Americans Remain Divided on Military Spending - 0 views

  • As the Obama administration announces plans for further decreases in military spending, Gallup surveys show no broad consensus among Americans that the U.S. is spending too much or too little on the military. Americans' views of the money spent on national defense and the military have held fairly steady in recent years, with 37% now saying the nation spends too much and 28% saying it spends too little. The rest say spending is about right.
  • The most recent data are from Gallup's Feb. 6-9 World Affairs poll. Americans' attitudes on military spending have fluctuated since 1969, with occasional spikes in the "too much" and the "too little" viewpoints. Americans' current views are fairly moderate, with the percentages saying "too much" and "too little" falling about midway in the historical ranges. The complete trend, including the percentage saying spending is "about the right amount," is on page 2. These attitudes have taken on a renewed importance as Secretary of Defense Chuck Hagel announced a far-reaching Pentagon defense plan Monday that would, among other things, cut the Army's size to its lowest level since before World War II. Historically, Americans were most likely to believe the nation was spending "too much" on the military in 1969 (52%) and in the early 1970s, just after the peak of U.S. involvement in the Vietnam War. This belief also reached as high as 50% in 1990 after the major military buildup under Presidents Ronald Reagan and George H.W. Bush. Public concern that military spending was too high rose to 44% in the final year of the George W. Bush administration as the nation's military spending increased for the wars in Afghanistan and Iraq. Americans were most likely to say the government was spending "too little" on the military in January 1981, just as Reagan was taking office after having won the election partly because of his emphasis on the need to build up America's military. Similarly, the "too little" percentage peaked in 2000 and early 2001 as George W. Bush campaigned for and won the presidency after a period of lower military spending during the Clinton administration.

  • Bottom Line U.S. spending on defense as a percentage of GDP has varied substantially in the 70 years since the huge military outlays of World War II. Spending increased from post-World War II levels during the Korean War, stayed relatively high during the Cold War and Vietnam War years that followed, began to fall during the 1970s, rose slightly during the Reagan administration, fell during the Clinton years, rose significantly during the last decade, and has now begun to fall again. The American public's views on military spending have also varied, generally in reaction to these shifts. Americans were most likely to view spending as too high during Vietnam and the 1980s and early '90s, and most likely to view it as too little after the drop in spending in the 1970s and 1990s. Since 2002, Americans' views that the U.S. is spending too much increased concomitant with actual spending increases that followed 9/11 and U.S. involvement in two wars. Now, as the U.S. begins once again to decrease military spending, the public's attitudes are divided. Given these cuts, it would not be unusual if at some point the public once again began to say military spending had dropped too low, potentially making military preparedness a 2016 presidential campaign issue.

Finally, after a nonstop, nearly 80-year upward climb, government spending has hit a wall. It didn't seem possible but this is a big wall. It's the American voter. This has been an unforgettable year in the history of American spending. It began with an eye-popping $800 billion stimulus bill that came from nowhere and went to nowhere. Done with that, the Washington Democrats turned to President Obama's health-care reform, which looked big at first, but turned out to be bigger. A well-publicized June estimate of the Senate bill's cost by the Congressional Budget Office put the 10-year price tag at $1.6 trillion. So $800 billion, then a trillion. Dollar signs rocketed into the sky all year: hundreds of billions on various TARP salvage projects, much drawn from some magic stash held by the Federal Reserve. The Obama cap-and-trade bill was going to use an auction to siphon $3.3 trillion from various states to Washington over 40 years. Oh, almost forgot-an FY 2011 $3.8 trillion budget. Some of this was spending, some taxes, some fees. It's all spending. A tax or fee is just a sluice gate that separates private income from the public-spending lake. And in 2009 it was beginning to look as if the politicians were going to blow the dam. California and New York, the nation's first and third most populous states, were in fiscal collapse, with the whole nation watching as once-mighty California (which looks like Greece cubed) actually issued IOUs. " [...] The president's insistence that Washington doesn't have a spending problem, Mr. Boehner says, is predicated on the belief that massive federal deficits stem from what Mr. Obama called "a health-care problem." Mr. Boehner says that after he recovered from his astonishment-"They blame all of the fiscal woes on our health-care system"-he replied: "Clearly we have a health-care problem, which is about to get worse with ObamaCare. But, Mr. President, we have a very serious spending problem."     "What's really remarkable is that we've seen the biggest drop in the burden of government spending since the end of World War II. Heck, the fiscal restraint over the past five years has resulted in a bigger drop in the relative size of government in America than what Switzerland achieved over the past ten years thanks to the "debt brake." At this point, some readers may be wondering who or what deserves credit for this positive development. I'll offer a couple of explanations. The first two points are about why we shouldn't overstate what's actually happened. 1. The good news is somewhat exaggerated because we had a huge spike in federal spending in 2009. To use an analogy, it's easy to lose some weight if you first go on a big eating binge for a couple of years. 2. Some of the fiscal discipline is illusory because certain revenues that flow to the Treasury, such as TARP repayments from banks, actually count as negative spending. I explained this phenomenon when measuring which Presidents have been the biggest spenders. But there also are some real reasons why we've seen genuine spending restraint. 3. The "Tea Party" election of 2010 resulted in a GOP-controlled House that was somewhat sincere about controlling federal outlays. 4. The spending caps adopted as part of the debt limit fight in 2011 have curtailed spending increases as part of the appropriations process. 5. In the biggest fiscal loss President Obama has suffered, we got a sequester that reduced the growth of federal spending. 6. Many states have refused to expand Medicaid, notwithstanding the lure of temporary free money from Uncle Sam. 7. Government shutdown fights may be messy, but they tend to produce a greater amount of fiscal restraint. And there are surely other reasons to list, including the long-overdue end of seemingly permanent unemployment benefits and falling defense outlays as forces are withdrawn from Iraq and Afghanistan. Pentagon 'big winner' in $1T omnibus bill | TheHill - 0 views

