans http://t.co/P9WkGT83oQ — Glenn Greenwald (@ggreenwald) July 4, 2014 And David Meyer, writing for Gigaom, adds: The 31-year-old was originally arrested on suspicion of having contact with Russian intelligence, but then apparently confessed to having reported back at least once to the Americans on the Bundestag committee’s activities. He reportedly did this for money. The reports raise the possibility that he may be lying, but also note that the committee has long suspected it was being spied on. If this is all true, it may turn out to be an even bigger diplomatic scandal than the NSA’s bugging of Chancellor Angela Merkel’s phone, a formal probe into which was announced a month ago.

On Thursday, the Bundestag’s investigative committee looking into NSA surveillance heard testimony from two U.S. whistleblowers who worked, Thomas Drake and William Binney, for the spy agency but objected to what they consider its troubling tactics. As Deutsche Welle reports, Binney—who once headed the agencies technology division—accused the NSA of having a “totalitarian mentality” and wanting “total information control” over U.S. citizens and the entirety of the global digital environment. He went on to compare the NSA’s approach to that used by dictators against oppressed populations. According to the Deutsche Presse-Agentur (DPA): Drake said the BND had become a “vermiform appendix of the NSA,” referring to accusations it had been passing data on German citizens on to the American service – an act forbidden under Germany’s constitution. “The silence of the BND is terrible,” Drake told the committee, and said people had a right to know what was going on. “You shouldn’t wait for a German Edward Snowden to lift the veil.”

The Guardian‘s U.S. news wing announced on Tuesday that it has hired Chelsea Manning (formerly known as Bradley Manning) as a contributing opinion writer. The Guardian‘s U.S. editor-in-chief Katharine Viner announced the news on Twitter, adding that Manning will write about “war, gender, freedom of information.” Manning was sentenced to 35 years in prison in 2013 after being convicted of leaking classified national security documents to WikiLeaks.

Those expecting the US to leave Afghanistan, however, should take a minute to consider this: the US still hasn’t left Germany. In fact, there are quite a few places the US hasn’t left, and while certainly most of them don’t pose a threat to American soldiers, they reveal a pattern about the US staying, rather than leaving. According to official information provided by the Department of Defense (DoD) and its Defense Manpower Data Center (DMDC) there are still about 40,000 US troops, and 179 US bases in Germany, over 50,000 troops in Japan (and 109 bases), and tens of thousands of troops, with hundreds of bases, all over Europe. Over 28,000 US troops are present in 85 bases in South Korea, and have been since 1957. Altogether, based on information contained in the DoD’s latest Base Structure Report (BSR), the US has bases in at least 74 countries and troops practically all over the world, ranging from thousands to just one in some countries (it could be a military attaché, for instance).

By comparison, France has bases in 10 countries, and the UK has bases in seven. Calculating the extent of the US military presence abroad is not an easy task. The data released by the Department of Defense is incomplete, and inconsistencies are found within documents. Quartz has requested clarification from the Department of Defense, but hasn’t received a response. In his forthcoming book Base Nation: How US Military Bases Abroad Harm America and the World, David Vine, associate professor of anthropology at American University details the difficulties of assessing the US military presence abroad. He writes: according to the most recent publicized count, the U.S. military currently still occupies 686 “base sites” outside the fifty states and Washington, DC. While 686 base sites is quite a figure in its own right, that tally strangely excludes many well-known U.S. bases, like those in Kosovo, Kuwait, and Qatar. Less surprisingly, the Pentagon’s count also excludes secret (or secretive) American bases, like those reported in Israel and Saudi Arabia. There are so many bases, the Pentagon itself doesn’t even know the true total. That is not the only issue—even a definitive count of bases would include a wide range of facilities. “Base” itself is an umbrella term that includes locations referred to as “post,” “station,” “camp,” or “fort” by different military bodies. Vine explains:

NATO has announced that it is launching an “information war” against Russia. The UK publicly announced a battalion of keyboard warriors to spread disinformation. It’s well-documented that the West has long used false propaganda to sway public opinion. Western military and intelligence services manipulate social media to counter criticism of Western policies. Such manipulation includes flooding social media with comments supporting the government and large corporations, using armies of sock puppets, i.e. fake social media identities. See this, this, this, this and this. In 2013, the American Congress repealed the formal ban against the deployment of propaganda against U.S. citizens living on American soil. So there’s even less to constrain propaganda than before.

