  • Fifty years ago, exactly one month after John Kennedy was killed, the Washington Post published an op-ed titled “Limit CIA Role to Intelligence.” The first sentence of that op-ed on Dec. 22, 1963, read, “I think it has become necessary to take another look at the purpose and operations of our Central Intelligence Agency.” It sounded like the intro to a bleat from some liberal professor or journalist. Not so. The writer was former President Harry S. Truman, who spearheaded the establishment of the CIA 66 years ago, right after World War II, to better coordinate U.S. intelligence gathering. But the spy agency had lurched off in what Truman thought were troubling directions.
  • Sadly, those concerns that Truman expressed in that op-ed — that he had inadvertently helped create a Frankenstein monster — are as valid today as they were 50 years ago, if not more so.
  • But Kennedy stuck to his guns, so to speak. He fired Dulles and his co-conspirators a few months after the abortive invasion, and told a friend that he wanted to “splinter the CIA into a thousand pieces and scatter it into the winds.” The outrage was very obviously mutual.

  • Truman concluded the op-ed with an admonition that was as clear as the syntax was clumsy: “I would like to see the CIA restored to its original assignment as the intelligence arm of the President, and that whatever else it can properly perform in that special field – and that its operational duties be terminated or properly used elsewhere.” The importance and prescient nature of that admonition are even clearer today, a half-century later.
  • After Kennedy was murdered in Dallas, the patrician, well-connected Dulles got himself appointed to the Warren Commission and took the lead in shaping the investigation of JFK’s assassination. Documents in the Truman Library show that Dulles also mounted a small domestic covert action of his own to neutralize any future airing of Truman’s and Souers’s warnings about covert action.
  • As the de facto head of the Warren Commission, Dulles was perfectly positioned to protect himself and his associates, were any commissioners or investigators — or journalists — tempted to question whether Dulles and the CIA played a role in killing Kennedy. And so, the question: Did Allen Dulles and other “cloak-and-dagger” CIA operatives have a hand in John Kennedy’s assassination and in then covering it up? In my view, the best dissection of the evidence pertaining to the murder appeared in James Douglass’s 2008 book, JFK and the Unspeakable. After updating and arraying the abundant evidence, and conducting still more interviews, Douglass concludes that the answer is Yes.
  • The mainstream media had an allergic reaction to Douglass’s book and gave it almost no reviews. It is, nevertheless, still selling well. And, more important, it seems a safe bet that President Barack Obama knows what it says and maybe has even read it. This may go some way toward explaining why Obama has been so deferential to the CIA, NSA, FBI and the Pentagon. Could this be at least part of the reason he felt he had to leave the Cheney/Bush-anointed torturers, kidnappers and black-prison wardens in place, instructing his first CIA chief Leon Panetta to become, in effect, the agency’s lawyer rather than leader.
  • Is this why the President feels he cannot fire his clumsily devious Director of National Intelligence James Clapper, who had to apologize to Congress for giving “clearly erroneous” testimony in March? Is this why he allows National Security Agency Director Keith Alexander and counterparts in the FBI to continue to mislead the American people, even though the intermittent snow showers from Snowden show our senior national security officials to have lied — and to have been out of control? This may be small solace to President Obama, but there is no sign that the NSA documents that Snowden’s has released include the Senate Intelligence Committee’s 6,300-page report on CIA torture. Rather, that report, at least, seems sure to be under Obama’s and Senate Intelligence Committee chair Dianne Feinstein’s tight control.
  • But the timorous President has a big problem. He is acutely aware that, if released, the Senate committee report would create a firestorm – almost certainly implicating Obama’s CIA Director John Brennan and many other heavy-hitters of whom he appears to be afraid. And so Obama has allowed Brennan to play bureaucratic games, delaying release of the report for more than a year, even though its conclusions are said to closely resemble earlier findings of the CIA’s own Inspector General and the Constitution Project (see below).
  • Hat tip to the New Yorker’s Jane Mayer, who took the trouble to read the play-by-play of testimony to the Senate Intelligence Committee by former CIA General Counsel (2009-2013) Stephen W. Preston, nominated (and now confirmed) to be general counsel at the Department of Defense. Under questioning by Sen. Mark Udall, D-Colorado, Preston admitted outright that, contrary to the CIA’s insistence that it did not actively impede congressional oversight of its detention and interrogation program, “briefings to the committee included inaccurate information related to aspects of the program of express interest to Members.”
