Disclosing Classified Info to the Press - With Permission | - 0 views

  • Intelligence officials disclosed classified information to members of the press on at least three occasions in 2013, according to a National Security Agency report to Congress that was released last week under the Freedom of Information Act. See Congressional Notification — Authorized Disclosures of Classified Information to Media Personnel, NSA memorandum to the staff director, House Permanent Select Committee on Intelligence, December 13, 2013. The specific information that NSA gave to the unnamed reporters was not declassified. But the disclosures were not “leaks,” or unauthorized disclosures. They were, instead, authorized disclosures. For their part, the reporters agreed not to disseminate the information further. “Noteworthy among the classified topics disclosed were NSA’s use of metadata to locate terrorists, the techniques we use and the processes we follow to assist in locating hostages, [several words deleted] overseas support to the warfighter and U.S. allies in war zones, and NSA support to overall USG efforts to mitigate cyber threats. The [deleted] personnel executed non-disclosure agreements that covered all classified discussions.” In one case, “classified information was disclosed in order to correct inaccurate understandings held by the reporter about the nature and circumstances of [deleted].” On another occasion, “classified information was disclosed in an effort to limit or avoid reporting that could lead to the loss of the capability [deleted].”
  • In all three cases, “the decision to disclose classified information was made in consultation with the Director of National Intelligence pursuant to Executive Order 13526, and in each case the information disclosed remains properly classified.” This seems like a generous interpretation of the Executive Order, which does not mention disclosures to the press at all. It does say, in section 4.2(b) that “In an emergency, when necessary to respond to an imminent threat to life or in defense of the homeland, the agency head or any designee may authorize the disclosure of classified information […] to an individual or individuals who are otherwise not eligible for access.” In an emergency, then, but not just “to correct inaccurate understandings.” Still, the report accurately reflects the true instrumental nature of the classification system. That is, the protection of classified information under all circumstances is not a paramount goal. National security secrecy is a tool to be used if it advances the national interest (and is consistent with law and policy) and to be set aside when it does not. So hypocrisy in the handling of classified information is not an issue here. The concern, rather, is that the power of selective disclosure of classified material can be easily abused to manage and to manipulate public perceptions. The congressional requirement to report on authorized disclosures of classified information to the press may help to mitigate that danger.

    This would set up an interesting Freedom of Information Act case aimed at resolving the issue whether the "authorized" disclosures established a waiver of the FOIA exemption for national security information. A waiver, viewed most simplistically, is any conduct that is inconsistent with later assertion of a right. Deliberate disclosure to anyone who lacks a national security clearance would seem to be inconsistent with later assertion of the exemption. That the purpose of the disclosures was to adjust the attitudes of press members seems a very poor justification in that it establishes particular reporters as a class of persons entitled to more disclosure than other members of the public. Yet the Supreme Court has held time and again that journalists have no more right to access government information than any other member of the public. So there is a strong argument that everyone should be entitled to the same disclosures.

Netanyahu and Trump: A Shared Focus on Terrorism « LobeLog - 0 views

  • Scholars of terrorism credit a specific 1979 symposium in Jerusalem as a turning point in the U.S. and international usage of “terrorism” as we understand it today. The Jonathan Institute, founded following the death of Benjamin Netanyahu’s brother Yonatan during a raid to rescue hostages from a PLO hijacking, hosted a 1979 conference in Jerusalem— and a follow up in 1984 in Washington—on “International Terrorism.” Directed by Benjamin Netanyahu, the Jonathan Institute maintained close ties to the Israeli government. Current and former Israeli officials across the political spectrum—including Golda Meir, Menachem Begin, Yitzhak Rabin, Ezer Weizman, Moshe Dayan, and Shimon Peres—dominated its administrative committee. Lisa Stampnitsky, in her 2013 book Disciplining Terror, discusses how the Jonathan Institute helped internationalize Israel’s use of the term to describe terrorist violence as both irrational and illegitimate in both means and ends, and as primarily targeting democracies and “the West.” Previously, she notes, terrorism referred largely to rational political violence, either state or individual, and was dealt with as an issue of criminality and law. The shift helped Israel delegitimize the political aims of certain groups, such as the Palestinian resistance to its colonization and territorial occupation. One cannot be a “freedom fighter” if one’s political aims are demonized as illegitimate or irrational. Stampnitsky argues that the shift to using terrorism to describe violence outside the law also set the stage for retaliatory strikes (such as the 1986 U.S. air strikes in Libya in response to a bombing at a Berlin disco that killed an American soldier) and eventually for the doctrine of preemptive force that has characterized the post-9/11 “War on Terror.”
  • Israel’s role in the development of a specifically anti-Muslim discourse of terrorism is deeply intertwined with the foreign policies of American politicians. As Deepa Kumar and others have pointed out, American neocons and Israel’s Likud party jointly developed a shared language around Islamic terrorism. The 1979 Jonathan Institute conference was attended by prominent American officials and political figures, including future President George H.W. Bush and representatives of the American Enterprise Institute, the Center for Strategic and International Studies, and Commentary magazine who brought the ideas, and later a follow-up conference, back to the U.S. Intended to serve as an intervention into the international discourse on terrorism, the explicit aim of the Jerusalem conference was to awaken the Western world to the problem of terrorism as defined by the conference organizers. It contributed to entrenching in the minds of American conservatives what was popularized a few years later as the “clash of civilizations,” firmly situating Israel in the category of Western democracies threatened by Soviets and Palestinians. The follow-up conference in the United States in 1984 went further by emphasizing the relationship between Islam and terror. As Netanyahu himself wrote in the book that came out of the conference: “the battle against terrorism was part of a much larger struggle, one between the forces of civilization and the forces of barbarism.” Then, as now, Netanyahu presented Israel as the bulwark against terrorism, a specific kind of illegitimate political violence that threatens not just Israel but all democracies and the Western world.
  • Echoes of this framing of the debate on terrorism can be found in how Western politicians, including Netanyahu and Trump, discuss the issue. Terrorism, which has no single agreed-upon definition in U.S. or international law, now serves as a moniker applied to all violence that established states deem illegitimate. Most often these days, Western democracies use “terrorism” to describe violence committed by Muslims. As journalist Glenn Greenwald writes, “In other words, any violence by Muslims against the West is inherently ‘terrorism,’ even if targeted only at soldiers at war and/or designed to resist invasion and occupation.” The term functions not as a descriptive tool but an ideological one. It doesn’t merely identify a particular kind of violence. It justifies and even requires a particular kind of forceful response by the state. Israel today presents itself as the world’s expert on counterterrorism. It maintains a profitable security industry predicated on selling expertise and technology tested in its interactions with Palestinians. American tax dollars have been funneled into this industry through U.S. military aid, over 25% of which Israel was allowed to spend domestically (the new military aid deal signed by the Obama White House will phase out this allowance over the next 10 years, sending the rest of the $3.8 billion per year to U.S. defense contractors). The United States and Israel collaborate on counterterrorism initiatives, including joint military exercises and police exchange programs. Here tactics and skills are developed and exchanged for surveillance and violent repression of protests that primarily impact Muslims and people of color in the U.S. and Palestinians and Black Jews in Israel.

  • In this context, Trump’s framing of his anti-Muslim immigration policies as a national security priority to keep out terrorists is nothing new. What is new in this political moment is the extent to which the U.S. public is seeing straight through this discourse and rallying against discrimination and bigotry. Ahead of Trump and Netanyahu’s meeting this week, there’s an opportunity to pay attention to how these discourses have enabled Israel to justify decades of military occupation and human rights abuses with the discourse of national security and counterterrorism. As the Trump administration goes back to the drawing board to devise restrictive immigration policies that will hold up in court, Netanyahu and Israel’s example shouldn’t be far from mind.

Tomgram: Nick Turse, Special Ops Goes Global | TomDispatch - 0 views

  • I started with a blank map that quickly turned into a global pincushion.  It didn’t take long before every continent but Antarctica was bristling with markers indicating special operations forces’ missions, deployments, and interactions with foreign military forces in 2012-2013.  With that, the true size and scope of the U.S. military’s secret military began to come into focus.  It was, to say the least, vast. A review of open source information reveals that in 2012 and 2013, U.S. Special Operations forces (SOF) were likely deployed to -- or training, advising, or operating with the personnel of -- more than 100 foreign countries.   And that’s probably an undercount.  In 2011, then-SOCOM spokesman Colonel Tim Nye told TomDispatch that Special Operations personnel were annually sent to 120 countries around the world. They were in, that is, about 60% of the nations on the planet.  “We’re deployed in a number of locations,” was as specific as Bockholt would ever get when I talked to him in the waning days of 2013. And when SOCOM did finally get back to me with an eleventh hour answer, the number offered made almost no sense. 
  • Despite the lack of official cooperation, an analysis by TomDispatch reveals SOCOM to be a command on the make with an already sprawling reach. As Special Operations Command chief Admiral William McRaven put it in SOCOM 2020, his blueprint for the future, it has ambitious aspirations to create “a Global SOF network of like-minded interagency allies and partners.”  In other words, in that future now only six years off, it wants to be everywhere. 
  • Born of a failed 1980 raid to rescue American hostages in Iran (in which eight U.S. service members died), U.S. Special Operations Command was established in 1987.  Made up of units from all the service branches, SOCOM is tasked with carrying out Washington’s most specialized and secret missions, including assassinations, counterterrorist raids, special reconnaissance, unconventional warfare, psychological operations, foreign troop training, and weapons of mass destruction counter-proliferation operations.