Some of the propaganda is spread by software programs. We pointed out 6 years ago that people were writing scripts to censor hard-hitting information from social media. One of America’s top cyber-propagandists – former high-level military information officer Joel Harding – wrote in December: I was in a discussion today about information being used in social media as a possible weapon.  The people I was talking with have a tool which scrapes social media sites, gauges their sentiment and gives the user the opportunity to automatically generate a persuasive response. Their tool is called a “Social Networking Influence Engine”. *** The implications seem to be profound for the information environment. *** The people who own this tool are in the civilian world and don’t even remotely touch the defense sector, so getting approval from the US Department of State might not even occur to them.

The bombing in Ankara yesterday killed 27 mostly military people. It was a big car bomb and a suicide attack.The Turkish government claims that the person who did this was one Saleh Nejar and also claims that he is connected to the Syrian Kurdish group YPG. There is no way to verify this. But the YPG has so fare never used any car bombs or done any suicide attacks. It never touched any target in Turkey. It officially denied to have taken any part in it. The Turkish group PKK has done vehicle bomb attacks and a few suicide attacks but not in Ankara or any other major west-Turkish city. Its attacks are usually operational, not strategic like this one. In the last Turkish version of its magazine the Islamic State had called for attacks in Turkey and on Turkish soldiers. It is the entity that has most to win through such an attack that would predictably be blamed on the Kurds. It is the most plausible culprit. The attack could also have been arranged by the Turkish secret service MIT. But the number and type of casualties seems to be too high and valuable for a stage-managed false flag attack.

The Turkish government called in the ambassadors of the permanent members of the UN Security Council to present its evidence. A "western diplomat" told the Wall Street Journal that the evidence shown was "not conclusive". That is the diplomatese expression for "bullshit". The Turkish attempt to use the attack to change the U.S. and EU relations to the YPK failed. The YPK and its associated Arab and Turkmen forces is a very valuable asset for the U.S. to fight the Islamic State. It will refrain from condemning it as long as that is the case. The YPG groups in west Syria are fighting together with others under the label Syrian Democratic Forces. These and the mysterious additional attendants are pressing Jihadi forces in the Azaz pocket at the Turkish border. They are now seeing more resistance. The Turks use artillery to protect the Jihadis in Azaz and the number of enemies has grown. One "rebel" tells Reuters that 2,000 "rebels" with some tanks came from Idleb through Turkey to Azaz. That number is dubious. The British MI6 outlet SOHR as well as a Turkish pro government daily put the numbers at 350 on Monday and another 500 on Wednesday. To transport the tanks through Turkey would likely have been too much a hassle. I doubt that any reached Azaz.

I suspect that many of these "rebels" in Azaz are actually Turks of some radical nationalist and Islamist faction as well as Grey Wolf fascists which have strong connections to the MIT. Pictures show such "rebels" in Latakia with Turkish and Islamic State flags and in Azaz with their typical Grey Wolf hand sign.

“I’ve shown photos taken from space and from aircraft which clearly demonstrate the scale of the illegal trade in oil and petroleum products,” Vladimir Putin told reporters earlier this month on the sidelines of the G-20 summit in Antalya. In case that wasn’t clear enough, Putin added this: “Islamic State gets cash by selling oil to Turkey.”

