The Journal is apparently using the terms “opposition” and Al Qaeda interchangeably, while also lumping the exiled “Syrian National Coalition” in with the notorious terrorist franchise – a US State Department-listed foreign terrorist organization. The Journal is also admitting that the Coalition is funding Al Qaeda to run “local councils.” The narrative, repeated across the Western media, is that Idlib has been irreversibly seized by the “opposition,” and destined to become the capital of Syria’s alleged “opposition.”

Only a handful of Western sources include Al Qaeda in their headlines regarding Idlib. Many headlines are referring to Jabhat al Nusra, a US State Department-listed terrorist organization, as the “Syrian opposition,” or a “Jihadi” or “Islamist” coalition. It is clear that the West is attempting to spin the fall of an entire city to Al Qaeda as a victory, rather than a threat to global peace and stability. Talk from the terrorists themselves attempts to portray a softer image, asking for “consultation” regarding the administration of the city. This comes in the wake of other recent calls by US ally, and host of the US Combat Air Operations Center for the Middle East, Qatar, who openly admitted it was supporting Al Qaeda in Syria, and sought to back it further with the precondition al Nusra scaled back its extremist rhetoric (note: not scale back its actual extremism). In Reuters’ article, “Syria’s Nusra Front may leave Qaeda to form new entity,” it would be reported that: Leaders of Syria’s Nusra Front are considering cutting their links with al Qaeda to form a new entity backed by some Gulf states trying to topple President Bashar al-Assad, sources said. Sources within and close to Nusra said that Qatar, which enjoys good relations with the group, is encouraging the group to go ahead with the move, which would give Nusra a boost in funding.

Reuters admits inadvertently that al-Nusrah is already enjoying Qatari support. It is clear that al Nusra has not “severed ties to Al Qaeda” because it is Al Qaeda. What is forming before the world’s collective eyes is an attempt to sell the concept of an Al Qaeda-led opposition government, based in Idlib, behind which NATO and its Persian Gulf allies will place their support. While this scenario seems “implausible,” it should be mentioned that from the beginning of the fighting in Libya in 2011, it was pointed out by many geopolitical analysts that the so-called “freedom fighters” were in fact literally Al Qaeda, with NATO providing it  with air cover, weapons, cash, and diplomatic support. In Libya, operational momentum outpaced the public’s awareness regarding the true nature of the opposition. In Syria, the West is desperately trying to reshape the public’s awareness that the opposition is in fact Al Qaeda – before a NATO buffer zone can be created around Idlib.

‘The White House and senior Congressional members,’ the group wrote in an interim report released Tuesday, ‘deliberately and knowingly pursued a policy that provided material support to terrorist organizations in order to topple a ruler [Muammar Gaddafi] who had been working closely with the West actively to suppress al-Qaeda.’ ‘Some look at it as treason,’ said Wayne Simmons, a former CIA officer who participated in the commission’s research. While Wayne Simmons’ characterization of such actions by the globalist, imperialist establishment in the United States as “treason” is correct in the sense that it was a clear violation of not only the Constitution, but the public interest of America, there is a rather disingenuous factor involved when some people, especially on the Neo-Con right, attempt to play the “treason card.”

Clearly the Neo-Con agenda has been coming full circle since the first Gulf War in the 1990s. The US “gun-walking” to jihadis in Syria from Libya, noted by the Washington Times and New York Times (albeit with partisan spin and distortion), was actually planned under Bush in 2007 as noted by Seymour Hersh in “The Redirection.” It has continued under Obama, influenced by Council on Foreign Relations figures throughout both administrations from Dick Cheney to Hillary Clinton. Consider the following points from “The Redirection”: To undermine Iran, which is predominantly Shiite, the Bush Administration has decided, in effect, to reconfigure its priorities in the Middle East. In Lebanon, the Administration has coöperated with Saudi Arabia’s government, which is Sunni, in clandestine operations that are intended to weaken Hezbollah, the Shiite organization that is backed by Iran. The U.S. has also taken part in clandestine operations aimed at Iran and its ally Syria. A by-product of these activities has been the bolstering of Sunni extremist groups that espouse a militant vision of Islam and are hostile to America and sympathetic to Al Qaeda.

To dispel critics’ notions that this is passive, uncontrollable, and indirect support, consider: [Saudi Arabia's] Bandar and other Saudis have assured the White House that “they will keep a very close eye on the religious fundamentalists. Their message to us was ‘We’ve created this movement, and we can control it.’ It’s not that we don’t want the Salafis to throw bombs; it’s who they throw them at—Hezbollah, Moqtada al-Sadr, Iran, and at the Syrians, if they continue to work with Hezbollah and Iran. Neo-Conservative writer Gary Gambill would ride on this wave of terrorist aggression and pen an article for the Neo-Con “Middle East Forum” titled “Two Cheers for Syrian Islamists.” As noted in the analysis of the piece by Tony Cartalucci titled “Globalist Rag Gives ‘Two Cheers’ for Terrorism”, one can see how terrorism is a useful piece of capital of globalist imperialism that is easy to hide in the sight of inattentive masses with easy ploys of political spin and plausible deniability.

Libyan terrorists are invading Syria. They have been doing so since the influx of jihadis began, enabled by outside powers. These are not simply rogue networks operating independently but rather include state-sponsorship, especially of NATO-member Turkey and NATO’s criminal proxy government in Tripoli, Libya. We are told by the media that the regime in Tripoli under the auspice of the National Transitional Council, and populated with puppets like Mustapha Abdul Jalil, is a moderate regime distinct from the “marginal Islamist forces.” However, even in mainstream accounts, one can note that these “official, moderate” groups are involved with funding terrorism themselves as many geopolitical analysts have noted. Tony Cartalucci notes that, “In November 2011, the Telegraph in their article, “Leading Libyan Islamist met Free Syrian Army opposition group,” would report”: Abdulhakim Belhadj, head of the Tripoli Military Council and the former leader of the Libyan Islamic Fighting Group, “met with Free Syrian Army leaders in Istanbul and on the border with Turkey,” said a military official working with Mr Belhadj. “Mustafa Abdul Jalil (the interim Libyan president) sent him there.”

In turn, the French Minister of Defense acknowledged –prior to the conduct of a police investigation– that the authors of the attack were “most likely” led by Mokhtar Belmokhtar’s group in association with Al Qaeda in the Islamic Maghreb (AQIM). What Defense Minister Jean-Yves Le Drain failed to mention was that both Belmokhtar and AQIM have longstanding links to the CIA, which in turn has a working relationship with France’s  General Directorate for External Security, Direction générale de la sécurité extérieure (DGSE).  Casually ignored by the Western media, the leaders of Al Qaeda in the Islamic Maghreb (AQIM) including Belmokhtar were trained and recruited by the CIA in Afghanistan. Acknowledged by the Washington based Council on Foreign Relations (CFR): Most of AQIM’s major leaders are believed to have trained in Afghanistan during the 1979-1989 war against the Soviets as part of a group of North African volunteers known as “Afghan Arabs” that returned to the region and radicalized Islamist movements in the years that followed. The group is divided into “katibas” or brigades, which are clustered into different and often independent cells. The group’s top leader, or emir, since 2004 has been  Abdelmalek Droukdel, also known as Abou Mossab Abdelwadoud, a trained engineer and explosives expert who has fought in Afghanistan and has roots with the GIA in Algeria. Mokhtar Belmokhtar: Post Cold War CIA intelligence asset?  The Council on Foreign Relations erroneously describes “Mokhtar Belmokhtar as the one-eyed veteran of the anti-Soviet Afghan insurgency.” (CFR, op cit, emphasis added). Belmokhtar (born in 1972) did not fight in the Soviet-Afghan war (1979-1989). He was recruited in 1991 at the age of 19 in the immediate wake of the Cold War. CIA recruitment continued in the wake of the Cold War. It was in large part directed against the Russian Federation and the former Soviet Republics as well as the Middle East. The purpose of this later CIA recruitment was to establish a network of “intelligence assets” to be used in the CIA’s post-cold war insurgencies. Leaders of the Chechen Islamist insurgencies were also trained in CIA camps in Afghanistan and Pakistan, including the notorious leader of the Chechen insurrection Ibn al-Khattab (a citizen of Saudi Arabia).

