Obviously, making the big banks bigger also serves the interests of the megabanks, whose lobbyists are well known to have their fingerprints all over the legislation. How they have been able to manipulate the rules was seen last December, when legislation drafted by Citigroup and slipped into the Omnibus Spending Bill loosened the Dodd-Frank regulations on derivatives. As noted in a Mother Jones article before the legislation was passed: The Citi-drafted legislation will benefit five of the largest banks in the country—Citigroup, JPMorgan Chase, Goldman Sachs, Bank of America, and Wells Fargo. These financial institutions control more than 90 percent of the $700 trillion derivatives market. If this measure becomes law, these banks will be able to use FDIC-insured money to bet on nearly anything they want. And if there’s another economic downturn, they can count on a taxpayer bailout of their derivatives trading business.

Regulation is clearly inadequate to keep these banks honest and ensure that they serve the public interest. The world’s largest private banks have been caught in criminal acts that former bank fraud investigator Prof. William K. Black calls the greatest frauds in history. The litany of frauds involves more than a dozen felonies, including bid-rigging on municipal bond debt; colluding to rig interest rates on hundreds of trillions of dollars in mortgages, derivatives and other contracts; exposing investors to excessive risk; and engaging in multiple forms of mortgage fraud. According to US Attorney General Eric Holder, the guilty have gone unpunished because they are “too big to prosecute.” If they are too big to prosecute, they are too big to regulate.

For all we know, the NYPD might be bombarding apartment houses with radiation while people are inside or peering inside vehicles on the street as unwitting passersby are exposed to radiation. The city’s position—that New Yorkers have no right to know if that is happening or not—is so absurd that one can hardly believe they’re taking it. These are properly political questions. And it’s unlikely a target would ever notice. “Once equipped, the van—which looks like a standard delivery van—takes less than 15 seconds to scan a vehicle,” Fox News reported after looking at X-ray vans owned by the federal government. “It can be operated remotely from more than 1,500 feet and can be equipped with optional technology to identify radioactivity as well.”

And since the technology can see through clothing, it is easy to imagine a misbehaving NYPD officer abusing it if there are not sufficient safeguards in place. Trusting the NYPD to choose prudent, sufficient safeguards under cover of secrecy is folly. This is the same department that spent 6 years conducting surveillance on innocent Muslims Americans in a program so unfocused that it produced zero leads—and that has brutalized New York City protestors on numerous occasions. Time and again it’s shown that outside oversight is needed.Lest readers outside New York City presume that their walls still stand between them and their local law enforcement agency, that isn’t necessarily the case. Back in January, in an article that got remarkably little attention, USA Today reported the following:

At least 50 U.S. law enforcementagencies have secretly equipped their officers with radar devices that allow them to effectively peer through the walls of houses to see whether anyone is inside, a practice raising new concerns about the extent of government surveillance. Those agencies, including the FBI and the U.S. Marshals Service, began deploying the radar systems more than two years ago with little notice to the courts and no public disclosure of when or how they would be used. The technology raises legal and privacy issues because the U.S. Supreme Court has said officers generally cannot use high-tech sensors to tell them about the inside of a person's house without first obtaining a search warrant. The radars work like finely tuned motion detectors, using radio waves to zero in on movements as slight as human breathing from a distance of more than 50 feet. They can detect whether anyone is inside of a house, where they are and whether they are moving.

“This is the worst moment for a radical change to the foundations of our democracy. "After we carried out an onerous programme of financial assistance, entailing heavy sacrifices, it is my duty, within my constitutional powers, to do everything possible to prevent false signals being sent to financial institutions, investors and markets,” he said. Mr Cavaco Silva argued that the great majority of the Portuguese people did not vote for parties that want a return to the escudo or that advocate a traumatic showdown with Brussels. This is true, but he skipped over the other core message from the elections held three weeks ago: that they also voted for an end to wage cuts and Troika austerity. The combined parties of the Left won 50.7pc of the vote. Led by the Socialists, they control the Assembleia.

The conservative premier, Pedro Passos Coelho, came first and therefore gets first shot at forming a government, but his Right-wing coalition as a whole secured just 38.5pc of the vote. It lost 28 seats.