To be sure, it’s impossible to track the path ISIS oil takes from extraction to market with any degree of precision. That said, it seems that Islamic State takes advantage of the same network of smugglers, traders, and shipping companies that the KRG uses to transport Kurdish crude from Kurdistan to the Turkish port of Ceyhan. From there, the oil makes its way to Israel and other markets (depending on which story you believe) and if anyone needs to be thrown off the trail along the way, there’s a ship-to-ship transfer trick that can be executed off the coast of Malta. The maneuver allegedly makes the cargoes more difficult to track.  Some believe Erdogan’s son Bilal - who owns a marine transport company called BMZ Group - is heavily involved in the trafficking of Kurdish and ISIS crude. Most of the ships BMZ owns are Malta-flagged.  In light of the above, some have speculated that Turkey shot down the Su-24 in retaliation for Russia’s bombing campaign that recently has destroyed over 1,000 ISIS oil trucks. Here’s what Syrian Information Minister Omran al-Zoub said on Friday:

“All of the oil was delivered to a company that belongs to the son of Recep [Tayyip] Erdogan. This is why Turkey became anxious when Russia began delivering airstrikes against the IS infrastructure and destroyed more than 500 trucks with oil already. This really got on Erdogan and his company’s nerves. They’re importing not only oil, but wheat and historic artefacts as well." Al-Zoub isn’t alone in his suspicions. In an interview with RT, Iraqi MP and former national security adviser, Mowaffak al Rubaie - who personally led Saddam to the gallows - said ISIS is selling around $100 million of stolen crude each month in Turkey. Here are some excerpts:  “In the last eight months ISIS has managed to sell ... $800 million dollars worth of oil on the black market of Turkey. This is Iraqi oil and Syrian oil, carried by trucks from Iraq, from Syria through the borders to Turkey and sold ...[at] less than 50 percent of the international oil price."   "Now this either get consumed inside, the crude is refined on Turkish territory by the Turkish refineries, and sold in the Turkish market. Or it goes to Jihan and then in the pipelines from Jihan to the Mediterranean and sold to the international market.”

Arabesque$: Enquête sur le rôle des États-Unis dans les révoltes arabes (Investigation into the US Role in the Arab Uprisings) is an update of Ahmed Bensaada’s 2011 book L’Arabesque Américaine. It concerns the US government role in instigating, funding and coordinating the Arab Spring “revolutions.” Most of this history has been carefully suppressed by the western media.The new book devotes much more attention to the personalities leading the 2011 uprisings. Some openly admitted to receiving CIA funding. Others had no idea because it was deliberately concealed from them. A few (in Egypt and Syria) were officially charged with espionage. In Egypt, seven sought refuge in the US embassy in Cairo and had to be evacuated by the State Department.

According to Bensaada, the MENA Arab Spring revolutions have four unique features in common: None were spontaneous – all required careful and lengthy (5+ years) planning, by the State Department, CIA pass through foundations, George Soros, and the pro-Israel lobby.1 All focused exclusively on removing reviled despots without replacing the autocratic power structure that kept them in power. No Arab Spring protests made any reference whatsoever to powerful anti-US sentiment over Palestine and Iraq. All the instigators of Arab Spring uprisings were middle class, well educated youth who mysteriously vanished after 2011.

Follow the Money Relying mainly on Wikileaks cables and the websites of key CIA pass through foundations (which he reproduces in the appendix), Bensaada methodically lists every State Department conference and workshop the Arab Spring heroes attended, the dollar amounts spent on them by the State Department and key “democracy” promoting foundations3, the specific involvement of Google, Facebook, Twitter and Obama’s 2008 Internet campaign team in training Arab Spring cyperactivists in encryption technologies and social media skills, US embassy visits, and direct encounters with Hillary Clinton,  Condoleezza Rice, John McCain, Barack Obama and Serbian trainers from CANVAS (the CIA-backed organization that overthrew Slobodan Milosevic in 2000). Bensaada focuses most heavily on the Tahrir Square uprising in Egypt. TheWashington Post has estimated approximately 10,000 Egyptians took part in NED and USAID training in social media and nonviolent organizing techniques. For me the most astonishing information in this chapter concerned the role of an Egyptian exile (a former Egyptian policeman named Omar Afifi Suleiman) in coordinating the Tahrir Square protests from his office in Washington DC. According to Wikileaks, NED paid Suleiman a yearly stipend of $200,000+ between 2008-2011.

