Islamic State leader Caliph Ibrahim - aka Abu Bakr al-Baghdadi - never ceases to amaze us - and most of all his powerful petrodollar-stuffed backers. The Caliph is for all practical purposes now an oil major worth of membership of the Organization of the Petroleum Exporting Countries (OPEC). His takfiri/mercenary goons - in theory - have for some time been extracting, refining, shipping and/or smuggling and clinching juicy deals involving vast quantities of oil, reaping profits of roughly US$2 million a day. The Caliph's oil prices are to die (be beheaded?) for; after all, he's implementing the same low-price strategy concocted by the people he wants to dethrone in Mecca, the House of Saud. And oh, the irony Top customers for The Caliph's cheap oil happen to be "Sultan" Recep Tayyip Erdogan's Earthly paradise, aka Turkey - a North Atlantic Treaty Organization ally - and that King "Playstation" Abdullah II ibn al-Hussein's domain impersonating a country, aka Jordan.

What Kerry did give was the Master's Voice seal of approval to the Saudi strategy of low oil prices, thinking short-term about US oil consumers at the pump, and medium-term on putting pressure on the revenues of both Iran and Russia. Yet he obviously played down the blow to the US shale gas industry. The Saudis, for their part, have other key considerations, not least how to recover their market share across Asia - where their biggest customers are located. They are losing market share because of discounted crude sold by both Iran and Iraq. Thus, both must be "punished", on top of the House of Saud's pathological aversion to all things Shi'ite. As for the big picture in Syria, Obama's capo for dealing with The Caliph, General John Allen, laid down the law to Saudi newspaper Asharq Al-Awasat. He said, "[T]here is not going to be a military solution here [in Syria]". And he also said, "The intent is not to create a field force to liberate Damascus."

In this masterful piece, William Engdahl goes no-holds-barred on the supposed Saudi-US cheap oil/bomb Bashar al-Assad/undermine Russia deal. Yet there may not have been a direct deal; more like Washington and Riyadh working in tandem towards common objectives: regime change in Syria in the long term, and undermining both Iran and Russia in the short term. As for that crucial Pipelineistan gambit central to the Syrian riddle - a gas pipeline running from Qatar to regime-changed Syria, instead of Iran-Iraq-Syria - that's not exactly a Saudi, but a rival Qatari priority.

I’ve written before about the potential significance of the Guantánamo “counsel access” case–Hatim v. Obama–which raised the question of whether new and especially invasive search procedures at Guantánamo were invalid insofar as they interfered with the detainees’ right of access to counsel. Today, a three-judge panel of the D.C. Circuit upheld the procedures, while claiming to duck the far larger and more important constitutional question the district court had reached, i.e., whether the right of access to counsel in these cases is protected by the Suspension Clause. In the process, the Court of Appeals held that the deferential Turner v. Safley test does apply to challenges to conditions of confinement at Guantánamo–a very big win for the government, and a big setback for the detainees.

Humanitarian truce brokered by Egypt holds in Palestinian enclave as both sides agree to take part in indirect talks.

The UN brokered evacuation of about 2,000 Jihadi insurgents from the Syrian capital Damascus to Raqqa, the de facto capital of the self-proclaimed Islamic State, has been delayed after an air strike of the Syrian Air Force took out the commander of Jays al-Islam, Zahran Alloush. On August 21, 2013, Alloush, in his function as supreme commander of Liwa-al-Islam, gave to order to launch the chemical weapons attack on the East Ghouta suburb of Damascus.

The exterminated Zahran Alloush was, until he became the commander of Jaysh al-Islam the supreme commander of Liwa-al-Islam; a position he continued to hold until his death. An in depth investigative report published by nsnbc international in 2013 shows that Zahran Alloush was the field commander who, on August 21, 2013, gave the order to launch the chemical weapons attack against the East Ghouta suburb of Damascus. Zahran Alloush has been on the payroll of the Saudi intelligence service since the 1980s. Despite certain media reports to the contrary it must be noted that the air strike that ended the life of Zahran Alloush was carried out before a ceasefire that should allow the evacuation of the 2,000 insurgents to Raqqa came into effect. Jobar is of immense strategic importance for foreign backed insurgents’ logistic support from Turkey, Lebanon, Israel and Jordan.

