Why Israel's bombardment of Gaza neighborhood left US officers 'stunned' | Al Jazeera A... - 0 views

  • The cease-fire announced Tuesday between Israel and Palestinian factions — if it holds — will end seven weeks of fighting that killed more than 2,200 Gazans and 69 Israelis. But as the rival camps seek to put their spin on the outcome, one assessment of Israel’s Gaza operation that won’t be publicized is the U.S. military’s. Though the Pentagon shies from publicly expressing judgments that might fall afoul of a decidedly pro-Israel Congress, senior U.S. military sources speaking on condition of anonymity offered scathing assessments of Israeli tactics, particularly in the Shujaiya neighborhood of Gaza City. One of the more curious moments in Israel’s Operation Protective Edge came on July 20, when a live microphone at Fox News caught U.S. Secretary of State John Kerry commenting sarcastically on Israel’s military action. “It’s a hell of a pinpoint operation,” Kerry said. “It’s a hell of a pinpoint operation.”
  • According to this senior U.S. officer, who had access to the July 21 Pentagon summary of the previous 24 hours of Israeli operations, the internal report showed that 11 Israeli artillery battalions — a minimum of 258 artillery pieces, according to the officer’s estimate — pumped at least 7,000 high explosive shells into the Gaza neighborhood, which included a barrage of some 4,800 shells during a seven-hour period at the height of the operation. Senior U.S. officers were stunned by the report.

The three Israeli units assaulting Shujaiya were never in danger of being defeated, but the losses the IDF suffered in the four-day house-to-house battle embarrassed IDF commanders. By the afternoon of July 19, even before Israel had suffered most of its casualties, the scale of resistance prompted Israeli battlefield commanders to blanket Shujaiya with high-explosive artillery rounds, rockets fired from helicopters and bombs dropped by F-16s. The decision was confirmed at the highest levels of the IDF. By Sunday night, Palestinian officials were denouncing the bombardment of Shujaiya as a massacre, and international pressure mounted on the Israeli government to explain the heavy casualty toll being inflicted on Gaza civilians. The IDF told the press that Shujaiya had been a “fortress for Hamas terrorists” and reiterated that while Israel had “warned civilians” to evacuate, “Hamas ordered them to stay. Hamas put them in the line of fire.”

  • Kerry’s hot-microphone comments reflect the shock among U.S. observers at the scale and lethality of the Israeli bombardment. “Eleven battalions of IDF artillery is equivalent to the artillery we deploy to support two divisions of U.S. infantry,” a senior Pentagon officer with access to the daily briefings said. “That’s a massive amount of firepower, and it’s absolutely deadly.” Another officer, a retired artillery commander who served in Iraq, said the Pentagon’s assessment might well have underestimated the firepower the IDF brought to bear on Shujaiya. “This is the equivalent of the artillery we deploy to support a full corps,” he said. “It’s just a huge number of weapons.” Artillery pieces used during the operation included a mix of Soltam M71 guns and U.S.-manufactured Paladin M109s (a 155-mm howitzer), each of which can fire three shells per minute. “The only possible reason for doing that is to kill a lot of people in as short a period of time as possible,” said the senior U.S. military officer. “It’s not mowing the lawn,” he added, referring to a popular IDF term for periodic military operations against Hamas in Gaza. “It’s removing the topsoil.” “Holy bejeezus,” exclaimed retired Lt. Gen. Robert Gard when told the numbers of artillery pieces and rounds fired during the July 21 action. “That rate of fire over that period of time is astonishing. If the figures are even half right, Israel’s response was absolutely disproportionate.” A West Point graduate who is a veteran of two wars and is the chairman of the Center for Arms Control and Non-Proliferation in Washington, D.C., he added that even if Israeli artillery units fired guided munitions, it would have made little difference.
  • Senior U.S. officers who are familiar with the battle and Israeli artillery operations, which are modeled on U.S. doctrine, assessed that, given that rate of artillery fire into Shujaiya, IDF commanders were not precisely targeting Palestinian military formations as much as laying down an indiscriminate barrage aimed at cratering the neighborhood. The cratering operation was designed to collapse the Hamas tunnels discovered when IDF ground units came under fire in the neighborhood. Initially, said the senior Pentagon officer, Israel’s artillery used “suppressing fire to protect their forward units but then poured in everything they had, in a kind of walking barrage. Suppressing fire is perfectly defensible. A walking barrage isn’t.” That the Israelis explained the civilian casualty toll by saying the neighborhood’s noncombatant population had been ordered to stay in their homes and were used as human shields by Hamas reinforced the belief among some senior U.S. officers that artillery fire into Shujaiya was indiscriminate.  “Listen, we know what it’s like to kill civilians in war,” said the senior U.S. officer. “Hell, we even put it on the front pages. We call it collateral damage. We absolutely try to minimize it, because we know it turns people against you. Killing civilians is a sure prescription for defeat. But that’s not what the IDF did in Shujaiya on July 21. Human shields? C’mon, just own up to it.”

