The Pentagon’s top two leaders on Tuesday decried as “outrageous” an Army judge’s nine-month-old ban on female guards touching the five alleged 9/11 conspirators as they move them to and from court and legal meetings.Secretary of Defense Ash Carter and Gen. Joseph Dunford Jr., chairman of the joint chiefs of staff, criticized the ban in response to a question from New Hampshire Sen. Kelly Ayotte during a Senate Armed Services Committee hearing in Washington, D.C. Ayotte and two other GOP senators visited the prison Friday, and said they met with female guards upset by the restriction.

“I think it is counter to the way we treat service members, including women service members, and outrage is a very good word for it,” Carter said, incorrectly attributing the ban to a federal judge — not the chief of the war court judiciary, Army Col. James L. Pohl.The five alleged Sept. 11 plotters complained through their lawyers last year that Islamic and traditional doctrine require they have no physical contact with women other than family members. They claimed that, until a year ago, prison commanders had provided the religious accommodation of not being touched by female soldiers.

Pentagon-paid U.S. defense attorneys got Pohl to issue an emergency, temporary restraining order against the use of female guards in January, pending testimony and legal arguments on the subject.As it happens, Pohl has listed the ban on this week’s docket for pretrial hearings in the case of the five men facing a joint death-penalty trial as the alleged plotters of the Sept. 11, 2001, terror attacks. Whether it would actually be heard, however, was unclear because the majority of the current session’s 40-item agenda has been sidelined by one alleged plotter’s interest in functioning as his own defense attorney.

When Edward Snowden disclosed details of America’s huge surveillance program two years ago, many in Europe thought that the response would be increased transparency and stronger oversight of security services. European countries, however, are moving in the opposite direction. Instead of more public scrutiny, we are getting more snooping. Pushed to respond to the atrocious attacks in Paris and Copenhagen and by the threats posed by the Islamic State to Europe’s internal security, several countries are amending their counterterrorism legislation to grant more intrusive powers to security services, especially in terms of mass electronic surveillance.

Governments now argue that to guarantee our security we have to sacrifice some rights. This is a specious argument. By shifting from targeted to mass surveillance, governments risk undermining democracy while pretending to protect it.They are also betraying a long political and judicial tradition affording broad protection to privacy in Europe, where democratic legal systems have evolved to protect individuals from arbitrary interference by the state in their private and family life. The European Court of Human Rights has long upheld the principle that surveillance interferes with the right to privacy. Although the court accepts that the use of confidential information is essential in combating terrorist threats, it has held that the collection, use and storage of such information should be authorized only under exceptional and precise conditions, and must be accompanied by adequate legal safeguards and independent supervision. The court has consistently applied this principle for decades when it was called to judge the conduct of several European countries, which were combating domestic terrorist groups.

More recently, as new technologies have offered more avenues to increase surveillance and data collection, the court has reiterated its position in a number of leading cases against several countries, including France, Romania, Russia and Britain, condemned for having infringed the right to private and family life that in the interpretation of the court covers also “the physical and psychological integrity of a person.”

The new rules for exemptions to copyright's DRM-circumvention laws were issued today, and the Librarian of Congress has granted much of what EFF asked for over the course of months of extensive briefs and hearings. The exemptions we requested—ripping DVDs and Blurays for making fair use remixes and analysis; preserving video games and running multiplayer servers after publishers have abandoned them; jailbreaking cell phones, tablets, and other portable computing devices to run third party software; and security research and modification and repairs on cars—have each been accepted, subject to some important caveats.

The exemptions are needed thanks to a fundamentally flawed law that forbids users from breaking DRM, even if the purpose is a clearly lawful fair use. As software has become ubiquitous, so has DRM.  Users often have to circumvent that DRM to make full use of their devices, from DVDs to games to smartphones and cars. The law allows users to request exemptions for such lawful uses—but it doesn’t make it easy. Exemptions are granted through an elaborate rulemaking process that takes place every three years and places a heavy burden on EFF and the many other requesters who take part. Every exemption must be argued anew, even if it was previously granted, and even if there is no opposition. The exemptions that emerge are limited in scope. What is worse, they only apply to end users—the people who are actually doing the ripping, tinkering, jailbreaking, or research—and not to the people who make the tools that facilitate those lawful activities. The section of the law that creates these restrictions—the Digital Millennium Copyright Act's Section 1201—is fundamentally flawed, has resulted in myriad unintended consequences, and is long past due for reform or removal altogether from the statute books. Still, as long as its rulemaking process exists, we're pleased to have secured the following exemptions.