Following his training and recruitment and a two year stint in Afghanistan (1991-1993), Mokhtar Belmokhtar was sent back to Algeria in 1993 at age 21 where he joined the  Salafist Group for Preaching and Combat (GSPC) (emblem left). The latter was initially part of the so-called Armed Islamic Group  (Groupe islamique armé (GIA)) in Algeria which sought to overthrow the secular Algerian Government with a view to installing a theocratic Islamic State. Supported covertly by the CIA, Belmokhtar fought in Southern Algeria in the civil war opposing Islamist forces and the secular government. He was also  instrumental in the integration and merging of “jihadist” forces. In January 2007,  the Armed islamic Group (GIA) which had been prominent in the 1990s, officially changed its name to the Al-Qaeda Organization in the Islamic Maghreb (AQIM). In turn, as of 2007, the newly formed AQIM established a close relationship with the Libya Islamic Fighting Group (LIFG), which was directly supported by NATO during the 2011 war on Libya, “providing weapons, training, special forces and even aircraft to support them in the overthrow of Libya’s government.” (Tony Cartalucci, The Geopolitical Reordering of Africa: US Covert Support to Al Qaeda in Northern Mali, France “Comes to the Rescue”, Global Research, January 2013). British SAS Special Forces had also been brought into Libya prior to the onset of the insurrection, acting as military advisers to the LIFG. In fact, what has unfolded since the war on Libya is the merging of LIFG and AQIM forces. In turn, many of the LIFG operatives have been dispatched to Syria to fight within the ranks of Al Nusrah and the ISIS.

It is worth noting that the 2007  restructuring  of jihadist forces in Algeria and the Maghreb coincided with  the appointment of Robert Stephen Ford as US ambassador to Algeria in August 2006. Ford had been reassigned by the State Department from Baghdad to Algiers. From 2004 to 2006, he worked closely with Ambassador John Negroponte at the US embassy in Baghdad in supporting the creation of  both Shia and Sunni death squads in Iraq. This project consisted in recruiting and training terrorists modelled on the so-called “Salvador Option” which had been applied by the CIA in Central America. Negroponte as we recall played a central role in supporting the Contras terrorists in Nicaragua as ambassador to Honduras from 1981-1985. For further details see Michel Chossudovsky, “The Salvador Option For Syria”: US-NATO Sponsored Death Squads Integrate “Opposition Forces”, Global Research,  May 28, 2012) The 2006 appointment of Robert Stephen Ford to head the US Embassy in Algeria was timely. It coincided with the consolidation of jihadist groups within Algeria and the Maghreb. It preceded the 2011 US-NATO sponsored insurrections in Libya and Syria. In 2010, Ford was approved by the US Congress as US Ambassador to Syria. He presented his credentials to president Bashar al Assad in January 2011, barely two months prior to the onslaught of the terrorist insurrection in the border city of Daraa in mid-March 2011. Ford played a central role in assisting the channelling of US and allied support to Syrian “opposition” groups including Al Nusrah and the ISIS.

Belmokhtar’s history and involvement in Afghanistan confirms that from the very outset he was an instrument of US intelligence. While, he operates with a certain degree of independence and autonomy in relation to his intelligence sponsors, he and his organization are bona fide CIA “intelligence assets”, which can be used by the CIA as part of a covert agenda. There are various definitions of  an “intelligence asset”. From the standpoint of US intelligence, “assets” linked up to terrorist organizations must not be aware that they are supported and monitored by Western intelligence. With regard to Al Qaeda, from the outset in 1979, the CIA chose to operate through various front organizations as well as indirectly through its Saudi, Qatari and Pakistani intelligence partners. CIA’s Milton Beardman who played a central role in the Soviet Afghan war confirms that members of Al Qaeda including Osama bin Laden were not aware of the role they were playing on behalf of Washington. In the words of bin Laden (quoted by Beardman): “neither I, nor my brothers saw evidence of American help”(Michel Chossudovsky, Who is Osama bin Laden, Global Research, September 12, 2001): Motivated by nationalism and religious fervor, the Islamic warriors were unaware that they were fighting the Soviet Army on behalf of Uncle Sam. While there were contacts at the upper levels of the intelligence hierarchy, Islamic rebel leaders in theatre had no contacts with Washington or the CIA.  (Ibid) Amply documented, Al Qaeda in the Islamic Maghreb (AQIM)and its affiliated groups including the Libya Islamic Fighting Group (LIFG) was serving the interests of the Western military alliance. Confirmed by the Washington Post, June 29, 2011 (See below), France was supplying weapons to the LIFG at the height of NATO’s bombing raids.

AQIM in turn was receiving weapons from the LIFG, which was supported by NATO. Moreover, LIFG mercenaries had integrated AQIM brigades. According to alleged Terror Mastermind Mokhtar Belmokhtar, who also coordinated the 2013 In Amenas Mali kidnapping operation: “We have been one of the main beneficiaries of the revolutions in the Arab world. As for our benefiting from the (Libyan) weapons, this is a natural thing in these kinds of circumstances.” http://www.hanford.gov/c.cfm/oci/ci_terrorist.cfm?dossier=174 Al Qaeda in the Islamic Maghreb (AQIM) is indelibly tied into a Western intelligence agenda. While it is described  as  ”one of the region’s wealthiest, best-armed militant groups”, financed covertly by Saudi Arabia and Qatar. France’s  Canard enchaîné revealed (June 2012) that Qatar (a staunch ally of the United States) has been funding various terrorist entities in Mali: The original report cites a French military intelligence report as indicating that Qatar has provided financial support to all three of the main armed groups in northern Mali: Iyad Ag Ghali’s Ansar Ed-Dine, al-Qa’ida in the Islamic Maghreb (AQIM) and the Movement for Unity and Jihad in West Africa (MUJWA). The amount of funding given to each of the groups is not mentioned but it mentions that repeated reports from the French DGSE to the Defense Ministry have mentioned Qatar’s support for ‘terrorism’ in northern Mali. (quoted by Jeune Afrique June 2012)

Qatar is a proxy state, a de facto Persian Gulf territory largely controlled by Washington. It hosts  a number of Western military and intelligence facilities. The Emir of Qatar does not finance terrorism without the consent of the CIA. And with regard to Mali, the CIA coordinates its activities in liaison with its French intelligence partners and counterparts, including la Direction du renseignement militaire (DRM) and the Direction générale de la sécurité extérieure (DGSE). The implications are obvious and should be carefully understood by Western public opinion. Inasmuch as Belmokhtar and AQIM are “intelligence assets”, both US and French intelligence are (indirectly) behind the Bamako attacks. Both US and French intelligence are complicit in the State sponsorship of terrorism.

That presentation states that the call data is acquired from major Pakistani telecom providers, though it does not specify the technical means by which the data is obtained. The June 2012 document poses the question: “Given a handful of courier selectors, can we find others that ‘behave similarly’” by analyzing cell phone metadata? “We are looking for different people using phones in similar ways,” the presentation continues, and measuring “pattern of life, social network, and travel behavior.” For the experiment, the analysts fed 55 million cell phone records from Pakistan into the system, the document states. The results identified someone who is “PROB” — which appears to mean probably — Zaidan as the “highest scoring selector” traveling between Peshawar and Lahore.

According to another 2012 presentation describing SKYNET, the program looks for terrorist connections based on questions such as “who has traveled from Peshawar to Faisalabad or Lahore (and back) in the past month? Who does the traveler call when he arrives?” and behaviors such as “excessive SIM or handset swapping,” “incoming calls only,” “visits to airports,” and “overnight trips.”

The following slide appears to show other top hits, noting that 21 of the top 500 were previously tasked for surveillance, indicating that the program is “on the right track” to finding people of interest. A portion of that list visible on the slide includes individuals supposedly affiliated with Al Qaeda and the Taliban, as well as members of Pakistan’s spy agency, Inter-Services Intelligence. But sometimes the descriptions are vague. One selector is identified simply as “Sikh Extremist.” As other documents from Snowden revealed, drone targets are often identified in part based on metadata analysis and cell phone tracking. Former NSA director Michael Hayden famously put it more bluntly in May 2014, when he said, “we kill people based on metadata.” Metadata also played a key role in locating and killing Osama bin Laden. The CIA used cell phone calling patterns to track an Al Qaeda courier and identify bin Laden’s hiding place in Pakistan.

A History of Targeting Al Jazeera  The U.S. government’s surveillance of Zaidan is not the first time that it has linked Al Jazeera or its personnel to Al Qaeda. During the invasion of Afghanistan, in November 2001, the United States bombed the network’s Kabul offices. The Pentagon claimed that it was “a known al-Qaeda facility.” That was just the beginning. Sami al-Hajj, an Al Jazeera cameraman, was imprisoned by the U.S. government at Guantanamo for six years before being released in 2008 without ever being charged. He has said he was repeatedly interrogated about Al Jazeera. In 2003, Al Jazeera’s financial reporters were barred from the trading floor of the New York Stock Exchange for “security reasons.” Nasdaq soon followed suit.