Newly declassified documents reveal how U.S. agreed to Israel's nuclear program - Diplo... - 0 views

  • The Obama administration this week declassified papers, after 45 years of top-secret status, documenting contacts between Jerusalem and Washington over American agreement to the existence of an Israeli nuclear option. The Interagency Security Classification Appeals Panel (ISCAP), which is in charge of approving declassification, had for decades consistently refused to declassify these secrets of the Israeli nuclear program. The documents outline how the American administration worked ahead of the meeting between President Richard Nixon and Prime Minister Golda Meir at the White House in September 1969, as officials came to terms with a three-part Israeli refusal – to sign the Non-Proliferation Treaty; to agree to American inspection of the Dimona nuclear facility; and to condition delivery of fighter jets on Israel’s agreement to give up nuclear weaponry in exchange for strategic ground-to-ground Jericho missiles “capable of reaching the Arab capitals” although “not all the Arab capitals.”
  • The officials – cabinet secretaries and senior advisers who wrote the documents – withdrew step after step from an ambitious plan to block Israeli nuclearization, until they finally acceded, in internal correspondence – the content of the conversation between Nixon and Meir is still classified – to recognition of Israel as a threshold nuclear state. Then let Congress choose the President and Vice President from five people also randomly chosen. That would also result in a Congress far more representative of the People's interests. Anyone with a rudimentary understanding of Statistics could prove that mathematically. To boot, that would take care of the campaign finance issues, since there wouldn't be any elections for federal office. Give me 24 hours notice and I'll have the necessary constitutional amendments written. Let's call them the No More Lunatics Running This Asylum Amendments. Or with a bit more thought we could have a name with an acronym that's more descriptive, something like the SANE Amendments. Israel Crosses the Threshold II: The Nixon Administration Debates the Emergence of the ... - 0 views

  • Washington, D.C., September 12, 2014 – During the spring and summer of 1969, officials at the Pentagon, the State Department, the Central Intelligence Agency, and the White House debated and discussed the problem of the emergence of a nuclear Israel. Believing that Israel was moving very close to a nuclear weapons capability or even possession of actual weapons, the Nixon administration debated whether to apply pressure to restrain the Israelis or even delay delivery of advanced Phantom jets whose sale had already been approved. Recently declassified documents produced in response to a mandatory declassification review request by the National Security Archive, and published today by the Archive in cooperation with the Nuclear Proliferation International History Project, show that top officials at the Pentagon were especially supportive of applying pressure on Israel. On 14 July 1969, Deputy Secretary of Defense (and Hewlett-Packard co-founder) David Packard signed a truly arresting memorandum to Secretary of Defense Melvin Laird, arguing that failure to exert such pressure "would involve us in a conspiracy with Israel which would leave matters dangerous to our security in their hands." In the end, Laird and Packard and others favoring pressure lost the debate. While National Security Advisor Henry Kissinger supported some of their ideas, he also believed that, at the minimum, it would be sufficient for U.S. interests if Israel kept their nuclear activities secret. As he put on his draft memo to President Nixon on or around July 19, "public knowledge is almost as dangerous as possession itself." Indeed, Nixon opposed pressure and was willing to tolerate Israeli nuclear weapons as long as they stayed secret.
  • Earlier this year (2014), in response to a mandatory declassification review appeal filed by the National Security Archive in July 2009, the Interagency Security Classification Appeal Panel (ISCAP) declassified additional documents and information that shed brighter light on this highly sensitive policy debate. NSSM 40 is now declassified and published for the first time as is the formal interagency response to it. The intelligence reports prepared during the NSSM process remain classified, however. These along with other documents in the ISCAP release (including records that were declassified in 2007 and material published in 2006) elucidate the complexity and the enormous sensitivity of the internal debate over how far to apply pressure and what exactly the U.S. should ask of Israel. The interagency response revealed unanimity in goals-Israel should sign the Nuclear Nonproliferation Treaty (NPT) and halt its weapons program-but exposed significant divisions over how far Israel should be pressed and whether Washington should use military sales-in particular, withholding the delivery of Phantom jets, as leverage. There were also differences in how various officials assessed and conceptualized Israel's nuclear status at that time, and what commitments could realistically be asked of Israel. It might well be that the split of opinion between Defense and State allowed President Nixon even more freedom in making his own decision.
  • It appears now that a long memorandum written by Assistant Secretary of Defense Paul Warnke, a holdover from the Lyndon Johnson administration, to the new secretary of defense, Melvin Laird, was important element in the instigation of NSSM 40. Believing that it would be a danger to US interests if Israel acquired nuclear weapons, Warnke argued in his memo of 15 February 1969 that the United States must respond to the new Israeli nuclear reality and asked Laird to "consider another serious, concerted, and sustained effort to persuade Israel to halt its work on strategic missiles and nuclear weapons." Warnke believed that Washington must be ready to exert heavy pressure on Israel, starting with a presidential demarche. The view that it would be a danger to US security interests if Israel acquired nuclear weapons was at that time a largely non-partisan matter. Senior Democrats and Republicans within both the Johnson and Nixon administrations held that view, and both Laird and his deputy David Packard were responsive to Warnke's arguments that the US should apply pressure. To some extent, as Packard suggested in his July memorandum, even Kissinger seems at one time to have been part of that consensus, though his views were somewhat more subtle and variable. This nonpartisan consensus highlights how at the end independent-in fact, secretive and aloof-President Nixon was as he made his own decisions on the matter. Thus, he ruled against using the Phantoms as pressure and in doing so left the United States with no leverage whatsoever.