  • The Pentagon and the defense industry came out of the $1 trillion omnibus spending bill as a big winner, experts and lawmakers said Tuesday, a day after the bill was released. “The big winner is the Defense Department. They should be breaking out champagne in the Pentagon,” said Gordon Adams, a defense budget expert and former Clinton official.The omnibus spending bill provides about $497 billion for the Defense Department in 2014 — about the same as in 2013. But the Pentagon also received $85.2 billion in overseas contingency operations (OCO) for the war in Afghanistan, roughly $5 billion more than it requested for 2014.Before last month’s budget deal that relieved $22.4 billion in sequestration cuts, the 2014 defense budget would have been around $475 billion. The OCO funding, which Adams said is the “cherry on top of the dessert,” can be used to pay for operations and maintenance in the base budget and help restore military readiness lost in previous years. Fiscal watchdog and anti-war groups criticized the $5 billion increase from the Pentagon's request in OCO funding as a “slush fund to pad the department’s budget and avoid spending reductions,” especially with the winding down of the Afghan War.

    The War Party wins again. Spending cuts will come out of non-defense branches of government. Meanwhile, the Judicial Branch is nearly flat on its back because of sequestration. Judicial spending before sequestration was only 0.19 per cent of federal spending (19 cents of each $100) but  $350 million got chopped by sequestration.  The result: things like massive delays in court proceedings and a 35 per cent cut in personnel in the Federal Defenders office, a loss of institutional knowledge that will never be recovered.

Spending in Bush's first year (FY2001) was $1.863 trillion, thus he presided over an 83-percent increase in overall federal spending, which includes defense, domestic, entitlements, and interest. Even without TARP and Fannie/Freddie, spending was up a huge 70 percent under Bush over eight years. By contrast, total spending under eight years of President Clinton increased just 32 percent. These are the overall increases in nominal dollars. Now let's look at the real annual averages. Figure 1 shows the average increase in total spending under recent presidents. Bush II was the biggest spender since LBJ. His spending increases were far larger than the three prior presidents.

Pentagon Still Plans to Blow Through Its Allowance - 0 views

In advance of the Pentagon’s annual budget request, which usually is submitted during the spring, a senior defense official, Alan Estevez, confirmed that the Department plans on blowing through the budget caps next year. “We’re going to propose a budget next January and it’s going to be above sequestration levels.” Shocker!