During the invasion of Iraq, U.S. forces bombed Al Jazeera’s Baghdad offices, killing correspondent Tariq Ayoub. The U.S. insisted it was unintentional, though Al Jazeera had given the Pentagon the coordinates of the building. When American forces laid siege to Fallujah, and Al Jazeera was one of the few news organizations broadcasting from within the city, Bush administration officials accused it of airing propaganda and lies. Al Jazeera’s Fallujah correspondent, Ahmed Mansour, reported that his crew had been targeted with tanks, and the house they had stayed in had been bombed by fighter jets. So great was the suspicion of Al Jazeera’s ties to terrorism that Dennis Montgomery, a contractor who had previously tried peddling cheat-detector software to Las Vegas casinos, managed to convince the CIA that he could decode secret Al Qaeda messages from Al Jazeera broadcasts. Those “codes” reportedly caused Bush to ground a number of commercial transatlantic flights in December 2003. But the U.S. government appeared to have somewhat softened its view of the network in the last several years. The Obama administration has criticized Egypt for holding three of Al Jazeera’s journalists on charges of aiding the Muslim Brotherhood. During the height of the 2011 Arab Spring, then-Secretary of State Hillary Clinton praised the network’s coverage, saying, “Viewership of Al Jazeera is going up in the United States because it’s real news.”

Zaidan is still Al Jazeera’s Islamabad bureau chief, and has also reported from Syria and Yemen in recent years. Al Jazeera vigorously defended his reporting. “Our commitment to our audiences is to gain access to authentic, raw, unfiltered information from key sources and present it in an honest and responsible way.” They added that, “our journalists continue to be targeted and stigmatized by governments,” even though “Al Jazeera is not the first channel that has met with controversial figures such as bin Laden and others — prominent western media outlets were among the first to do so.”

In September 2014, Francis Ricciardone, the former US ambassador to Turkey, accused the Turks of working with Al Nusrah. “We ultimately had no choice but to agree to disagree,” Ricciardone said of his discussion with Turkish officials. “The Turks frankly worked with groups for a period, including Al Nusrah, whom we finally designated as we’re not willing to work with.” Since early on the rebellion against the Assad regime, Turkey has permitted large numbers of foreign jihadists to travel into Syria. At various points, this benefitted not only Al Nusrah, but also al Qaeda’s rivals in the Islamic State, which Turkey now opposes. For instance, in October 2013, The Wall Street Journal reported on meetings between US officials, Turkish authorities and others. “Turkish officials said the threat posed by [Al Nusrah], the anti-Assad group, could be dealt with later,” according to US officials and Syrian opposition leaders who spoke with the newspaper. Officials also told the publication that the US government’s decision to designate Al Nusrah as a terrorist group in December 2012 was intended “in part to send a message to Ankara about the need to more tightly control the arms flow.” Eventually, in 2014, Turkey also designated Al Nusrah as a terrorist organization. Turkish authorities have also reportedly launched sporadic raids on al Qaeda-affiliated sites inside their country.

Still, al Qaeda has found Turkey to be a hospitable environment in the past. According to the US Treasury Department, al Qaeda has funneled cash and fighters through Turkish soil to Al Nusrah.

Background: The Stop Arming Terrorists bill prohibits U.S. government funds from being used to support al-Qaeda, ISIS or other terrorist groups. In the same way that Congress passed the Boland Amendment to prohibit the funding and support to CIA backed-Nicaraguan Contras during the 1980’s, this bill would stop CIA or other Federal government activities in places like Syria by ensuring U.S. funds are not used to support al-Qaeda, Jabhat Fateh al-Sham, ISIS, or other terrorist groups working with them. It would also prohibit the Federal government from funding assistance to countries that are directly or indirectly supporting those terrorist groups. The bill achieves this by: Making it illegal for any U.S. Federal government funds to be used to provide assistance covered in this bill to terrorists. The assistance covered includes weapons, munitions, weapons platforms, intelligence, logistics, training, and cash. Making it illegal for the U.S. government to provide assistance covered in the bill to any nation that has given or continues to give such assistance to terrorists. Requiring the Director of National Intelligence (DNI) to determine the individual and groups that should be considered terrorists, for the purposes of this bill, by determining: (a) the individuals and groups that are associated with, affiliated with, adherents to or cooperating with al-Qaeda, Jabhat Fateh al-Sham, or ISIS; (b) the countries that are providing assistance covered in this bill to those individuals or groups. Requiring the DNI to review and update the list of countries and groups to which assistance is prohibited every six months, in consultation with the House Foreign Affairs and Armed Services Committees, as well as the House Permanent Select Committee on Intelligence. Requiring the DNI to brief Congress on the determinations.

Hadi Abdullah, friend of the designated al-Qaeda terrorist Muhaysini, just received the 2016 Press Freedom Price from the CIA/Soros financed "regime change" influence operation Reporters Without Borders. Might this mean that Hadi Abdullah is himself a CIA assets? He would not be the first such "journalist" in Syria. Obama, obviously as a direct consequence of the Trump election, now ordered the Pentagon to wage war on al-Qaeda in Syria just as the Russians do. This after five years of nearly unlimited U.S. support for al-Qaeda and its "moderate" Syrian affiliates. It is not yet know what new orders, if any, Obama gave to the CIA. Will the CIA follow these policies or will it (again) try to counter the Pentagon policies in Syria? It is unusual that the WaPo report above about this new direction includes no commenting voice from the CIA. Why is such missing? Russia and Syria will welcome the new Obama policies should they come to fruit on the ground. Hillary Clinton had planned and announced to widen the conflict in Syria and with Russia and Iran. Obama would surely not have acted against such policies if she had been elected. But with Trump winning and thereby a new policy on the horizon he now changed course to a direction that will provide "continuity" when Trump takes over. Not only is Trump kicking a black family out of its longtime limewashed home, he also ends U.S. government support for the disenfranchised Jihadis in Syria and elsewhere. This even months before taking office. He really is the menace we have all been warned about.

UPDATE: This interview in today's WSJ confirms that Trump is still in the pro-Syrian/anti-Jihadist camp that is opposed to Obama's original policy: Donald Trump, in Exclusive Interview, Tells WSJ He Is Willing to Keep Parts of Obama Health Law He said he got a “beautiful” letter from Russian President Vladimir Putin, adding that a phone call between them is scheduled shortly. ... Although he wasn’t specific, Mr. Trump suggested a shift away from what he said was the current Obama administration policy of attempting to find moderate Syrian opposition groups to support in the civil war there. “I’ve had an opposite view of many people regarding Syria,” he said. He suggested a sharper focus on fighting Islamic State, or ISIS, in Syria, rather than on ousting Syrian President Bashar al-Assad. “My attitude was you’re fighting Syria, Syria is fighting ISIS, and you have to get rid of ISIS. Russia is now totally aligned with Syria, and now you have Iran, which is becoming powerful, because of us, is aligned with Syria. … Now we’re backing rebels against Syria, and we have no idea who these people are.” If the U.S. attacks Mr. Assad, Mr. Trump said, “we end up fighting Russia, fighting Syria.”

In the same way that Congress passed the Boland Amendment to prohibit the funding and support to CIA backed-Nicaraguan Contras during the 1980’s, this bill would stop CIA or other Federal government activities in places like Syria by ensuring U.S. funds are not used to support al-Qaeda, Jabhat Fateh al-Sham, ISIS, or other terrorist groups working with them. It would also prohibit the Federal government from funding assistance to countries that are directly or indirectly supporting those terrorist groups. The bill achieves this by: Making it illegal for any U.S. Federal government funds to be used to provide assistance covered in this bill to terrorists. The assistance covered includes weapons, munitions, weapons platforms, intelligence, logistics, training, and cash. Making it illegal for the U.S. government to provide assistance covered in the bill to any nation that has given or continues to give such assistance to terrorists. Requiring the Director of National Intelligence (DNI) to determine the individual and groups that should be considered terrorists, for the purposes of this bill, by determining: (a) the individuals and groups that are associated with, affiliated with, adherents to or cooperating with al-Qaeda, Jabhat Fateh al-Sham, or ISIS; (b) the countries that are providing assistance covered in this bill to those individuals or groups. Requiring the DNI to review and update the list of countries and groups to which assistance is prohibited every six months, in consultation with the House Foreign Affairs and Armed Services Committees, as well as the House Permanent Select Committee on Intelligence. Requiring the DNI to brief Congress on the determinations.

CNN's latest article is merely the veneer finally peeling away from the alleged "revolution" it had attempted to convince readers had taken place in 2011.

