Exclusive: at ICC Palestine seeks 23 counts against Israel, 7 war crimes - 0 views

  • Palestinian leaders seek to charge Israel at the International Criminal Court in The Hague with the crime of “Apartheid” and 22 other criminal counts, including seven war crimes. A thick set of documents containing evidence and arguments was ceremoniously handed over to the ICC today at its headquarters, according to Shawan Jabarin, the director of the Palestinian human rights group Al Haq. Jabarin said he had seen the documents in Ramallah and that the case file covers three areas of Israeli violations under international law: the summer war in Gaza in 2014, settlements in East Jerusalem and the West Bank, and issues relating to Palestinian prisoners. Most of the pages are of “legal analysis and legal arguments” he said, in which Palestinians gave technical explanations to the court for how Israel broke specific regulations.
  • The dossier is organized into sections, one for each of the 23 counts against Israel. Aside from asserting that Israel has violated the United Nations definition of “Apartheid,” Jabarin said the report also names specific crimes such as the “targeting of civilians” in Gaza, and violations of rights to due process for Palestinian detainees held in Israeli prisons who are then prosecuted under Israeli military code. Military courts boast a 99.9% conviction rate and trials last an average of five minutes. Palestinians rights groups say these courts violate their fundamental rights to a fair trial. Additionally, Israel transfers Palestinians from the occupied territory to a number of prisons inside Israel in what the Palestinian brief argues is a violation of the Fourth Geneva Convention.   The evidence used to support each of the Palestinian claims is sourced from field investigations by the Palestinian government, and reports published by the human rights groups Al Haq, Human Rights Watch and Amnesty International. Surprisingly Jabarin indicated the United Nations Human Rights Council’s (UNHRC) report published Sunday outlining “possible war crimes” committed by Israel and Hamas was not included, despite Palestinian leaders stating repeatedly over the past few months that they would courier a copy to the ICC. Even so, the court has the ability to solicit their own research materials including ordering the UN report.
  • Last winter after Palestine joined the ICC, its leaders sought to compel the ICC to look into war crimes committed by Israel. However, Palestinian President Mahmoud Abbas was barred at that time from calling for a criminal investigation. His hands were tied by a four-month waiting period for new members to the court. All the same, Palestinian officials exploited a loophole in the ICC rules to initiate a “preliminary inquiry” against Israel within their first months of joining the ICC. Now that freeze against filing charges against Israel has elapsed, Palestinian officials hope that their documents turned over to the court today will upgrade the inquiry into a full investigation, giving the court the power to summons Israeli officials for a trial. Yet there is no guarantee that the court will charge Israel, and Israel can still take actions that would immobilize The Hague.

  • The ICC can only move to charge Israel once its internal war crimes investigations closes. The ICC does not prosecute countries or leaders who are sanctioned by their own legal systems. Right now, Israel still has a handful of cases open that could lead to indictments. On the other hand, prosecution in the ICC could be nearing for Hamas for the alleged war crimes it committed during the war, including the targeting of civilians by rocket fire and the killings of so-called collaborators. The UN Human Rights Council report revealed the Islamic movement that rules Gaza does not have any system of internal review, which is the only mechanism that could outright block the ICC from opening charges. As a result, Hamas is currently more exposed to the long arm of the ICC than Israel.

  • On 11 June 2010, the Review Conference of the Rome Statute concluded in Kampala, Uganda, after meeting for two weeks. Around 4600 representatives of States, and intergovernmental and non-governmental organizations attended the Conference.
  • The Conference adopted a resolution by which it amended the Rome Statute so as to include a definition of the crime of aggression and the conditions under which the Court could exercise jurisdiction with respect to the crime. The actual exercise of jurisdiction is subject to a decision to be taken after 1 January 2017 by the same majority of States Parties as is required for the adoption of an amendment to the Statute. The Conference based the definition of the crime of aggression on United Nations General Assembly resolution 3314 (XXIX) of 14 December 1974, and in this context agreed to qualify as aggression, a crime committed by a political or military leader which, by its character, gravity and scale constituted a manifest violation of the Charter. As regards the Court’s exercise of jurisdiction, the Conference agreed that a situation in which an act of aggression appeared to have occurred could be referred to the Court by the Security Council, acting under Chapter VII of the United Nations Charter, irrespective as to whether it involved States Parties or non-States Parties.
  • Moreover, while acknowledging the Security Council’s role in determining the existence of an act of aggression, the Conference agreed to authorize the Prosecutor, in the absence of such determination, to initiate an investigation on his own initiative or upon request from a State Party. In order to do so, however, the Prosecutor would have to obtain prior authorization from the Pre-Trial Division of the Court. Also, under these circumstances, the Court would not have jurisdiction in respect to crimes of aggression committed on the territory of non-States Parties or by their nationals or with regard to States Parties that had declared that they did not accept the Court’s jurisdiction over the crime of aggression.