The Russian Air Force has flown 141 sorties in Syria, carrying out 472 air strikes over the past two days, states the Russian Defense Ministry. Russian air strikes destroyed 1,000 oil tankers over the past five days, drying out the self-proclaimed Islamic State’s lucrative oil smuggling business. 

The Syrian State news agency SANA quotes a military source as saying that the Russian Air Force has destroyed 1,000 tanker trucks in cooperation with the Syrian Arab Air Force within the last five days. Eighty of such oil tankers were reportedly destroyed in al-Raqqa city. Large oil tanks at an oil refinery south of Raqqa and south of Deir Ez-Zor were also targeted. The targeting of the tankers and refineries effectively dries out one of the self-proclaimed Islamic State’s (a.k.a. ISIS, ISIL or Daesh) revenue sources. It is particularly noteworthy that family members of Turkish President R. Tayyip Erdogan and Turkish banks have been implicated in the smuggling of Syrian oil via northern Iraq to Turkey and beyond. It is also noteworthy that the European Union, on April 22, 2013, lifted its ban on the import of Syrian oil from what it designated as “rebel-held territories”.

A US-led raid on the compound housing the Islamic State’s ‘chief financial officer’ produced evidence that Turkish officials directly dealt with ranking ISIS members, Martin Chulov ofthe Guardian reported recently. Islamic State official Abu Sayyaf was responsible for directing the terror army’s oil and gas operations in Syria. Islamic State (aka ISIS, ISIL, or Daesh) earns up to $US10 million per month selling oil on black markets. Documents and flash drives seized during the Sayyaf raid reportedly revealed links “so clear” and “undeniable” between Turkey and ISIS “that they could end up having profound policy implications for the relationship between us and Ankara,” a senior western official familiar with the captured intelligence told the Guardian. NATO member Turkey has long been accused by experts, Kurds, and even Joe Biden of enabling ISIS by turning a blind eye to the vast smuggling networks of weapons and fighters during the ongoing Syrian war.

The move by the ruling AKP party was apparently part of ongoing attempts to trigger the downfall of Syrian President Bashar al-Assad’s regime. Ankara officially ended its loose border policy last year, but not before its southern frontier became a transit point for cheap oil, weapons, foreign fighters, and pillaged antiquities.

In November, a former ISIS member told Newsweek that the group was essentially given free reign by Turkey’s army. “ISIS commanders told us to fear nothing at all because there was full cooperation with the Turks,” the fighter said. “ISIS saw the Turkish army as its ally especially when it came to attacking the Kurds in Syria.” But as the alleged arrangements progressed, Turkey allowed the group to establish a major presence within the country — and created a huge problem for itself. “The longer this has persisted, the more difficult it has become for the Turks to crack down [on ISIS] because there is the risk of a counter strike, of blowback,” Jonathan Schanzer, a former counterterrorism analyst for the US Treasury Department, explained to Business Insider in November. “You have a lot of people now that are invested in the business of extremism in Turkey,” Schanzer added. “If you start to challenge that, it raises significant questions of whether” the militants, their benefactors, and other war profiteers would tolerate the crackdown.

Translated from Arabic language Alrai Media (thanks to the reliable Fort Russ Russian news site), the senior Syrian officer at the operations room is quoted as saying: “Soon Syria will announce that any country using the airspace without coordinating with Damascus will be viewed as hostile and [we] will shoot the jet down without warning. Those willing to fight terrorism and coordinate with the military leadership will be granted safe corridors.” This may seem like a dangerous escalation. American fighter jets have been bombing Syrian territory since September 2014, having carried out thousands of air strikes allegedly against the Islamic State (IS) terror group (also known by its Arabic name Daesh). Since the Paris terror attacks last month, France has stepped up its air strikes in Syria too. In the past week, Britain and Germany parliaments have voted for their air forces to join the other NATO members in aerial operations. The US-led bombing coalition in Syria also includes Turkey, Saudi Arabia and Qatar. Russia is the only country whose military aircraft are legally deployed in Syria because Moscow has the full consent of the Syrian government. All the others do not have consent from Damascus. So we have at least seven foreign powers deploying their warplanes to bomb Syrian territory – all in violation of international law.