  • That “inaccurate information” apparently is thoroughly documented in the Senate Intelligence Committee report which, largely because of the CIA’s imaginative foot-dragging, cost taxpayers $40 million. Udall has revealed that the report (which includes 35,000 footnotes) contains a very long section titled “C.I.A. Representations on the C.I.A. Interrogation Program and the Effectiveness of the C.I.A.’s Enhanced Interrogation Techniques to Congress.” Preston also acknowledged that the CIA inadequately informed the Justice Department on interrogation and detention. He said, “CIA’s efforts fell well short of our current practices when it comes to providing information relevant to [the Office of Legal Counsel]’s legal analysis.”
  • As Katherine Hawkins, the senior investigator for last April’s bipartisan, independent report by the Constitution Project’s Task Force on Detainee Treatment, noted in an Oct. 18, 2013 posting, the memos from acting OLC chief, Steven Bradbury, relied very heavily on now-discredited CIA claims that “enhanced interrogation” saved lives, and that the sessions were carefully monitored by medical and psychological personnel to ensure that detainees’ suffering would not rise to the level of torture. According to Hawkins, Udall complained – and Preston admitted – that, in providing the materials requested by the committee, “the CIA removed several thousand CIA documents that the agency thought could be subjected to executive privilege claims by the President, without any decision by Obama to invoke the privilege.”
  • Worse still for the CIA, the Senate Intelligence Committee report apparently destroys the agency’s argument justifying torture on the grounds that there was no other way to acquire the needed information save through brutalization. In his answers to Udall, Preston concedes that, contrary to what the agency has argued, it can and has been established that legal methods of interrogation would have yielded the same intelligence. Is anyone still wondering why our timid President is likely to sit on the Senate Intelligence Committee report for as long as he can? Or why he will let John Brennan redact it to a fare-thee-well, if he is eventually forced to release some of it by pressure from folks who care about things like torture?
  • It does appear that the newly taciturn CIA Director Brennan has inordinate influence over the President in such matters – not unlike the influence that both DNI Clapper and NSA Director Alexander seem able to exert. In this respect, Brennan joins the dubious company of the majority of his predecessor CIA directors, as they made abundantly clear when they went to inordinate lengths to prevent their torturer colleagues from being held accountable.   • Remember back in April, 2007, when then-CIA director George Tenet appeared on 60 Minutes, angrily telling the program host, “we don’t torture people”? Remember a few months later, in October, President George W. Bush saying, “this government does not torture people”? We knew then it was not true because we had already seen the photos of Iraqis tortured at Abu Ghraib prison four years earlier.   Still the US administration denied that torture was torture, preferring to call it “enhanced interrogation” and claiming that it had disrupted so many terrorist plots. Of course, we later found out that the CIA had not only lied about the torture of large numbers of people after 9/11, but it had vastly exaggerated any valuable information that came from such practices. However secret rendition of prisoners to other places was ongoing.
  • The US not only tortured people in its own custody, however. Last week the European Court of Human Rights found that the US government transferred individuals to secret detention centers in Poland (and likely elsewhere) where they were tortured away from public scrutiny. The government of Poland was ordered to pay hundreds of thousands of dollars in damages to two victims for doing nothing to stop their torture on Polish soil.

  • Meanwhile, former CIA director George Tenet and other senior current and former CIA officials are said to be frantically attempting to prepare a response to a planned release of an unclassified version of a 6,500 page Senate Intelligence Committee study on the torture practices of that agency. The CIA was already caught tapping into the computers of Senate investigators last year, looking to see what information might be contained in the report. Those who have seen the report have commented that it details far more brutal CIA practices than have been revealed to this point.   Revelations of US secret torture sites overseas and a new Senate investigation revealing widespread horrific CIA torture practices should finally lead to the abolishment of this agency. Far from keeping us safer, CIA covert actions across the globe have led to destruction of countries and societies and unprecedented resentment toward the United States. For our own safety, end the CIA!