    WIth the caveat that these measures must stiil be approved by the signatories to the Rome Convention, the addition of aggression to the list of war crimes that the International Criminal Court takes  jurisdiction over will drastically contract the number of nations that high officials who have launched wars of aggression will dare travel to.  The Barack Obamas, George W. Bushes, Tony Blairs, and  Benyamin Netanyahus of the world will have to plan their travel much more selectively.   The measure is expected to be adopted.

Palestinians sue billionaire Sheldon Adelson for Israeli war crimes | The Electronic In... - 0 views

  • A group of Palestinians and Palestinian Americans are seeking $34.5 billion dollars in damages from wealthy individuals and companies they accuse of financing and profiting from Israel’s settlements in the occupied West Bank and other abuses of their rights. The plaintiffs include Palestinians who have lost family members in Israeli attacks in the West Bank and Gaza Strip. Their lawsuit is the latest effort to expose and curb the role of organizations that operate as tax-exempt US charities in fueling violence and settlement expansion on occupied Palestinian land. It names as defendants US tycoons Sheldon Adelson, Haim Saban, Irving Moskowitz and Oracle founder Lawrence Ellison.
  • Adelson is renowned for using his huge casino fortune to advance his pro-Israel political agenda and is a major financial backer of both Israeli Prime Minister Benjamin Netanyahu and the US Republican Party. Saban has donated millions of dollars to US Democratic Party presidential hopeful Hillary Clinton. Moskowitz is one of the main financiers of settler efforts to force Palestinians out of their homes in occupied East Jerusalem. The lawsuit also names Israeli diamond magnate and settlement builder Lev Leviev and Christians United for Israel founder, the US Evangelical pastor John Hagee. Twelve US-based charities and a number of Israeli and US corporations are also named as defendants. The charities include Friends of the Israel Defense Forces, The Hebron Fund and Christian Friends of Israeli Communities.
  • The plaintiffs, represented by the law firm Martin McMahon and Associates, allege that the defendants are directly responsible for violence and for the expansion of settlements. The lawsuit, filed in a Washington, DC, federal court on Monday, alleges a wide range of crimes under US and international law, including genocide, war crimes and crimes against humanity, conspiracy, money laundering, racketeering, perjury and pillage. It alleges that charitable donations are sent to the Israeli army, a violation of US laws against funding a foreign military. Last December, some of the same plaintiffs using the same law firm sued the US Treasury for allowing billions of dollars of tax-exempt donations to flow to Israeli settlements. This lawsuit targets those who are supplying the money. Several are powerful billionaires who the lawsuit contends have defrauded the US tax authorities by funnelling huge sums of money meant for illegal purposes through tax-exempt organizations. According to the lawsuit, approximately $1 billion is sent through these organizations each year, with $104 million going to the Israeli army in 2014.

  • The lawsuit alleges that the defendants donate money to tax-exempt organizations knowing that it will be used for criminal activity, such as funding the theft and destruction of private property and financing racially discriminatory practices such as Jewish-only towns and highways.
  • But this lawsuit reaches even more broadly than charities that fund political agendas abroad. Seventeen international corporations are named as beneficiaries of the unlawful activities of the tax-exempt entities and donors. The lawsuit calls this money loop a civil conspiracy to defraud the US government. “The settlement enterprise is a very successful industry,” the law firm states in a press release. The US-based real estate firm RE/MAX has grossed $9.5 billion for selling 26,000 new homes in the occupied West Bank, according to the lawsuit. Other corporations named are G4S, Hewlett Packard, Motorola and Volvo. Israeli banks that process international wire transfers for other defendants are also accused in the conspiracy. By targeting both the funders and the profiteers, the lawsuit aims to capture the criminal economic cycle that has helped make Israel’s occupation sustainable for everyone but Palestinians.