The new rules are long and complicated, and we'll be posting more details about each as we get a chance to analyze them. In the meantime, we hope each of these exemptions enable more exciting fair uses that educate, entertain, improve the underlying technology, and keep us safer. A better long-terms solution, though, is to eliminate the need for this onerous rulemaking process. We encourage lawmakers to support efforts like the Unlocking Technology Act, which would limit the scope of Section 1201 to copyright infringements—not fair uses. And as the White House looks for the next Librarian of Congress, who is ultimately responsible for issuing the exemptions, we hope to get a candidate who acts—as a librarian should—in the interest of the public's access to information.

The European Union has issued new guidelines for the labelling of products from illegal Israeli settlements in the occupied Palestinian territories, after years of deliberation and in the teeth of fierce Israeli opposition. Binyamin Netanyahu, the Israeli prime minister, made a personal appeal to a number of key European figures in the runup to the decision, in which he said the plan was discriminatory, indicative of double standards, and would embolden those who seek to “eliminate” Israel. The measures will primarily cover fruit and vegetables and should affect less than 1% of all trade from Israel to the EU, which is worth about €30bn. EU officials said existing measures for produce brought into Britain have had no negative economic effect.

On some products, like fruit and vegetables, the labelling referring to settlements will be mandatory, while on others it will be voluntary. Israel sees the move as a political stigma that rewards Palestinian violence and will push consumers away. It immediately summoned the EU ambassador to Israel, Lars Faaborg-Andersen, in protest. The Israeli foreign ministry said the EU has chosen “for political motives, to take an unusual and discriminatory step” at a time when Israel is facing a wave of terror. In a statement, the ministry said it was “surprised and even angered by the fact that the EU chooses to implement a double standard against Israel, while ignoring 200 territorial disputes taking place today around the world, including within [the EU] or right on [Israel’s] doorstep”. The EU’s claim that the decision was a “technical step” was baseless and cynical, the statement added.

Despite insisting in public that the new guidelines provide clarity to consumers, European diplomats have privately made it clear the move is designed to put pressure on Israel over its continued settlement building in the occupied territories and the absence of a peace dialogue; a sharp rise in violence between Israelis and Palestinians has claimed 90 lives in the last month. Announcing the new guidelines, a European commission official said it had “adopted this morning the Interpretative Notice on indication of origin of goods from the territories occupied by Israel since June 1967”. Although the new guidelines are expected to have little real economic impact, they do carry a political significance for Israel, not least because of the widespread agreement among European governments over their implementation. The decision to push ahead with issuing the guidelines also marks the second major defeat in a year for Netanyahu on an international stage, following his defeat over the Iran nuclear accord, amid mounting evidence of Israel’s growing international isolation.

Last week, the UK Guardian newspaper published the results of a 15-month investigation by the Guardian and BBC Arabic. Euphemistically titled ‘James Steele: America’s mystery man in Iraq‘, the video report presents fairly damning evidence that, in the immediate aftermath of the US invasion of Iraq, the US Government and military began to assemble a 10,000 strong ‘Shia militia’ that, under US command, would be used to do three things: Kidnap, torture, murder and maim members of the Iraq resistance and those members of the Iraqi population that supported them. Plants bombs that targeted predominantly Sunni and Shia areas in an effort to divide the population and thereby any unified resistance to the US occupation. Create the impression of a ‘civil war’ in Iraq that could be used by the US and European governments and militaries to justify the continued occupation of Iraq for ‘peace-keeping’ purposes. While the 50 minute documentary is proof enough that Rumsfeld, Cheney, General Petraeus, and all the other NeoCon warhawks and CIA monsters consciously employed the services of former US Army Colonel James Steele in the organisation of death squads against the Iraqi grass-roots resistance (a tactic that he, Steele, had used against resistance movements in South America in the 1970s and 90′s), it panders to the official narrative that ‘sectarianism’ in Iraq was the root cause of the carnage that unfolded.

The so-called ‘Shia militia’ used by the American government (with the help and advice of British and Israeli counter-insurgency ‘experts’) were recruited directly by the CIA and people like James Steele to carry out extra-judicial murders of anyone they could loosely identify as ‘resistance’. In order to cloak this strategy, indiscriminate attacks on Iraqi civilians, Shia and Sunni alike, were carried out on a massive scale. Some of these individuals, in another setting, would be called ‘al-Qaeda’. Their usefulness in the employ of US warhawks in the Pentagon was doubly valuable because they both justified continued US occupation and provided ‘proof’ for the American War on Terror mythology, ex post facto, that the US was at war with the perpetrators of 9/11. Whereas before the invasion in 2003 there was absolutely nothing to link 9/11 to Saddam Hussein’s Iraq, the creation of death squads (real) labelled ‘al Qaeda in Iraq’ (fictitious) ‘made real’ the lie that America and all Western civilization was at war against hordes of irrational and violent Muslims, and became the template for instigating terrorism to suppress popular uprisings in Yemen, Mali and elsewhere. Once they have people violent, they can wear down and manage the national popular resistance, ensuring no opposition to the real strategic objectives (namely the control of Middle Eastern oil). The US forces of occupation, along with their British counterparts, had long experience in what actually happens when you militarily invade and occupy a sovereign nation: the people resist, and not just one ethnic or religious group, but more or less the whole population. There is nothing quite like a foreign occupation for uniting a country.