Even amid CNN's own spin, it admits ISIS' presence in Libya is not a new phenomenon but rather the above mentioned sectarian extremists who left Libya to fight in Syria simply returning and reasserting themselves in the eastern Cyrenaica region. CNN also admits that these terrorists have existed in Libya for decades and were kept in check primarily by Libyan leader Muammar Qaddafi. With Qaddafi eliminated and all semblance of national unity destroyed by NATO's intervention in 2011, Al Qaeda has been able to not only prosper in Libya but use the decimated nation as a spingboard for invading and destroying other nations. Worst of all, Al Qaeda's rise in Libya was not merely the unintended consequence of a poorly conceived plan by NATO for military intervention, but a premeditated regional campaign to first build up then use Al Qaeda as a mercenary force to overthrow and destroy a series of nations, beginning with Libya, moving across North Africa and into nations like Egypt, Syria, Lebanon, Iraq, and eventually Iran. From there, NATO's mercenary force would be on the borders of Russia and China ready to augment already Western-backed extremists in the Caucasus and Xinjiang regions. In 2011, geopolitical analyst Dr. Webster Tarpley in his article, "The CIA’s Libya Rebels: The Same Terrorists who Killed US, NATO Troops in Iraq," noted that the US strategy was to:

Not even mentioning the fact that Al Qaeda's very inception was to serve as a joint US-Saudi mercenary force to fight a proxy war in Afghanistan against the Soviet Union, the terrorist organization has since played a central role in the Balkans to justify NATO intervention there, and as a divisive force in Iraq during the US occupation to blunt what began as a formidable joint Sunni-Shia'a resistance movement. In 2007, it was revealed by Pulitzer Prize-winning veteran journalist Seymour Hersh that the United States, Israel, and Saudi Arabia were conspiring to use Al Qaeda once again, this time to undermine, destabilize, and destroy the governments of Syria and Iran in what would be a regional sectarian bloodbath. Hersh would report (emphasis added): To undermine Iran, which is predominantly Shiite, the Bush Administration has decided, in effect, to reconfigure its priorities in the Middle East. In Lebanon, the Administration has coöperated with Saudi Arabia’s government, which is Sunni, in clandestine operations that are intended to weaken Hezbollah, the Shiite organization that is backed by Iran. The U.S. has also taken part in clandestine operations aimed at Iran and its ally Syria. A by-product of these activities has been the bolstering of Sunni extremist groups that espouse a militant vision of Islam and are hostile to America and sympathetic to Al Qaeda. 

...use Al Qaeda to overthrow independent governments, and then either Balkanize and partition the countries in question, or else use them as kamikaze puppets against larger enemies like Russia, China, or Iran. Dr. Tarpley would also note in 2011 that: One of the fatal contradictions in the current State Department and CIA policy is that it aims at a cordial alliance with Al Qaeda killers in northeast Libya, at the very moment when the United States and NATO are mercilessly bombing the civilian northwest Pakistan in the name of a total war against Al Qaeda, and US and NATO forces are being killed by Al Qaeda guerrillas in that same Afghanistan-Pakistan theater of war. The force of this glaring contradiction causes the entire edifice of US war propaganda to collapse. The US has long since lost any basis in morality for military force.  In fact, terrorist fighters from northeast Libya may be killing US and NATO troops in Afghanistan right now, even as the US and NATO protect their home base from the Qaddafi government. Indeed, the very terrorists NATO handed the entire nation of Libya over to, are now allegedly prime targets in Syria and Iraq. The "pro-democracy rebels" of 2011 are now revealed to be "ISIS terrorists" with long-standing ties to Al Qaeda.

Hersh would note that Iran was perceived to be the greater threat and therefore, despite a constant barrage of propaganda claiming otherwise, Al Qaeda and its various affiliates were "lesser enemies." Even in 2007, Hersh's report would predict almost verbatim the cataclysmic regional sectarian bloodbath that would take place, with the West's extremists waging war not only on Shia'a populations but also on other religious minorities including Christians. His report would note: Robert Baer, a former longtime C.I.A. agent in Lebanon, has been a severe critic of Hezbollah and has warned of its links to Iranian-sponsored terrorism. But now, he told me, “we’ve got Sunni Arabs preparing for cataclysmic conflict, and we will need somebody to protect the Christians in Lebanon. It used to be the French and the United States who would do it, and now it’s going to be Nasrallah and the Shiites.  And this is precisely what is happening, word for word, page by page - everything warned about in Hersh's report has come to pass. In 2011, geopolitical analyst Dr. Webster Tarpley and others would also reiterate the insidious regional campaign Western policymakers were carrying out with Al Qaeda terrorists disguised as "rebels," "activists," and "moderate fighters" for the purpose of arming, funding, and even militarily intervening on their behalf in attempts to effect regime change and tilt the balance in the Middle East and North Africa region against Iran, Russia, and China. CNN's attempt to explain why ISIS is "suddenly" in Libya is one of many attempts to explain the regional rise of this organization in every way possible besides in terms of the truth - that ISIS is the result of multinational state sponsored terrorism including the US, UK, EU, Turkey, Jordan, Saudi Arabia, Qatar, and Israel as its chief backers.

Inexplicably, amid allegedly fighting ISIS in Iraq and Syria, the United States now claims it must first overthrow the Syrian government, despite it being the only viable, secular force in the region capable of keeping ISIS and its affiliates in check. CNN, in an article titled, "Sources: Obama seeks new Syria strategy review to deal with ISIS, al-Assad," would report: President Barack Obama has asked his national security team for another review of the U.S. policy toward Syria after realizing that ISIS may not be defeated without a political transition in Syria and the removal of President Bashar al-Assad, senior U.S. officials and diplomats tell CNN. Neither CNN, nor the politicians it cited in its article were able to articulate just why removing Syrian President Bashar al-Assad from power would somehow diminish the fighting capacity of ISIS. With CNN's recent article on ISIS' gains in Libya despite US-led NATO regime change there, after decades of Libyan leader Qaddafi keeping extremists in check, it would appear that NATO is once again attempting not to stop Al Qaeda/ISIS, but rather hand them yet another country to use as a base of operations. The goal is not to stop ISIS or even effect regime change in Syria alone - but rather hand Syria over as a failed, divided state to terrorists to use as a springboard against Iran, then Russia and China.

Clearly, ISIS' appearance in Libya negates entirely the already incomprehensible strategy the US has proposed of needing to first depose the Syrian government, then fight ISIS. The Syrian government, like that of Libyan leader Muammar Qaddafi, is the only effective force currently fighting ISIS and Al Qaeda's many other franchises operating in the region. Deposing the government in Damascus would compound the fight against sectarian terrorists - and the West is fully aware of that. Therefore, attempts to topple the secular government in Damascus is in every way the intentional aiding and abetting of ISIS and the sharing in complicity of all the horrific daily atrocities ISIS and its affiliates are carrying out. The morally bankrupt, insidious, dangerous, and very genocidal plans hatched in 2007 and executed in earnest in 2011 illustrate that ISIS alone is not the greatest threat to global peace and stability, but also those that constitute its multinational state sponsors. The very West purportedly defending civilization is the chief protagonist destroying it worldwide.  

"No one on the ground believes in this mission or this effort”, a former Green Beret writes of America’s covert and clandestine programs to train and arm Syrian insurgents, “they know we are just training the next generation of jihadis, so they are sabotaging it by saying, ‘Fuck it, who cares?’”. “I don’t want to be responsible for Nusra guys saying they were trained by Americans,” the Green Beret added. ... Murphy states bluntly: “distinguishing between the FSA and al-Nusra is impossible, because they are virtually the same organization. As early as 2013, FSA commanders were defecting with their entire units to join al-Nusra. There, they still retain the FSA monicker, but it is merely for show, to give the appearance of secularism so they can maintain access to weaponry provided by the CIA and Saudi intelligence services. The reality is that the FSA is little more than a cover for the al-Qaeda-affiliated al-Nusra. ... It is one thing when Russia says somesthing, but another when Reuters, WSJ, and independent German and U.S. subject experts report this as facts. The first can be shunned as "Putin lies" but the others are extremely hard to refute. The Russians are right. The U.S. did not separate the "moderate rebels" from al Qaeda, as it had agreed to in the ceasefire agreement, because the "moderates" and al-Qaeda are the same. The "moderates" are al-Qaeda. This was not unknown. The 2012 Defense Intelligence Analysis said as much. The CIA of course knew this all along. But the Saudi tool heading the CIA, John Brennan, can not admit such as his masters in the Gulf are also the ones who finance al-Qaeda. They buy the weapons Brennan's people hadn over to al-Qaeda. The "end-user" according to this certificate for a weapon buy in Ukraine is Saudi Arabia. But who will believe that the Saudi dictators need for example 100 obsolete T-55 tanks? The weapons on the certificate, for an estimated $300-$500 million, are obviously for al-Qaeda in Yemen and in Syria. (Did Joe Biden or his son, both heavily engaged in Ukraine, get a provision from the deal?)

As the facts accumulate how long can the New York Times and Washington Post keep up with their propaganda claims. One has to admit, they really try their best. Unfortunately for them, their best is only mediocre. The NYT today found out that Vladimir Putin Relishes His Role as Disrupter. How does the NYT know what Putin "relishes"? The reporter did not ask Putin himself. But he did ask some knowledgeable experts with insight into Putin's inner mind and those assured the author that this is indeed the case. They know exactly how Putin feels. They are Richard Haass, the president of the Council on Foreign Relations, James R. Clapper Jr., the director of national intelligence, James B. Comey, the F.B.I. director and Robert Kagan, leading voice of of the neocons and Clinton promoter. Some "experts". Add that to dozens of stories on how "Russia indiscriminately bombs civilians/hospitals/bakeries in east-Aleppo" but never hits any "rebels" because none occur in these stories at all. A recent NYT piece of that kind had 14 "voices" in it. Eight belonged to various propagandists associated with the "White Helmets", four were "western" diplomats, one Syrian government official and a Russian spokesperson were quoted at the end. No Russian military and no one from west-Aleppo, where by far most people in the city live under government protection and daily rocket hail by the "rebels", were even asked. But all those tales we hear about the devilish Russians MUST be true! Even the 7 years old Bana Alabeb now tweets from east-Aleppo about her tragic fate under indiscriminate Russian assaults. This in perfect English and with an excellent WiFi and Internet connection as her many "White Helmets" photo attachments and her videos attest. But the whole city is devastated and in ruins she says, with phosphor bombs going off right in front of her house.