  • In the post-9/11 era, the command has grown steadily.  With about 33,000 personnel in 2001, it is reportedly on track to reach 72,000 in 2014.  (About half this number are called, in the jargon of the trade, “badged operators” -- SEALs, Rangers, Special Operations Aviators, Green Berets -- while the rest are support personnel.)  Funding for the command has also jumped exponentially as SOCOM’s baseline budget tripled from $2.3 billion to $6.9 billion between 2001 and 2013.  If you add in supplemental funding, it had actually more than quadrupled to $10.4 billion.  Not surprisingly, personnel deployments abroad skyrocketed from 4,900 “man-years” -- as the command puts it -- in 2001 to 11,500 in 2013.  About 11,000 special operators are now working abroad at any one time and on any given day they are in 70 to 80 countries, though the New York Times reported that, according to statistics provided to them by SOCOM, during one week in March 2013 that number reached 92.

  • It seems to be possible for nations, and the majority of their citizens, to commit the worst imaginable atrocities, including torture, murder and genocide, while feeling that what they are doing is both noble and good.. Some understanding of how this is possible can be gained by watching the 3-part BBC documentary, “The History of Racism”.
  • Looking at the BBC documentary we can see how often in human history economic greed and colonial exploitation have been justified by racist theories. The documentary describes almost unbelievable cruelties committed against the peoples of the Americas and Africa by Europeans. For example, in the Congo, a vast region which which King Leopold II of Belgium claimed as his private property, the women of villages were held as hostages while the men were forced to gather rubber in the forests. Since neither the men nor the women could produce food under these circumstances, starvation was the result. Leopold's private army of 90,000 men were issued ammunition, and to make sure that the used it in the proper way, the army was ordered to cut off the hands of their victims and send them back as proof that the bullets had not been wasted. Human hands became a kind of currency, and hands were cut off from men, women and children when rubber quotas were not fulfilled. Sometimes more than a thousand human hands were gathered in a single day. During the rule of Leopold, roughly 10,000,000 Congolese were killed, which was approximately half the population of the region. According to the racist theories that supported these atrocities, it was the duty of philanthropic Europeans like Leopold to bring civilization and the Christian religion to Africa. Similar theories were used to justify the genocides committed by Europeans against the native inhabitants of the Americas. Racist theories were also used to justify enormous cruelties committed by the British colonial government in India. For example, during the great famine of 1876-1878, during which ten million people died, the Viceroy, Lord Lytton, oversaw the export to England of a record 6.4 million hundredweight of wheat.

  • Meanwhile, in Europe,almost everyone was proud of the role which they were playing in the world. All that they read in newspapers and in books or heard from the pulpits of their churches supported the idea that they were serving the non-Europeans by bringing them the benefits of civilization and Christianity. Kipling wrote: “Take up the White Man's burden, Send forth the best ye breed, Go bind your sons to exile, To serve your captives' need; To wait in heavy harness, On fluttered folk and wild, Your new-caught, sullen peoples, Half-devil and half-child.” On the whole, the mood of Europe during this orgy of external cruelty and exploitation, was self-congratulatory. Can we not see a parallel with the self-congratulatory mood of the American people and their allies, who export violence to the whole world, but who think of themselves as “exceptional”?

The American Deep State, Deep Events, and Off-the-Books Financing | Global Research - 0 views

  • It is alleged that some of the bail money that released Sturgis and the other Watergate burglars was drug money from the CIA asset turned drug trafficker, Manuel Artime, and delivered by Artime’s money-launderer, Ramón Milián Rodríguez. After the Iran-Contra scandal went public, Milián Rodríguez was investigated by a congressional committee – not for Watergate, but because, in support of the Contras, he had managed two Costa Rican seafood companies, Frigorificos and Ocean Hunter, that laundered drug money.6
  • In the 1950s Wall Street was a dominating complex. It included not just banks and other financial institutions but also the oil majors whose cartel arrangements were successfully defended against the U.S. Government by the Wall Street law firm Sullivan and Cromwell, home to the Dulles brothers. The inclusion of Wall Street conforms with Franklin Roosevelt’s observation in 1933 to his friend Col. E.M. House that “The real truth … is, as you and I know, that a financial element in the larger centers has owned the Government ever since the days of Andrew Jackson.”18 FDR’s insight is well illustrated by the efficiency with which a group of Wall Street bankers (including Nelson Rockefeller’s grandfather Nelson Aldrich) were able in a highly secret meeting in 1910 to establish the Federal Reserve System – a system which in effect reserved oversight of the nation’s currency supply and of all America’s banks in the not impartial hands of its largest.19 The political clout of the quasi-governmental Federal Reserve Board was clearly demonstrated in 2008, when Fed leadership secured instant support from two successive administrations for public money to rescue the reckless management of Wall Street banks: banks Too Big To Fail, and of course far Too Big To Jail, but not Too Big To Bail.20
  • since its outset, the CIA has always had access to large amounts of off-the books or offshore funds to support its activities. Indeed, the power of the purse has usually worked in an opposite sense, since those in control of deep state offshore funds supporting CIA activities have for decades also funded members of Congress and of the executive – not vice versa. The last six decades provide a coherent and continuous picture of historical direction being provided by this deep state power of the purse, trumping and sometimes reversing the conventional state. Let us resume some of the CIA’s sources of offshore and off-the-books funding for its activities. The CIA’s first covert operation was the use of “over $10 million in captured Axis funds to influence the [Italian] election [of 1948].”25 (The fundraising had begun at the wealthy Brook Club in New York; but Allen Dulles, then still a Wall Street lawyer, persuaded Washington, which at first had preferred a private funding campaign, to authorize the operation through the National Security Council and the CIA.)26 Dulles, together with George Kennan and James Forrestal, then found a way to provide a legal source for off-the-books CIA funding, under the cover of the Marshall Plan. The three men “helped devise a secret codicil [to the Marshall Plan] that gave the CIA the capability to conduct political warfare. It let the agency skim millions of dollars from the plan.”27