The Socialist leader, Antonio Costa, has reacted with fury, damning the president’s action as a “grave mistake” that threatens to engulf the country in a political firestorm. “It is unacceptable to usurp the exclusive powers of parliament. The Socialists will not take lessons from professor Cavaco Silva on the defence of our democracy,” he said. Mr Costa vowed to press ahead with his plans to form a triple-Left coalition, and warned that the Right-wing rump government will face an immediate vote of no confidence. There can be no fresh elections until the second half of next year under Portugal’s constitution, risking almost a year of paralysis that puts the country on a collision course with Brussels and ultimately threatens to reignite the country’s debt crisis. The bond market has reacted calmly to events in Lisbon but it is no longer a sensitive gauge now that the European Central Bank is mopping up Portuguese debt under quantitative easing.

It was a stinging embarrassment for the new American president, who was scheduled to fly to Paris for a state visit the following month. To add to the insult, the coup had been triggered by de Gaulle’s efforts to bring French colonial rule in Algeria to an end — a goal that JFK himself had ardently championed.The CIA’s support for the coup was one more defiant display of contempt — a back of the hand aimed not only at de Gaulle but at Kennedy.JFK took pains to assure Paris that he strongly supported de Gaulle’s presidency, phoning Hervé Alphand, the French ambassador in Washington, to directly communicate these assurances. But, according to Alphand, Kennedy’s disavowal of official US involvement in the coup came with a disturbing addendum — the American president could not vouch for his own intelligence agency. Kennedy told Alphand that “the CIA is such a vast and poorly controlled machine that the most unlikely maneuvers might be true.”

But at eight o’clock that evening, a defiant de Gaulle went on the air, as nearly all of France gathered around the TV, and rallied his nation with the most inspiring address of his long public career. He looked exhausted, with dark circles under his eyes. But he had put on his soldier’s uniform for the occasion, and his voice was full of passion.De Gaulle began by denouncing the rebellious generals. The nation had been betrayed “by men whose duty, honor and raison d’être it was to serve and to obey.” Now it was the duty of every French citizen to protect the nation from these military traitors. “In the name of France,” de Gaulle shouted, thumping the table in front of him, “I order that all means — I repeat all means — be employed to block the road everywhere to those men!”De Gaulle’s final words were a battle cry. “Françaises, Français! Aidez moi!” And all over France, millions of people did rush to the aid of their nation. The following day, a general strike was organized to protest the putsch. Led primarily by the left, including labor unions and the Communist Party, the mass protest won broad political support.Over ten million people joined the nationwide demonstrations, with hundreds of thousands marching in the streets of Paris, carrying banners proclaiming “Peace in Algeria” and shouting, “Fascism will not pass!” Even police officers associations expressed “complete solidarity” with the protests, as did the Roman Catholic Confederation, which denounced the “criminal acts” of the coup leaders, warning that they “threaten to plunge the country into civil war.”

In the wake of the crises in Cuba and France provoked by his own security officials, Kennedy began to display a new boldness. JFK’s assertiveness surprised CIA officials, who had apparently counted on Kennedy to be sidelined during the French coup.Agency officials assured coup leaders that the president would be too “absorbed in the Cuban affair” to act decisively against the plot. But JFK did react quickly to the French crisis, putting on high alert Ambassador Gavin, a decorated paratrooper commander in World War II who could be counted on to keep NATO forces in line. The president also dispatched his French speaking press spokesman, Pierre Salinger, to Paris to communicate directly with Élysée Palace officials.As Paris officials knew, the new American president already had something of a prickly relationship with de Gaulle, but he had strong feelings for France — and they made sure to absolve JFK of personal responsibility for the coup in their leaks to the press. French press accounts referred to the CIA as a “reactionary state within a state” that operated outside of Kennedy’s control.

But it was de Gaulle himself, and the French people, who turned the tide against the coup. By Sunday, the second day of the coup, a dark foreboding had settled over Paris. “I am surprised that you are still alive,” the president of France’s National Assembly bluntly told de Gaulle that morning. “If I were Challe, I would have already swooped down on Paris; the army here will move out of the way rather than shoot…. If I were in the position Challe put himself in, as soon as I burst in, I would have you executed with a bullet in the back, here in the stairwell, and say you were trying to flee.” De Gaulle himself realized that if Challe did airlift his troops from Algiers to France, “there was not much to stop them.”

This admission of presidential impotence, which Alphand reported to Paris, was a startling moment in US foreign relations, though it remains largely unknown today. Kennedy then underlined how deeply estranged he was from his own security machinery by taking the extraordinary step of asking Alphand for the French government’s help to track down the US officials behind the coup, promising to fully punish them.“[Kennedy] would be quite ready to take all necessary measures in the interest of good Franco-American relations, whatever the rank or functions of [the] incriminated people,” Alphand cabled French foreign minister Maurice Couve de Murville.