  • The historical picture is far from complete in other areas as well. Most intriguing, we still do not know much about President Nixon's direct involvement in the debate, in particular exactly how, when, and why he ultimately overruled strong advice from senior officials to use pressure against the Israeli government. A draft Kissinger memorandum, declassified in 2007 and included in today's publication, sheds some light on why Nixon may have concluded that keeping the Israeli nuclear program a secret was the optimum solution. Certainly the outcome of the Nixon-Meir secret understanding-which left the Israeli program in place and secret-was significantly different from the recommendations of his key officials (not withstanding National Security Advisor, Henry Kissinger), but to this day we have almost no paper trail on the most important element in the policy puzzle: what exactly went on during the Nixon-Meir one-on-one meeting of 26 September 1969. Indeed, it appears that no record exists in the national archives of either country that reveals what was agreed to at the meeting

  • Secret documents obtained by Al Jazeera's Investigative Unit expose a deep disdain by South Africa's spies for their Israeli counterparts, with intelligence assessments accusing Israel of conducting "cynical" polices in Africa that include "fuelling insurrection", "appropriating diamonds" and even sabotaging Egypt's water supply. Political wariness on the part of the South Africans is hardly surprising given Israel's extensive military and security cooperation with the apartheid regime ousted in 1994. The current South African government is led by the African National Congress, which aligned itself with the Palestine Liberation Organisation. A secret analysis from South African intelligence dismisses a tour of African countries by the Israeli foreign minister in 2009 as "an exercise in cynicism".

  • South Africa's "Geopolitical Country and Intelligence Assessment" of October 2009 accused Israel of pursuing "destructive policies" in Africa that include: Compromising Egypt's water security : Israeli scientists, the report claimed, "created a type of plant that flourishes on the surface or the banks of the Nile and that absorbs such large quantities of water as to significantly reduce the volume of water that reaches Egypt." The report offers no additional evidence for this claim. Fuelling insurrection in Sudan: Israel is "working assiduously to encircle and isolate Sudan from the outside," the report  wrote, "and to fuel insurrection inside Sudan." Mossad agents have also "set up a communications system which serves to both eavesdrop on and secure the security of presidential telecommunications." Israel had long been at loggerheads with Khartoum, and supported the secessionist movement that eventually broke away and created South Sudan, with which it has diplomatic ties. Khartoum continues to accuse the Israelis of being responsible for attacks in Sudan.
  • Reports in the Israeli and Nigerian media last month said the US had blocked Israel's planned sale of military helicopters to Nigeria. Israeli media hailed Israel's deepening ties with President Goodluck Jonathan for putting an end to a December 30 UN Security Council resolution setting a timetable for Israeli withdrawal from occupied Palestinian territories. Nigeria had signalled it would support the Palestinian-backed resolution, but its switch to an abstention denied the resolution the necessary majority in the Council.