  • The international lawyers of Wall Street did not hide from each other their shared belief that they understood better than Washington the requirements for running the world. As John Foster Dulles wrote in the 1930s to a British colleague, The word “cartel” has here assumed the stigma of a bogeyman which the politicians are constantly attacking. The fact of the matter is that most of these politicians are highly insular and nationalistic and because the political organization of the world has under such influence been so backward, business people who have had to cope realistically with international problems have had to find ways for getting through and around stupid political barriers.21
  • In the 1960s and especially the 1970s America began to import more and more oil from the Middle East. But the negative effect on the U.S. balance of payments was offset by increasing arms and aviation sales to Iran and Saudi Arabia. Contracts with companies like Northrop and especially Lockheed (the builder of the CIA’s U-2) included kickbacks to arms brokers, like Kodama Yoshio in Japan and Adnan Khashoggi in Saudi Arabia, who were also important CIA agents. Lockheed alone later admitted to the Church Committee that it had provided $106 million in commissions to Khashoggi between 1970 and 1975, more than ten times what it had paid to the next most important connection, Kodama.31 These funds were then used by Khashoggi and Kodama to purchase pro-Western influence. But Khashoggi, advised by a team of ex-CIA Americans like Miles Copeland and Edward Moss, distributed cash, and sometimes provided women, not just in Saudi Arabia but around the world – including cash to congressmen and President Nixon in the United States.32 Khashoggi in effect served as a “cutout,” or representative, in a number of operations forbidden to the CIA and the companies he worked with. Lockheed, for one, was conspicuously absent from the list of military contractors who contributed illicitly to Nixon’s 1972 election campaign. But there was no law prohibiting, and nothing else to prevent their official representative, Khashoggi, from cycling $200 million through the bank of Nixon’s friend Bebe Rebozo.33
  • The most dramatic use of off-the-books drug profits to finance foreign armies was seen in the 1960s CIA-led campaign in Laos. There the CIA supplied airstrips and planes to support a 30,000-man drug-financed Hmong army. At one point Laotian CIA station chief Theodore Shackley even called in CIA aircraft in support of a ground battle to seize a huge opium caravan on behalf of the larger Royal Laotian Army.30
  • At the time of the Marshall Plan slush fund in Europe, the CIA also took steps which resulted in drug money to support anti-communist armies in the Far East. In my book American War Machine I tell how the CIA, using former OSS operative Paul Helliwell, created two proprietary firms as infrastructure for a KMT army in Burma, an army which quickly became involved in managing and developing the opium traffic there. The two firms were SEA Supply Inc. in Bangkok and CAT Inc. (later Air America) in Taiwan. Significantly, the CIA split ownership of CAT Inc.’s plane with KMT bankers in Taiwan – this allowed the CIA to deny responsibility for the flights when CAT planes, having delivered arms from Sea Supply to the opium-growing army, then returned to Taiwan with opium for the KMT. Even after the CIA officially severed its connection to the KMT Army in 1953, its proprietary firm Sea Supply Inc. supplied arms for a CIA-led paramilitary force, PARU, that also was financed, at least in part, by the drug traffic.28 Profits from Thailand filtered back, in part through the same Paul Helliwell, as donations to members from both parties in Congress. Thai dictator Phao Sriyanon, a drug trafficker who was then alleged to be the richest man in the world, hired lawyer Paul Helliwell…as a lobbyist in addition to [former OSS chief William] Donovan [who in 1953-55 was US Ambassador to Thailand]. Donovan and Helliwell divided the Congress between them, with Donovan assuming responsibility for the Republicans and Helliwell taking the Democrats.29
  • The power exerted by Khashoggi was not limited to his access to funds and women. By the 1970s, Khashoggi and his aide Edward Moss owned the elite Safari Club in Kenya.34 The exclusive club became the first venue for another and more important Safari Club: an alliance between Saudi and other intelligence agencies that wished to compensate for the CIA’s retrenchment in the wake of President Carter’s election and Senator Church’s post-Watergate reforms.35
  • As former Saudi intelligence chief Prince Turki bin Faisal once told Georgetown University alumni, In 1976, after the Watergate matters took place here, your intelligence community was literally tied up by Congress. It could not do anything. It could not send spies, it could not write reports, and it could not pay money. In order to compensate for that, a group of countries got together in the hope of fighting Communism and established what was called the Safari Club. The Safari Club included France, Egypt, Saudi Arabia, Morocco, and Iran.36 Prince Turki’s candid remarks– “your intelligence community was literally tied up by Congress. …. In order to compensate for that, a group of countries got together … and established what was called the Safari Club.” – made it clear that the Safari Club, operating at the level of the deep state, was expressly created to overcome restraints established by political decisions of the public state in Washington (decisions not only of Congress but also of President Carter).
  • Specifically Khashoggi’s activities involving corruption by sex and money, after they too were somewhat curtailed by Senator Church’s post-Watergate reforms, appear to have been taken up quickly by the Bank of Credit and Commerce International (BCCI), a Muslim-owned bank where Khashoggi’s friend and business partner Kamal Adham, the Saudi intelligence chief and a principal Safari Club member, was a part-owner.37 In the 1980s BCCI, and its allied shipping empire owned by the Pakistani Gokal brothers, supplied financing and infrastructure for the CIA’s (and Saudi Arabia’s) biggest covert operation of the decade, support for the Afghan mujahedin. To quote from a British book excerpted in the Senate BCCI Report: “BCCI’s role in assisting the U.S. to fund the Mujaheddin guerrillas fighting the Soviet occupation is drawing increasing attention. The bank’s role began to surface in the mid-1980′s when stories appeared in the New York Times showing how American security operatives used Oman as a staging post for Arab funds. This was confirmed in the Wall Street Journal of 23 October 1991 which quotes a member of the late General Zia’s cabinet as saying ‘It was Arab money that was pouring through BCCI.’ The Bank which carried the money on from Oman to Pakistan and into Afghanistan was National Bank of Oman, where BCCI owned 29%.”38
  • In 1981 Vice-president Bush and Saudi Prince Bandar, working together, won congressional approval for massive new arms sales of AWACS (airborne warning and control system) aircraft to Saudi Arabia. In the $5.5 billion package, only ten percent covered the cost of the planes. Most of the rest was an initial installment on what was ultimately a $200 billion program for military infrastructure through Saudi Arabia.41 It also supplied a slush fund for secret ops, one administered for over a decade in Washington by Prince Bandar, after he became the Saudi Ambassador (and a close friend of the Bush family, nicknamed “Bandar Bush”). In the words of researcher Scott Armstrong, the fund was “the ultimate government-off-the-books.” Not long after the AWACS sale was approved, Prince Bandar thanked the Reagan administration for the vote by honoring a request by William Casey that he deposit $10 million in a Vatican bank to be used in a campaign against the Italian Communist Party. Implicit in the AWACS deal was a pledge by the Saudis to fund anticommunist guerrilla groups in Afghanistan, Angola, and elsewhere that were supported by the Reagan Administration.42 The Vatican contribution, “for the CIA’s long-time clients, the Christian Democratic Party,” of course continued a CIA tradition dating back to 1948.
  • The activities of the Safari Club were exposed after Iranians in 1979 seized the records of the US Embassy in Tehran. But BCCI support for covert CIA operations, including Iran-Contra, continued until BCCI’s criminality was exposed at the end of the decade. Meanwhile, with the election of Ronald Reagan in 1980, Washington resumed off-budget funding for CIA covert operations under cover of arms contracts to Saudi Arabia. But this was no longer achieved through kickbacks to CIA assets like Khashoggi, after Congress in 1977 made it illegal for American corporations to make payments to foreign officials. Instead arrangements were made for payments to be returned, through either informal agreements or secret codicils in the contracts, by the Saudi Arabian government itself. Two successive arms deals, the AWACS deal of 1981 and the al-Yamamah deal of 1985, considerably escalated the amount of available slush funds.
  • It is reported in two books that the BCCI money flow through the Bank of Oman was handled in part by the international financier Bruce Rappaport, who for a decade, like Khashoggi, kept a former CIA officer on his staff.39 Rappaport’s partner in his Inter Maritime Bank, which interlocked with BCCI, was E.P. Barry, who earlier had been a partner in the Florida money-laundering banks of Paul Helliwell.40
  • After a second proposed major U.S. arms sale met enhanced opposition in Congress in 1985 from the Israeli lobby, Saudi Arabia negotiated instead a multi-billion pound long-term contract with the United Kingdom – the so-called al-Yamamah deal. Once again overpayments for the purchased weapons were siphoned off into a huge slush fund for political payoffs, including “hundreds of millions of pounds to the ex-Saudi ambassador to the US, Prince Bandar bin Sultan.”43 According to Robert Lacey, the payments to Prince Bandar were said to total one billion pounds over more than a decade.44 The money went through a Saudi Embassy account in the Riggs Bank, Washington; according to Trento, the Embassy’s use of the Riggs Bank dated back to the mid-1970s, when, in his words, “the Saudi royal family had taken over intelligence financing for the United States.”45 More accurately, the financing was not for the United States, but for the American deep state.
  • This leads me to the most original and important thing I have to say. I believe that these secret funds from BCCI and Saudi arms deals – first Khashoggi’s from Lockheed and then Prince Bandar’s from the AWACS and al-Yamamah deals – are the common denominator in all of the major structural deep events (SDEs) that have afflicted America since the supranational Safari Club was created in l976. I am referring specifically to 1) the covert US intervention in Afghanistan (which started about 1978 as a Safari Club intervention, more than a year before the Russian invasion), 2) the 1980 October Surprise, which together with an increase in Saudi oil prices helped assure Reagan’s election and thus give us the Reagan Revolution, 3) Iran-Contra in 1984-86, 4) and – last but by no means least – 9/11. That is why I believe it is important to analyze these events at the level of the supranational deep state. Let me just cite a few details.
  • 1) the 1980 October Surprise. According to Robert Parry, Alexandre de Marenches, the principal founder of the Safari Club, arranged for William Casey (a fellow Knight of Malta) to meet with Iranian and Israeli representatives in Paris in July and October 1980, where Casey promised delivery to Iran of needed U.S. armaments, in exchange for a delay in the return of the U.S. hostages in Iran until Reagan was in power. Parry suspects a role of BCCI in both the funding of payoffs for the secret deal and the subsequent flow of Israeli armaments to Iran.46 In addition, John Cooley considers de Marenches to be “the Safari Club player who probably did most to draw the US into the Afghan adventure.”47 2) the Iran-Contra scandal (including the funding of the Contras, the illegal Iran arms sales, and support for the Afghan mujahideen There were two stages to Iran-Contra. For twelve months in 1984-85, after meeting with Casey, King Fahd of Saudi Arabia, in the spirit of the AWACS deal, supported the Nicaraguan Contras via Prince Bandar through a BCCI bank account in Miami. But in April 1985, after the second proposed arms sale fell through, McFarlane, fearing AIPAC opposition, terminated this direct Saudi role. Then Khashoggi, with the help of Miles Copeland, devised a new scheme in which Iranian arms sales involving Israel would fund the contras. The first stage of Iran-Contra was handled by Prince Bandar through a BCCI account in Miami; the second channel was handled by Khashoggi through a different BCCI account in Montecarlo. The Kerry-Brown Senate Report on BCCI also transmitted allegations from a Palestinian-American businessman, Sam Bamieh, that Khashoggi’s funds from BCCI for arms sales to Iran came ultimately from King Fahd of Saudi Arabia, who “was hoping to gain favor with Ayatollah Ruhollah Khomeini.”48
  • 3) 9/11 When the two previously noted alleged hijackers or designated culprits, al-Mihdhar and al-Hazmi, arrived in San Diego, a Saudi named Omar al-Bayoumi both housed them and opened bank accounts for them. Soon afterwards Bayoumi’s wife began receiving monthly payments from a Riggs bank account held by Prince Bandar’s wife, Princess Haifa bint Faisal.49 In addition, Princess Haifa sent regular monthly payments of between $2,000 and $3,500 to the wife of Osama Basnan, believed by various investigators to be a spy for the Saudi government. In all, “between 1998 and 2002, up to US $73,000 in cashier cheques was funneled by Bandar’s wife Haifa … – to two Californian families known to have bankrolled al-Midhar and al-Hazmi.”50 Although these sums in themselves are not large, they may have been part of a more general pattern. Author Paul Sperry claims there was possible Saudi government contact with at least four other of the alleged hijackers in Virginia and Florida. For example, “9/11 ringleader Mohamed Atta and other hijackers visited s home owned by Esam Ghazzawi, a Saudi adviser to the nephew of King Fahd.”51
  • But it is wrong to think of Bandar’s accounts in the Riggs Bank as uniquely Saudi. Recall that Prince Bandar’s payments were said to have included “a suitcase containing more than $10 million” that went to a Vatican priest for the CIA’s long-time clients, the Christian Democratic Party.52 In 2004, the Wall Street Journal reported that the Riggs Bank, which was by then under investigation by the Justice Department for money laundering, “has had a longstanding relationship with the Central Intelligence Agency, according to people familiar with Riggs operations and U.S. government officials.”53 Meanwhile President Obiang of Equatorial Guinea “siphoned millions from his country’s treasury with the help of Riggs Bank in Washington, D.C.”54 For this a Riggs account executive, Simon Kareri, was indicted. But Obiang enjoyed State Department approval for a contract with the private U.S. military firm M.P.R.I., with an eye to defending offshore oil platforms owned by ExxonMobil, Marathon, and Hess.55 Behind the CIA relationship with the Riggs Bank was the role played by the bank’s overseas clients in protecting U.S. investments, and particularly (in the case of Saudi Arabia and Equatorial Guinea), the nation’s biggest oil companies.
  • The issue of Saudi Embassy funding of at least two (and possibly more) of the alleged 9/11 hijackers (or designated culprits) is so sensitive that, in the 800-page Joint Congressional Inquiry Report on 9/11, the entire 28-page section dealing with Saudi financing was very heavily redacted.56 A similar censorship occurred with the 9/11 Commission Report: According to Philip Shenon, several staff members felt strongly that they had demonstrated a close Saudi government connection to the hijackers, but a senior staff member purged almost all of the most serious allegations against the Saudi government, and moved the explosive supporting evidence to the report’s footnotes.57 It is probable that this cover-up was not designed for the protection of the Saudi government itself, so much as of the supranational deep state connection described in this essay, a milieu where American, Saudi, and Israeli elements all interact covertly. One sign of this is that Prince Bandar himself, sensitive to the anti-Saudi sentiment that 9/11 caused, has been among those calling for the U.S. government to make the redacted 28 pages public.58
  • This limited exposure of the nefarious use of funds generated from Saudi arms contracts has not created a desire in Washington to limit these contracts. On the contrary, in 2010, the second year of the Obama administration, The Defense Department … notified Congress that it wants to sell $60 billion worth of advanced aircraft and weapons to Saudi Arabia. The proposed sale, which includes helicopters, fighter jets, radar equipment and satellite-guided bombs, would be the largest arms deal to another country in U.S. history if the sale goes through and all purchases are made.59 The sale did go through; only a few congressmen objected.60 The deep state, it would appear, is alive and well, and impervious to exposures of it. It is clear that for some decades the bottom-upwards processes of democracy have been increasingly supplanted by the top-downwards processes of the deep state.
  • But the deeper strain in history, I would like to believe, is in the opposite direction: the ultimate diminution of violent top-down forces by the bottom-up forces of an increasingly integrated civil society.61 In the last months we have had Wikileaks, then Edward Snowden, and now the fight between the CIA and its long-time champion in Congress, Dianne Feinstein. It may be time to see a systemic correction, much as we did after Daniel Ellsberg’s release of the Pentagon Papers, which was followed by Watergate and the Church Committee reforms. I believe that to achieve this correction there must be a better understanding of deep events and of the deep state. Ultimately, however, whether we see a correction or not will depend, at least in part, on how much people care.