Colombia A Banana Republic No More? Chiquita, Dole and Del Monte Face Charges for Crime... - 0 views

  • Several companies including Chiquita, Dole and Del Monte may face charges for crimes against humanity and possibly war crimes-related charges in Colombia as part of the country’s transitional justice system and peace accord between the State and the FARC-EP.
  • The office of Colombia’s Prosecutor General announced that all companies who financed paramilitary death squads in Colombia’s banana-growing regions will face charges for crimes against humanity. The charges will be brought before the transitional justice system that seeks justice for the 8 million victims of Colombia’s 52-year war, the majority of whom fell victim to paramilitary groups financed and supported by politicians and businesses. The prosecution decision to include the prosecution of private companies under the provisions of the peace accord between the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP) and the State is unprecedented and may, according to many analysts contribute to much-needed systemic changes which are a precondition for a socially just peace. About 200 companies will be facing charges for financing death squads. Among them are the Colombian subsidiary of Chiquita, as well as other multinationals including Dole and Del Monte. The companies will among others face charges for sponsoring the notorious “Bananero-Block” and the ultra-right-wing AUC. The Bananero Block was led by “HH,” Raul Hasbun and Carlos Castaño who would become the leader of paramilitary umbrella organization AUC.

  • Seven Free Passes for the National Security State With Cartwright as a possible exception, the members of the national security state, unlike the rest of us, exist in what might be called “post-legal” America.  They know that, no matter how heinous the crime, they will not be brought to justice for it.  The list of potentially serious criminal acts for which no one has had to take responsibility in a court of law is long, and never tabulated in one place.  Consider this, then, an initial run-down on seven of the most obvious crimes and misdemeanors of this era for which no one has been held accountable.

  • Mind you, the above seven categories don’t even take into account the sort of warrantless surveillance of Americans that should have put someone in a court of law, or the ways in which various warrior corporations overbilled or cheated the government in its war zones, or the ways private contractors “ran wild” in those same zones.  Even relatively low-level crimes by minor figures in the national security state have normally not been criminalized.  Take, for example, the private surveillance of and cyberstalking of “love interests,” or “LOVEINT,” by NSA employees using government surveillance systems.  The NSA claims that at least one employee was “disciplined” for this, but no one was taken to court.  A rare exception: a number of low level military figures in the Abu Ghraib scandal were tried for their abusive actions, convicted, and sent to jail, though no one higher than a colonel was held accountable in court for those infamously systematic and organized acts of torture and abuse. Egypt and UAE discuss Security Cooperation: Nibbing NATO's Covert Infrastructure in the... - 0 views

  • Egyptian Interior Minister Mohamed Ibrahim and an Egyptian delegation left Egypt on Sunday for a three-day visit and meetings with UAE Interior Minister Saif Bin Zayed Al-Nahyan and Emitati police chiefs. In November 2014 the UAE published a “terror list” including 85 organizations. Among them, many who are known to be involved in activities as proxy for Gulf Arab, Western and NATO government’s in covert war and regime change operations. 
  • The agenda reportedly focuses on the expansion of cooperation in intelligence, countering terrorism, the arrest of suspects, smuggling and crime. Both Egypt and the UAE are members of Interpol.
  • In November 2014 the UAE published a list of 85 organizations which it had designated as terrorist organizations. The list includes a number of Muslim Brotherhood and Al-Qaeda linked organizations which are known to be used as proxies for certain Gulf Arab as well as Western and NATO covert wars and terrorist operations. The development prompted nsnbc editor-in-Chief and independent analyst Christof Lehmann to note that the “UAE Terror List nibs NATO’s covert Infrastructure in the Bud”.