Hundreds of people rushed to the nation’s airfields and prepared to block the runways with their vehicles if Challe’s planes tried to land. Others gathered outside government ministries in Paris to guard them against attack. André Malraux, the great novelist turned minister of culture, threaded his way through one such crowd, handing out helmets and uniforms. Meanwhile, at the huge Renault factory on the outskirts of Paris, workers took control of the sprawling complex and formed militias, demanding weapons from the government so that they could fend off rebel assaults.“In many ways, France, and particularly Paris, relived its great revolutionary past Sunday night and Monday — the past of the revolutionary barricades, of vigilance committees and of workers’ councils,” reported The New York Times.

De Gaulle’s ringing address to the nation and the massive public response had a sobering effect on the French military. Challe’s support quickly began melting away, even — humiliatingly — within the ranks of his own military branch, the air force. Pilots flew their planes out of Algeria, and others feigned mechanical troubles, depriving Challe’s troops of the air transport they needed to descend on Paris.Meanwhile, de Gaulle moved quickly to arrest military officers in France who were involved in the coup. Police swooped down on the Paris apartment of an army captain who was plotting pro-putsch street riots, and de Gaulle’s minister of the interior seized the general in charge of the rebel forces that were gathered in the forests outside Paris. Deprived of their leader, the insurrectionary units sheepishly began to disperse.By Tuesday night, Challe knew that the coup had failed. The next day, he surrendered and was flown to Paris. Challe emerged from the plane “carrying his own suitcase, looking crumpled and insignificant in civilian clothes,” according to Time. “He stumbled at the foot of the landing steps, [falling] heavily on his hands and knees.” It was an ignominious homecoming for the man who had fully believed that, with US support, he was to replace the great de Gaulle.

Enter the strategic importance of neighboring Bahrain. Historically, all the lands from Basra in southern Iraq to the peninsula of Musandam, in Oman — traditional trade posts between Europe and India — were known as Bahrain ("between two seas"). Tehran could easily use neighboring Bahrain to infiltrate Al Sharqiyya, detach it from Riyadh's control, and configure a "Greater Bahrain" allied with Iran. That's the crux of the narrative peddled by petrodollar-controlled media, the proverbial Western "experts", and incessantly parroted in the Beltway.  

There's no question Iranian hardliners cherish the possibility of a perpetual Bahraini thorn on Riyadh's side. That would imply weaponizing a popular revolution in Al Sharqiyya.  But the fact is not even Nimr al-Nimr was in favor of a secession of Al Sharqiyya.  And that's also the view of the Rouhani administration in Tehran. Whether disgruntled youth across Al Sharqiyya will finally have had enough with the beheading of al-Nimr it's another story; it may open a Pandora's box that will not exactly displease the IRGC in Tehran.   But the heart of the matter is that Team Rouhani perfectly understands the developing Southwest Asia chapter of the New Great Game, featuring the re-emergence of Iran as a regional superpower; all of the House of Saud's moves, from hopelessly inept to major strategic blunder, betray utter desperation with the end of the old order.  

That spans everything from an unwinnable war (Yemen) to a blatant provocation (the beheading of al-Nimr) and a non sequitur such as the new Islamic 34-nation anti-terror coalition which most alleged members didn't even know they were a part of.  The supreme House of Saud obsession rules, drenched in fear and loathing: the Iranian "threat". Riyadh, which is clueless on how to play geopolitical chess — or backgammon — will keep insisting on the oil war, as it cannot even contemplate a military confrontation with Tehran. And everything will be on hold, waiting for the next tenant of 1600 Pennsylvania Avenue; will he/she be tempted to pivot back to Southwest Asia, and cling to the old order (not likely, as Washington relies on becoming independent from Saudi oil)? Or will the House of Saud be left to its own — puny — devices among the shark-infested waters of hardcore geopolitics?

