Ben Carson, who is considering mounting a campaign for the 2016 GOP presidential nomination, said Monday that the United States should not hesitate to put boots on the ground to defeat the Islamic State — and that they should be free to fight them without any fear of prosecution for their actions whatsoever. In a Fox News interview, Carson offered a broad criticism President Obama’s handling of national security. Asked how he would take on ISIS were he president, the neurosurgeon voewed he would “not hesitate to put boots on the ground.” He then suggested that the military should not be micromanaged or subject to any war crimes law: CARSON: Our military needs to know that they’re not gonna be prosecuted when they come back, because somebody has, said “You did something that was politically incorrect.” There is no such thing as a politically correct war. We need to grow up, we need to mature. If you’re gonna have rules for war, you should just have a rule that says no war. Other than that, we have to win. Our life depends on it.

Donald Trump has become the first Republican presidential candidate to top 30% support in the race for the Republican nomination, according to a new CNN/ORC Poll, which finds the businessman pulling well away from the rest of the GOP field. Trump gained 8 points since August to land at 32% support, and has nearly tripled his support since just after he launched his campaign in June. The new poll finds former neurosurgeon Ben Carson rising 10 points to land in second place with 19%. Together, these two non-politicians now hold the support of a majority of Republicans and Republican-leaning independents, and separately, both are significantly ahead of all other competitors.

Trump's gains come most notably among two groups that had proven challenging for him in the early stages of his campaign -- women and those with college degrees. While he gained just 4 points among men in the last month (from 27% in August to 31% now), he's up 13 points among women, rising from 20% in August to 33% now. Trump has also boosted his share of the vote among college graduates, increasing his support among those with degrees from 16% in August to 28% now. Among those without degrees, he stands at 33%, just slightly higher than the 28% support he had in August.

Trump has also catapulted ahead of the rest of the field among Republicans who back the tea party movement, from 27% support in August to 41% now. Among that group in the new poll, Carson follows with 21%, and Cruz, another candidate with an anti-Washington message, holds third with 11%. No other candidate tops 5% among tea partiers.

Wisconsin Gov. Scott Walker's support in Iowa continues its free fall as fellow presidential hopefuls Donald Trump and Ben Carson remain ahead of the Republican pack by double digits, according to a new Quinnipiac University Poll. Walker, the former front-runner, tumbles to 10th place in the GOP presidential pack just two months after taking the top spot in the university’s July poll. Then, he had 18 percent support, compared to just 3 in the new poll.ADVERTISEMENTAs governor of a neighboring state, Walker had long been thought to be the presumptive leader in Iowa. But his support has steadily dropped since Trump entered the race in late June. The new numbers underscore the slide that Walker has seen across the board. He has dropped below former business executive Carly Fiorina for fifth place in the five most recent Iowa polls, just a hair above former Gov. Jeb Bush (Fla.). He’s in seventh place nationally and in the second presidential nominating state of New Hampshire. 

By contrast, outsiders Trump and Carson continue to have a dominant hold on the polls. Real estate mogul Trump showed 27 percent support, while retired neurosurgeon Carson received 21 percent, well ahead of Sen. Ted Cruz (Texas), who received 9 percent support.If Trump was not in the race, Carson is the second choice of a vast plurality of Trump voters, with 30 percent backing him. Cruz is the second choice of 11 percent of Trump voters.

Less than three months before the kickoff Iowa caucuses, there is growing anxiety bordering on panic among Republican elites about the dominance and durability of Donald Trump and Ben Carson and widespread bewilderment over how to defeat them. Party leaders and donors fear that nominating either man would have negative ramifications for the GOP ticket up and down the ballot, virtually ensuring a Hillary Rodham Clinton presidency and increasing the odds that the Senate falls into Democratic hands. The party establishment is paralyzed. Big money is still on the sidelines. No consensus alternative to the outsiders has emerged from the pack of governors and senators running, and there is disagreement about how to prosecute the case against them. Recent focus groups of Trump supporters in Iowa and New Hampshire commissioned by rival campaigns revealed no silver bullet.

According to other Republicans, some in the party establishment are so desperate to change the dynamic that they are talking anew about drafting Romney — despite his insistence that he will not run again. Friends have mapped out a strategy for a late entry to pick up delegates and vie for the nomination in a convention fight, according to the Republicans who were briefed on the talks, though Romney has shown no indication of reviving his interest.