  • The list also includes organizations which are currently legally operating in at lest seven European countries and at least two organizations which are currently legally operating in the United States. Most noteworthy with regards to the United States’ covert regime-change program is that the USA’s terror list includes CANVAS, a.k.a. as DEMOZ. Virtually identical CANVAS flyers instructing protesters in combating police were found during Rabaa al-Adaweya and Nahda Square sit ins and the violent protests in the Ukrainian capital Kiev. Both situations ended in mass bloodshed and evidence strongly suggesting that cells embedded within the protest organizers shot and killed both police officers and protesters with the intention to create civil war like circumstances. Other organizations with known ties to Western and certain Gulf Arab countries covert war on Libya, Mali, Syria, Iraq and beyond include Jabhat al-Nusrah, Fatah al-Islam, Daesh, a.k.a. ISIS, ISIL or Islamic State, Boko Haram, Terik-i-Taliban, the Houthi movement, Liwa-al-Islam, as well as the ISIS associated Ansar Bayt al-Maqdis. (see complete list below).
  • The list also includes Fatah al-Islam which is legally operating in Italy, the Islamic Association in Finland, the Muslim Association of Sweden, Det Islamske Forbundet in Norway, Islamic Relief in the United Kingdom, The Cordoba Foundation in the United Kingdom, Council on American Relations CAIR in the United States, which is known for having close ties to networks around Zbigniev Brzezinski and the Rockefeller family, the Federation of Islamic Organizations in Europe, the Islamic Society of Germany, the Islamic Society of Denmark, the League of Muslims in Belgium and others. While many of the included organizations project an image of charitable or religious organizations or lobbies, many have been or are actively involved in covert infiltration and recruitment projects in cooperation with intelligence services, radicalization, subversion, financing of terrorism, or regime change operations.

Israel Banned Renowned Doctor and Human Rights Activist Mads Gilbert from Entering Gaza... - 0 views

  • Israel has banned Norwegian doctor and human rights activist Mads Gilbert from entering Gaza for life. Gilbert, a professor at the University Hospital of North Norway, where he has worked since 1976, earned international renown for his philanthropic work in late 2008, during Israel’s Operation Cast Lead, an attack that, according to Israeli human rights organization B’Tselem, killed roughly 1,400 Gazans, including almost 800 civilians, 350 of whom were children. The aid worker, along with fellow Norwegian doctor Erik Fosse, decided to volunteer in Gaza as soon as he heard that bombing had started, on 27 December 2008. Thanks to diplomatic and economic support (in the sum of $1 million dollar of emergency funding from the Norwegian Ministry of Foreign Affairs), the two physicians managed to arrive in the strip by 30 December.
  • The Israeli government prevented all international press from entering Gaza during Cast Lead (a documentary, The War Around Us, was made about the only two foreign reporters in the strip at the time), in what Gilbert called Israel’s insidious “PR plan.” The doctor, as one of the only international aid workers in Gaza, thus devoted considerable time to speaking with local Palestinian news outlets, some of whom were reporting on behalf of foreign networks including BBC, CNN, ABC, and Al Jazeera. BBC aired an interview with Gilbert, conducted in the hospital. The questions asked, and the answers garnered, were eerily similar to those he would give just five years later, during Operation Protective Edge. The interviewer began asking him to respond to Israel’s claims that it was not targeting civilians, that it was only attacking Hamas militants. Gilbert called the claim “an absolutely stupid statement” and explained that, among the hundreds of patients he had seen at that point, only two had been fighters. The “large majority” were women, children, and men civilians. “These numbers are contradictory to everything Israel says,” he reported.
  • The doctor directed one heart-wrenching passage to President Obama, writing “Mr Obama – do you have a heart? I invite you – spend one night – just one night – with us in Shifa. I am convinced, 100 per cent, it would change history. Nobody with a heart and power could ever walk away from a night in Shifa without being determined to end the slaughter of the Palestinian people.” Israel later attacked Shifa hospital. Doctors Without Borders (MSF) “strongly condemn[ed]” the incursion, saying it “demonstrate[d] how civilians in Gaza have nowhere safe to go.” MSF director Marie-Noëlle Rodrigue stated, in an official statement, “When the Israeli army orders civilians to evacuate their houses and their neighborhoods, where is there for them to go? Gazans have no freedom of movement and cannot take refuge outside Gaza. They are effectively trapped.” Shifa was one of the over 10 medical facilities Israel bombed in its 50-day offensive.