NATO's Terror Hordes in Iraq a Pretext for Syria Invasion | New Eastern Outlook - 0 views

  • All roads lead to Baghdad and the Islamic State in Iraq and Syria (ISIS) is following them all, north from Syria and Turkey to south. Reading Western headlines, two fact-deficient narratives have begun gaining traction. The first is that this constitutes a “failure” of US policy in the Middle East, an alibi as to how the US and its NATO partners should in no way be seen as complicit in the current coordinated, massive, immensely funded and heavily armed terror blitzkrieg toward Baghdad. The second is how ISIS appears to have “sprung” from the sand dunes and date trees as a nearly professional military traveling in convoys of matching Toyota trucks without explanation. In actuality, ISIS is the product of a joint NATO-GCC conspiracy stretching back as far as 2007 where US-Saudi policymakers sought to ignite a region-wide sectarian war to purge the Middle East of Iran’s arch of influence stretching from its borders, across Syria and Iraq, and as far west as Lebanon and the coast of the Mediterranean. ISIS has been harbored, trained, armed, and extensively funded by a coalition of NATO and Persian Gulf states within Turkey’s (NATO territory) borders and has launched invasions into northern Syria with, at times, both Turkish artillery and air cover.
  • The alleged territorial holdings of ISIS cross over both Syrian and Iraqi borders meaning that any campaign to eradicate them from Iraqi territory can easily spill over into Syria’s borders. And that is exactly the point. With ISIS having ravaged Mosul, Iraq near the Turkish border and moving south in a terror blitzkrieg now threatening the Iraqi capital of Baghdad itself, the Iraqi government is allegedly considering calling for US and/or NATO assistance to break the terror wave. Adding to the pretext, ISIS, defying any sound tactical or strategic thinking, has seized a Turkish consulate in Mosul, taking over 80 Turkish hostages - serendipitous giving Turkey not only a new pretext to invade northern Iraq as it has done many times in pursuit of alleged Kurdish militants, but to invade Syrian territory where ISIS is also based.

At the top of the list of reasons is that the AKP has become involved in secret operations and relations and has engaged in the war in Syria; this is backed up by the trucks that were upheld following the December operations (by the Gulen Movement against the AKP) and contained military equipment and arms, which were on there way to Syria. The group being presented to us as ISIS is not just formed of jihadist militants. We have information that the majority of ISIS’s fighting forces are formed of Turkish Special Forces who were cutting off the ears and noses of Kurdish fighters in the 1990s. These Special Forces have been staying in hotels and safe houses in Mosul for months and have travelled from Mosul to Makhmour, from Makhmour to Sinjar and are in Kobane now commanding and determining the strategy of ISIS. There are said to be around two thousand of them.

No, Israel Does Not Have the Right to Self-Defense In International Law Against Occupie... - 0 views

  • On the fourth day of Israel's most recent onslaught against Gaza's Palestinian population, President Barack Obama declared, “No country on Earth would tolerate missiles raining down on its citizens from outside its borders.” In an echo of Israeli officials, he sought to frame Israel's aerial missile strikes against the 360-square kilometer Strip as the just use of armed force against a foreign country. Israel's ability to frame its assault against territory it occupies as a right of self-defense turns international law on its head.  A state cannot simultaneously exercise control over territory it occupies and militarily attack that territory on the claim that it is “foreign” and poses an exogenous national security threat. In doing precisely that, Israel is asserting rights that may be consistent with colonial domination but simply do not exist under international law. 
  • Admittedly, the enforceability of international law largely depends on voluntary state consent and compliance. Absent the political will to make state behavior comport with the law, violations are the norm rather than the exception. Nevertheless, examining what international law says with regard to an occupant’s right to use force is worthwhile in light of Israel's deliberate attempts since 1967 to reinterpret and transform the laws applicable to occupied territory. These efforts have expanded significantly since the eruption of the Palestinian uprising in 2000, and if successful, Israel’s reinterpretation would cast the law as an instrument that protects colonial authority at the expense of the rights of civilian non-combatants.  
  • International Law places the responsibility upon the commanding general of preserving order, punishing crime, and protecting lives and property within the occupied territory. His power in accomplishing these ends is as great as his responsibility.  The extent and breadth of force constitutes the distinction between the right to self-defense and the right to police. Police authority is restricted to the least amount of force necessary to restore order and subdue violence. In such a context, the use of lethal force is legitimate only as a measure of last resort. Even where military force is considered necessary to maintain law and order, such force is circumscribed by concern for the civilian non-combatant population. Both are legitimate pursuant to the law of armed conflict and therefore distinguished from the peacetime legal regime regulated by human rights law.