What Public Relation company came up with this sorry flimflam? Like the "moderate rebels" fantasy, such tales and the nonsense the "White Helmet" propaganda outlet distributes, are starting to fail. The UAE's National, a well established international newspaper, recently dug a bit around the White Helmet's creator, a "former" British military agent working for Gulf defense interests. That does not sound charitable. This is noticeable report, even as it still lacks any details, as it is the first in a major paper that shows some auspiciousness against that outlet. The Obama administration's lies about the "moderate rebels" are now openly discussed in major media. The propaganda of #HolocaustAleppo (isn't abusing the holocaust meme anti-semitic?) is turning into a laughing stock.

Russia is upping its stake in Syria. Additional Russian SU-24, SU-25 and SU-34 jets are arriving. Nearly 6,000 Russian soldiers are on the ground. The CIA's  al-Qaeda "rebels" are losing in east-Aleppo and are in stalemate and under pressure elsewhere. They will be bombed to smithereens. A few new BM-21 multiple missile launchers and heavier anti-air artillery was delivered to them. But those are just band-aids on lethally bleeding wounds. Even MANPADs will not change the situation one bit. The U.S., the Saudis and especially Brennan's CIA have lost that fight. Will Obama and Kerry admit it? Or will they throw another Hail Mary and do something crazy?

According to the 2001 Patriot Act, those “who pay for the bomb“, namely those who fund affiliates of Al Qaeda, are terrorists. In the words of George W. Bush on September 11, 2001,   “We will make no distinction between the terrorists who committed these acts and those who harbor them.” The Act pertains to the harboring and financing of terrorist organizations. Al Qaeda and its affiliates are defined in the PATRIOT Act as a terror network. Persons and organizations which support or abet Al Qaeda are considered as terrorists. The forbidden question: Does the substance of Executive order 13224 and the PATRIOT  legislation quoted above apply to a US president, a Secretary of State, a Member of the US Congress?

As the Obama administration began to provide heavy weaponry to Harakat al-Hazm, the Washington Institute for Near East Policy published an analysis hailing Harakat Hazm as “rebels worth supporting,” going so far as to say that the group was “a model candidate for greater U.S. and allied support, including lethal military assistance.” That error was not as egregious as the appeal by three members of the DC foreign policy establishment “smart set” (including one former senior Bush administration National Security Council official) who argued in the pages of the January issue of Foreign Affairs for U.S. engagement with another Syrian “rebel” group, Ahrar al-Sham.

Earlier this week I reported on Harakat al-Hazm, which was the first of the “vetted moderates” to receive U.S. anti-tank weaponry earlier this year. Harakat al-Hazm is reportedly a front for the Muslim Brotherhood as well as Turkey and Qatar, its Islamist state sponsors. An L.A. Times article was published this past Sunday from the battle lines in Syria. The reporter recounted a discussion with two Harakat al-Hazm fighters who admitted, “But Nusra doesn’t fight us, we actually fight alongside them. We like Nusra.” Despite a claim by the L.A. Times that Harakat al-Hazm had released a statement of “rejection of all forms of cooperation and coordination” with al-Nusra Front, I published in my article earlier this week an alliance statement signed by both Jabhat al-Nusra and Harkat al-Hazm forging a joint front in Aleppo to prevent pro-Assad forces from retaking the town.

At the same time U.S.-provided FSA weapons caches were being mysteriously raided by ISIS and Jabhat al-Nusra, one of the senior FSA commanders in Eastern Syria, Saddam al-Jamal, defected to ISIS. In March, Jabhat al-Nusra joined forces with the FSA Liwa al-Ummah brigade to capture a Syrian army outpost in Idlib. Then in early July I reported on FSA brigades that had pledged allegiance to ISIS and surrendered their weapons after their announcement of the reestablishment of the caliphate. More recently, the FSA and Jabhat al-Nusra teamed up last month to capture the UN Golan Heights border crossing in Quneitra on the Syria/Israel border, taking UN peacekeepers hostage. But the Free Syrian Army is not the only U.S.-armed and trained “rebel” force in Syria that the Obama administration is having serious trouble keeping in the “vetted moderate” column.

At the time their article appeared, however, Ahrar al-Sham was led by one of al-Qaeda chief Ayman al-Zawahiri’s top lieutenants and former Bin Laden courier, Mohamed Bahaiah (aka Abu Khaled al-Suri). This is why the article was originally subtitled “An Al-Qaeda affiliate worth befriending.” Giving too much of the game away for non-Beltway types, that subtitle was quickly changed on the website to “An Al-Qaeda-linked group worth befriending.” That dream of “befriending al-Qaeda” was dealt a major blow earlier this week when a blast of unknown origin killed most of Ahrar al-Sham’s senior leadership. Bereft of leadership, many analysts have rightly expressed concern that the bulk of Ahrar al-Sham’s forces will now gravitate towards ISIS and other terrorist groups.

While a McClatchy article on the explosion laughably claimed that the dead Ahrar al-Sham’s leaders represented the group’s “moderate wing” who were trying to come under another fictional “vetted moderate” alliance to obtain the next anticipated flood of U.S. weapons, others have observed that tributes to the dead leaders have poured in from al-Qaeda leaders for their “moderate wing” allies. This is what the D.C. foreign policy establishment has reduced itself to when it comes to Syria — cozying up to al-Qaeda (or Iran and Assad) in the name of “countering violent extremism,” namely ISIS, and entertaining each other with cocktail party talk of “moderate wings” of al-Qaeda. As my colleague Stephen Coughlin observes, our bipartisan foreign policy establishment has created a bizarre language about Iraq and Afghanistan to avoid the stark reality that we lost both wars. This is the state American foreign policy finds itself in on the 13th anniversary of the 9/11 attacks by al-Qaeda.

As congressional Republicans and Democrats alike will undoubtedly rush in coming days to throw money at anyone the Obama administration deems “vetted moderates” to give the appearance of doing something in the absence of a sensible, reality-based strategy for understanding the actual dynamics at work in Syria and Iraq, an urgent reexamination of who the “vetted moderates” we’ve been financing, training and arming is long overdue. It is also essential to know to whom the State Department has contracted the “vetting.” This is especially true as ISIS leaders are openly bragging about widespread defections to ISIS amongst FSA forces that have been trained and armed by the U.S. Predictably, the usual suspects (John McCain and Lindsey Graham) who have been led wide-eyed around Syria by the “vetted moderate” merchants and have played the administration’s “yes men” for a fictional narrative that has never had any basis in reality will undoubtedly hector critics for not listening to their calls to back the “vetted moderate” rebels last year when they could have contained ISIS — an inherently false assumption. These usual suspects should be ashamed of their role in helping sell a fiction that has cost 200,000 Syrians their lives and millions more their homes while destabilizing the entire region. Shame, sadly, is a rare commodity in Washington, D.C.

Notwithstanding Obama’s siren call for immediate action, Congress should think long and hard before continuing to play along with the administration and D.C. foreign policy establishment’s “vetted moderate” fairy tale and devote themselves to some serious reflection and discussion on how we’ve arrived at this juncture where we are faced with nothing but horribly bad choices and how to start walking back from the precipice. As we remember the thousands lost on that terrible day thirteen years ago, truly honoring their memory deserves nothing less.

Reprising this role in Bosnia, Salman was appointed by his full brother and close political ally King Fahd to direct the Saudi High Commission for Relief of Bosnia and Herzegovina (SHC) upon its founding in 1992. Through the SHC, Salman gathered donations from the royal family for Balkan relief, supervising the commission until its until its recent closure in 2011. By 2001, the organization had collected around $600 million — nominally for relief and religious purposes, but money that allegedly also went to facilitating arms shipments, despite a U.N. arms embargo on Bosnia and other Yugoslav successor states from 1991 to 1996. And what kind of supervision did Salman exercise over this international commission? In 2001, NATO forces raided the SHC’s Sarajevo offices, discovering a treasure trove of terrorist materials: before-and-after photographs of al Qaeda attacks, instructions on how to fake U.S. State Department badges, and maps marked to highlight government buildings across Washington. The Sarajevo raid was not the first piece of evidence that the SHC’s work went far beyond humanitarian aid. Between 1992 and 1995, European officials tracked roughly $120 million in donations from Salman’s personal bank accounts and from the SHC to a Vienna-based Bosnian aid organization named the Third World Relief Agency (TWRA). Although the organization claimed to be focused on providing humanitarian relief, Western intelligence agencies estimated that the TWRA actually spent a majority of its funds arming fighters aligned with the Bosnian government.