As Izady’s map so strikingly demonstrates, essentially all of the Saudi oil wealth is located in a small sliver of its territory whose occupants are predominantly Shiite. (Nimr, for instance, lived in Awamiyya, in the heart of the Saudi oil region just northwest of Bahrain.) If this section of eastern Saudi Arabia were to break away, the Saudi royals would just be some broke 80-year-olds with nothing left but a lot of beard dye and Viagra prescriptions. Nimr’s execution can be partly explained by the Saudis’ desperation to stamp out any sign of independent thinking among the country’s Shiites. The same tension explains why Saudi Arabia helped Bahrain, an oil-rich, majority-Shiite country ruled by a Sunni monarchy, crush its version of the Arab Spring in 2011. Similar calculations were behind George H.W. Bush’s decision to stand by while Saddam Hussein used chemical weapons in 1991 to put down an insurrection by Iraqi Shiites at the end of the Gulf War. As New York Times columnist Thomas Friedman explained at the time, Saddam had “held Iraq together, much to the satisfaction of the American allies Turkey and Saudi Arabia.”

Of course, it’s too simple to say that everything happening between Saudis and Iranians can be traced back to oil. Disdain and even hate for Shiites seem to be part of the DNA of Saudi Arabia’s peculiarly sectarian and belligerent version of Islam. In 1802, 136 years before oil was discovered in Saudi Arabia, the ideological predecessors to the modern Saudi state sacked Karbala, a city now in present-day Iraq and holy to Shiites. The attackers massacred thousands and plundered the tomb of Husayn ibn Ali, one of the most important figures in Shiite Islam. Without fossil fuels, however, this sectarianism toward Shiites would likely be less intense today. And it would definitely be less well-financed. Winston Churchill once described Iran’s oil – which the U.K. was busy stealing at the time — as “a prize from fairyland far beyond our brightest hopes.” Churchill was right, but didn’t realize that this was the kind of fairytale whose treasures carry a terrible curse.

And in a total symbiotic way, the SPV opens another path for Russia and China as well. After all, the SPV mechanism will bypass the Belgium-based SWIFT financial network, on which the US interferes at will. SPV may become the preferred post-SWIFT mechanism, allowing for even more cross-border business across Eurasia and expanding to the Global South.

The game reveals its complexity when we consider that Iran has been the catalyst for the EU to finally stand up to the US – and potentially get closer to Russia and China. What we see emerging is the contours of a possible cross-Eurasia alliance, in multiple fronts, between Russia-China-Iran – the three key nodes of Eurasia integration – and the EU-3. It’s a game worthy of a Persian chess master: involving energy wars, the balance of power in Southwest Asia, the absolute power of the US-controlled global financial system and the status of the US dollar – bolstered by the petrodollar – as the global reserve currency.

So the Russian threat is simple: you attack us and we will attack US forces in Syria. Of course, Russia will vehemently deny targeting US servicemen and insist that the strike was only against terrorists, but both sides understand what is happening here. Interestingly, just last week the Iranian Fars news agency reported that such a Russian attack had already happened: 30 Israeli, Foreign Intelligence Officers Killed in Russia’s Caliber Missile Attack in Aleppo: “The Russian warships fired three Caliber missiles at the foreign officers’ coordination operations room in Dar Ezza region in the Western part of Aleppo near Sam’an mountain, killing 30 Israeli and western officers,” the Arabic-language service of Russia’s Sputnik news agency quoted battlefield source in Aleppo as saying on Wednesday. The operations room was located in the Western part of Aleppo province in the middle of sky-high Sam’an mountain and old caves. The region is deep into a chain of mountains. Several US, Turkish, Saudi, Qatari and British officers were also killed along with the Israeli officers. The foreign officers who were killed in the Aleppo operations room were directing the terrorists’ attacks in Aleppo and Idlib.” Whether this really happened or whether the Russians are leaking such stories to indicate that this could happen, the fact remains that US forces in Syria could become an obvious target for Russian retaliation, whether by cruise missile, gravity bombs or direct action operation by Russian special forces. The US also has several covert military installations in Syria, including at least one airfield with V-22 Osprey multi-mission tiltrotor aircraft.

Another interesting recent development has been the Fox News report that Russians are deploying S-300V (aka “SA-23 Gladiator anti-missile and anti-aircraft system”) in Syria. Check out this excellent article for a detailed discussion of the capabilities of this missile system. I will summarize it by saying that the S-300V can engage ballistic missiles, cruise missiles, very low RCS (“stealth”) aircraft and AWACS aircraft. This is an Army/Army Corps -level air defense system, well capable of defending most of the Syrian airspace, but also reach well into Turkey, Cyprus, the eastern Mediterranean and Lebanon. The powerful radars of this system could not only detect and engage US aircraft (including “stealth”) at a long distance, but they could also provide a tremendous help for the few Russian air superiority fighters by giving them a clear pictures of the skies and enemy aircraft by using encrypted datalinks. Finally, US air doctrine is extremely dependent on the use of AWACS aircraft to guide and support US fighters. The S-300V will forces US/NATO AWACS to operate at a most uncomfortable distance. Between the longer-range radars of the Russian Sukhois, the radars on the Russian cruisers off the Syrian coast, and the S-300 and S-300V radars on the ground, the Russians will have a much better situational awareness than their US counterparts. It appears that the Russians are trying hard to compensate for their numerical inferiority by deploying high-end systems for which the US has no real equivalent or good counter-measures.