In Iraq, these US-controlled ‘Shia’ death squads have been operating in much the same way, and while the media is content to portray them as ordinary Shias motivated by religious bias, they are in fact hired thugs who value only the money they are paid by their US masters and the promise of positions of power in a future Iraqi government. Like the rank and file of the ‘Libyan rebels’ and the ‘Free Syrian Army’, these people form the dregs of Arab and Middle Eastern societies. Led by spellbinders who veil their barbaric actions with religious prose, secular leaders in the region, like Ghaddafi and Assad, and Nasser and Arafat before them, struggled in vain to keep them at bay. The reason for this is because the US, Britain, France and Israel have consistently supported – in the form of weapons, money, training and blatant lies – the extremists against the rational voices. Throughout the US occupation of Iraq, the main representative of Shias in Iraq, Muqtada al-Sadr, has repeatedly called for unity among Shia and Sunni Iraqis in the face of foreign occupation and deception in the form of efforts to divide the resistance. These efforts included the bombing of bridges in Baghdad and other Iraqi cities in an effort to prevent communication between Iraqis, the use of widespread terror tactics to force Sunni and Shia Iraqis to flee their homes, and the bombing of religious shrines, either Shia or Sunni, in an effort to create the reality of ‘sectarian strife’. Iraq today is in ruins. The country has been ripped apart socially, mainly by way of the literal ripping apart of tens of thousands of civilians, with many being first brutally and systematically tortured by US-sponsored death squads. Hundreds of thousands more have been summarily murdered, either by the bombs of US aircraft, the bullets of US soldiers, or those ubiquitous and very effective ‘car bombs‘ planted by US and British operatives and their hired thugs.

IN A MEETING with President Obama today, Benjamin Netanyahu went through the familiar motions of expressing rhetorical support for a two-state solution to the Israel-Palestine conflict. Stating, “I remain committed to a vision of peace of two states for two peoples,” Netanyahu said that he wanted “make it clear that we have not given up our hope,” for achieving a two-state solution to the conflict. Just a day before this statement, however, the Israeli government took steps to ensure such a vision could never become reality, moving to authorize the construction of an additional 2,200 housing units in the occupied territories in the face of Palestinian opposition. The reason behind this apparent discrepancy between word and deed is that Netanyahu does not, and has essentially never, supported the creation of an actual Palestinian state. Last year, during the Israeli election, Netanyahu briefly acknowledged this fact himself, explicitly stating to voters that there would not be a Palestinian state during his tenure as prime minister if he was reelected. Despite this, the convenient fiction that the Israeli prime minister supports a “two-state solution” continues to linger in the United States. Why?

In 2009, however, that began to change. In June of that year, newly elected President Barack Obama, who had made rebuilding ties with the Muslim world a part of his foreign policy platform, gave a landmark speech in Cairo in which he said the United States “does not accept the legitimacy of continued Israeli settlements,” going on to describe them as contrary to previous agreements and an impediment to peace in the region. Israeli media would report at the time that Obama’s words “resonated through Jerusalem’s corridors.” In seeming recognition of shifting American sentiments on this issue, 10 days later Netanyahu gave what was billed as a landmark speech at Bar-Ilan University near Tel-Aviv, dealing in part with the subject of Palestinian statehood. In his address, hailed by the White House as an “important step forward,” Netanyahu endorsed for the first time the creation of what he called “a demilitarized Palestinian state” in the occupied territories. But the same speech added stipulations that, in sum, turned this so-called state into a rebranded version of Netanyahu’s 2000 “Palestinian entity,” with only limited autonomy. In private, just three months before the speech, Netanyahu was even more blunt about the limits he required for a more independent Palestinian territory, stipulating he could only support one “without an army or control over air space and borders,” according to diplomatic cables later released by WikiLeaks.

In a speech two years later to Congress, Netanyahu would go into more detail about the ridiculous conception of Palestinian “statehood” he was imagining, one in which the West Bank would be essentially bifurcated by massive Israeli settlement blocs, the prospective Palestinian capital of East Jerusalem would be surrounded by settlements, and the Israeli Defense Forces would continue to have “a long-term military presence” inside the newly independent “state.” Needless to say, such a proposal was unlikely ever to be accepted by the Palestinians, nor did it bear much resemblance to the independent statehood they had actually been seeking. Netanyahu let the mask drop even further in July 2014, when he stated in a press conference that “there cannot be a situation, under any agreement, in which we relinquish security control of the territory west of the River Jordan,” essentially outlining a position of permanent military occupation of Palestinian territories. In the run-up to the 2015 election, when he publicly disowned the idea of Palestinian statehood, Netanyahu would specifically repudiate his 2009 Bar-Ilan speech, stating that “there will be no withdrawals and no concessions,” and that the speech was “not relevant.” As recently as last week, Netanyahu told the Knesset Foreign Affairs and Defense Committee that “we need to control all of the territory for the foreseeable future,” before adding darkly that Israel “will forever live by the sword.”