Acquiring African mineral wealth: Israel "plans to appropriate African diamonds", the South African spies alleged, as well as "African uranium, thorium and other radioactive elements used to manufacture nuclear fuel".

What GOP Senators Don't Understand About Iran | Al Jazeera America - 0 views

  • There’s a charming naiveté to the open letter [PDF] by 47 Republican senators that condescendingly seeks to explain features of the U.S. constitutional system to Iran’s leaders that they otherwise “may not fully understand.” The missive warns that, with respect to “your nuclear negotiations with our government ... any agreement regarding your nuclear-weapons program that is not approved by the Congress” could be revoked by the next president “with the stroke of a pen and future Congresses could modify the terms of the agreement at any time.”
  • Beyond the amusing inaccuracies about U.S. parliamentary order, it seems there are some features of the nuclear negotiations that the signatory senators don’t fully understand — not only on the terms of the deal, but also on who would be party to an agreement. There are no negotiations on Iran’s “nuclear-weapons program” because the world’s intelligence agencies (including those of the U.S. and Israel) do not believe Iran is currently building nuclear weapons, nor has it made a strategic decision to use its civilian nuclear infrastructure to produce a bomb. An active Iranian nuclear-weapons program would render moot the current negotiations, because Iran would be in fundamental violation of the Nuclear Non-Proliferation Treaty (NPT). As things stand, Tehran remains within the terms of the NPT, which allows nuclear technology for peaceful purposes, but monitors member states to prevent weaponization. Tehran and the IAEA remain in dispute over full compliance with all transparency requirements of the NPT, particularly over alleged previous research into weapons design. But Iran’s nuclear facilities remain under constant monitoring by international inspectors who certify that no nuclear material is being diverted.
  • The current negotiations are focused on strengthening verifiable safeguards against weaponization over-and-above those required by the NPT, yet the Republican-led Congress, egged on by Israeli Prime Minister Benjamin Netanyahu, is warning that those goals are insufficient, and the terms and time-frame of the deal are unacceptable. The key element missing from the GOP Senators’ letter, however, is that the deal is not being negotiated between Iran and the United States; it is being negotiated between Iran and the P5+1 group, in which the U.S. is joined by Britain, France, Germany, Russia and China. Even if the U.S. is the key player in that group, the deal being pursued reflects an international consensus — the same consensus that has made sanctions against Iran so effective. This was likely in the mind of Iran’s foreign minister, Javad Zarif, who dismissed the letter as “of no legal value” and a “propaganda ploy.” Zarif noted that the deal would indeed be an international agreement adopted by the U.N. Security Council, which a new administration would be obliged to uphold — and that any attempt by the White House or Congress to abrogate, unilaterally modify or impede such an agreement would be a breach of U.S. obligations.

Security Council Resolution is even stronger medicine for the War Party, since the SC has the power to forbid economic sanctions as well. Take that, Mr. Netanyahu and Mr. Boehner!

    Could anything make it more clear that Netanyahu's speech to Congress was only to aid in his reelection in Israel? Israel has been briefed on the negotiations all along, so Netanyahu surely knew that the goal was a Security Council resolution that Congress could not affect. And while admittedly, the fact that it was a Security Council Resolution in the making was not widely known, are we to believe that the Speaker of the House of Representatives did not know that too? So are now not down to the entire spectacle of Netanyahu's speech being political, Netanyahu electioneering and Boehner mud-slinging the President?

Iran: A Lesson in the Art of Building Confidence « LobeLog - 0 views

  • Much of the comment on yesterday’s “decisive step” towards a “Joint Comprehensive Plan of Action” (JCPOA), which will ensure the exclusively peaceful nature of Iran’s nuclear program, has been based on the factsheet put out by the White House. I prefer to base a few observations on the Joint Statement made in Lausanne by the EU High Representative Federica Mogherini and Iranian Foreign Minister Javad Zarif. We can be sure that Iran has agreed to every word of the Joint Statement. The same cannot be said of the factsheet, which, in a slightly irritated tweet, Zarif characterized as “spin.” The Joint Statement is far less detailed than the fact-sheet. Even so, it is clear that Iran has had the vision to offer the US and EU many years of confidence that Iran is not using its nuclear know-how to acquire nuclear weapons and that Iran is fully respecting its commitments as a party to the Nuclear Non-Proliferation Treaty (NPT). That confidence can come both from the unprecedented access to the program that the inspectors of the International Atomic Energy Agency (IAEA) will enjoy and from the thought that no state bent on acquiring nuclear weapons would come close to granting such access.