    Excellent analogy.  My take on the fiscal cliff is that we have an agreement in place, signed off on by Obama, the Democrats and the Republicans.  Let's hold to it.  Hold the line.  And under no circumstances raise the debt limit.  Bring home the troops.  Make the spending cuts in the sequestration agreement.  Replace that idiot Speaker of the House Boehner with Representative Darryl Isa.  Freeze Obama with his own agreement, and then dig our way out of this by stopping the socialist spending spree. In a way the House GOP finds itself in the same position as Keyser Soze. Our home has been invaded. Our family despoiled. Sometimes the only way out of a dilemma is by clearing the table and starting again from scratch. At midnight on December 21, 2012 the United States will be faced with what is being called the "fiscal cliff." In short this cliff is composed of several parts. 1. The payroll tax reduction passed in 2010 will end. 2. The temporary tax rates passed under President Bush will lapse. 3. Obamacare's taxes will come due. 4. The Alternative Minimum Tax will expand to many more taxpayers. 5. Extended unemployment benefits will expire. 6. Some $78 billion in federal spending will be sequestered. 7. Medicare "doc fix" will expire. There are several sets of sacred cattle here. The GOP is primarily interested in protecting the tax cuts and Defense spending. The Democrats are primarily interested in preserving the social spending and free stuff for their base. This time around the Democrats, in their never ending paean to class warfare, are insisting that the Bush Tax Rates for the wealthiest Americans be allowed to expire.     We believe that this is a fiscally irresponsible position that would place America on the Road to Ruin. At the same time, we believe that the current debate over raising the debt limit provides a historic opportunity to focus public attention, and then public policy, on a path to a balanced budget and paying down our debt. We believe the Republican Study Committee's "Cut, Cap, Balance" plan for substantial spending cuts in FY 2012, a statutory spending cap, and the passage of a Balanced Budget Amendment to the Constitution is the minimum necessary precondition to raising the debt limit. The ultimate goal is to get us back to a point where increases in the debt limit are no longer necessary. If you agree, take the Cut, Cap, Balance Pledge! There are versions for elected officials, federal candidates and ordinary citizens. THE PLEDGE :: I pledge to urge my Senators and Member of the House of Representatives to oppose any debt limit increase unless all three of the following conditions have been met: Cut - Substantial cuts in spending that will reduce the deficit next year and thereafter.     Ok, this goes into the must read category. I don't however agree with the proposed solution. There's no mention that governments must stop spending money they don't have. Stop the borrowing. Cut the spending. Cut payroll, pension and healthcare spending. Privatize. Return Federal assets to the States, and let them handle the leasing and privatization. Flatten the tax code. Eliminate corporate and unearned (investment) income taxes.  When this country came out of WWII, there was great apprehension that the great depression would simply pick up where it left off. These concerns led to a break with the Hoover-Roosevelt big and bigger government - tax and spend approach. Congress moved to cut taxes and level the margins. Depression over.  excerpt:  Today the Federal government is carrying an even bigger debt per GDP than the cost of WWII had left us with! The out of control spending has to stop. For just over half of all Americans today is Tax Day. But for the other half it is just another day on the calendar. That's because they pay no federal income taxes.   • The survey, by the University of Maryland’s Program for Public Consultation (PPC), found that while Trump has proposed a $54 billion boost to federal spending for the military, a majority of Americans prefer a cut of $41 billion. While Trump has proposed a $2.8 billion increase for homeland security, a majority of Americans favor a $2 billion cut. Altogether, the survey looked at the 10 top areas of spending in Trump’s “Budget Blueprint” and found a gap of $139.6 billion between what the majority of the public would spend and what Trump has proposed. Steven Kull, PPC’s director, said he was surprised both by the extent of the gap and the fact that Trump’s proposals were at odds with the preferences of both Republicans and Democrats. In general, those who identified themselves as Republicans were more likely to favor cutting some of the spending that Trump has proposed to cut, but on a raft of areas where Trump proposed large reductions, members of his party preferred to cut less. On military spending, for example, where Trump’s proposal is $94.4 billion away from the majority’s position, a majority of GOP respondents said they wished to keep the so-called “base” or main defense budget at the current level, although they favored cutting $5 billion in spending from a budget for “overseas contingency operations,” specifically in Afghanistan and Iraq.

Meanwhile, if coverage in years past is any guide, we can expect stories from many news outlets that will significantly understate a third huge slice of spending—the real costs of military and other national defense spending.
  • Meanwhile, wars are debt-financed, even though taxes were raised to help pay for every war American prior to Afghanistan and Iraq. Add in interest costs attributable to past conflicts, as the pacifist War Resisters League does, and the fiscal 2013 cost of national security comes to more than $1.3 trillion—two and a half times the basic Defense budget. That pretty much all-in cost almost equals the $1.6 trillion expected to be raised through the individual federal income tax in fiscal 2013, as shown in Table S-5 of the proposed White House budget. By this broadest measure, the cost of national security consumes every individual income tax dollar except the last one paid by each thousand paid per American. That doesn’t leave much for other spending on commonwealth goods and services that provide the foundation for private incomes and wealth. The result is that Trump’s initial budget wouldn’t dent budget deficits projected to run about $500 billion. White House budget officials outlined the information during a telephone call with reporters Monday given on condition of anonymity. The budget officials on the call ignored requests to put the briefing on the record, though Trump on Friday decried the use of anonymous sources by the media. Trump’s defense budget and spending levels for domestic agency operating budgets will be revealed in a partial submission to Congress next month, with proposals on taxes and other programs coming later.