    Ron Paul calls for shutting down the CIA. He's not the first. For example, former President Harry Truman, who established the CIA, said years after he left office that the Agency was operating so far outside its authority that it should be shut down. And JFK was also seriously considering ending the CIA. By statute, the CIA is limited to intelligence gathering, acting as the central intelligence agency for gathering and reporting to the President on all intelligence from all other intelligence agencies.  One error in Paul's article, where he says that the recent decisions were the first time the European Court of Human Rights had connected any EU country to U.S. torture practices.   • It has been verified by a source who claims she was there that then-CIA Director William Casey did in fact say the controversial and often-disputed line “We’ll know our disinformation program is complete when everything the American public believes is false,” reportedly in 1981. Despite Casey being under investigation by Congress for being involved in a major disinformation plot involving the overthrow of Libya’s Qaddafi in 1981, and despite Casey arguing on the record that the CIA should have a legal right to spread disinformation via the mainstream news that same year, this quote continues to be argued by people who weren’t there and apparently cannot believe a CIA Director would ever say such a thing. But spreading disinfo is precisely what the CIA would — and did — do. This 1975 clip of testimony given during a House Intelligence Committee hearing has the agency admitting on record that the CIA creates and uses disinformation against the American people.

  • It’s easy enough to read between the lines on the stuff that was saved for the executive session. Then-CBS President Sig Mickelson goes on to say that the relationships at CBS with the CIA were long established before he ever became president — and that’s just one example. Considering 90% of our media today has been consolidated into six major corporations over the past decade, it’s not hard to see that you shouldn’t readily believe everything you see, hear or read in the “news.” “I thought that it was a matter of real concern that planted stories intended to serve a national purpose abroad came home and were circulated here and believed here because this would mean that the CIA could manipulate the news in the United States by channeling it through some foreign country,” Democratic Idaho Senator Frank Church said at a press conference surrounding the hearing. Church chaired the Church Committee, a precursor to the Senate Intelligence Committee, which was responsible for investigating illegal intelligence gathering by the NSA, CIA and FBI. This exact tactic — planting disinformation in foreign media outlets so the disinfo would knowingly surface in the United States as a way of circumventing the rules on domestic operations — was specifically argued for as being legal simply because it did not originate on U.S. soil by none other than CIA Director William Casey in 1981.

  • America is in the choosing sides phase of the coming civil war. To use a college recruiting phrase, it is accurate to state that the letters of intent to join one side or another have mostly been signed and the commitments offered. However, there is one big uncommitted piece, but very soon the sides will be drawn.
  • The Chess Pieces of Civil War What is going on today in America all about choosing sides. There are clear lines being formed in the United States. The recruiting pool consists of the Department of Homeland Security, the American military, local law enforcement, the Russian troops pouring into the United States, the trickle of Chinese troops coming into the country through Hawaii and, of course, the poor, the middle class and elite. This is the recruiting pool which will form the chess pieces of the coming American Civil War. Even if all parties in this country wanted the country to continue, even in its present mortally wounded state, it would be foolish to believe that it could continue for much longer.
  • Before the cognitive dissonance crowd rears their ugly heads and accuses me of fear mongering, ask yourself what the elite did prior to the crash of the economy in 1929. For example, Joseph Kennedy took his money out of the stock market the day BEFORE it crashed. Vanderbilt, Rockefeller, Westinghouse, et al., all took their money out just prior to the crash, leaving the ignorant masses unaware of what was coming. Don’t make the same mistake.

  • The net result of these staggering numbers can only end one way, and that is with a financial collapse, followed by a bank holiday, rioting in the streets and the full roll out of martial law. These financial numbers guarantee that the party cannot continue much longer. Since America, in her present form, cannot continue much longer without experiencing a cataclysmic shift, we would be wise to realize what resources are going to be the impetus for civil war. When you play the board game, Monopoly, the properties on Boardwalk are among the most coveted. It is no different in real life. The biggest prize of the coming conflict is real estate. Homes, office buildings and shopping malls are the most coveted prize. The MERS mortgage fraud continues unabated as millions of homes have been confiscated through mortgage fraud. When the dollar is worthless and is awaiting its replacement (e.g. the Amero or the Worldo), real estate will be more valuable than gold.
  • Other big game that is being hunted by both sides in the coming civil war will be bank accounts, which must be looted before the dormant computer digits we call money can be converted into hard assets. That is why my advice is, and has been, convert your cash into tangible assets which can enhance your survivability in the upcoming crash.
  • Also, your pensions, your 401K’s and your various entitlement programs are also at risk as evidenced by Secretary of Treasury Jack Lew’s “borrowing” from various Federal retirement accounts in order to increase the debt ceiling fight that will resurface in Congress, again, early next year.
  • Again, my advice is to convert your assets in tangible items which will aid in getting you through some very dark days coming up in the near future.