An anonymous hacker claims to have breached CIA Director John Brennan's personal email account and has posted documents online, including a list of email addresses purportedly from Brennan's contact file. The CIA said it referred the matter to the proper authorities, but would not comment further. The hacker spoke to the New York Post, which described him in an article published Sunday as "a stoner high school student," motivated by his opposition to U.S. foreign policy and support for Palestinians. His Twitter account, @phphax, includes links to files that he says are Brennan's contact list, a log of phone calls by then-CIA deputy director Avril Haines, and other documents.

The hacker also claimed to have breached a Comcast account belonging to Homeland Security Secretary Jeh Johnson, and released what appeared to be personal information. One document purporting to come from Brennan's AOL email account contains a spreadsheet of people, including senior intelligence officials, along with their Social Security numbers, although the hacker redacted the numbers in the version he posted on Twitter. It's unclear why Brennan would have stored such a document in his private email account. Based on the titles, the document appears to date from 2009 or before. When people visit the White House and other secure facilities, they are required to supply their Social Security numbers. Brennan could have been forwarding a list of invitees to the White House when he was President Barack Obama's counter terrorism adviser, the job he held before he became CIA director in 2013.

The hacker told the Post he had obtained a 47-page version of Brennan's application for a security clearance, known as an SF86. That document — millions of which were stolen from the federal personnel office last year by hackers linked to China — contains detailed information about past jobs, foreign contacts, finances and other sensitive personal details. No such document appears to be posted on the hacker's Twitter account, but it's not clear whether the hacker posted it elsewhere.

In the first instance of a prominent politician taken down by the 11.5 million documents leaked in the Panama Papers, Iceland Prime Minister Sigmundur Davíð Gunnlaugsson resigned on Tuesday after fully 10 percent of Iceland's population rallied in protest of his wife's secret, offshore shell company holding millions. Gunnlaugsson was asked about the account on the day the leak was announced in a television interview, and he walked out rather than answer the question:

The next day, "an estimated 22,000 Icelanders slung eggs and protested outside the Parliament building" demanding his resignation, as Common Dreams reported. Gunnlaugsson initially refused to bow to the public pressure, but eventually announced his resignation on Tuesday evening.

News editor of the Reykjavík Grapevine Paul Fontaine said Tuesday, "While the Prime Minister's particular role in the Panama Papers leak is huge, and I don't want to downplay it, I also don't want to downplay the involvement other Icelanders—and the countless others around the world—also had in this." "This extends beyond the prime minister; it reaches parliament, it reaches Reykjavík City Hall, and it reportedly reaches hundreds of as yet unnamed Icelandic businesspeople," Fontaine pointed out. "The greater crime, which the Panama Papers illustrate comprehensively, is that we have a secret economy connected to and even supporting some of the worst aspects of the global capitalist system."

Rod Wheeler, a retired Washington homicide detective and Fox News contributor investigating the case on behalf of the Rich family, made the WikiLeaks claim, which was corroborated by a federal investigator who spoke to Fox News.

Wheeler made his comments on the possible Rich-Wikileaks connection in a story first reported Monday night by Fox 5 DC.  In an appearance on Fox News' "Hannity" Tuesday night, Wheeler said a "federal investigator that was involved on the inside of the case" saw Rich's computer and the case file. Wheeler told host Sean Hannity the investigator "came across [as] very credible. When you look at that, with the totality of everything else that I found in this case, it’s very consistent for a person with my experience to begin to think, 'Well, perhaps there were some email communication between Seth and Wikileaks.'"

But a spokesman for Rich's family on Tuesday said Wheeler was not authorized to speak for the family and called assertions Seth Rich sent emails to WikiLeaks "unsubstantiated." Brad Bauman said even if purported emails were to surface, it would not necessarily mean Rich had helped WikiLeaks.

Eric Schmidt, the Executive Chairman of Google’s parent company Alphabet, says the company will “engineer” specific algorithms for RT and Sputnik to make their articles less prominent on the search engine’s news delivery services. “We are working on detecting and de-ranking those kinds of sites – it’s basically RT and Sputnik,” Schmidt said during a Q & A session at the Halifax International Security Forum in Canada on Saturday, when asked about whether Google facilitates “Russian propaganda.”