A defector from al Qaeda called to testify before the United Nations, and who gave a deposition for lawyers representing the families of 9/11 victims, alleged that both Salman’s SHC and the TWRA provided essential support to al Qaeda in Bosnia, including to his 107-man combat unit. In a deposition related to the 9/11 case, he stated that the SHC “participated extensively in supporting al Qaida operations in Bosnia” and that the TWRA “financed, and otherwise supported” the terrorist group’s fighters. The SHC’s connection to terrorist groups has long been scrutinized by U.S. intelligence officials as well. The U.S. government’s Joint Task Force Guantanamo once included the Saudi High Commission on its list of suspected “terrorist and terrorist support entities.” The Defense Intelligence Agency also once accused the Saudi High Commission of shipping both aid and weapons to Mohamed Farrah Aidid, the al Qaeda-linked Somali warlord depicted as a villain in the movie Black Hawk Down. Somalia was subject to a United Nations arms embargo starting in January 1992. *** The board of trustees for the Prince Salman Youth Center, which Salman himself chairs, today includes Saleh Abdullah Kamel, a Saudi billionaire whose name showed up on a purported list of al Qaeda’s earliest supporters known as the “golden chain.” (The Wall Street Journal reported that Kamel “denies supporting terror.”) But as the United States sought to shut down Saudi charities with ties to terrorism in the aftermath of the 9/11 attacks, Kamel and Salman both condemned the effort as an anti-Islamic witch hunt.

In 1995, US aid worker William Jefferson is killed in Bosnia. One of the likely suspects, Ahmed Zuhair Handala, is linked to the SHC. He also is let go, despite evidence linking him to massacres of civilians in Bosnia. [Schindler, 2007, pp. 263-264] In 1997, a Croatian apartment building is bombed, and Handala and two other SHC employees are suspected of the bombing. They escape, but Handala will be captured after 9/11 and sent to Guantanamo prison. [Schindler, 2007, pp. 266] In 1997, SHC employee Saber Lahmar is arrested for plotting to blow up the US embassy in Saravejo. He is convicted, but pardoned and released by the Bosnian government two years later. He will be arrested again in 2002 for involvement in an al-Qaeda plot in Bosnia and sent to Guantanamo prison (see January 18, 2002). By 1996, NSA wiretaps reveal that Prince Salman is funding Islamic militants using charity fronts (Between 1994 and July 1996).

History Commons adds important details: By 1994, if not earlier, the NSA is collecting electronic intercepts of conversations between Saudi Arabian royal family members. Journalist Seymour Hersh will later write, “according to an official with knowledge of their contents, the intercepts show that the Saudi government, working through Prince Salman [bin Abdul Aziz], contributed millions to charities that, in turn, relayed the money to fundamentalists. ‘We knew that Salman was supporting all of the causes,’ the official told me.” By July 1996 or soon after, US intelligence “had more than enough raw intelligence to conclude… bin Laden [was] receiving money from prominent Saudis.” [Hersh, 2004, pp. 324, 329-330] One such alleged charity front linked to Salman is the Saudi High Commission in Bosnia (see 1996 and After). Prince Salman has long been the governor of Riyadh province. At the time, he is considered to be about fourth in line to be king of Saudi Arabia. His son Prince Ahmed bin Salman will later be accused of having connections with al-Qaeda leader Abu Zubaida (see Early April 2002). [PBS, 10/4/2004] It appears this surveillance of Saudi royals will come to an end in early 2001 (see (February-March 2001)).

Author Roland Jacquard will later claim that in 1996, al-Qaeda revives its militant network in Bosnia in the wake of the Bosnian war and uses the Saudi High Commission (SHC) as its main charity front to do so. [Jacquard, 2002, pp. 69] This charity was founded in 1993 by Saudi Prince Salman bin Abdul-Aziz and is so closely linked to and funded by the Saudi government that a US judge will later render it immune to a 9/11-related lawsuit after concluding that it is an organ of the Saudi government. [New York Law Journal, 9/28/2005] In 1994, British aid worker Paul Goodall is killed in Bosnia execution-style by multiple shots to the back of the head. A SHC employee, Abdul Hadi al-Gahtani, is arrested for the murder and admits the gun used was his, but the Bosnian government lets him go without a trial. Al-Gahtani will later be killed fighting with al-Qaeda and the Taliban in Afghanistan. [Schindler, 2007, pp. 143-144; Schindler is a professor at the U.S. Army War College] In 1995, the Bosnian Ministry of Finance raids SHC’s offices and discovers documents that show SHC is “clearly a front for radical and terrorism-related activities.” [Burr and Collins, 2006, pp. 145]

In November 2002, Prince Salman patronized a fundraising gala for three Saudi charities under investigation by Washington: the International Islamic Relief Organization, al-Haramain Foundation, and the World Assembly of Muslim Youth. Since 9/11, all three organizations have had branches shuttered or sanctioned over allegations of financially supporting terrorism. That same month, Salman cited his experience on the boards of charitable societies, asserting that “it is not the responsibility of the kingdom” if others exploit Saudi donations for terrorism. *** The new king has also embraced Saudi cleric Saleh al-Maghamsi, an Islamic supremacist who declared in 2012 that Osama bin Laden had more “sanctity and honor in the eyes of Allah,” simply for being a Muslim, than “Jews, Christians, Zoroastrians, apostates, and atheists,” whom he described by nature as “infidels.” That didn’t put an end to Salman’s ties to Maghamsi, however. The new Saudi king recently served as head of the supervisory board for a Medina research center directed by Maghamsi. A year after Maghamsi’s offensive comments, Salman sponsored and attended a large cultural festival organized by the preacher. Maghamsi also advises two of Salman’s sons ….

A 1996 CIA report mentions, “We continue to have evidence that even high ranking members of the collecting or monitoring agencies in Saudi Arabia, Kuwait, and Pakistan – such as the Saudi High Commission – are involved in illicit activities, including support for terrorists” (see January 1996). Jacquard claims that most of the leadership of the SHC supports bin Laden. The SHC, while participating in some legitimate charitable functions, uses its cover to ship illicit goods, drugs, and weapons in and out of Bosnia. In May 1997, a French military report concludes: ”(T)he Saudi High Commission, under cover of humanitarian aid, is helping to foster the lasting Islamization of Bosnia by acting on the youth of the country. The successful conclusion of this plan would provide Islamic fundamentalism with a perfectly positioned platform in Europe and would provide cover for members of the bin Laden organization.” [Jacquard, 2002, pp. 69-71] However, the US will take no action until shortly after 9/11, when it will lead a raid on the SHC’s Bosnia offices. Incriminating documents will be found, including information on how to counterfeit US State Department ID badges, and handwritten notes about meetings with bin Laden. Evidence of a planned attack using crop duster planes is found as well. [Schindler, 2007, pp. 129, 284]

The alliance consists of a number of mostly Islamist factions, including the Nusra Front, al Qaeda’s Syrian affiliate; Ahrar al-Sham, another large group; and more moderate rebel factions that have received covert arms support from the intelligence services of the United States and its allies. The Telegraph, in an early October article complaining that Russia was bombing “non-ISIL rebels,” similarly noted that the Army of Conquest (bombed by Russia) “includes a number of Islamist groups, most powerful among them Ahrar al-Sham and Jabhat al-Nusra. Jabhat al-Nusra is the local affiliate of al-Qaeda.” Even the Voice of America noted that “Russia’s main target has been the Army of Conquest, an alliance of insurgent groups that includes the al-Nusra Front, al-Qaida’s affiliate in Syria, and the hard-line Islamist group Ahrar al-Sham, as well as some less extreme Islamist groups.”

In other words, the claim from the anonymous Saudi official that the BBC uncritically regurgitated — that the Saudis are only arming the Army of Conquest but no groups that “include” the Nusra Front — is self-negating. A BBC reader, Ricardo Vaz, brought this contradiction to the BBC’s attention. As he told The Intercept: “The problem is that the Nusra Front is the most important faction inside the Army of Conquest. So either the Saudi official expected the BBC journalist not to know this, or he expects us to believe they can deliver weapons to factions fighting side by side with an al Qaeda affiliate and that those weapons will not make their way into Nusra’s hands. In any case, this is very close to an official admission that the Saudis (along with Qataris and Turkish) are supplying weapons to an al Qaeda affiliate. This of course is not a secret to anyone who’s paying attention.” In response to Vaz’s complaint, the BBC did not tell its readers about this vital admission. Instead, it simply edited that Saudi admission out of its article. In doing so, it made the already-misleading article so much worse, as the BBC went even further out of its way to protect the Saudis. This is what that passage now states on the current version of the article on the BBC’s site (emphasis added): He said those groups being supplied did not include either Islamic State (IS) or al-Nusra Front, both of which are proscribed terrorist organizations. Instead, he said the weapons would go to the Free Syrian Army and other small rebel groups.