Less than three months before the kickoff Iowa caucuses, there is growing anxiety bordering on panic among Republican elites about the dominance and durability of Donald Trump and Ben Carson and widespread bewilderment over how to defeat them. Party leaders and donors fear that nominating either man would have negative ramifications for the GOP ticket up and down the ballot, virtually ensuring a Hillary Rodham Clinton presidency and increasing the odds that the Senate falls into Democratic hands. The party establishment is paralyzed. Big money is still on the sidelines. No consensus alternative to the outsiders has emerged from the pack of governors and senators running, and there is disagreement about how to prosecute the case against them. Recent focus groups of Trump supporters in Iowa and New Hampshire commissioned by rival campaigns revealed no silver bullet.

According to other Republicans, some in the party establishment are so desperate to change the dynamic that they are talking anew about drafting Romney — despite his insistence that he will not run again. Friends have mapped out a strategy for a late entry to pick up delegates and vie for the nomination in a convention fight, according to the Republicans who were briefed on the talks, though Romney has shown no indication of reviving his interest.

South Carolina Gov. Nikki Haley, herself an outsider who rode the tea party wave into office five years ago, explained the phenomenon. “You have a lot of people who were told that if we got a majority in the House and a majority in the Senate, then life was gonna be great,” she said in an interview Thursday. “What you’re seeing is that people are angry. Where’s the change? Why aren’t there bills on the president’s desk every day for him to veto? They’re saying, ‘Look, what you said would happen didn’t happen, so we’re going to go with anyone who hasn’t been elected.’ ”

The FSA, once viewed by the international community as a viable alternative to the rule of the Syrian President Bashar al-Assad, has seen its power wane dramatically this year amid widespread desertions. Nowhere is this more apparent than in Aleppo, Syria's largest city where many FSA soldiers are leaving the group, citing inadequate pay, family obligations and poor conditions. In the past month, Russia's bombing campaign against Syrian rebel groups and the FSA's rejection of Russian invitations to participate in negotiations have further weakened it, raising questions about the group's place in any future settlement. On Wednesday, reports of a new Russian 'peace plan' were revealed. The eight-point proposal cites a constitutional reform process lasting 18 months that would be followed by presidential elections. According to the plan, 'certain Syrian opposition groups' should participate in the Vienna talks, expected to take place next Saturday. 

The FSA began suffering battlefield setbacks as early as 2013, including some to Islamist rebel groups in northern Syria. This prompted some members of the US House Intelligence Committee and the Obama administration to lose faith in the FSA. A new US-backed alliance of rebel groups, called the Democratic Forces of Syria, was launched this year and only includes groups focused on fighting the Islamic State of Iraq and the Levant (ISIL), which is waging war against both the regime and several rebel groups throughout Syria. The new Democratic Forces of Syria alliance does not include the FSA, which is concentrating on fighting the Assad regime. But observers say that US support has not yet waned. "I don't think that the US has moved away for groups it has previously supported," said Ammar Waqqaf, a member of the British Syrian Society and a frequent media commentator on Syria. However, its exclusion from the Democratic Forces of Syria may lead to further isolation for the FSA. Waqqaf noted that "the US badly needs someone on the ground whom it can support and could mount some sort of a serious challenge to ISIL, hence the formation of new groups, including the Democratic ones".  

Iraqi forces appear better positioned than ever to launch an offensive against Islamic State militants controlling Ramadi, now that months-long efforts to cut off supply lines to the city are having an effect, but plenty of risks remain.The fall of Ramadi, the capital of Anbar province, to the group in May was the biggest defeat for Iraq's weak central government in nearly a year, dampening its hopes of routing the Sunni militants from the country's north and west.Retaking the city of 450,000 would provide a major psychological boost to Iraqi security forces, who have mostly collapsed in the face of advances by Islamic State, which last year seized a third of Iraq, a major OPEC oil producer and U.S ally.The ultimate goal for Iraqi forces is to break Islamic State's grip over its main stronghold Mosul, the biggest city in the north. Critical momentum is needed in order to achieve that.The Ramadi offensive has been impeded by heavy use of improvised explosive devices, inadequate troops and equipment due to government cash shortages, and stringent rules of engagement for U.S.-led air strikes, Iraqi army and federal police officers involved in the battle told Reuters.