South Carolina Gov. Nikki Haley, herself an outsider who rode the tea party wave into office five years ago, explained the phenomenon. “You have a lot of people who were told that if we got a majority in the House and a majority in the Senate, then life was gonna be great,” she said in an interview Thursday. “What you’re seeing is that people are angry. Where’s the change? Why aren’t there bills on the president’s desk every day for him to veto? They’re saying, ‘Look, what you said would happen didn’t happen, so we’re going to go with anyone who hasn’t been elected.’ ”

It didn’t take long for Republican presidential candidates to stake out strikingly anti-Muslim immigration positions following the terrorist attacks in Paris that left at least 129 people dead and over 300 injured. French flags were flown and moments of silence observed across the U.S. and around the world, but Sen. Ted Cruz (R-TX), Sen. Marco (R-FL), Ben Carson, and Donald Trump decided it was an opportunity to stoke anti-immigrant and anti-Muslim fears. The anti-immigrant and Islamophobic comments led President Obama, speaking from the G20 summit in Turkey, to denounce the statements as “shameful.” Cruz claimed that “there is no meaningful risk of Christians committing acts of terror” so the U.S. should focus on admitting displaced Christians, but it was “lunacy” to allow Muslim refugees into the country. Rubio outright rejected accepting any Syrian refugees into the U.S. because “there’s no way to background check” them. Ben Carson said that accepting Syrian refugees into the U.S. would require “a suspension of intellect.” Donald Trump, doubling down on his anti-immigrant campaign platform, warned that Syrian refugees could be “one of the great Trojan horses.” Louisiana Governor Bobby Jindal called for sealing the U.S. border, and Sen. David Vitter (R-LA) started a petition to stop Syrian refugees from entering Louisiana.

The comments from Republicans led Obama, speaking to the press at the close of the G-20 Summit today in Antalya, Turkey, to hit back against the growing sentiment on the right to only allow Christian refugees into the country. Obama pointed to the hypocrisy of politicians who “themselves come from families who benefited from protection when they were fleeing political prosecution,” a jab at Rubio and Cruz, both of whom are the children of Cuban immigrants to the U.S. “We don’t have religious tests to our compassion,” said Obama, adding that “while I had a lot of disagreements with President George W. Bush on policy, but I was very proud after 9/11 when he was adamant and clear about the fact that this is not a war on Islam.” Watch Obama’s comments here:

Muslim leaders of mosques in more than 30 cities nationwide are preparing for anti-Muslim marches planned for today.A Facebook group called Global Rally for Humanity has put out a call for anti-Muslim demonstrations "in every country at every Mosque." One spin-off group, organizing a rally in Dearborn, Mich., encouraged demonstrators to show up armed, noting that Michigan is "an open carry state." Earlier this week, the Council for Islamic-American Relations (CAIR), a Muslim civil rights group, released a statement urging Muslim leaders around the country to take extra precautions ahead of the planned demonstrations.

In recent weeks, Republican presidential candidates have added their own anti-Islam rhetoric to the public discourse. Retired neurosurgeon Ben Carson came under fire for saying he didn't believe a Muslim would be fit to serve as President. Weeks before, front-runner Donald Trump was criticized for refusing to correct a questioner who said President Obama was Muslim and "not even an American."This weekend's protests are far from the first round of violent demonstrations at Muslim religious and cultural facilities. In May, armed protesters surrounded a mosque in Phoenix.

RADDATZ: Given what’s happening in Syria, is there any world in which the president would be comfortable with Assad maintaining power? POWER: Well, the challenge with Assad, in addition to the fact that he gasses his own people and uses barrel bombs and you know, that we haven’t seen a dictator like him in a very long time – put that all to one side. The other challenge is he hasn’t been at all effective fighting ISIL. In fact, the presence of Assad has attracted foreign terrorist fighters. We are targeting them. We are having good success, again, particularly in the northern part of the country actually blunting ISIL’s progress and rolling them back. RADDATZ: Well, let’s talk about the U.S. effectiveness. One of the key parts of our strategy has been training moderate Syrian rebels. You heard General Austen just say there have only been four or five fighters who are still in the fight. And Central Command admitted Friday that U.S.-backed rebels turned over weapons and trucks to the al-Nusra front and the al Qaeda affiliated group. Not only did we not know about it for a week, they denied this happened. So what does this say about our vetting of those rebels? POWER: Well, first of all, let me say that as President Obama, I think, has said really from the very first time the issue of training and equipment came up that this would be very complex. And indeed as you know, he really grappled with this back in 2012 when the issue was first brought to him. We decided to go forward for a very simple reason, which is that when ISIL is cleared from a town – let’s say a town in the northern part of Syria – it’s extremely important that the town be held and that ISIL not reoccupy it as soon as the air strike or something ceases. And so you really need to have ground forces. We’ve worked extremely effectively with Kurdish forces in the northern part of the country, and Syrian Arab forces are going to need to be a part of the solution because they’re...

RADDATZ: But it doesn’t seem to be working so far. We understand the reasons for doing it... POWER: Totally fair. Totally fair. It’s obviously even more complex, I think, that we would have envisioned. But I think we can’t lose sight of the fact that this has to be a critical part of our strategy. DoD is looking now at adjustments that will need to be made to the program, clearly. And I think it’s very important as we vet and seek to, of course, strengthen our vetting procedures in order to avoid scenarios like the one that you’ve described. By the same token, this is a risk management exercise. We also have to grapple with the fact that if we weren’t investing in Syrian-Arab forces and in moderate Syrian opposition forces, we’d be in a world where again, ISIL would be able to have a protracted presence without being displaced over time. So we need to invest in this, we need to get the vetting right, and I think DoD has in mind some improvements that will enhance our process.