  • Gilbert drew attention to the fact that the overflowing hospital did not have enough supplies to treat all of its patients, and censured the international community for doing nothing to assist them. Israel would not let in foreign doctors, and yet Palestinians were “dying waiting for surgery.” “This is a complete disaster,” he remarked, calling it “the worst man-made disaster” he could think of. “There are injuries you just don’t want to see in this world.” Operation Protective Edge In 2008 and 2009, Gilbert treated Palestinians who had been grievously wounded by Israel’s use of experimental and illegal chemical weapons, including white phosphorous, dense inert metal explosives (DIME) munitions, and flechette shells. In July 2014, in the midst of Israel’s most recent attack on Gaza, Gilbert spoke with Electronic Intifada, revealing that he saw indications of renewed use of DIME weapons and flechettes. While volunteering in Shifa hospital, Gaza’s principal medical facility, Gilbert penned an open letter, lamenting the unspeakable horrors the Israeli military was instigating.
  • Before Operation Protective Edge commenced in early July 2014, Gilbert toured medical and health facilities and individual homes in Gaza, researching for a United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) report on the dire state of the strip’s health sector. He wrote of “overstretched” health facilities, widespread physical and psychological trauma, “a deep financial crisis,” a lack of needed medical supplies, and a “severe energy crisis.” He also noted the “devastating results of the blockade imposed by the Government of Israel,” with rampant poverty, a 38.5% unemployment rate, food insecurity in at least 57% of households, and inadequate access to clean water. All of these already extreme ills were only exacerbated by the July-August Israeli assault on Gaza, an onslaught that left roughly 2,200 Palestinians dead, including over 1,500 civilians, more than 500 of whom were children. Gilbert is not the only one Israel has recently prevented from entering Gaza. In August, just after the end of its military assault, Israel refused to allow Amnesty International and Human Rights Watch, the world’s leading human rights organizations, from entering the strip, impeding them from conducting war crimes investigations. The organizations had been requesting access for over a month, before Israel had even begun its ground invasion of Gaza, yet were continuously prevented from doing so, Israeli journalist Amira Hass reported in Haaretz, “using various bureaucratic excuses.”
  • Other aid workers and medical professionals have faced even worse consequences for volunteering to help Palestinians. In August, Israeli occupation forces killed a social worker. In the same month, as the Israeli military engaged in a campaign to target and openly murder Palestinian civilians who spoke Hebrew, Israeli forces assassinated volunteers working with the Palestine Red Crescent, a non-profit humanitarian organization, part of the International Red Cross and Red Crescent Movement. A common myth suggests that Israel ended its occupation of Gaza with its 2005 disengagement. The state’s ability to ban, and even kill, internationally recognized human rights organizations and doctors—not to mention food,construction equipment, and medical supplies—from entering Palestinian territory, however, demonstrates that Gaza is by no means autonomous. Israel’s siege of the strip is clearly a continuation of its 47-year-long illegal military occupation. As legal scholar Noura Erakat explains
  • Despite removing 8,000 settlers and the military infrastructure that protected their illegal presence, Israel maintained effective control of the Gaza Strip and thus remains the occupying power as defined by Article 47 of the Hague Regulations. To date, Israel maintains control of the territory’s air space, territorial waters, electromagnetic sphere, population registry and the movement of all goods and people. … Palestinians have yet to experience a day of self-governance. Israel immediately imposed a siege upon the Gaza Strip when Hamas won parliamentary elections in January 2006 and tightened it severely when Hamas routed Fatah in June 2007. The siege has created a “humanitarian catastrophe” in the Gaza Strip. Inhabitants will not be able to access clean water, electricity or tend to even the most urgent medical needs. The World Health Organization explains that the Gaza Strip will be unlivable by 2020. Not only did Israel not end its occupation, it has created a situation in which Palestinians cannot survive in the long-term.
  • In a late October discussion with the Daily Targum, Gilbert encouraged Americans to do what they can to speak out against Israel’s illegal occupation and blockade of the Palestinian territories, and to pressure their government to stop its indefatigable support for Israeli crimes. At present, the US provides Israel with over 3.1$ billion of military aid per year. In the past 52 years, over $100 billion US tax dollars have been given to the country in military aid alone. “You are the change-makers,” Gilbert told American readers. “The key to the change when it comes to the occupation of Palestine lies in the United States.” “Solidarity, not pity,” he said, is the solution.