It is irrelevant whether the US-led alliance claims to be fighting terrorists, or whether they claim it is in “self-defence” as France, Britain and Germany are. The Germany justice minister Heiko Maas, speaking after the Bundestag voted for military action this week, claimed that the United Nations Security Council resolution passed last month in the wake of the Paris attacks makes the German intervention legal. That UNSC resolution does not specifically sanction military action. In any case, the ultimate legal criterion is the position of the Syrian state authorities. Western governments and their media have done everything to discredit, demonise and delegitimise the Syrian government. That’s part of the US-led criminal enterprise for regime change in Syria. But the fact remains, Syria is a sovereign state fully entitled the legal rights of all other UN members. If the Syrian government of President Bashar al-Assad – which is the internationally recognised governing authority of Syria and retains its seat at the UN – does not consent to foreign military intervention, then that intervention is illegal, as Moscow and Damascus have repeatedly pointed out. Syria, with the S-300 missile system supplied by its Russian ally, now has the technical means to defend its borders and airspace from all intruders. It also has the legal right to defend the inviolability of its territory. After all, US President Barack Obama invoked this right with regard to Turkey after the shoot-down of the Russian Su-24. Obama said Turkey had “every right to protect its skies” (even though the evidence shows that the Russian fighter jet did not breach Turkish territory). In other words: what’s good for Turkey is good for Syria, as for any other nation.

Now, some might say it is a reckless move for Syria to train its skies with the powerful S-300. If a US, French, British or German warplane is shot down then that may ignite a full-on war with the American NATO military alliance. Russia would inevitably be dragged into the fight, which could slide into a world war between nuclear powers. But hold on a minute. That logic amounts to the US and its allies using such fear as a weapon to disarm others and to prevent sovereign states from exercising their rights. Such a dynamic is a blank cheque for powers to bully and oppress others. As Russian President Vladimir Putin has said time and again, the issue is one abiding by international law. Without respect for international law then the world resorts to the law of the jungle and barbarism, as Putin said in his recent state of the nation speech. What we have seen in recent years since the US-led wars in Afghanistan and Iraq in 2001-2003 is the wholesale erosion of sovereignty. This has involved the overt deployment of military force and the covert use of “asymmetric war”, says American political analyst Randy Martin (who writes at crookedbough.com).

“We have received additional information confirming that the oil controlled by Islamic State militants (ISIS) enters Turkish territory on an industrial scale. We have every reason to believe that the decision to down our plane was guided by a desire to ensure the security of this oil’s delivery routes to ports where they are shipped in tankers.” –Russian President Vladimir Putin, Paris, 11-30-15

In candid remarks to the Russian media, Putin implicated the US in the downing of the Su-24 stating that the US military was briefed on the warplane’s flight path and then immediately passed along that information to Turkey. Here’s what he said: “We told our US partners in advance where, when at what altitudes our pilots were going to operate. The US-led coalition, which includes Turkey, was aware of the time and place where our planes would operate. And this is exactly where and when we were attacked. Why did we share this information with the Americans? Either they don’t control their allies, or they just pass this information left and right without realizing what the consequences of such actions might be. We will have to have a serious talk with our US partners.” Putin’s damning remarks have not appeared in any of the western media. The censorship of this information is similar to the blackout of comments Putin made just two weeks earlier at the G-20 summit where he announced that “40 countries” are financing ISIS including members of the G-20.

Here’s an except of Putin’s bombshell announcement: “I provided examples based on our data on the financing of different Islamic State units by private individuals. This money, as we have established, comes from 40 countries and, there are some of the G20 members among them,” Putin told the journalists. “I’ve shown our colleagues photos taken from space and from aircraft which clearly demonstrate the scale of the illegal trade in oil and petroleum products. The motorcade of refueling vehicles stretched for dozens of kilometers, so that from a height of 4,000 to 5,000 meters they stretch beyond the horizon,” Putin added, comparing the convoy to gas and oil pipeline systems.” (Putin: ISIS financed from 40 countries, including G20 members, RT)

As Syrians gather in their capital Damascus to celebrate, there is a sense that the New Year will bring a measure of peace – the first time such hope has been felt over the past five years of war in the country. Russia’s military intervention to help its Arab ally at the end of September has been the seminal event of the year. After three months of sustained Russian aerial operations in support of the Syrian Arab Army against an array of foreign-backed mercenaries, there is an unmistakable sense that the «terrorist backbone has been broken», as Russian President Vladimir Putin recently put it.