  • Military occupation is a recognized status under international law and since 1967, the international community has designated the West Bank and the Gaza Strip as militarily occupied. As long as the occupation continues, Israel has the right to protect itself and its citizens from attacks by Palestinians who reside in the occupied territories. However, Israel also has a duty to maintain law and order, also known as “normal life,” within territory it occupies. This obligation includes not only ensuring but prioritizing the security and well-being of the occupied population. That responsibility and those duties are enumerated in Occupation Law.  Occupation Law is part of the laws of armed conflict; it contemplates military occupation as an outcome of war and enumerates the duties of an occupying power until the peace is restored and the occupation ends. To fulfill its duties, the occupying power is afforded the right to use police powers, or the force permissible for law enforcement purposes.   • To equate the two is simply to confuse the legal with the linguistic denotation of the term ”defense.“ Just as ”negligence,“ in law, does not mean ”carelessness” but, rather, refers to an elaborate doctrinal structure, so ”self-defense” refers to a complex doctrine that has a much more restricted scope than ordinary notions of ”defense.“  To argue that Israel is employing legitimate “self-defense” when it militarily attacks Gaza affords the occupying power the right to use both police and military force in occupied territory. An occupying power cannot justify military force as self-defense in territory for which it is responsible as the occupant. The problem is that Israel has never regulated its own behavior in the West Bank and Gaza as in accordance with Occupation Law. 
  • Once armed conflict is initiated, and irrespective of the reason or legitimacy of such conflict, the jus in bello legal framework is triggered. Therefore, where an occupation already is in place, the right to initiate militarized force in response to an armed attack, as opposed to police force to restore order, is not a remedy available to the occupying state. The beginning of a military occupation marks the triumph of one belligerent over another. In the case of Israel, its occupation of the West Bank, the Gaza Strip, the Golan Heights, and the Sinai in 1967 marked a military victory against Arab belligerents.  Occupation Law prohibits an occupying power from initiating armed force against its occupied territory. By mere virtue of the existence of military occupation, an armed attack, including one consistent with the UN Charter, has already occurred and been concluded. Therefore the right of self-defense in international law is, by definition since 1967, not available to Israel with respect to its dealings with real or perceived threats emanating from the West Bank and Gaza Strip population. To achieve its security goals, Israel can resort to no more than the police powers, or the exceptional use of militarized force, vested in it by IHL. This is not to say that Israel cannot defend itself—but those defensive measures can neither take the form of warfare nor be justified as self-defense in international law.   • When It Is Just to Begin to Fight  The laws of armed conflict are found primarily in the Hague Regulations of 1907, the Four Geneva Conventions of 1949, and their Additional Protocols I and II of 1977. This body of law is based on a crude balance between humanitarian concerns on the one hand and military advantage and necessity on the other. The post-World War II Nuremberg trials defined military exigency as permission to expend “any amount and kind of force to compel the complete submission of the enemy…” so long as the destruction of life and property is not done for revenge or a lust to kill. Thus, the permissible use of force during war, while expansive, is not unlimited.  In international law, self-defense is the legal justification for a state to initiate the use of armed force and to declare war. This is referred to as jus ad bellum—meaning “when it is just to begin to fight.” The right to fight in self-defense is distinguished from jus in bello, the principles and laws regulating the means and methods of warfare itself. Jus ad bellum aims to limit the initiation of the use of armed force in accordance with United Nations Charter Article 2(4); its sole justification, found in Article 51, is in response to an armed attack (or an imminent threat of one in accordance with customary law on the matter). The only other lawful way to begin a war, according to Article 51, is with Security Council sanction, an option reserved—in principle, at least—for the defense or restoration of international peace and security.

  • The macabre video executions have also overturned anti-war public feeling in the US. When Obama was planning to launch air strikes in Syria last year following the chemical weapons incident, polls showed that a big majority – 70 per cent – of Americans were opposed to any intervention. That opposition, plus the British parliament’s rejection, was a major factor in why Obama backed down then on his proposed military strikes during September 2013. But after the latest videos showing two American journalists being brutally slain, US public opinion, according to recent polls, is now strongly in favour of Obama’s anti-ISIS bombing coalition; not just operating in Iraq, but more significantly, the American public wants the coalition to go after ISIS inside Syria too. Thus, where the chemical weapons horror last year failed to convince the American public to give its approval for US air strikes in Syria, the beheading of American hostages has succeeded.
  • For Washington and its close London ally, the British public is a crucial constituency to also win over. It seems more than a coincidence that ISIS has now carried out the same sickening execution of a British national as it did with the two Americans. President Obama said after the videoed slaying of Briton David Haines that the US “stands shoulder-to-shoulder” with the British people. The question is this: are these shocking executions, with their highly stylised graphic videos, being used to manipulate public consent for Western military intervention in Syria? In that case, ISIS is not acting in some apparent rogue fashion, turning on its Western intelligence masters, but rather it is obeying orders as usual as part of a macabre charade to facilitate Western military intervention.
  • Once again, what we are seeing is a variation of “humanitarian pretext” to pave the way for the covert, ulterior agenda of Western-orchestrated regime change in foreign countries. That ploy was used previously by NATO forces in former Yugoslavia at the end of the 1990s and more recently in Libya during 2011. It is well documented that ISIS, IS or ISIL, is a terror network created by US, British and Saudi military intelligence going back to the early years of the Iraq War beginning in 2003, when the group played a vital role in fomenting sectarian strife in Iraq to the advantage of the Western occupying armies.The network has antecedents in Western collusion with radical Islamist mercenaries in Afghanistan during the 1980s against the former Soviet Union, which led to the formation of Al Qaeda, and also in Chechnya in the mid-1990s.

  • ISIS leader Abu Bakr Baghdadi is known to be a US intelligence asset, according to a former senior Al Qaeda operative, Nabil Naim, among other sources. Former CIA personnel have also disclosed that ISIS, like Al Qaeda, was set up to further geopolitical goals for Washington and its allies in the Middle East. These goals include regime change in target countries, such as Syria, and perpetuating the money-spinning American military-industrial complex by creating an endless security threat. Officially, the network may be a proscribed terror organization and “an enemy of the state”. But in the underworld of black operations, ISIS is a covert instrument of US government and corporate interests.
  • Given the strategic importance of the US-led regime-change objective in Syria – and in particular the importance of obtaining public support for military intervention in that country – it is not beyond the realm of possibility that the ISIS network is carrying out beheadings of Western citizens on the orders of its handlers in the CIA and Britain’s MI6. Perhaps even, the outward political leadership in Washington and London, Obama and Cameron, are unaware of their own dark forces at work, which gives their public reactions of indignation an air of authenticity and credibility.

Netanyahu's Coalition of the Unwilling « LobeLog - 0 views

  • After Benjamin Netanyahu’s surprising victory in Israel’s national elections in March, he took until the last possible minute to complete the process of forming the government for his fourth term as Israel’s prime minister. For all the time he invested, despite making it just under the wire, Netanyahu ended up with a fragile, ultra-right-wing coalition and more work ahead of him to bring in at least one more party. The government Netanyahu presented to Israeli President Reuven Rivlin was a bare majority of 61 seats out of the 120-seat Knesset. There are no fig leafs in this coalition, no Tzipi Livni or Ehud Barak for Netanyahu to send to talk fruitlessly with the Palestinians. One might think this would make the coalition more stable, since it consists entirely of the right wing. In this, one would be wrong.
  • Netanyahu is, in fact, desperate to add another party to the coalition because there is so much tension in the current majority, most visibly between Netanyahu’s Likud party and Naftali Bennett’s HaBayit HaYehudi. Likud leaders, including Netanyahu, feel that Bennett essentially held the coalition hostage to his demands. They are quite right about that, but the gambit paid off handsomely for Bennett. HaBayit HaYehudi holds a mere eight seats in the Knesset. Yet Bennett and his party will get four ministries, the deputy defense minister post, as well as the chairs of two key Knesset committees dealing with Israel’s legal system. That is what you get when you play hardball with Netanyahu, a man who likes to talk tough but who is a political creature first and foremost and quickly backs off from a high-stakes fight he is not sure he can win. As things stand, this coalition might not last the year. That is why, after Avigdor Lieberman quit his post as foreign minister and took his greatly diminished party into the opposition, Netanyahu left the post open by keeping that portfolio for himself. In reality, Netanyahu has been the foreign minister all along, so it is not an added burden for him.
  • On the day that Netanyahu was supposed to present his government, he was still eight seats short of a majority. Luckily for Bennett, that was the exact number of seats he controlled and he let Netanyahu know just how lucky he was. Bennett played a game of chicken with Netanyahu, pushing for more and more power within the government and knowing that Bibi was going to have a hard time saying no to anything. Bennett won, and the spoils were vast. The far-right HaBayit HaYehudi party now controls the ministries of education, agriculture, justice, and diaspora affairs. The position of deputy defense minister will also be theirs. It is even worse than it sounds. With the ministry of agriculture comes control over the World Zionist Organization’s Settlement Division, which funds the expansion of settlements. Uri Ariel, perhaps the most extreme pro-settler member of the Knesset, will have that portfolio.