  • The second provision which will allow this country to quickly transition to martial law is Executive Order (EO) 13603 which allows the President to take control over any resource, property and even human labor within the United States. This EO gives the President unlimited authority including the ability to initiate a civilian draft as well as a military draft.

  • For those of you who still have your blinders on, research the NDAA and EO 13603 and then when you realize that I am correct in my interpretation, ask yourself one question; If the powers that be were not going to seize every important asset, then why would the government give itself the power to do just that?
  • And while you are at it, remember the Clean Water Act gives the EPA to control all private property as well as the precious resources of all water. And then of course, the FDA and the conflicts with local farmers is escalating.

This unconstitutional legislation makes it illegal to criticize the President and the government, as a whole, in the presence of Federal officials.

    While I'd be the first to agree that the degree of fiscal mismanagement of this nation's economy is beyond insane and have to admit that I see very little to admire in Barack Obama's presidency, the meme about Executive Order 13603 authorizing confiscation of any property and enslavement of the American public needs to be put to rest. See http://www.archives.gov/federal-register/executive-orders/2012.html#13603 E.O. 13603 is not much more than an updating of similar executive orders issued by prior presidents beginning with Dwight Eisenhower. In fact, in skimming it a few minutes ago, I didn't see anything drastically different from some of the prior related orders. E.g., it reflects that a bunch of agencies that were formerly either independent or under other departments are now under the newish Department of Homeland Security, whose Secretary now gets the authority formerly delegated to other department and agency heads. If blame must be cast, it belongs on the Congress that enacted the Defense Production Act of 1950, 50 U.S.C. 2061, et seq. The executive order does no more than obey that Act's instructions. For example there is a section authorizing pre-emption of manufacturing capacity of critical industries over any existing civilian contracts in the event of a national emergency, but that language is in the statute as well. But that power hasn't had much traction since Harry Truman tried to nationalize the steel industry to break a nationwide strike. The Supreme Court swatted down that effort as an abuse of a power that would be lawful in a true emergency, like another major. But even that semi-radical "survival" power is ameliorated by other provisions of the statute and the order that authorize loan guarantees for companies' construction and maintenance of critical productive capacity. Much of that has been implemented over the years as outright grants. So for example, many chemical manufacturing plants were built with Defense Production Act funds, with

    Note that this is only an elastic policy, not law. Also notice that NYT is now reporting as *fact* that the NSA did the cyber attack on the Iranian enrichment centrifuges. By any legal measure, if true that was an act of war, a war of aggression.  So why wasn't the American public informed that we were at war with Iran?

  • Americans murdered the first elected prime minister of Pakistan through the Afghan government, declassified documents of US State Department disclosed. Like a number of other high-profile killings, the assassination of Liaquat Ali Khan, has also remained a mystery. Conspiracy theories abound, yet are difficult to substantiate. It was revealed in the documents declassified a few years ago that two people killed the murderer of Liaquat Ali Khan at the spot while crowd also massacred the two persons in order to leave no sign of the conspiracy. According to the documents, the United States wanted to get contracts of oil resources in Iran. Pakistan and Iran enjoyed cordial ties and Afghanistan used to be an enemy of Pakistan during 1950-51. The neighbouring Afghanistan was the only country that did not accept Pakistan at that time. The US demanded Pakistan use its influence in Tehran and persuade it to transfer control of its oil fields to the US. Liaquat Ali Khan declined to accede to the request, saying he would not use his friendship for dishonest purposes and not interfere in personal affairs of Iran.

All three stayed at a local hotel in Rawalpindi one day before the meeting of party in Company Bagh. Akbar fired at Khan when he started his speech at dais and he fell on the stage, saying “Allah help Pakistan”. The cartridges recovered from Khan’s body were US made. The type of bullets used to kill the Pakistani prime minister was in use by high-ranking American officers and were not usually available in the market.