What is interesting is how the Western news media are reporting all this. Their reportage of the truces and evacuations are straining to minimize the context of these developments. This BBC report is typical, headlined: «Syria fighters’ evacuation from Zabadani ‘under way’». The British state-owned broadcaster tells of hundreds of «fighters» being relocated from the town of Zabadani as if the development just magically materialized like a present donated by Santa Claus. What the BBC fails to inform is that that truce, as with several others around Damascus, has come about because of Russia’s strategic military intervention in Syria dealing crushing blows against the militant networks. The Western media have preoccupied themselves instead with claims from the US State Department that Russia’s military operations have either been propping up the «Assad regime» or allegedly targeting «moderate rebels» and civilians. The disingenuous Western narrative, or more prosaically «propaganda», then, in turn, creates a conundrum when widespread truces and evacuations are being implemented. That obviously positive development signaling an end to conflict thanks to Russia’s military intervention has to be left unexplained or unacknowledged by the Western media because it negates all their previous pejorative narrative towards Russia and the Assad government.

Furthermore, the Western media are obliged to be coy about the exact identity of the «fighters» being evacuated. As noted already, the militants are variously described by the Western media in sanitized terms as «fighters» or «rebels». But more informative regional and local sources, such as Lebanon’s Al Manar, identify the brigades as belonging to the al-Qaeda-linked Islamic State group and al-Nusra Front. These are terror groups, as even defined by Washington and the European Union. So, the Western media has to, by necessity, censor itself from telling the truth by peddling half-truths and sly omissions. The Jaish al-Islam (Army of Islam), whose commander was killed, is also integrated with the al-Qaeda terror network. Jaish al-Islam is funded and armed by Saudi Arabia and Qatar, and serves as a conduit for American CIA weapons to the more known terrorist outlets. Notably, Voice of America referred to the terror commander Zahran Alloush with the euphemistic cleansing term as a «rebel leader». What the Russian-precipitated truces and termination of sieges is demonstrating is that the western side of Syria, from Daraa in the south, through Damascus and up to the northern Mediterranean Sea coast around Aleppo and Latakia, are infested with the terror brigades of IS and Al-Nusra and their myriad offshoots.

While the international media is all abuzz with reports that Israel Prime Minister Benjamin Netanyahu only agreed to the truce with Palestinians in Gaza if President Obama agreed to send U.S. troops into Sinai to stop the smuggling of arms from Iran into Gaza, Egypt is strenuously denying the story, saying it would never allow U.S. troops to be stationed in its country.

Mohamed El-Keshky, Egypt’s Military Attaché in Washington, said in statements that there are no plans or even intentions to deploy U.S. troops in Sinai. He stressed that Egypt has not approved and will never approve the presence of foreign troops on its lands. He added that the only non-Egyptian troops allowed in Sinai are the UN peacekeeping forces.

Authorities in Iraq say they have uncovered an al Qaeda cell working to produce poison gas at two locations in Baghdad for future attacks both home and abroad. Mohamed al Askari, spokesman for Iraq's defence ministry, said five suspects had been detained over the construction of two facilities in the capital to produce sarin and mustard gas, using instructions from another al Qaeda group.

The members of the cell were prepared to launch attacks domestically, and also had a network to smuggle the toxins to neighbouring countries, and also to Europe and North America, said Mr Al Askari. He said the group had managed to acquire some raw materials and formulas, but they had not produced any active chemical weapons. It was unclear how far along they were in their efforts. The arrests follow a joint operation between Iraqi and foreign intelligence services.

On September 20 I wrote about the likely reason for the willful U.S. bombing attack on a critical Syrian army position in Deir Ezzor: Two recent attacks against the Syrian Arab Army in east-Syria point to a U.S. plan to eliminate all Syrian government presence east of Palmyra. This would enable the U.S. and its allies to create a "Sunni entity" in east-Syria and west-Iraq which would be a permanent thorn in side of Syria and its allies. ... The U.S. plan is to eventually take Raqqa by using Turkish or Kurdish proxies. It also plans to let the Iraqi army retake Mosul in Iraq. The only major city in Islamic State territory left between those two is Deir Ezzor. Should IS be able to take it away from the isolated Syrian army garrison it has at least a decent base to survive. (Conveniently there are also rich oil wells nearby.) No one, but the hampered Syrian state, would have an immediate interest to remove it from there. There are new signs that this analysis was correct.