  • Shaked is certain to work hard to undermine Israel’s fragile legal system. She will also be heading the powerful Ministerial Committee for Legislation and the Judicial Appointments Committee, giving her even more leverage to eliminate a legal system that she sees as a bastion of the left. Moreover, she is very likely to be minister of justice when the next attorney general is appointed. Uri Ariel can be equally certain to press hard for as much settlement expansion—all over the West Bank and, especially, in East Jerusalem—as the available shekels and the defense minister, who will still be Moshe Ya’alon, will allow. I would rather not even think about what Bennett, the new minister of education, is going to do to the minds of Israeli students. Academia is also thought of as a bastion of the left in Israel, and the climate for free thought in Israeli institutions is certainly threatened now.
  • A Question of Longevity The real question about all of this is how long it will last. An ultra-right government like this one is not going to get along well with the Obama administration or most of Europe, although the Republican-led Congress is likely to fall in love with it. Some may hope that this will be a case of things getting so bad that political pressure for improvement must come. Sadly, such is not the history of Israel or of this conflict. Netanyahu will be spending the next few months trying to woo Isaac Herzog into the government, and this is what the whole game comes down to. If Herzog joins and creates a national unity government of 85 seats, this government will survive. The Labor Party, which makes up most of the Zionist Union, is unlikely to provide much of a counter to the right-wing majority. Much more likely is that, as has happened in the past, many of Labor’s Knesset members and other leaders will bolt the party rather than serve as a fig leaf for such a far-right government.
  • If Herzog does not join the government, this fourth Netanyahu government will not outlast Barack Obama’s presidency, and might not even come close. The right wing does not play well together, and it will take nothing more than a few well-timed votes of no-confidence to take down this government even if none of the parties bolts. Even that scenario, however, offers little hope. The last elections were hailed as a comeback for Labor, but the center and left still cannot form a coalition without the Joint List (a coalition of mostly Arab parties), and that remains anathema in Israeli politics. In fact, little changed in the left-right balance in the last elections, and that is showing no signs of turning around. It has never been clearer that positive change in Israel is going to require some sort of meaningful action by the United States and/or Europe. If that does not come, and it does not seem to be on the horizon, disaster looms.

  • A massive blast has killed at least 30 and injured over 100 more in NATO-member Turkey’s capital of Ankara. The blast appears to have targeted the pro-Kurdish Peoples’ Democratic Party (HDP) who was holding a peace rally at the moment of the explosion.
  • CNN would report in their article, “30 killed in bombing near main train station in Turkey’s capital,” that: At least one powerful bomb hit near the main train station in the Turkish capital Saturday morning, killing 30 people,authorities said, making it the deadliest attack in Ankara in recent memory. It would also claim that: No group has yet claimed responsibility for the attack, though suspicion immediately fell on the ISIS terrorist group or on Kurdish separatists in Turkey.  Turkey avoided, for quite some time, any conflict with ISIS, perhaps in exchange for the release earlier this year of dozens of Turkish hostages seized in the Iraqi city of Mosul. No details of those negotiations have been released.  However, Turkey recently changed its stance and allowed the U.S. to launch strikes on ISIS from the Incirlik Air Base in southern Turkey.
  • While CNN attempts to portray Turkey as holding a generally hostile stance toward the so-called “Islamic State” (ISIS, ISIL, Daesh), it finally admits toward the end of its report that: New reports have said that many Turks have joined ISIS’ ranks and that Turks, many of whom have been recruiting in Ankara, may make up a third of ISIS’ ranks. Indeed, with nearly a third of ISIS composed of Turkish terrorists, with Turkey being a regional, even global state-sponsor of terrorism targeting as far afield as China and Thailand, and with Turkey allowing its borders to remain open and feed what is clearly ISIS’ primary supply corridor just north of the Syrian city of Aleppo, it is clear that if “ISIS” was behind the blasts – it was Ankara itself who organized and executed them, and who will attempt to leverage them for maximum benefit.

Imagery and Empire: Understanding the Western Fear of Arab and Muslim Terrorists | Glob... - 0 views

  • Seven out of the top ten countries afflicted by terrorist attacks are predominately Muslim, according to the Australia-headquartered Institute for Economics and Peace’s Global Terrorism Index for 2014, which is based on the University of Maryland’s meta-analytic Global Terrorism Database. Using a maximum value of ten and a minimum value of zero, the entire international community is systematically ranked. Although the definition of terrorist incidents in the University of Maryland’s Global Terrorism Database can definitely be debated over, important inferences can be made from its data sets and the Institute for Economics and Peace’s Global Terrorism Index. Several key features can be noticed, if readers look at the nature and identities of the perpetrators of what is classified as acts of terrorism among the top thirty countries in the Global Terrorism Index for 2014. The first feature is that the violence generated from the ascribed terrorist groups falls within the framework of insurrections and civil wars that are generally equated as acts of terrorism. For example, this is the case for countries like Somalia, the Philippines, Thailand, Colombia, Turkey, Mali, the Democratic Republic of Congo, and Nepal, which are respectively ranked seventh, ninth, tenth, sixteenth, seventeenth, twenty-second, and twenty-fourth place. Under closer examination several of these insurgencies can be tied to international rivalries and power plays by the US and its allies. This becomes obvious when more observations are made.
  • The second feature is that the majority of the cases of terrorism in the indexed countries, especially the higher ranked they are on the list, are connected to Washington’s direct or indirect interference in their affair. For example, this is the case for Iraq, NATO-garrisoned Afghanistan, Pakistan, Syria, Somalia, Yemen, Russia, Lebanon, Libya, the Democratic Republic of Congo, Sudan, South Sudan, China, and Iran, which are respectively ranked first, second, third, fifth, seventh, eighth, eleventh, fourteenth, fifteenth, eighteenth, nineteenth, twentieth, twenty-fifth, and twenty-eighth. US-led wars, Pentagon interventions, US-backed coups, or US government support for so-called «opposition» groups or proxy regimes have all been a basis for the affliction of terrorism in these countries. Out of the above countries, according to the Global Terrorism Index, 82% of global deaths that are assigned to acts of terrorism happen in NATO-garrisoned Afghanistan, Iraq, Pakistan, Syria, and Nigeria. The ties to US foreign policy should be clear.
  • It has been claimed that if all terrorists are not Arabs or Muslims, that most terrorists are Arabs or Muslims. Is this true or another myth? An empirical look at data compiled in the US and Europe will help answer this question. In the US, which is ranked thirtieth in the Global Terrorism Index for 2014, the majority of terrorists are not Muslims and are non-Muslims according to the Federal Bureau of Investigation (FBI). Inside the US, 6% of terrorist cases from 1980 to 2005 were committed by Muslim terrorists. [1] The other 94% of terrorism cases and terrorists — in other words, the vast majority — were not related to Arabs, Muslims, or Islam. [2] While the FBI’s methodology on what is a terrorist attack and what is not a terrorist attack is questionable, it will be accepted herein for arguments sake. According to the same FBI report, there were actually more terrorist attacks launched by Jews from 1980 to 2005 on US soil. The same FBI data was compiled by the Princeton University-linked webpage loonwatch.com in a chart that describes the breakdown of cases of terrorist attacks on US soil from 1980 to 2005 as follows: 42% Hispanic terrorism; 24% extreme left-wing group terrorism; 16% other types of terrorists that do not fit into the other main categories; 7% Jewish terrorists; 6% Muslim terrorists; and 5% communist terrorists. [3] While Muslim terrorists comprised 6% of the attacks on US soil from 1980 to 2005, Jewish terrorists and Hispanic terrorists respectively comprised 7% and 42% of the terrorist attacks in the US during the same period. There, however, is no fear mongering about Jews or Hispanic people. The same media and government focus is not given to them as is given to ethnic Arabs and Muslims.

Loonwatch.com also compiles data on terrorism in the European Union from the reports of the European Union’s European Police Office (Europol) from 2007, 2008, and 2009 in its annual EU Terrorism Situation and Trend Reports. [4] The data further distances Muslims from terrorist acts. 99.6% of the terrorist attacks in the European Union were committed by non-Muslims. [5] The number of failed, foiled, or successful terrorist attacks by Muslims in the EU from 2007 to 2009 was simply five attacks whereas the number of terrorist attacks by separatist groups was 1,352 attacks, which equates to approximately 85% of all terrorist incidents in the European Union. [6] According to Europol, the number of failed, foiled, or successful terrorist attacks by so-called left-wing groups was 104 while another 52 attacks were categorized as non-specific. [7] In the same period, two attacks were attributed to so-called right-wing groups by Europol. [8]
  • There is a huge disparity in who is causing and committing terrorism and who is being victimized and blamed for it. Despite the overwhelming facts, whenever Arabs or Muslims commit crimes and acts of terrorism, they are the individuals that are focused on whereas non-Arabs and non-Muslims are ignored. If it does acknowledge that Muslims are the biggest victims of terrorism, Orientalism still manages to assess some guilt to the victims of terrorism by tacitly portraying them as members of a savage community or society that are as much prone to facing a violent end as animals in a jungle.
  • Illusions are at work in the world. The truth has been turned on its head. The victims are being portrayed as the perpetrators. Whether stated candidly, implied, or unmentioned, the notion of Arabs and Muslims as savages and terrorists plays on the imagery that the so-called Western World embodies equality, freedom, choice, civilization, tolerance, progress, and modernity whereas the so-called Arab-Muslim World underneath its surface represents inequality, restrictions, tyranny, a lack of choices, savagery, intolerance, backwardness, and primitiveness. This imagery actually serves to de-politize the political nature of tensions. It sanitizes the actions of empire, from coercive diplomacy with Iran and support for regime change in Syria to the invasions of Afghanistan and Iraq and US military intervention in Somalia, Yemen, and Libya. As mentioned earlier, in varying degrees, this imagery extends to other places that are seen by US Orientalists as non-Western places or entities, like Russia and China. At its roots, this imagery is really part of a discourse that sustains a system of power that allows power to be practiced by an empire over «outsiders» and against its own citizens. It is because of US foreign policy and economic interests that Arabs and Muslims are unempirically portrayed as terrorists while real world data that shows that US intervention is creating terrorism is ignored. This is why there is a fixation on the attack on Parliament Hill in Canada, the Martin Place hostage crisis in Sydney, and the Charlie Hebdo attack in Paris, but US, Canadian, Australian, and French governmental support for terrorism that has cost tens of thousands of lives in Syria is ignored.