    There are some intriguing similarities between the political situation in 1946 and the political situation today. In the off-year election of 1946, Republicans gained 13 seats in the Senate and emerged with a 51-45 majority there, the largest majority that they enjoyed between 1930 and 1980. They gained 55 seats in the House, giving them a 246-188 majority in that body, the largest majority they have held since 1930. First, Democrats were promising (or threatening) to vastly increase the size and scope of government. Government's share of gross domestic product had risen to over 40% in World War II, and it was obvious that there would be some scaling back. At the same time, the Allied victory in World War II had enhanced the prestige of the state, just as the 1930s Depression weakened faith in free markets. In Britain, the 1942 Beveridge Report urged creating a welfare state after the war, and the Labour Party won a resounding victory in the July 1945 election and promptly proceeded to adopt the Beveridge recommendations and more. In the United States, Franklin Roosevelt in his January 1944 State of the Union address echoed the Beveridge Report. As I pointed out in my 1990 book Our Country: The Shaping of America from Roosevelt to Reagan, he called for "steeply graduated taxes, government controls on crop prices and food prices [and] continued controls on wages . . . Government should guarantee everyone a job, an education, and clothing, housing, medical care, and financial security against the risks of old age and sickness." "True individual freedom," Roosevelt said, "cannot exist without economic security and independence." The similarities between the policy choices facing Congress in 1945-1946 and those facing it in 2009-2010 are obviously far from exact. Nevertheless, there are some. Four Months into Iraq War 3.0, the Cracks Are Showing -- on the Battlefield and at the Pentagon By Peter Van Buren Karl von Clausewitz, the famed Prussian military thinker, is best known for his aphorism “War is the continuation of state policy by other means.” But what happens to a war in the absence of coherent state policy? Actually, we now know. Washington’s Iraq War 3.0, Operation Inherent Resolve, is what happens. In its early stages, I asked sarcastically, “What could possibly go wrong?” As the mission enters its fourth month, the answer to that question is already grimly clear: just about everything. It may be time to ask, in all seriousness: What could possibly go right?
  • The U.S. Department of State lists 60 participants in the coalition of nations behind the U.S. efforts against the Islamic State. Many of those countries (Somalia, Iceland, Croatia, and Taiwan, among them) have never been heard from again outside the halls of Foggy Bottom. There is no evidence that America’s Arab “allies” like Saudi Arabia, Qatar, and the United Arab Emirates, whose funding had long-helped extreme Syrian rebel groups, including IS, and whose early participation in a handful of air strikes was trumpeted as a triumph, are still flying. Absent the few nations that often make an appearance at America's geopolitical parties (Canada, the Brits, the Aussies, and increasingly these days, the French), this international mess has quickly morphed into Washington's mess. Worse yet, nations like Turkey that might actually have taken on an important role in defeating the Islamic State seem to be largely sitting this one out. Despite the way it’s being reported in the U.S., the new war in the Middle East looks, to most of the world, like another case of American unilateralism, which plays right into the radical Islamic narrative.
  • While American strategy may be lacking on the battlefield, it’s alive and well at the Pentagon. A report in the Daily Beast, quoting a generous spurt of leaks, has recently made it all too clear that the Pentagon brass “are getting fed up with the short leash the White House put them on.” Senior leaders criticize the war’s decision-making process, overseen by National Security Adviser Susan Rice, as “manic and obsessed.” Secretary of Defense Chuck Hagel wrote a quickly leaked memo to Rice warning that the president’s Syria strategy was already unraveling thanks to its fogginess about the nature of its opposition to Assad and because it has no “endgame.” Meanwhile, the military's “intellectual” supporters are already beginning to talk -- shades of Vietnam -- about “Obama's quagmire.”