So originally, the BBC stated that the “Saudi official” announced that the regime was arming the Army of Conquest. Once it was brought to the BBC’s attention that the Army of Conquest includes the al Qaeda affiliate Nusra Front — a direct contradiction of the Saudi official’s other claim that the Saudis are not arming Nusra — the BBC literally changed the Saudi official’s own statement, whitewashed it, to eliminate his admission that they were arming Army of Conquest. Instead, the BBC now states that the Saudis are arming “the Free Syrian Army and other small rebel groups.” The BBC simply deleted the key admission that the Saudis are arming al Qaeda.

But what this does highlight is just how ludicrous — how beyond parody — the 14-year-old war on terror has become, how little it has to do with its original ostensible justification. The regime with the greatest plausible proximity to the 9/11 attack — Saudi Arabia — is the closest U.S. ally in the region next to Israel. The country that had absolutely nothing to do with that attack, and which is at least as threatened as the U.S. by the religious ideology that spurred it — Iran — is the U.S.’s greatest war-on-terror adversary. Now we have a virtual admission from the Saudis that they are arming a group that centrally includes al Qaeda, while the U.S. itself has at least indirectly done the same (just as was true in Libya). And we’re actually at the point where western media outlets are vehemently denouncing Russia for bombing al Qaeda elements, which those outlets are  manipulatively referring to as “non-ISIS groups.” It’s not a stretch to say that the faction that provides the greatest material support to al Qaeda at this point is the U.S. and its closest allies. That is true even as al Qaeda continues to be paraded around as the prime need for the ongoing war. But whatever one’s views are on Syria, it’s telling indeed to watch the BBC desperately protect Saudi officials, not only by granting them anonymity to spout official propaganda, but worse, by using blatant editing games to whitewash the Saudis’ own damaging admissions, ones the BBC unwittingly published. There are many adjectives one can apply to the BBC’s behavior here: “Objective” and “neutral” are most assuredly not among them.

“In the early 1990s, I was a military intelligence officer in the Headquarters of the French Rapid Action Force. Because of my skills in Arabic my job was also to translate a lot of faxes and letters seized or intercepted by our intelligence services . . . We often got intercepted material sent by Islamic networks operating from the UK or from Belgium. “These documents contained directions sent to Islamic armed groups in Algeria or in France. The messages quoted the sources of statements to be exploited in the redaction of the tracts or leaflets, or to be introduced in video or tapes to be sent to the media. The most commonly quoted sources were the United Nations, the non-aligned countries, the UNHCR and . . . Al Qaida. “Al Qaida remained the data base of the Islamic Conference. Not all member countries of the Islamic Conference are ‘rogue states’ and many Islamic groups could pick up information from the databases. It was but natural for Osama Bin Laden to be connected to this network. He is a member of an important family in the banking and business world. “Because of the presence of ‘rogue states,’ it became easy for terrorist groups to use the email of the database. Hence, the email of Al Qaida was used, with some interface system, providing secrecy, for the families of the mujaheddin to keep links with their children undergoing training in Afghanistan, or in Libya or in the Beqaa valley, Lebanon. Or in action anywhere in the battlefields where the extremists sponsored by all the ‘rogue states’ used to fight. And the ‘rogue states’ included Saudi Arabia. When Osama bin Laden was an American agent in Afghanistan, the Al Qaida Intranet was a good communication system through coded or covert messages.

“Al Qaida was neither a terrorist group nor Osama bin Laden’s personal property . . . The terrorist actions in Turkey in 2003 were carried out by Turks and the motives were local and not international, unified, or joint. These crimes put the Turkish government in a difficult position vis-a-vis the British and the Israelis. But the attacks certainly intended to ‘punish’ Prime Minister Erdogan for being a ‘toot tepid’ Islamic politician. ” . . . In the Third World the general opinion is that the countries using weapons of mass destruction for economic purposes in the service of imperialism are in fact ‘rogue states,” specially the US and other NATO countries. ” Some Islamic economic lobbies are conducting a war against the ‘liberal” economic lobbies. They use local terrorist groups claiming to act on behalf of Al Qaida. On the other hand, national armies invade independent countries under the aegis of the UN Security Council and carry out pre-emptive wars. And the real sponsors of these wars are not governments but the lobbies concealed behind them. “The truth is, there is no Islamic army or terrorist group called Al Qaida. And any informed intelligence officer knows this. But there is a propaganda campaign to make the public believe in the presence of an identified entity representing the ‘devil’ only in order to drive the ‘TV watcher’ to accept a unified international leadership for a war against terrorism. The country behind this propaganda is the US and the lobbyists for the US war on terrorism are only interested in making money.”

In yet another example of what happens to those who challenge the system, in December 2001, Maj. Pierre-Henri Bunel was convicted by a secret French military court of passing classified documents that identified potential NATO bombing targets in Serbia to a Serbian agent during the Kosovo war in 1998. Bunel’s case was transferred from a civilian court to keep the details of the case classified. Bunel’s character witnesses and psychologists notwithstanding, the system “got him” for telling the truth about Al Qaeda and who has actually been behind the terrorist attacks commonly blamed on that group. It is noteworthy that that Yugoslav government, the government with whom Bunel was asserted by the French government to have shared information, claimed that Albanian and Bosnian guerrillas in the Balkans were being backed by elements of “Al Qaeda.” We now know that these guerrillas were being backed by money provided by the Bosnian Defense Fund, an entity established as a special fund at Bush-influenced Riggs Bank and directed by Richard Perle and Douglas Feith. French officer Maj. Pierre-Henri Bunel, who knew the truth about “Al Qaeda” — Another target of the neo-cons.

I was a French officer at that time and the French Armed Forces had close contacts and cooperation with Jordan . . .

“Two of my Jordanian colleagues were experts in computers. They were air defense officers. Using computer science slang, they introduced a series of jokes about students’ punishment. “For example, when one of us was late at the bus stop to leave the Staff College, the two officers used to tell us: ‘You’ll be noted in ‘Q eidat il-Maaloomaat’ which meant ‘You’ll be logged in the information database.’ Meaning ‘You will receive a warning . . .’ If the case was more severe, they would used to talk about ‘Q eidat i-Taaleemaat.’ Meaning ‘the decision database.’ It meant ‘you will be punished.’ For the worst cases they used to speak of logging in ‘Al Qaida.’

In this regard, the capture of Mosul appears to have been a carefully engineered operation, planned well in advance. With the exception of a few skirmishes, no fighting took place. Entire divisions of the Iraqi National Army –trained by the US military with advanced weapons systems at their disposal– could have easily repelled the ISIS rebels. Reports suggest that they were ordered by their commanders not to intervene. According to witnesses, “Not a single shot was fired”. The forces that had been in Mosul have fled — some of which abandoned their uniforms as well as their posts as the ISIS forces swarmed into the city. A contingent of one thousand ISIS rebels take over a city of more than one million? Without prior knowledge that the US controlled Iraqi Army (30,000 strong) would not intervene, the Mosul operation would have fallen flat, the rebels would have been decimated. Who was behind the decision to let the ISIS terrorists take control of Mosul? Had the senior Iraqi commanders been instructed by their Western military advisers to hand over the city to the ISIS terrorists? Were they co-opted?

The formation of the caliphate may be the first step towards a broader conflict in the Middle East, bearing in mind that Iran is supportive of the Al Maliki government and the US ploy may indeed be to encourage the intervention of Iran. The proposed redivision of Iraq is broadly modeled on that of the Federation of Yugoslavia which was split up into seven “independent states” (Serbia, Croatia, Bosnia-Herzegovina, Macedonia (FYRM), Slovenia, Montenegro, Kosovo). According to Mahdi Darius Nazemroaya, the re division of Iraq into three separate states is part of a broader process of redrawing the Map of the Middle East.

US forces could have intervened. They had been instructed to let it happen. It was part of a carefully planned agenda to facilitate the advance of the ISIS rebel forces and the installation of the ISIS caliphate. The whole operation appears to have been carefully staged.

In Mosul, government buildings, police stations, schools, hospitals, etc are formally now under the control of the Islamic State of Iraq and Syria (ISIS). In turn, ISIS has taken control of military hardware including helicopters and tanks which were abandoned by the Iraqi armed forces. What is unfolding is the installation of a US sponsored Islamist ISIS caliphate alongside the rapid demise of the Baghdad government. Meanwhile, the Northern Kurdistan region has de facto declared its independence from Baghdad. Kurdish peshmerga rebel forces (which are supported by Israel) have taken control of the cities of Arbil and Kirkuk. (See map above) Concluding Remarks There were no Al Qaeda rebels in Iraq prior to the 2003 invasion. Moreover, Al Qaeda was non-existent in Syria until the outset of the US-NATO-Israeli supported insurgency in March 2011. The ISIS is not an independent entity. It is a creation of US intelligence. It is a US intelligence asset, an instrument of non-conventional warfare.