The regime changers in Kiev decided to hold a presidential election on May 25, the same day as European Parliament elections, in order to demonstrate their desire to follow a European-centric foreign policy.

  • Hardly discussed in the pre-vote campaigns were the Snowden NSA revelations; the shady negotiations between Washington and Brussels over a free trade agreement which will be a boon for US Big Business; and how the financial casino supervised by the European Central Bank, the IMF, and the European Commission (EC) will remain untouched, further ravaging the European middle classes. The anti-EU crowd performed very well in France, the UK, Denmark and Greece. Not so well in Italy and the Netherlands. The mainstream did relatively well in Germany and ultraconservative Spain – even though losing votes to small parties.

  • To believe that an EU under troika austerity will bail Kiev out of its massive outstanding debts is wishful thinking. The recipe - already inbuilt in the $17 billion IMF “rescue” package is, of course, austerity. Oligarchs will remain in control, while assorted plunderers are already lining up. Former US Secretary of State Madeleine Albright – for whom hundreds of thousands of Iraqi children were expendable – “observed” the elections, and most of all observed how to privatize Telecom Ukraine, as she is doing now with Telekom Kosovo. There’s no evidence Right Sector and Svoboda will cease to be crypto-fascist, racist and intolerant just because Poroshenko – the King of Ukrainian Chocolate – is now the president. By the way, his margin for maneuver is slim, as his own markets – not to mention some of his factories – are in Russia. Heavy industry and the weapons industry in eastern Ukraine depend on Russian demand. It would take at least a whopping $276 billion for the West to “stabilize” eastern Ukraine. The notion of the EU “saving” Ukraine is D.O.A.
  • Moscow, once again, just needs to do what it is doing: nothing. And make sure there will be no economic or political help unless a federalized – and Finlandized - Ukraine with strong regions sees the light of day. Even the Brookings Institution has reluctantly been forced to admit that the US neo-con gambit has failed miserably; there’s no Ukraine without Russian help.
  • Signs so far are mixed. Poroshenko said Ukraine could “possibly” become an EU member state by 2025 (it won’t happen). He ruled out entering NATO (wise move). He rejects federalization (dumb move). He believes that with a strong economy Crimea would want to be back (wishful thinking). Still, he believes in reaching a compromise with Moscow (that’s what Moscow always wanted, even before regime change).
  • Back in NATOstan, there’s the crucial point of what happens to the ultra-right-wing anti-EU brigade in the Parliament in Strasbourg. They may all abhor the EU, but the fact is this ideological basket case will hardly form an alliance.
  • What this ultimately means is that conservative and moderate parties, as per the status quo, will remain in control, expressed via an extremely likely coalition of the European People’s Party (center-right) and the Socialists and Democrats (center-left). What comes next, in the second half of 2014, is the appointment of a new EU Commission. That’s Kafka redux, as in the bureaucrat-infested executive arm of the EU, which shapes the agenda, sort of (when it’s not busy distributing subventions in color-coded folders for assorted European cows.) There are 5 candidates fighting for the position of EC president. According to the current EU treaty, member states have to consider the result of EU Parliament elections when appointing a new president. Germany wants a conservative. France and Italy want a socialist. So expect a tortuous debate ahead to find who will succeed the spectacularly mediocre Jose Manuel Barroso. The favorite is a right-winger of the European People’s Party, former Prime Minister of Luxembourg Jean-Claude Juncker. He is an avid defender of banking secrecy while posing himself as a champion of “market social economy.”
  • Then there’s more Kafka: choosing the new president of the EU Council and the High Representative for Foreign Affairs. Translation: the EU won’t decide anything, or “reform” anything for months. That includes the critical negotiations with the Americans over the free trade deal. It’s absolutely impossible to spin these Sunday elections as not discrediting even more the EU project as it stands. As I’ve seen for myself, since early 2014, in 5 among the top EU countries, what matters for the average citizen is as follows: how to deal with immigration; how to fight the eradication of the welfare state; the implications of the free trade agreement with the US; the value of the euro –including an absurdly high cost of living; and what the ECB mafia is actually doing to fight unemployment.
  • With Kafka in charge for the foreseeable future, what’s certain is that Paris and Berlin will drift further and further apart. There will be no redesign of the EU’s institutions.   • During the height of the wars in Iraq and Afghanistan, the United States military often carried out dozens of daily operations against Al Qaeda and other extremist targets with heavily armed commandos and helicopter gunships.But even before President Obama’s speech on Wednesday sought to underscore a shift in counterterrorism strategy — away from the Qaeda strongholds in and near those countries — American forces had changed their tactics in combating Al Qaeda and its affiliates, relying more on allied or indigenous troops with a limited American combat role.
  • Navy SEAL or Army Delta Force commandos will still carry out raids against the most prized targets, such as the seizure last fall of a Libyan militant wanted in the 1998 bombings of two United States Embassies in East Africa. But more often than not, the Pentagon is providing intelligence and logistics assistance to proxies, including African troops and French commandos fighting Islamist extremists in Somalia and Mali. And it is increasingly training foreign troops — from Niger to Yemen to Afghanistan — to battle insurgents on their own territory so that American armies will not have to.

The militant, born Nazih Abdul-Hamed al-Ruqai and known by his nom de guerre, Abu Anas al-Libi, had a $5 million bounty on his head; his capture at dawn ended a 15-year manhunt.

  • Taliban militants stormed an army public school in the northern city of Peshawar, killing over 100, including many young students. It is believed up to 10 militants took part in the attack, dressed as soldiers to first infiltrate the school's grounds before beginning the attack.  While the details of the attack are forthcoming, the background of the Taliban and the persistent threat it represents is well established, though often spun across the Western media.  Who Put the Taliban into Power? Who is Funding them Now?  In the 1980's the United States, Saudi Arabia, and elements within the then Pakistani government funneled millions of dollars, weapons, equipment, and even foreign fighters into Afghanistan in a bid to oust Soviet occupiers. Representatives of this armed proxy front would even visit the White House, meeting President Ronald Reagan personally. 
  • In 1997, Taliban representatives would find themselves in Texas, discussing a possible oil pipeline with energy company Unocal (now merged with Chevron). The BBC would report in a 1997 article titled, "Taleban in Texas for talks on gas pipeline," that: A senior delegation from the Taleban movement in Afghanistan is in the United States for talks with an international energy company that wants to construct a gas pipeline from Turkmenistan across Afghanistan to Pakistan. A spokesman for the company, Unocal, said the Taleban were expected to spend several days at the company's headquarters in Sugarland, Texas.
  • However, it was already claimed by the US that the Taliban had been "harboring" Osama Bin Laden since 1996, and had branded the Taliban's human rights record as "despicable." The Telegraph in an artile titled, "Oil barons court Taliban in Texas," would report (emphasis added):  The Unocal group has one significant attraction for the Taliban - it has American government backing. At the end of their stay last week, the Afghan visitors were invited to Washington to meet government officials. The US government, which in the past has branded the Taliban's policies against women and children "despicable", appears anxious to please the fundamentalists to clinch the lucrative pipeline contract. The Taliban is likely to have been impressed by the American government's interest as it is anxious to win international recognition. So far, it has been recognised only by the UAE, Saudi Arabia and Pakistan. It is clear that to the West, as they were during the proxy war against the Soviets, and during attempts to forge an oil pipeline across Afghan territory, the Taliban remain a tool, not an ally - to be used and abused whenever and however necessary to advance Wall Street and Washington's agenda - a self-serving Machiavellian agenda clearly devoid of principles.