Yesterday the Turkish President Erdogan made a remark that points into that direction. As the British journalist Elijah Magnier summarized it: Elijah J. The Turks and their proxies took Jarablus in center-north Syria from the Islamic State without any fight and without any casualties from fighting. ISIS had moved away from the city before the Turks walked in. There obviously had been a deal made. The Saudis and the U.S. arranged for that. The U.S. bombed the most important SAA position in Deir Ezzor so that ISIS, now with the help of its cadres from Mosul, can take over the city. A nice place to keep it holed up in east-Syria until it can further be used in this or that imperial enterprise.

The Stop Arming Terrorists Act (SATA) has been introduced today in the House of Representatives by Rep. Tulsi Gabbard (D – HI). The bill is a bipartisan effort, co-sponsored by Reps. Peter Welch (D – VT), Barbara Lee (D – CA), Dana Rohrabacher (R – CA), and Thomas Massie (R – KY) which would forbid the US government from using taxpayer dollars to arm, fund, or train terrorist organizations.

Rep. Gabbard noted that it has been against the law for years for individual Americans to fund terrorist organizations, but that the US has been routinely doing so for years in Syria, providing arms to many terrorist-linked groups within Syria’s rebellion. The bill appears aimed primarily at ending the CIA program smuggling arms to Syrian rebels, something President-elect Donald Trump has also expressed support for. The bill singles out ISIS, al-Qaeda, and Jabhat Fateh al-Sham (the “rebranded” version of al-Qaeda’s Nusra Front) and forbids support to them, their allies, or foreign nations who are themselves providing support for the groups. The part prohibiting funding of foreign nations involved in backing the groups could be hugely impactful, as it would include nations like Saudi Arabia, Qatar and Turkey, which have openly backed a number of the rebel groups targeted. SATA would compel the Director of National Intelligence to provide a list of all the groups affiliated with or cooperating with those three organizations, as well as the countries providing assistance to them to several House committees. This could potentially be an obstacle as reports have suggested Trump does not intend to appoint a Director of National Intelligence.

It happened again this week.Citing military sources, Syria’s official news agency, SANA, reported on Wednesday that Israel had launched a ground-to-ground missile attack at 3am against the Mezzeh military air field near Damascus. Other media reports claimed the attack was carried out by the Israeli air force.According to the Syrian officials, the strike was a “desperate” effort by Israel to support “terrorist groups” fighting the regime. Hours later, Israeli Defense Minister Avigdor Lieberman told a meeting of EU envoys that his country was “trying to prevent the smuggling of sophisticated weapons, military equipment and weapons of mass destruction from Syria to Hezbollah”.

As a matter of policy, Israel neither confirms nor denies reports of such attacks, many of which have occurred in recent years, and they are typically thought to target weapons bound for the Shia group – but Lieberman’s comments are especially striking because this is the first time WMD has been mentioned.If indeed Israel attacked the airport this morning, it would be the third Israeli attack within 10 days after two other reported attacks by the Israeli Air Force in the last week of November.The first strike hit the Syrian side of the Golan Heights on 28 November, near the border between the two countries, and targeted an abandoned UN peacekeeping facility used by the Islamic State (IS).It followed an attack on an Israeli troops by the Syrian rebel group Khalid Ibn al-Walid Brigade, formerly known as the Yarmouk Martyrs Brigade, affiliated with IS.Two days later, the second strike hit the outskirts of Damascus in an attack that was again widely thought to have targeted a shipment of sophisticated weapons headed for Hezbollah in Lebanon.So it would seem that, as far as Israeli security interests are concerned, it’s business as usual – except it’s not. It’s all an illusion.

In addition to the strike this morning and the two strikes in November, the Israeli Air Force have attacked weapons convoys from Syria to Hezbollah twice in the past 11 months.

Someone wants to get the United States into a war with Syria very, very badly.  Cui bono is an old Latin phrase that is still commonly used, and it roughly means "to whose benefit?"  The key to figuring out who is really behind the push for war is to look at who will benefit from that war. 