Was the handing over of Mosul to ISIS part of a US intelligence agenda? Were the Iraqi military commanders manipulated or paid off into allowing the city to fall into the hands of the ISIS rebels without “a single shot being fired”. Shiite General Mehdi Sabih al-Gharawi who was in charge of the Mosul Army divisions “had left the city”. Al Gharawi had worked hand in glove with the US military. He took over the command of Mosul in September 2011, from US Col Scott McKean. Had he been co-opted, instructed by his US counterparts to abandon his command?

The ultimate objective of this ongoing US-NATO engineered conflict opposing Maliki government forces to the ISIS insurgency is to destroy and destabilize Iraq as a Nation State. It is part of an intelligence operation, an engineered process of  transforming countries into territories. The break up of Iraq along sectarian lines is a longstanding policy of the US and its allies. The ISIS is a caliphate project of creating a Sunni Islamist state. It is not a project of the Sunni population of Iraq which historically has been committed to a secular system of government. The caliphate project is a US design. The advances of ISIS forces is intended to garnish broad support within the Sunni population directed against the Al Maliki government The division of Iraq along sectarian-ethnic lines has been on the drawing board of the Pentagon for more than 10 years.

The Western media in chorus have described the unfolding conflict in Iraq as a “civil war” opposing the Islamic State of Iraq and al-Sham against the Armed forces of the Al-Maliki government. (Also referred to as Islamic State of Iraq and the Levant (ISIL) or Islamic State of Iraq and Syria (ISIS)) The conflict is casually described as “sectarian warfare” between Radical Sunni and Shia without addressing “who is behind the various factions”.  What is at stake is a carefully staged US military-intelligence agenda. Known and documented, Al Qaeda affiliated entities have been used by US-NATO in numerous conflicts as “intelligence assets” since the heyday of the Soviet-Afghan war. In Syria, the Al Nusrah and ISIS rebels are the foot-soldiers of the Western military alliance, which oversees and controls the recruitment and training of paramilitary forces.

The Al Qaeda affiliated Islamic State of Iraq (ISI) re-emerged in April 2013 with a different name and acronym, commonly referred to as the Islamic State of Iraq and Syria (ISIS). The formation of a terrorist entity encompassing both Iraq and Syria was part of a US intelligence agenda. It responded to geopolitical objectives. It also coincided with the advances of Syrian government forces against the US sponsored insurgency in Syria and the failures of both the Free Syrian Army (FSA) and its various “opposition” terror brigades. The decision was taken by Washington to channel its support (covertly) in favor of a terrorist entity which operates in both Syria and Iraq and which has logistical bases in both countries. The Islamic State of Iraq and al-Sham’s Sunni caliphate project coincides with a longstanding US agenda to carve up both Iraq and Syria into three separate territories: A Sunni Islamist Caliphate, an Arab Shia Republic, and a Republic of Kurdistan.

Whereas the (US proxy) government in Baghdad purchases advanced weapons systems from the US including F16 fighter jets from Lockheed Martin, the Islamic State of Iraq and al-Sham –which is fighting Iraqi government forces– is supported covertly by Western intelligence. The objective is to engineer a civil war in Iraq, in which both sides are controlled indirectly by US-NATO. The scenario is to arm and equip them, on both sides, finance them with advanced weapons systems and then “let them fight”.

The Islamic caliphate is supported covertly by the CIA in liaison with Saudi Arabia, Qatar and Turkish intelligence. Israel is also involved in channeling support to both Al Qaeda rebels in Syria (out of the Golan Heights) as well to the Kurdish separatist movement in Syria and Iraq.

First published by GR on June 14, 2014.  President Barack Obama has initiated a series of US bombing raids in Iraq allegedly directed towards the rebel army of the Islamic State (IS). The Islamic State terrorists are portrayed as an enemy of America and the Western world. Amply documented, the Islamic State is a creation of Western intelligence, supported by the CIA and Israel’s Mossad and financed by Saudi Arabia and Qatar. We are dealing with a diabolical military agenda whereby the United States is targeting a rebel army which is directly funded by the US and its allies. The incursion into Iraq of the Islamic State rebels in late June was part of a carefully planned intelligence operation. The rebels of the Islamic state, formerly known as the ISIS, were covertly supported by US-NATO-Israel  to wage a terrorist insurgency against the Syrian government of Bashar Al Assad.  The atrocities committed in Iraq are similar to those committed in Syria. The sponsors of IS including Barack Obama have blood on their hands.

The killings of innocent civilians by the Islamic state terrorists create a pretext and the justification for US military intervention on humanitarian grounds. Lest we forget, the rebels who committed these atrocities and who are a target of US military action are supported by the United States. The bombing raids ordered by Obama are not intended to eliminate the terrorists. Quite the opposite, the US is targeting the civilian population as well as the Iraqi resistance movement. The endgame is to destabilize Iraq as a nation state and trigger its partition into three separate entities.

On February 20th, Reuters headlined “Syrian opposition says temporary truce possible, but deal seems far off”, and reported that, “A source close to peace talks earlier told Reuters [that] Syria’s opposition had agreed to the idea of a two- to three-week truce. The truce would be renewable and supported by all parties except Islamic State, the source said. It would be conditional on the al Qaeda-linked Nusra Front no longer being attacked by Syrian government forces and their allies.” In other words: up till at least that time, the U.S. was still at one with the Sauds’ insistence upon protecting Al Qaeda in Syria. On March 1st, Steve Chovanec headlined, “Protecting al-Qaeda”, and he made clear that the group that Obama was backing, the Free Syrian Army (so named with assistance from their CIA minders), were almost as despised by the Syrian people as were ISIS itself. Citing a Western polling firm’s findings, he noted that, “According to a recent poll conducted by ORB, it was found that most Syrians more or less hold both ISIS and the FSA in equal disdain, 9% saying the FSA represents the Syrian people while 4% saying that ISIS does. The similarity in [Syrians’] opinion is reflective of the similarity in [those two groups of jihadists’] conduct.” Furthermore, as I have noted, both from that polling-firm and another Western-backed one, the vast majority (82%) of Syrians  blame the U.S. for the tens of thousands of foreign jihadists who have been imported into their country, and 55% of Syrians want Assad to be not only the current President but their next President, as a consequence of which the U.S. government refuses to allow Assad to run for the Presidency in the next election. (Indeed, that’s largely the reason why Obama has been trying to overthrow Assad and replace him with a jihadist government, like the Sauds.)

Clearly, the U.S. Government’s top objective in Syria is to overthrow Assad, whereas the Russian Government’s top objective there is to prevent America’s allies from seizing the country. As Robert F. Kennedy Jr. has well explained and documented, the U.S. CIA has been trying ever since 1949 to overthrow Syria’s government and replace it with one that the Sauds (and etc., including U.S. oil, gas, and pipeline companies) want. So, this is normal American foreign policy. This doesn’t mean that our Presidents have to behave this way — only that they do (even if the U.S. ‘news’ media don’t report it, and many U.S. ‘historians’ likewise ignore it decades later).

And everyone else, the UN, the Holy See, the House of Saud, are just onlookers, even as several players, from the EU to India, China and Japan, can think of nothing but finally normalizing everything with Iran. The Syrian government, for its part, will be in Montreux; it had agreed to the conference long ago. Yet President Assad Laid down ; he will not 'Leave' , as President Barack Obama US demanded The. He will not Let the foreign-Sponsored 'Opposition' Take over. And he may even contest the next presidential elections. Assad went for the jugular when he said Geneva 2 Should be About His own 'War on Terror' . Terror, incidentally, widely supported by the West. So under this perspective, even Washington needs Assad not to go. The bottom line is that the only players who really want Assad to go are the House of Saud and the House of Thani in Qatar. Many in the West have now Realized Assad must Fight to Stay 'the Terrorists' .

What's even more farcical is what Ford may have told the SNC stalwarts - still subject to much debate across the Middle East. If Ford really Said That Bandar Bush's Strategy has Been A Total Failure (in Fact turning Syria into an Al-Qaeda Hub) then this points to the Obama Administration, for All Practical Purposes, Sharing the Same Objective as Assad's: Fighting 'Terror' . Still, Geneva 2 will not 'Solve' anything. Iran and Russia will keep supporting Damascus. The desert wasteland from Syria to Iraq will keep being occupied by Bandar Bush-supported and Gulf-supported hardcore sectarian jihadis. The war will keep spreading deeper into Lebanon. The government in Damascus won't collapse. The refugee crisis will soar. And the West Will Keep Striking A pose of Being Concerned with 'Terror' .