  • Joint Chiefs Chairman General Martin Dempsey has twice made public statements revealing his dissatisfaction with White House policy. In September, he said it would take 12,000 to 15,000 ground troops to effectively go after the Islamic State. Last month, he suggested that American ground troops might, in the future, be necessary to fight IS. Those statements contrast sharply with Obama's insistence that there will never be U.S. combat troops in this war. In another direct challenge, this time to the plan to create those Sunni National Guard units, Dempsey laid down his own conditions: no training and advising the tribes will begin until the Iraqi government agrees to arm the units themselves -- an unlikely outcome. Meanwhile, despite the White House's priority on training a new Syrian moderate force of 5,000 fighters, senior military leaders have yet to even select an officer to head up the vetting process that’s supposed to weed out less than moderate insurgents.
  • Taken as a whole, the military's near-mutinous posture is eerily reminiscent of MacArthur's refusal to submit to President Harry Truman's political will during the Korean War. But don’t hold your breath for a Trumanesque dismissal of Dempsey any time soon. In the meantime, the Pentagon’s sights seem set on a fall guy, likely Susan Rice, who is particularly close to the president. The Pentagon has laid down its cards and they are clear enough: the White House is mismanaging the war. And its message is even clearer: given the refusal to consider sending in those ground-touching boots, Operation Inherent Resolve will fail. And when that happens, don't blame us; we warned you.

  • In or out, boots or not, whatever its own mistakes and follies, those who run the Pentagon and the U.S. military are already campaigning strategically to win at least one battle: when Iraq 3.0 collapses, as it most surely will, they will not be the ones hung out to dry. Of the very short list of what could go right, the smart money is on the Pentagon emerging victorious -- but only in Washington, not the Middle East.

  • Regional leaders flocked to Panama City this past weekend for the VII Summit of the Americas, which has been widely hailed as a victory for left-leaning and progressive forces in the region, particularly Venezuela and Cuba.  The summit was marked by the historic presence of Cuba whose president Raul Castro addressed his counterparts and held face to face talks with Barack Obama, the first Cuban leader to do so since the socialist nation's US-imposed expulsion from the Organization of American States in 1962.
  • However, the much anticipated rapprochement between the two nations was largely upstaged by regional leaders' near uniform rejection of President Obama's March 9 Executive Order labeling Venezuela a "national security threat", which has been condemned by all 33 nations of the CELAC  (Community of Latin American and Caribbean States) and other regional bodies.  While positively noting the steps taken by Obama to reestablish bilateral ties with Cuba, Castro nonetheless criticized the US president for his aggressive measures against Venezuela. 
  • During his speech before the summit, Bolivian president Evo Morales slammed US imperial intervention in the region. "We don't want more Monroes in our continent, nor more Truman doctrine, nor more Reagan doctrine, nor more Bush doctrine. We don't want any more presidential decrees nor more executive orders declaring us threats to their country."

  • "One point was important: health as a human right, and the U.S. government did not accept that health should be considered a human right [...] President Obama did not accept the document,” explained Bolivia's first indigenous president.  The previous Summit of the Americas held in Colombia in 2012 likewise failed to issue a final document due to US rejection of language opposing its blockade against Cuba. 
  • The Venezuelan head of state also named several key issues he called on Obama to address in the context of bilateral talks, including US refusal to "recognize our Revolution", the White House's Executive Decree, the US embassy's role in destabilization efforts, as well as US support for anti-government groups operating from US soil.

  • Despite repeated calls throughout the summit for President Obama to repeal his Executive Order targeting Venezuela, the US administration has dug in its heels, refusing to repeal the decree.  Assistant Secretary of State for Western Hemisphere Affairs Roberta Jacobson stated on Saturday that although her government did not consider Venezuela a "threat", the Executive Order would not be repealed given that "it's something that's already been implemented."  The comments follow similar contradictory remarks by Barack Obama on Thursday who also denied that Venezuela posed a threat to the United States, an admission which has been hailed as a victory by President Nicolas Maduro, who initiated a petition campaign that has collected 13 million signatures against the Executive Order.
  • "We do not believe that Venezuela poses a threat to the United States, nor does the United States threaten the Venezuelan government," clarified Obama in an interview with EFE.  Nonetheless, the US leader indicated no intention of repealing the Executive Order, going on to justify the sanctions imposed on Venezuela, which are allegedly aimed at "discouraging human rights violations and corruption.”
  • The White House's Executive Order has over the past month ignited a global backlash against US aggression, a reaction which has been lamented by Jacobson.   “I am disappointed that there were not more countries to defend [the sanctions]. They were not made to harm Venezuelans or the Venezuelan government,” noted the Assistant Secretary of State.