Recent gains, however, have raised expectations that the military is set to strike, six months after vowing to quickly seize the city, 100 miles (60 km) west of Baghdad.Iraq's elite U.S.-trained counter-terrorism forces have led the campaign to put a cordon around the city. Backed by armored divisions of the federal police, they cut off the southern and western approaches to prevent reinforcements arriving from cities near the Syrian border.The forces have taken control of towns, villages and roads in those areas, including Anbar University and sprawling desert areas along the highway to Syria, the officers said.They also seized eastern outskirts such as Husaiba al-Sharqiya and Matheeq, significantly reducing Islamic State's ability to resupply from Falluja, a nearby city it controls.Earlier this month, counter-terrorism forces seized a large military camp on Ramadi's western outskirts and a handful of districts further north, reaching the western approach to the Palestine Bridge over the Euphrates.Two army divisions on the opposite side of the river, which runs north to south through Ramadi, are pushing slowly along a northern highway. Last week they reached the al-Jarayshi overpass, less than 2 km (1.25 miles) from the river.

Colonel Steve Warren, the spokesman for the U.S.-led coalition which has been bombing targets in Iraq and Syria for more than a year, said the insurgents were using the Euphrates as "a water-borne highway" to resupply the center of Ramadi.Taking the stretch of highway to the bridge would complete the cordon around Ramadi and enable the forces to begin clearing the city one neighborhood at a time.

One thing you might have noticed of late is that Washington seems to be preparing the US public for the possibility that the Pentagon is going to put “boots on the ground” in Syria and by “boots on the ground,” we mean more than 50 “advisors.”  Indeed, it’s the same story in Iraq and as we noted after the release of helmet cam footage depicting an ISIS prison raid in the northern Iraqi town of Huwija late last month, releasing battlefield GoPro shots is probably i) an effort to convince whatever partners the US has left in the Mid-East that Washington is still effective at “fighting” terror, and ii) a prelude to stepped up ground ops.  That assessment was confirmed when the Pentagon suggested it would send Apache gunships and their crews to Baghdad. Of course Iraq poured cold water on that idea when spokesman Sa'ad al-Hadithi told NBC News that "this is an Iraqi affair and the government did not ask the U.S. Department of Defense to be involved in direct operations. We have enough soldiers on the ground." Yes, enough Iranian soldiers, and so, as we noted earlier this month, the US will either need to go through Erbil to get more US boots in Iraq or else just shift the focus to Syria where putting combat troops into battle risks lining up American soldiers to enter into direct combat with the Quds and Hezbollah and may even risk an “accident” whereby Russia bombs an American position because the Pentagon lied to The Kremlin and said the US wouldn’t be operating near Aleppo. 

Well, on Tuesday, we got the latest hint that a large scale (not to mention prolonged) ground operation is in the offing as the  U.S. Air Force Secretary Deborah Lee James told reporters that air power alone cannot “defeat ISIS.” Here’s Bloomberg:  The U.S.-led military coalition fighting Islamic State militants is weakening the group’s hold in Iraq and Syria even after Gulf Arab allies scaled back airstrikes, though ground forces are needed to retake territory, senior U.S. Air Force officials said.   The coalition’s air campaign has killed thousands of fighters, including key leaders, and pushed back militants by hitting control and training centers as well as equipment and storage areas, U.S. Air Force Secretary Deborah Lee James told reporters Tuesday. Occupying or governing land will require “boots on the ground” including the Iraqi army, Syrian opposition fighters and Kurdish forces, which the U.S. is trying to train and equip, she said.   "It’s going to take years" to fight Islamic State, James said at the Dubai Air Show. "Ultimately, this area requires a political solution as well."

"Ultimately it cannot occupy territory and very importantly it cannot govern territory," she told reporters at the Dubai Airshow. "This is where we need to have boots on the ground. We do need to have ground forces in this campaign." James cited the "Iraqi army, the Free Syrians and the Kurds" as forces to support in the fight against IS. Ok so first - and we're not going to go into the whole story here because we've covered it exhaustively - these two things are not compatible and someone in The Pentagon needs to explain the contradiction: The U.S. has moved A10 jets from Kuwait and tankers from Qatar to Turkey’s Incirlik Air Base  James cited the "Iraqi army, the Free Syrians and the Kurds" You can't fly from Incirlik in support of troops fighting with the Kurds. It won't work. Erdogan will lose his mind. Someone in Washington needs to explain why the US thinks that's feasible.  But more importantly, note that James mentions "occupying [and] governing territory."  Who said anything about "occupying and governing"? Does the US now intend to "occupy and govern" Syria even as the Russians and Iranians expand their campaign?  Finally, what's this about "years"?  It seems to us that James is saying the US needs to invade Syria in an Iraq-style takeover bid. We're that will go splendidly, but again the silver lining is that starting World War III will be a boon for the MIC, which means the economy will rebound in short order.