  • The Global Post would reveal in a 2009 investigative report that the Taliban in neighboring Afghanistan was mostly funded via redirected US aid. The report titled, "Who is funding the Afghan Taliban? You don’t want to know," would state:  It is the open secret no one wants to talk about, the unwelcome truth that most prefer to hide. In Afghanistan, one of the richest sources of Taliban funding is the foreign assistance coming into the country. The report would also reveal that Taliban members were in the capital city of Kabul, directly involved in redirecting the funds, apparently under the nose of occupying NATO forces:
  • But the narrative of the "accidental" funding of Taliban militants in Afghanistan is betrayed when examining their counterparts in Pakistan and their source of funding. While the US funds roughly a billion USD a year to the Taliban in Afghanistan "accidentally," their allies in Riyadh, Saudi Arabia are confirmed to be funding the Taliban in Pakistan.In the Guardian's article, "WikiLeaks cables portray Saudi Arabia as a cash machine for terrorists," the US State Department even acknowledges that Saudi Arabia is indeed funding terrorism in Pakistan:   Saudi Arabia is the world's largest source of funds for Islamist militant groups such as the Afghan Taliban and Lashkar-e-Taiba – but the Saudi government is reluctant to stem the flow of money, according to Hillary Clinton."More needs to be done since Saudi Arabia remains a critical financial support base for al-Qaida, the Taliban, LeT and other terrorist groups," says a secret December 2009 paper signed by the US secretary of state. Her memo urged US diplomats to redouble their efforts to stop Gulf money reaching extremists in Pakistan and Afghanistan."Donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide," she said.Three other Arab countries are listed as sources of militant money: Qatar, Kuwait and the United Arab Emirates.
  • Pakistani terror organization Lashkar-e-Jhangvi - which maintains ties to the Taliban - has also been financially linked to the Persian Gulf monarchies. Stanford University's "Mapping Militant Organizations: Lashkar-e-Jhangvi," states under "External Influences:"  LeJ has received money from several Persian Gulf countries including Saudi Arabia and the United Arab Emirates[25] These countries funded LeJ and other Sunni militant groups primarily to counter the rising influence of Iran's revolutionary Shiism.   Astonishingly, despite these admission, the US still works politically, financially, economically, and even militarily in tandem with these very same state-sponsors of rampant, global terrorism. In fact, Wall Street and Washington are among the chief architects and beneficiaries of this global terrorism. 
  • Just as in Libya and Syria where the US and its Persian Gulf allies funded terrorist fronts in bids to overthrow each nation's respective governments, this unholy alliance is working in Pakistan to create a militant front with which to menace political groups in Islamabad and reorder the country to reflect and serve their collective interests. And just as in Syria now, where the US feigns to be locked in battle with terrorists of their own creation, the fact that the US is funding their own enemy billions of dollars while allegedly fighting them in Afghanistan creates a perpetual conflict justifying their continued intervention in the region - overtly and covertly.  When a terrorist attack is carried out in Pakistan by the "Taliban," it must then be looked at through this lens of global geopolitical reality. Attempts by the Western media to reduce this recent attack to mere "extremism," preying on global audiences emotionally, provides impunity for the state-sponsors of the Taliban - those funding, arming, and directing their operations across the region, and then benefiting from their horrific consequences.It appears, just as in Libya, Syria, and Iraq, the West and its allies are waging a proxy war in Pakistan as well. Attempts to exploit the tragedy in Peshawar compound this insidious agenda. Those across Pakistan's political landscape must understand that their is no line these foreign interests are unwilling to cross in achieving their agenda - be it a line crossed at a perceived ally's expense, or a perceived enemy's expense.

  • The U.S. Department of State has blocked the publication of a long-awaited documentary history of U.S. covert action in Iran in the 1950s out of concern that its release could adversely affect ongoing negotiations over Iran’s nuclear program. The controversial Iran history volume, part of the official Foreign Relations of the United States (FRUS) series, had been slated for release last summer. (“History of 1953 CIA Covert Action in Iran to be Published,” Secrecy News, April 16, 2014). But senior State Department officials “decided to delay publication because of ongoing negotiations with Iran,” according to the minutes of a September 8, 2014 meeting of the Advisory Committee on Historical Diplomatic Documentation that were posted on the Department of State website this week. Dr. Stephen P. Randolph, the Historian of the State Department, confirmed yesterday that the status of the Iran volume “remains as it was in September” and that no new publication date has been set. The subject was also discussed at an Advisory Committee meeting this week.
  • The suppression of this history has been a source of frustration for decades, at least since the Department published a notorious 1989 volume on U.S. policy towards Iran that made no mention of CIA covert action. But the latest move is also an indirect affirmation of the enduring significance of the withheld records, which date back even further than the U.S. rupture with Cuba that is now on the mend. It seems that the remaining U.S. records of the 1953 coup in Iran are not only of historical interest but they evidently hold the power to move whole countries and to alter the course of events today. Or so the State Department believes. “The logic, as I understand it, is that the release of the volume could aggravate anti-U.S. sentiment in Iran and thereby diminish the prospects of the nuclear negotiations reaching a settlement,” said Prof. Richard H. Immerman, a historian at Temple University and the chair of the State Department Historical Advisory Committee. “I understand the State Department’s caution, but I don’t agree with the position,” he said. “Not only is the 1953 covert action in Iran an open secret, but it was also a motive for taking hostages in 1979. The longer the U.S. withholds the volume, the longer the issue will fester.”

  • Germany's international broadcaster Deutsche Welle (DW) published a video report of immense implications - possibly the first national broadcaster in the West to admit that the so-called "Islamic State" (ISIS) is supplied not by "black market oil" or "hostage ransoms" but billions of dollars worth of supplies carried into Syria across NATO member Turkey's borders via hundreds of trucks a day. The report titled, "'IS' supply channels through Turkey," confirms what has been reported by geopolitical analysts since at least as early as 2011 - that NATO member Turkey has allowed a torrent in supplies, fighters, and weapons to cross its borders unopposed to resupply ISIS positions inside of Syria.
  • Local residents and merchants interviewed by Germany's DW admitted that commerce with Syria benefiting them had ended since the conflict began and that the supplies trucks carry as they stream across the border originates from "western Turkey." The DW report does not elaborate on what "western Turkey" means, but it most likely refers to Ankara, various ports used by NATO, and of course NATO's Incirlik Air Base. While DW's report claims no one knows who is arranging the shipments, it does reveal that the very torrent of trucks its film crew documented was officially denied by the Turkish government in Ankara. It is a certainty that Turkey is not only aware of this, but directly complicit, as is NATO who has feigned a desire to defeat ISIS but has failed to expose and uproot ISIS' multinational sponsorship and more importantly, has refused to cut its supply lines - an elementary prerequisite of any military strategy. 
  • SIS supply lines leading from NATO territory should be of no surprise. As reported since as early as 2007, the US and its regional accomplices conspired to use Al Qaeda and other armed extremists in a bid to reorder North Africa and the Middle East. It would be Pulitzer Prize-winning journalist Seymour Hersh in his article, "The Redirection: Is the Administration’s new policy benefiting our enemies in the war on terrorism?" that explicitly stated (emphasis added): To undermine Iran, which is predominantly Shiite, the Bush Administration has decided, in effect, to reconfigure its priorities in the Middle East. In Lebanon, the Administration has coöperated with Saudi Arabia’s government, which is Sunni, in clandestine operations that are intended to weaken Hezbollah, the Shiite organization that is backed by Iran. The U.S. has also taken part in clandestine operations aimed at Iran and its ally Syria. A by-product of these activities has been the bolstering of Sunni extremist groups that espouse a militant vision of Islam and are hostile to America and sympathetic to Al Qaeda.

  • Of course, these "extremist groups" who "espouse a militant vision of Islam" and are "sympathetic to Al Qaeda," describe the "Islamic State" verbatim. ISIS constitutes NATO's mercenary expeditionary force, ravaging its enemies by proxy from Libya in North Africa to Lebanon and Syria in the Levant, to Iraq and even to the borders of Iran. Its seemingly inexhaustible supply of weapons, cash, and fighters can only be explained by multinational state sponsorship and safe havens provided by NATO ISIS' enemies - primarily Syria, Hezbollah, Iran, and Iraq - cannot strike. DW's report specifically notes how ISIS terrorists regularly flee certain demise in Syria by seeking safe haven in Turkey.  One of NATO's primary goals since as early as 2012, was to use various pretexts to expand such safe havens, or "buffer zones," into Syrian territory itself, protected by NATO military forces from which "rebels" could operate. Had they succeeded, DW camera crews would probably be filming convoys staging in cities like Idlib and Allepo instead of along Turkey's border with Syria. 
  • With the documented conspiracy of the US and its allies to create a sectarian mercenary force aligned to Al Qaeda, the so-called "moderate rebels" the US has openly backed in Syria now fully revealed as sectarian extremists, and now with DW documenting a torrent of supplies originating in Turkey, it is clear that the ISIS menace NATO poses as the solution to, was in fact NATO all along. What is  revealed is a foreign policy so staggeringly insidious, few are able to believe it, even with international broadcasters like DW showing ISIS' supply lines leading from NATO territory itself.

    There is a second NATO supply line running from Saudi Arabia, across Iraq into Jordan, and from there to ISIL-Al-Nusrah in southern Syria. Also, Israel is flying combat missions for ISIL and running a resupply/medical services base for them on the Golan Heights.

California Senate approves measure banning warrantless drone surveillance | Reuters - 0 views

  • (Reuters) - The California State Senate passed legislation on Tuesday imposing strict regulations on how law enforcement and other government agencies can use drones, a move supporters said will protect privacy and prevent warrantless surveillance. The bill attracted bipartisan support in the Senate, passing 25-8 during the evening vote in Sacramento.The legislation would require law enforcement agencies to obtain a warrant before using an unmanned aircraft, or drone, except in emergencies such as a fire or a hostage-taking.
  • Other public agencies would be able to use drones, or contract for their use, to achieve their "core mission," so long as that mission is not to gather criminal intelligence."The potential for abuse of drones is high and we need to be vigilant to ensure our Constitutional rights are protected," said the bill's co-author, Democratic Senator Ted Lieu.Idaho and Virginia have also passed laws restricting uses of pilotless aircraft because of privacy concerns.

    Gotta love that quote from the L.A. County District Attorney's Office. As though either the 4th Amendment or California's own constitution prohibits the legislature from granting citizens more liberties than the 4th Amendment sets as the irreducible minimum. By that logic, the federal Civil Rights Act would be unconstitutional because the 4th Amendment does not grant citizens the right to sue misbehaving cops in a civil action.