“We are well of aware of it, and we are trying to engineer the systems to prevent that [the content being delivered to wide audiences]. But we don’t want to ban the sites – that’s not how we operate.”The discussion focused on the company’s popular Google News service, which clusters the news by stories, then ranks the various media outlets depending on their reach, article length and veracity, and Google Alerts, which proactively informs subscribers of new publications.

The Alphabet chief, who has been referred to by Hillary Clinton as a “longtime friend,” added that the experience of “the last year” showed that audiences could not be trusted to distinguish fake and real news for themselves.“We started with the default American view that ‘bad’ speech would be replaced with ‘good’ speech, but the problem found in the last year is that this may not be true in certain situations, especially when you have a well-funded opponent who is trying to actively spread this information,” he told the audience.

The FBI has dramatically increased its use of a controversial provision of the Patriot Act to secretly obtain a vast store of business records of U.S. citizens under President Barack Obama, according to recent Justice Department reports to Congress. The bureau filed 212 requests for such data to a national security court last year – a 1,000-percent increase from the number of such requests four years earlier, the reports show. Follow @openchannelblog The FBI’s increased use of the Patriot Act’s “business records” provision — and the wide ranging scope of its requests -- is getting new scrutiny in light of last week’s disclosure that that the provision was used to obtain a top-secret national security order requiring telecommunications companies to turn over records of millions of telephone calls. Advertise | AdChoices Taken together, experts say, those revelations show the government has broadly interpreted the Patriot Act provision as enabling it to collect data not just on specific individuals, but on millions of Americans with no suspected terrorist connections. And it shows that the Foreign Intelligence Surveillance Court  accepted that broad interpretation of the law.

“That they were using this (provision) to do mass collection of data is definitely the biggest surprise,” said Robert Chesney, a top national security lawyer at the University of Texas Law School. “Most people who followed this closely were not aware they were doing this.  We’ve gone from producing records for a particular investigation to the production of all records for a massive pre-collection database. It’s incredibly sweeping.”  

But little-noticed statements by FBI Director Robert Mueller in recent years – as well as interviews with former senior law enforcement officials – hint at what Chesney calls a largely unnoticed “sea change” in the way the U.S. government collects data for terrorism and other national security investigations.

Correct The Record will invest more than $1 million into Barrier Breakers 2016 activities, including the more than tripling of its digital operation to engage in online messaging both for Secretary Clinton and to push back against attackers on social media platforms like Twitter, Facebook, Reddit, and Instagram. Barrier Breakers 2016 is a project of Correct The Record and the brainchild of David Brock, and the task force will be overseen by President of Correct The Record Brad Woodhouse and Digital Director Benjamin Fischbein. The task force staff’s backgrounds are as diverse as the community they will be engaging with and include former reporters, bloggers, public affairs specialists, designers, Ready for Hillary alumni, and Hillary super fans who have led groups similar to those with which the task force will organize. After canceling a planned announcement in London, Wikileaks founder Julian Assange is now planning to appear via video link Tuesday morning at Wikileaks’ 10th anniversary celebration in Berlin. He’s a last-minute addition to the roster of festivities taking place this week in Germany. The change in venue appears to be related to what Wikileaks is clearly implying to be a perceived threat on Assange’s life.

Wikileaks used its Facebook page and Twitter to confirm that Assange would speak at the event, which starts at 4am Eastern time. An information pack published by Wikileaks late last night includes a running order which schedules Assange’s appearance for 5am Eastern (11am in Berlin):

According to Wikileaks, the change of venue was made “due to specific information.” Wikileaks did not specify further, but Monday’s Tweet followed several in which Wikileaks alleged that the Clinton camp wants to assassinate Assange.

He saidthe documents would be released before the end of the year, with the first cache coming within the week. There was significant anticipation surrounding Tuesday’s announcement, which was originally set to come from a balcony at the embassy but was reconfigured due to “security concerns.” As the New York Times noted, “[the] remarks from Mr. Assange disappointed many followers of WikiLeaks in the United States, who had stayed up into the early hours hoping to hear information relevant to the presidential election.”