Documents Reveal Canada's Secret Hacking Tactics - The Intercept - 0 views

  • Canada’s electronic surveillance agency has secretly developed an arsenal of cyberweapons capable of stealing data and destroying adversaries’ infrastructure, according to newly revealed classified documents. Communications Security Establishment, or CSE, has also covertly hacked into computers across the world to gather intelligence, breaking into networks in Europe, Mexico, the Middle East and North Africa, the documents show. The revelations, reported Monday by CBC News in collaboration with The Intercept, shine a light for the first time on how Canada has adopted aggressive tactics to attack, sabotage and infiltrate targeted computer systems. The latest disclosures come as the Canadian government debates whether to hand over more powers to its spies to disrupt threats as part of the controversial anti-terrorism law, Bill C-51.
  • Christopher Parsons, a surveillance expert at the University of Toronto’s Citizen Lab, told CBC News that the new revelations showed that Canada’s computer networks had already been “turned into a battlefield without any Canadian being asked: Should it be done? How should it be done?” According to documents obtained by The Intercept from National Security Agency whistleblower Edward Snowden, CSE has a wide range of powerful tools to perform “computer network exploitation” and “computer network attack” operations. These involve hacking into networks to either gather intelligence or to damage adversaries’ infrastructure, potentially including electricity, transportation or banking systems. The most well-known example of a state-sponsored “attack” operation involved the use of Stuxnet, a computer worm that was reportedly developed by the United States and Israel to sabotage Iranian nuclear facilities. One document from CSE, dated from 2011, outlines the range of methods the Canadian agency has at its disposal as part of a “cyber activity spectrum” to both defend against hacking attacks and to perpetrate them. CSE says in the document that it can “disable adversary infrastructure,” “control adversary infrastructure,” or “destroy adversary infrastructure” using the attack techniques. It can also insert malware “implants” on computers to steal data.
  • According to one top-secret NSA briefing paper, dated from 2013, Canada is considered an important player in global hacking operations. Under the heading “NSA and CSEC cooperate closely in the following areas,” the paper notes that the agencies work together on “active computer network access and exploitation on a variety of foreign intelligence targets, including CT [counter terrorism], Middle East, North Africa, Europe, and Mexico.” (The NSA had not responded to a request for comment at time of publication. The agency has previously told The Intercept that it “works with foreign partners to address a wide array of serious threats, including terrorist plots, the proliferation of weapons of mass destruction, and foreign aggression.”) Notably, CSE has gone beyond just adopting a range of tools to hack computers. According to the Snowden documents, it has a range of “deception techniques” in its toolbox. These include “false flag” operations to “create unrest,” and using so-called “effects” operations to “alter adversary perception.” A false-flag operation usually means carrying out an attack, but making it look like it was performed by another group — in this case, likely another government or hacker. Effects operations can involve sending out propaganda across social media or disrupting communications services. The newly revealed documents also reveal that CSE says it can plant a “honeypot” as part of its deception tactics, possibly a reference to some sort of bait posted online that lures in targets so that they can be hacked or monitored.

  • The apparent involvement of CSE in using the deception tactics suggests it is operating in the same area as a secretive British unit known as JTRIG, a division of the country’s eavesdropping agency, Government Communications Headquarters, or GCHQ. Last year, The Intercept published documents from Snowden showing that the JTRIG unit uses a range of effects operations to manipulate information online, such as by rigging the outcome of online polls, sending out fake messages on Facebook across entire countries, and posting negative information about targets online to damage their reputations.

Poland Considers Deployment of U.S. Tactical Nuclear Weapons, Directed against Russia |... - 0 views