Microsoft's new plan to keep the US government's hands off its customers' data: Germany will be a safe harbor in the digital privacy storm. Microsoft on Wednesday announced that beginning in the second half of 2016, it will give foreign customers the option of keeping data in new European facilities that, at least in theory, should shield customers from US government surveillance. It will cost more, according to the Financial Times, though pricing details weren't forthcoming. Microsoft Cloud - including Azure, Office 365 and Dynamics CRM Online - will be hosted from new datacenters in the German regions of Magdeburg and Frankfurt am Main. Access to data will be controlled by what the company called a German data trustee: T-Systems, a subsidiary of the independent German company Deutsche Telekom. Without the permission of Deutsche Telekom or customers, Microsoft won't be able to get its hands on the data. If it does get permission, the trustee will still control and oversee Microsoft's access.

Microsoft CEO Satya Nadella dropped the word "trust" into the company's statement: Microsoft’s mission is to empower every person and every individual on the planet to achieve more. Our new datacenter regions in Germany, operated in partnership with Deutsche Telekom, will not only spur local innovation and growth, but offer customers choice and trust in how their data is handled and where it is stored.

On Tuesday, at the Future Decoded conference in London, Nadella also announced that Microsoft would, for the first time, be opening two UK datacenters next year. The company's also expanding its existing operations in Ireland and the Netherlands. Officially, none of this has anything to do with the long-drawn-out squabbling over the transatlantic Safe Harbor agreement, which the EU's highest court struck down last month, calling the agreement "invalid" because it didn't protect data from US surveillance. No, Nadella said, the new datacenters and expansions are all about giving local businesses and organizations "transformative technology they need to seize new global growth." Washington needs “boots on the ground” in Syria in addition to its air campaign against ISIS, which is not fruitful despite some progress. US Air Force secretary has admitted that “ground forces” is a must in order to “occupy” and “govern” parts of Syria. In her comments, Secretary Deborah Lee James stressed the importance of the US-led air campaign, but admitted that airstrikes need to be backed by ground forces.“Air power is extremely important. It can do a lot but it can't do everything,” James said, just two days after Secretary of Defense Ash Carter supported President Obama’s “willingness to do more” in terms of US troops on Syrian ground.“Ultimately it cannot occupy territory and very importantly it cannot govern territory,” James told reporters at the Dubai Airshow. “This is where we need to have boots on the ground. We do need to have ground forces in this campaign.”

When it comes to support, the US should assist the “Iraqi army, the Free Syrians and the Kurds” in the fight against Islamic State (IS, also known as ISIS or ISIL), James said.

Last week, Secretary Carter said that the US needed “much more than airstrikes” to defeat the Islamic State (ISIS/ISIL) in Iraq and Syria. “I don't think it’s enough. I think we’re looking to do more. But the fundamental strategy in Iraq and Syria for dealing with ISIL and dealing a lasting defeat to ISIL is to identify then train, equip, and enable local forces that can keep the peace,” Carter said.On October 30 the White House announced that it is planning to send up no “more than 50 troops” [special forces] to advise “moderate opposition” in Syria on the ground.

Washington continues making an international fool of herself by her inability to effectively counter the impression around the world that Russia, spending less than 10% of the Pentagon annually on defense, has managed to do more against ISIS in Syria in six weeks than the mighty US Air Force bombing campaign has done in almost a year and half. One aspect that bears attention is the demonstration by the Russian military of new technologies that belie the widely-held Western notion that Russia is little more than a backward oil and raw material commodity exporter. Recent reorganization of the Russian state military industrial complex as well as reorganization of the Soviet-era armed forces under Defense Minister Sergey Shoigu’s term are visible in the success so far of Russia’s ISIS and other terror strikes across Syria. Clearly Russian military capabilities have undergone a sea-change since the Soviet Cold War era. In war there are never winners. Yet Russia has been in an unwanted war with Washington de facto since the George W. Bush Administration announced its lunatic plan to place what they euphemistically term “Ballistic Missile Defense” missiles and advanced radar in Poland, Czech Republic, Romania and Turkey after 2007. Without going into detail, BMD technologies are the opposite of defensive. They instead make a pre-emptive war highly likely. Of course the radioactive ash heap in such an exchange would be first and foremost the EU countries foolish enough to invite US BMD to their soil.

What the Russian General Staff has managed, since the precision air campaign began September 30, has stunned western defense planners with Russian technological feats not expected. Two specific technologies are worth looking at more closely: The Russian Sukoi SU-34 fighter-bomber and what is called the Bumblebee hyperbaric mortar weapon.