There are basically two options of deterrence: denial, when you prevent your enemy from hitting his targets and retaliation, when you make the costs of an enemy attack unacceptably high for him. The Russians appear to be pursuing both tracks at the same time. We can thus summarize the Russian approach as such Delay a confrontation as much as possible (buy time). Try to keep any confrontation at the lowest possible escalatory level. If possible, reply with asymmetrical/horizontal escalations. Rather then “prevail” against the US/NATO – make the costs of attack too high. Try to put pressure on US “allies” in order to create tensions inside the Empire. Try to paralyze the USA on a political level by making the political costs of an attack too high-end. Try to gradually create the conditions on the ground (Aleppo) to make a US attack futile To those raised on Hollywood movies and who still watch TV, this kind of strategy will elicit only frustration and condemnation. There are millions of armchair strategists who are sure that they could do a much better job than Putin to counter the US Empire. These folks have now been telling us for *years* that Putin “sold out” the Syrians (and the Novorussians) and that the Russians ought to do X, Y and Z to defeat the AngloZionist Empire. The good news is that none of these armchair strategists sit in the Kremlin and that the Russians have stuck to their strategy over the past years, one day at a time, even when criticized by those who want quick and “easy” solutions. But the main good news is that the Russian strategy is working. Not only is the Nazi-occupied Ukraine quite literally falling apart, but the US has basically run out of options in Syria (see this excellent analysis by my friend Alexander Mercouris in the Duran).

The only remaining logical steps left for the USA in Syria is to accept Russia’s terms or leave. The problem is that I am not at all convinced that the Neocons, who run the White House, Congress and the US corporate media, are “rational” at all. This is why the Russians employed so many delaying tactics and why they have acted with such utmost caution: they are dealing with professional incompetent ideologues who simply do not play by the unwritten but clear rules of civilized international relations. This is what makes the current crisis so much worse than even the Cuban Missile Crisis: one superpower has clearly gone insane. Are the Americans crazy enough to risk WWIII over Aleppo? Maybe, maybe not. But what if we rephrase that question and ask Are the Americans crazy enough to risk WWIII to maintain their status as the “world’s indispensable nation”, the “leader of the free world”, the “city on the hill” and all the rest of this imperialistic nonsense? Here I would submit that yes, they potentially are.

He also spoke of the obstacles he faces back home: a Congress unwilling to authorize the use of force and a public tired of war.

As time ran short, Mr. Kerry told the Syrians that their best hope was a political solution to bring the opposition into a transitional government. Then, he said, “you can have an election and let the people of Syria decide: Who do they want?” A State Department official, speaking on the condition of anonymity, said later that Mr. Kerry was not indicating a shift in the administration’s view of Mr. Assad, only reiterating a longstanding belief that he would be ousted in any fair election. At one point, Mr. Kerry astonished the Syrians at the table when he suggested that they should participate in elections that include President Bashar al-Assad, five years after President Obama demanded that he step down. Mr. Kerry described the election saying it would be set up by Western and regional powers, and the United Nations, “under the strictest standards.” He said that the millions of Syrians who have fled since the war began in 2011 would be able to participate. 0:19

“Everybody who’s registered as a refugee anywhere in the world can vote. Are they going to vote for Assad? Assad’s scared of this happening.” But the Syrians were skeptical that people living under government rule inside Syria would feel safe casting ballots against Mr. Assad, even with international observers — or that Russia would agree to elections if it could not ensure the outcome. And that is when the conversation reached an impasse, with Ms. Shehwaro, an educator and social media activist, recalling hopes for a more direct American role. “So you think the only solution is for somebody to come in and get rid of Assad?” Mr. Kerry asked. “Yes,” Ms. Shehwaro said. “Who’s that going to be?” he asked. “Who’s going to do that?”

FOLLOW THE MONEY: The White Helmets are just one component of the new NGO Complex.