New Israeli legal campaign accuses Abbas of 'terrorism' | Maan News Agency - 0 views

  • Right-wing Israeli political parties have begun a campaign to sue president Abbas for "war crimes" at the International Criminal Court in response to the Palestinian Authority's recent decision to join international conventions and treaties.The campaign comes amid a near breakdown in ongoing peace negotiations between Israel and the PLO, and seeks to file legal procedures against Abbas accusing him of supporting "terrorism" and aiding to terrorist organizations.Beginning on Friday, Israeli newspapers and websites have published advertisements calling on Israeli lawyers to join the campaign led by the Israel Law Center to sue Palestinian president Mahmoud Abbas on charges of supporting terrorist organizations.

The UAE designated the Brotherhood as a terrorist organization, along with the Muslim Brotherhood and al-Qaeda associated Jabhat al-Nusrah, the so-called Islamic State a.k.a. ISIS/ISIL and Yemen’s Houthi. Saudi Arabia’s position regarding the Muslim Brotherhood is dual. On one hand, some top-members of the Saudi oligarchy including government support Muslim Brotherhood-linked organizations abroad while the country opposes its “official” presence within the State. Saudi Arabia considers large parts of the international Muslim Brotherhood as instrument for is ally and rival Qatar, one of the primary international sponsors of Botherhood-linked organizations. Saudi Arabia is, however, “unofficially but blatantly” using Al-Qaeda an the Islamic State as an instrument abroad while it opposes its “official” presence in the country.

But this week, the nearly three-decade old human rights organization announced it will end its cooperation with Israel’s military law enforcement system. “As of today,” executive director Hagai El-Ad wrote in an emailed statement on 25 May, “we will no longer refer complaints to this system, and we will call on the Palestinian public not to do so either.” “We will no longer aid a system that whitewashes investigations and serves as a fig leaf for the occupation.” B’Tselem’s cooperation with the military’s investigations was not confined to filing complaints with the office of the Military Advocate General. The organization also assisted investigators to speak to Palestinians and Palestinian victims and obtain documents and medical records.

Their report reveals an internal process whose default is to absolve military actions, and which is further legitimized by a civilian system that keeps the military insulated from any intervention. Not mentioned in the article was that the NGO's decision was largely driven by the fact that witnesses repeatedly suffered retaliation, leading to the decision that the few successes were outweighed by the harm to witnesses.  Make no mistake: the NGO's decision to boycott the Israel military's established procedures for reporting and investigating crimes committed by Israeli mlliitary personnel against Palestinians will pack a wallop internationally. B-Tselem had lent an air of legitimacy to the IDF's procedures for investigating crimes against Palestinians committed by IDF forces. That fig leaf has now been removed.

    Correction: I misunderstood the translation. The plot to kill Putin happened in 2012 and Adam Osmayev was allegedly tied to it. I have no information that the other defendants in the present incident were involved with that. Also, Dzhokar Dudayev is not a pseudonym used by Osmayev but instead the name of his militia battalion in Ukraine. It's composed of "international" volunteers, one might suspect largely of Chechnyans. I'll be bookmarking another article soon that makes more sense of all this. Osmayev is himself Chechnyan.

He added that the settlements constitute a clear legal violation of the Rome Statute and the rules of international law, which prohibit an occupying power from transferring its civilian population to an occupied territory. During a special panel discussion organized by Al-Quds University yesterday evening, Ocampo said that the prosecutor’s office has gone a long way in examining the issue of Israeli settlements in the Occupied Palestinian Territories.

According to these reports, UNA-UNSO para-military have been involved in every NATO dirty war in the post-cold war period, always fighting on behalf of NATO. “These people are the dangerous mercenaries used all over the world to fight NATO’s dirty war, and to frame Russia because this group pretends to be Russian special forces. We don’t want our lives, communities, country and world continually damaged by the deadening silences of fear and conformity. I’ve met many whistleblowers over the years, and they’ve been extraordinarily ordinary. None were applying for halos or sainthood. All experienced anguish before deciding that continuous inaction had a price that was too high. All suffered negative consequences as well as relief after they spoke up and took action. All made the world better with their courage. Whistleblowers don’t sign up to be whistleblowers. Almost always, they begin their work as true believers in the system that conscience later compels them to challenge. “It took years of involvement with a mendacious war policy, evidence of which was apparent to me as early as 2003, before I found the courage to follow my conscience,” Matthew Hoh recalled this week.“It is not an easy or light decision for anyone to make, but we need members of our military, development, diplomatic and intelligence community to speak out if we are ever to have a just and sound foreign policy.”