Federal agents have launched a criminal investigation of instructors who claim they can teach job applicants how to pass lie detector tests as part of the Obama administration’s unprecedented crackdown on security violators and leakers. The criminal inquiry, which hasn’t been acknowledged publicly, is aimed at discouraging criminals and spies from infiltrating the U.S. government by using the polygraph-beating techniques, which are said to include controlled breathing, muscle tensing, tongue biting and mental arithmetic. So far, authorities have targeted at least two instructors, one of whom has pleaded guilty to federal charges, several people familiar with the investigation told McClatchy. Investigators confiscated business records from the two men, which included the names of as many as 5,000 people who’d sought polygraph-beating advice. U.S. agencies have determined that at least 20 of them applied for government and federal contracting jobs, and at least half of that group was hired, including by the National Security Agency.

By attempting to prosecute the instructors, federal officials are adopting a controversial legal stance that sharing such information should be treated as a crime and isn’t protected under the First Amendment in some circumstances.

“Nothing like this has been done before,” John Schwartz, a U.S. Customs and Border Protection official, said of the legal approach in a June speech to a professional polygraphers’ conference in Charlotte, N.C., that a McClatchy reporter attended. “Most certainly our nation’s security will be enhanced.”“There are a lot of bad people out there. . . . This will help us remove some of those pests from society,” he added.

Officials have confirmed that Saudi Arabia intends to provide Chinese-made anti-aircraft missiles to rebel factions in Syria soon in a move to “tip the balance” against a Syrian military which has enjoyed air superiority. Shoulder-mounted “manpad” missiles have been smuggled into Syria after the looting in Libya, but never in huge quantities. Rebel factions, including those supported by the West, have repeatedly said that if they were able they would use such missiles to attack civilian airliners flying over Syrian airspace, saying all civilian aircraft are “legitimate targets” in their war.

Brennan was warned that the Associated Press and The Washington Post were about to publish the results of a long investigation revealing that Robert Levinson, a retired FBI agent who had gone missing while "on private business" in Iran six years ago, had actually been working for the CIA. A handful of national security reporters in D.C. had known of Levinson's CIA connection for years but agreed to sit on it, accepting the CIA's rationale that publishing the information could endanger the life of Levinson, who was ostensibly pursuing an investigation of cigarette smuggling for a private client when he went missing on Iran's Kish Island in March 2007. Levinson was thought to be in Iranian hands. On Thursday morning, the entreaties of lower ranking CIA officials to the AP and Washington Post not to publish the story were rebuffed. Other high-ranking Obama administration officials, including White House chief of staff Denis McDonough and deputy national security advisor Ben Rhodes, as well as FBI Deputy Director Mark Giuliano, made the same argument to the reporters and their editors. When it comes to modern firewalls for corporate computer networks, the world's second largest network equipment manufacturer doesn't skimp on praising its own work. According to Juniper Networks' online PR copy, the company's products are "ideal" for protecting large companies and computing centers from unwanted access from outside. They claim the performance of the company's special computers is "unmatched" and their firewalls are the "best-in-class." Despite these assurances, though, there is one attacker none of these products can fend off -- the United States' National Security Agency.

Specialists at the intelligence organization succeeded years ago in penetrating the company's digital firewalls. A document viewed by SPIEGEL resembling a product catalog reveals that an NSA division called ANT has burrowed its way into nearly all the security architecture made by the major players in the industry -- including American global market leader Cisco and its Chinese competitor Huawei, but also producers of mass-market goods, such as US computer-maker Dell.

The specialists at ANT, which presumably stands for Advanced or Access Network Technology, could be described as master carpenters for the NSA's department for Tailored Access Operations (TAO). In cases where TAO's usual hacking and data-skimming methods don't suffice, ANT workers step in with their special tools, penetrating networking equipment, monitoring mobile phones and computers and diverting or even modifying data. Such "implants," as they are referred to in NSA parlance, have played a considerable role in the intelligence agency's ability to establish a global covert network that operates alongside the Internet. Some of the equipment available is quite inexpensive. A rigged monitor cable that allows "TAO personnel to see what is displayed on the targeted monitor," for example, is available for just $30. But an "active GSM base station" -- a tool that makes it possible to mimic a mobile phone tower and thus monitor cell phones -- costs a full $40,000. Computer bugging devices disguised as normal USB plugs, capable of sending and receiving data via radio undetected, are available in packs of 50 for over $1 million.