“It was unclear whether Mr. Saleh’s name might have shown up on a database, fed by a variety of intelligence and security agencies and intended to guard against the prospect of terrorism suspects slipping into the country.” ~ New York Times Mark Toner, State Department spokesperson: “And any individual – again, I’m broadening my language here for specific reasons, but any individual in any group suspected of ties or relations with extremist groups or that we had believed to be a security threat to the United States, we would act accordingly. Why are all political parties in the UK endorsing the Jo Cox fund to provide financial assistance for an organisation the UK Government is already funding and training? Why are the public once more being used as political pawns to further our government’s imperialist objectives inside Syria and their covert, illegal, proxy intervention of a sovereign nation via both terrorist forces and phony humanitarian first responders?

The White Helmets are perhaps being demonstrated to be the most crucial component of the US and NATO shadow state building inside Syria.  Led by the US and UK this group is essential to the propaganda stream that facilitates the continued media and political campaign against the elected Syrian government and permits the US and NATO to justify their regime of crippling economic and humanitarian sanctions against the Syrian people. If this latest mechanised ‘NGO’ blueprint is successful then we could see it being re-deployed as key to future neo-colonialist projects. The White Helmets are a direct intra-venus line into the terrorist enclaves within Syria, acting as a conduit for information, equipment and medical support to maintain the US NATO forces. Is this the future of warfare, is this the “swarming” outlined in a 2000 report produced by the RAND Corporation and entitled: Swarming and the Future of Conflict. “The emergence of a military doctrine based on swarming pods and clusters requires that defense policymakers develop new approaches to connectivity and control and achieve a new balance between the two. Far more than traditional approachesto battle, swarming clearly depends upon robust information flows. Securing these flows, therefore, can be seen as a necessary condition for successful swarming.”

An important “previously unpublished interview with Jo Cox” was released today by Adam Barnett.  In this interview Jo Cox makes a clear statement regarding the way the UK Government should be maximising the use of their assets, the White Helmets, inside Syria: “Second thing: many organisations, whether it’s the White Helmets or others, have got really creative ideas about how to operate under the siege and civil war conditions. They’ve got really interesting ideas about channelling money, getting aid in, thinking creatively about how they operate, which DfID [Department for International Development] should be listening to. [emphasis added] And then the third thing is about giving airtime to civil society groups, making sure that they get more time on panels– and making sure this is representative of the diversity of civil society views as well, whether that’s women’s groups, or the White Helmets, or NGOs, or just doctors or people who are literally trying to get on with making society function in response to the humanitarian crisis.” Is this why we are seeing what is, in effect, crowd funding for  proxy war? Do we really want to look back and be “judged by history” for enabling conflict and state terrorism, violating international law and invading sovereign nations.  Are we prepared to accept the consequences of such actions, consequences that should be taken by our governments alone but are now being diffused outwards to the general public.  Is this an attempt by our government to disassociate themselves from their criminal actions?

Please note that the child that is rescued is very clean considering she has allegedly been buried under the rubble of “regime” bombing raids..we do not in any way wish to detract from the heroic work of the true first responders on the ground in Syria, the real Syria Civil Defence and the Red Crescent who are never mentioned in the western media but we do wish to draw your attention to the propaganda methods being employed to amplify US and NATO narratives that are insisting upon “regime change.”

The Wall Street Journal reported in February that President Barack Obama’s top military and intelligence advisers were pressing the White House to come up with an alternative plan to help the rebels better fend off the Russians and Syrians. The covert CIA program to arm the rebels began in 2013, entailing aid to groups of rebels examined and approved by U.S. officials. The leading advocates within the Obama administration for providing more firepower to the rebels to counter Russia have been CIA Director John Brennan and Defense Secretary Ash Carter. The White House and Mr. Kerry backed negotiations with the Russians instead. The White House has been wary of deepening a proxy fight with Moscow that could suck Washington further into the conflict.

In his call to Mr. Lavrov, Mr. Kerry expressed “grave concern” over continued attacks by Russian and Syrian forces on hospitals and other civilian infrastructure in Aleppo, Mr. Kirby said. “The secretary made clear that the United States and its partners hold Russia responsible for this situation, including the use of incendiary and bunker buster bombs in an urban environment, a drastic escalation that puts civilians at great risk,” Mr. Kirby said.

Mr. Kirby said the U.S. hopes that the incentive of closer military cooperation with the U.S. as well as rising costs to the Russian military as the conflict in Syria drags on could alter Russia’s course. “Russia will continue to send troops home in body bags and they will continue to lose resources, even perhaps more aircraft,” Mr. Kirby said.