The plane responsible for some of the most damaging strikes on ISIS and other terror enclaves in Syria is manufactured by the Russian state aircraft industry under the name Sukhoi SU-34. As the Russian news agency RIA Novosti described the aircraft, “The Su-34 is meant to deliver a sufficiently large ordnance load to a predetermined area, hit the target accurately and take evasive action against pursuing enemy planes.” The plane is also designed to deal with enemy fighters in aerial combat such as the US F-16. The SU-34 made a first test flight in 1990 as the collapse of the Soviet Union and the chaos of the Yeltsin years caused many delays. Finally in 2010 the plane was in full production. According to a report in US Defense Industry Daily, among the SU-34 features are: • 8 ton ordnance load which can accommodate precision-guided weapons, as well as R-73/AA-11 Archer and R-77/AA-12 ‘AMRAAMSKI’ missiles and an internal 30mm GSh-301 gun. • Maximum speed of Mach 1.8 at altitude.

President Vladimir Putin says he’s shared Russian intelligence data on Islamic State financing with his G20 colleagues: the terrorists appear to be financed from 40 countries, including some G20 member states. During the summit, “I provided examples based on our data on the financing of different Islamic State (IS, formerly ISIS/ISIL) units by private individuals. This money, as we have established, comes from 40 countries and, there are some of the G20 members among them,” Putin told the journalists.

“It’s really difficult to criticize us,” he said, adding that Russia has repeatedly asked its foreign partners to provide data on terrorist targets in Syria. “They’re afraid to inform us on the territories which we shouldn’t strike, fearing that it is precisely where we’ll strike; that we are going to cheat everybody,” the president said. “Apparently, their opinion of us is based on their own concept of human decency,” he added. Putin told the media that Russia has already established contact with the Syrian opposition, which has asked Moscow not to carry out airstrikes in the territories it controls.

Following in the wake of the terrorist attacks in Paris on Friday, November 13 and Moscow’s conclusion that the Russian Airbus 321 that crashed in Egypt’s North Sinai province on October 31; and following recent talks on Syria in Vienna and talks on the sidelines of the G20 Summit in Antalya, Turkey, the military dynamics pertaining Syria and the international fight against the self-proclaimed Islamic State has changed, significantly. 

French President Francois Hollande and his administration responded to the attacks in Paris by declaring a three months state of emergency while deploying the French aircraft carrier Charles De Gaulle to the Mediterranean to upscale French participation in the fight against the self-proclaimed Islamic State, a.k.a. Daesh, ISIS or ISIL. Hollande announced that the carrier would leave port on September 19., adding that: “This is going to triple our military power [as part of the operation against the Islamic State]. I am not talking about deterring the IS but about eliminating it totally.” On Tuesday the Chief of the Russian Federal Security Service (FSB), Alexander Bortnikov, announced that the crash of the Russian Kogalmavia (Metrojet) Airbus 321 in Egypt’s North Sinai on October 31 had been caused by a bomb on board the plane.

The of Flight KGL9268 claimed the lives of all 224 passengers and crew on board. The plane was brought down about one month after Russia launched its airstrikes against Daesh, Jabhat al-Nusrah and other insurgencies in Syria. President Putin has briefed the Russian military command on the deployment of the French aircraft carrier and instructed the Russian naval forces in the Mediterranean and the Russian air forces in Syria to cooperate with the French military and to coordinate their military operations.

Because of the Turkish government’s role in the multi-spectrum US-led war against the Syrian Arab Republic, a war of words has ignited between Ankara and Moscow. Russia, however, is not alone in accusing Turkey of being involved in the theft of Syrian and Iraqi oil. Turkish opposition politicians, Turkish media, and various governments in the Middle East have also raised their voices about the role of Turkish officials in smuggling from the conflict zones in Syria and Iraq.

Pentagon officials have concluded that hundreds more trainers, advisers and commandos from the United States and its allies will need to be sent to Iraq and Syria in the coming months as the campaign to isolate the Islamic State intensifies. In meetings with President Obama’s national security team in recent weeks, military officials have told the White House that they believe they have made significant progress in the fight against the Islamic State in both Iraq and Syria, administration officials said. But to deal a lasting blow to the extremist Sunni militancy, also known as ISIS and ISIL, they believe that additional forces will be needed to work with Iraqi, Kurdish and Syrian opposition fighters on the ground in the two countries. But the rise of the Islamic State has alarmed the White House, and a senior administration official said Thursday that the president is willing to consider raising the stakes in both Iraq and Syria.

In Thursday night’s GOP debate, the final matchup before the Iowa caucus, Sen. Ted Cruz (R-TX) repeated his promise to conduct “carpet bombing” in the Middle East to combat ISIS forces. Yet he did not acknowledge that carpet bombing is a war crime under the international Geneva Conventions. The Fox News moderators challenged Cruz on his voting record not lining up with his “tough talk” on national security. “You opposed giving President Obama authority to enforce his red line in Syria,” they asked. “You have voted against the Defense Authorization Act for three years. How do you square your rhetoric with your record, sir?” Instead of addressing the discrepancies in his voting record, Cruz defended his past promises of “carpet bombing” and “saturation bombing” parts of Iraq and Syria, saying it was a successful strategy for the United States during the Persian Gulf War.