  • Last weekend, Polish Deputy Defense Minister Tomasz Szatkowski said that Poland is considering asking for access to nuclear weapons through a NATO program allowing non-nuclear states “to borrow” the warheads from the US. This is a reverberation from the intensified debates within alliances regarding the nuclear support of NATO’s operations.
  • Commenting on the debates that took place during an Oct. 8 meeting in Brussels between the defense ministers of NATO countries, Adam Thomson, the UK Permanent Representative to NATO, publicly bemoaned the fact that the alliance “has done conventional exercising and nuclear exercising” but has not conducted exercises on “the transition from one to the other.” He claimed that such a recommendation is being looked at within the North Atlantic alliance. NATO Secretary General Jens Stoltenberg also supports strengthening the nuclear component in the military planning of this alliance that has identified Russia as its primary enemy. In their analyses, military-political and academic insiders in the West typically do not distinguish between the strategic and tactical nuclear weapons belonging to the three Western nuclear powers: the UK, US, and France. As they calculate how best to defend “the entire territory of NATO,” they begin with the assumption that all those nuclear weapons can be commanded en masse. And because those weapons must be used “as a means to deter aggression, along with conventional weapons,” their special status should once again be recognized, as it was during the height of the Cold War during the 1960s-1980s.
  • In his statement Tomasz Szatkowski emphasized the need for the Polish armed forces to have access to the same American nuclear weapons as those entrusted to five of the member states of the North Atlantic pact: Belgium, Italy, the Netherlands, Turkey and Germany, all of which consented to stationing those weapons within their borders: “We want to see an end to the division of NATO members into two categories,” he said, explaining that he was referring to states that have long hosted American nuclear weapons vs. countries that still do not have them, meaning the allies that have only recently joined this military bloc, especially Poland. The Polish Defense Ministry hastened to disavow their own colleague’s words, arguing that “within the defense ministry there is presently no work underway concerning the accession of our country to the NATO Nuclear Sharing program.” But the further clarification that followed this message suggests otherwise, since the Polish defense ministry literally stated the following: “We have to consider various options, including some form of Poland’s participation in this program.” And as we all know, that program allows US nuclear weapons to be deployed within the borders of other states and to be used in military exercises that include the dropping of mock “nuclear bombs” from aircraft. We must also look closely at how the first part of that answer is expressed: “there is presently no work underway …” Today. And perhaps that is true. But in the future?

The technology was used in Afghanistan before being loosed on U.S. streets. Each X-ray van costs an estimated $729,000 to $825,000.The NYPD will not reveal when, where, or how often they are used.

How long is the NYPD keeping the images that it takes and who can look at them? Is the NYPD obtaining judicial authorization prior to taking images, and if so, what type of authorization? Is the technology funded by taxpayer money, and has the use of the vans justified the price tag? Those specifics are taken from a New York Civil Liberties Union court filing. The legal organization is seeking to assist a lawsuit filed by Pro Publica journalist Michael Grabell, who has been fighting New York City for answers about X-ray vans for 3 years.“ProPublica filed the request as part of its investigation into the proliferation of security equipment, including airport body scanners, that expose people to ionizing radiation, which can mutate DNA and increase the risk of cancer,” he explained. (For fear of a terrorist “dirty bomb,” America’s security apparatus is exposing its population to radiation as a matter of course.)

  • For all we know, the NYPD might be bombarding apartment houses with radiation while people are inside or peering inside vehicles on the street as unwitting passersby are exposed to radiation. Back in January, in an article that got remarkably little attention, USA Today reported the following:
  • At least 50 U.S. law enforcementagencies have secretly equipped their officers with radar devices that allow them to effectively peer through the walls of houses to see whether anyone is inside, a practice raising new concerns about the extent of government surveillance. Those agencies, including the FBI and the U.S. Marshals Service, began deploying the radar systems more than two years ago with little notice to the courts and no public disclosure of when or how they would be used. The technology raises legal and privacy issues because the U.S. Supreme Court has said officers generally cannot use high-tech sensors to tell them about the inside of a person's house without first obtaining a search warrant. The radars work like finely tuned motion detectors, using radio waves to zero in on movements as slight as human breathing from a distance of more than 50 feet. They can detect whether anyone is inside of a house, where they are and whether they are moving.

The Russian Foreign Ministry has been instructed to send a written notification of the suspension of the agreement to the United States. An explanatory note in the decree explains that “the actions taken by the US in connection with imposing sanctions against Russia have directly affected the areas of cooperation envisaged by the agreement. … The regular extension of anti-Russian sanctions by the US, which include the suspension of the Russian-US cooperation in nuclear energy, requires countermeasures against the American side”.

The bilateral framework on threat reduction aimed at long-standing US – Russian partnership on nonproliferation. This framework of the agreement was built on the 1992 Agreement between the United States of America and the Russian Federation Concerning the Safe and Secure Transportation, Storage and Destruction of Weapons and the Prevention of Weapons Proliferation, commonly known as the Nunn-Lugar Cooperative Threat Reduction (CTR) Umbrella Agreement, which expired on June 17, 2013.

This has been documented by many reporters, notably Seymour Hersh. I don't know why the WSJ wants to post-date that event.