Democratic presidential candidate Hillary Clinton’s lead in the primary field is slipping, and her edge over potential GOP opponents is gone, according to a Thursday CNN poll. Clinton garners 37 percent support in the Democratic field, with Sen. Bernie Sanders (I-Vt.) behind her at 27 percent and Vice President Biden — who has not declared a White House bid — at 20 percent. ADVERTISEMENTClinton’s total is 10 percentage points down from the same poll in August, while Sanders’s is static and Biden’s is up 6 points. In head-to-head polls, Clinton ties with Republican presidential front-runner Donald Trump at 48 percent each. Faced with other top GOP contenders, Clinton trails retired neurosurgeon Ben Carson 51 percent to 46 percent and trails former Florida Gov. Jeb Bush 49 percent to 47 percent.

The figures are staggering. In what looks like a vast population transfer from a disintegrating Greater Middle East, nearly 200,000 refugees passed through Austria in September alone. About half a million desperate refugees from Syria, Iraq, Afghanistan, and elsewhere have arrived in Greece since 2015 began (those, that is, who don’t die at sea), and the numbers are only expected to rise. Seven hundred children a day have been claiming asylum somewhere in Europe (190,000 between January and September 2015). And at least three million refugees and migrants from the planet’s war and desperation zones are expected to head for Europe in 2016. Under the circumstances, I’m sure it won’t surprise you that, once the first upbeat stories about welcoming European crowds had died down, the truncheons and water cannons came out in some parts of the continent and the walls began to go up. Nor, I’m sure, will you be shocked to learn that an anti-immigrant, anti-Muslim fervor is now gripping parts of Europe, while far-right parties are, not coincidentally, on the rise.  This is true in France, where Marine Le Pen’s virulently anti-Muslim, anti-immigrant, anti-European-Union National Front is expected to make significant gains in local elections this winter (and Le Pen herself is leading early opinion polls in the race for the presidency), while in “tolerant” Sweden a far-right party with neo-Nazi ties is garnering more than 25% of the prospective vote in opinion polls. In Poland, an extreme party wielding anti-refugee rhetoric just swept into power. And so it goes across much of Europe these days.

All of this (and more) represents a stunning development that could, sooner or later, reverse the increasingly integrated nature of Europe, raise walls and barriers across the continent, and irreversibly fracture the European Union, while increasing nationalistic fervor and god knows what else. In the United States, in a somewhat more muted way, you can see similar developments in what’s being talked about here as an “outsider” election, but is, in fact, significantly focused on keeping outsiders separated from insiders. (Just Google Donald Trump, Ben Carson, and immigrants, and you'll see what I mean.) Isn’t it strange how we always speak of the “tribal” when it comes to Africa or the backlands of Pakistan and Afghanistan, but never when it comes to our world? And yet, if these aren’t, broadly speaking, “tribal” responses, what are?

As vice president, Dick Cheney was a prime architect of the worldwide torture regime implemented by the U.S. government (which extended far beyond waterboarding), as well as the invasion and destruction of Iraq, which caused the deaths of at least 500,000 people and more likely over a million. As such, he is one of the planet’s most notorious war criminals. President Obama made the decision in early 2009 to block the Justice Department from criminally investigating and prosecuting Cheney and his fellow torturers, as well as to protect them from foreign investigations and even civil liability sought by torture victims. Obama did that notwithstanding a campaign decree that even top Bush officials are subject to the rule of law and, more importantly, notwithstanding a treaty signed in 1984 by Ronald Reagan requiring that all signatory states criminally prosecute their own torturers. Obama’s immunizing Bush-era torturers converted torture from a global taboo and decades-old crime into a reasonable, debatable policy question, which is why so many GOP candidates are now openly suggesting its use.

But now, the Obama administration has moved from legally protecting Bush-era war criminals to honoring and gushing over them in public. Yesterday, the House of Representatives unveiled a marble bust of former Vice President Cheney, which — until a person of conscience vandalizes or destroys it — will reside in Emancipation Hall of the U.S. Capitol. At the unveiling ceremony, Cheney was, in the playful words of NPR, “lightly roasted” — as though he’s some sort of grumpy though beloved avuncular stand-up comic. Along with George W. Bush, one of the speakers in attendance was Vice President Joe Biden, who spoke movingly of Cheney’s kind and generous soul

Yesterday, the U.S. government unambiguously signaled to the world that not only does it regard itself as entirely exempt from the laws of wars, the principal Nuremberg prohibition against aggressive invasions, and global prohibitions on torture (something that has been self-evident for many years), but believes that the official perpetrators should be honored and memorialized provided they engage in these crimes on behalf of the U.S. government. That’s a message that most of the U.S. media and thus large parts of the American population will not hear, but much of the world will hear it quite loudly and clearly. How could they not?