The Geneva Conventions, which the U.S. joined decades ago along with nearly every other country in the world, explicitly forbids carpet bombing. “Area bombardments and other indiscriminate attacks are forbidden,” the agreement reads. “An indiscriminate attack affecting the civilian population or civilian objects and resulting in excessive loss of life, injury to civilians or damage to civilian objects is a grave breach of the Geneva Conventions.” When Cruz said Thursday that the U.S. should “lift the rules of engagement” in wartime, he did not explain whether that included rejecting the Geneva Conventions. Cruz is also incorrect to cite the Gulf War as a positive example of carpet bombing. The U.S. used laser-guided precision bombing during that conflict, which “substantially reduced the accidental damage that would otherwise have befallen civilian buildings.” Even so, thousands of innocent civilians were killed. Cruz, who is poised to win or take second place in the Iowa caucus, has previously offered incorrect information about carpet bombing.

Cruz is also not the first GOP candidate to advocate for a practice that violates international law. In December, Republican frontrunner Donald Trump called for the ability to assassinate the family members of terrorists. Such intentional killing of civilians would consitute a war crime.

German Chancellor Angela Merkel stated Monday that she supports Turkey's proposal for a no-fly zone in Northern Syria. "In the current situation, it would be helpful if there was a designated airspace in the area - a kind of no-fly zone," Merkel told the Stuttgarter Zeitung newspaper. "If it were possible to make such an agreement between the anti-Assad moderate opposition forces and Assad supporters, that would be helpful," she added.

The Syrian Arab Army and the YPG troops of the Syrian Kurds are making good progress in the Azaz pocket. The pocket formed after the Syrian army cut through the "rebel" corridor between Aleppo city and the Turkish border. The aim now is to push all foreign proxy forces who are still in that pocket (green) back north into Turkey and to get full control of the border.

The Syrian-Russian command decided to let the YPG (yellow) have the fun of cleaning the pocket only to taunt the Turkish President Erdogan. Erdogan has a serious domestic policy problems when the Kurdish forces gain control in parts of Syria that the wannabe Sultan Erdogan regarded as sacred neo-Ottoman ground. His court jester, the Prime Minister Davutoglu, announced that his country would not allow the town of Azaz to fall to Kurdish fighters. He will have to eat a flock of craws over that. The Turks are firing artillery from Turkish ground in the north onto Kurdish position in the pocket. Turkish special forces are likely near the front line to control that fire. But artillery alone can not make the difference. The Kurds have air support from the Russian airforce which Turkey no longer dares to attack. The Russians will not attack the Turkish artillery as such an attack could widen the war. The Kurdish troops will have to suffer through that barrage as they push out the Turkish and CIA paid proxies. Some reinforcement for the CIA proxies arrived from Idleb. These passed from Idleb into Turkey and from Turkey into the pocket. The destruction of these forces in the Azaz pocket will make the further fights  of the Syrian army in Idleb and elsewhere a lot easier.

Who are the professionals that are helping the YPG to take the Azaz pocket? My first thought was of course Russian Spetsnaz. But I asked around and none of my usual sources would confirm this. The sources acknowledged that the YPG in west Syria has special force support but there was some quite unexpected silence over who these forces were. It is clear to me that these are not Syrian special forces. The YPG does not want to be seen as a adjunct to the Syrian government. No one would confirm to me that these are Russian forces even as that would be of no great surprise to anyone. This leads me to speculate that some U.S. special forces are directing the YPG in the Azaz pocket. This in coordination with the Syrian army and the Russians. Is that a crazy thought? Consider: The Syrian YPG Kurds are supported by the U.S. military. They received weapons and ammunition from the U.S. military and, at least in the east, have some U.S. military special forces embedded with them. These Pentagon supported YPG troops currently fight foreign proxy forces in the Azaz pocket which are supported, equipped and paid by the CIA, the Saudis, the Turks and other Arab U.S. "allies". The CIA is running the show. The Turkish NATO member is shelling the Pentagon supported YPG to protect the CIA supported "moderate rebels". The current CIA director was once the CIA Chief of Station in Riyadh and has intimate connection to the Saudi rulers (and their pockets?). It was the military's Defense Intelligence Agency that warned in 2012 of the emergence of a "Salafist Principality" - the Islamic State - in Syria and Iraq. It warned against continuing the CIA support for the "rebels". It was the Pentagon that sabotaged the White House intent to create another "moderate rebel" force to attack the Islamic State:
